Summary/Abstract: Bulgarian planning regions need to adapt their own policies based on local advantages as there is no regional innovation policy framework that meets all requirements to create the conditions and environment for their development. Each region is characterized by different administrative and institutional capacity linked to a political, economic and social context that permits or limits the development and implementation of government policies and development strategies based on particular settlements.
