Problemy społeczne na Śląsku w świetle regionalnych strategii rozwoju

The article is an analytical comparison of three Silesian regional development strategies that respond to the question of how they are treated in their social problems. The paper begins with a brief statement of what is meant by the term social problem. Thereafter, an overview of the regional development strategies for Lower Silesian, Opole and Silesian Voivodeships, through the usage of content analysis was made. The article presents their social problems. In the final part of the paper, the key findings discussing the presentation of social problems in the analyzed documents were presented.

ZNACZENIE ZARZĄDZANIA RYZYKIEM W PLANOWANIU PROJEKTÓW PUBLICZNYCH

Basically, by “risk” the investor understands significant cost overruns and schedule delays but never positive deviations. The cities plan and implement many projects at the same time. Because of limited financial resources they are forced to give appropriate priority to individual projects and to postpone projects deemed less important. Blocking the financial resources for project implementation as a consequence of misestimating of the project cost in the planning phase means that the funds could be used for other projects. In the article are presented examples of the impact of failure in the planning project costs on the investment opportunities of municipalities. There are also proposed solutions which, in the opinion of the local councillors, can affect the cost of the planned investments.

Changes in share prices as a response to earnings forecasts regarding future real profits

One of the analytical methods in financial economics is an event study. The event study allows to measure influence of some information (for example: changes at the board of directors, merger notices, and other) on value of companies. According to the event study method the abnormal change of price is measured, which is caused by disclosing the information. The aim of this study is to measure the influence of disclosing initial earnings forecasts on share prices as well as examination of the relationships between abnormal returns and prospective profits of companies. Each new, additional piece of information has influence on share price, however, it should still be the object of investigations how investors connect each piece of information with share prices.

Tornado Occurrence Nearby Valjevo On 27 May 2014 – Analysis Of Weather Situation

This study shows the case of a tornado on 27 May 2014 in the vicinity of Valjevo. According to its characteristics and considering that this is a mesocyclonic severe weather event, accompanied with heavy rain, violent wind, hail and thunderstorm, it belongs to extraordinary dangerous meteorological events. The aim of this study is to determine and examine the cause of tornado occurrence in this area using the methods of synoptic and mesoscale analysis, as well as radar analysis. That could contribute to better understanding of this phenomenon in Serbia as well as to improving the forecast methods and models. Contrary to the previous researches, the capacities of the meteorological radar MRL – 5 have been presented in this study.

The article presents micro geographical analysis of the inner city transport accessibility to the cities in Bulgaria. It is taken into consideration: the localization of a railway station (RS), a bus station (BS) and a central business district (CBD). There are formed 5 types accessibility: a) concentrated (Kazanlak, Montana), b) nearness of a railway and bus station (Ruse, Vraca), c) closeness of a railway station and CBD (Varna, Dimitrovgrad), d) nearness of a bus station and CBD (Dobrich, Pazardjik), e) dispersed (Sofia, Veliko Tarnovo). The most convenient for traveling to the city is type “a”, for transit passengers type “b”, and type “c” for those who are coming by buses from near settlements.

The evolution results from a number of factors: economic, social, regulatory and technological. Customers expect not so much selling a particular financial product but a solution to their financial problem, find the best deal. In the next few years, we expect consumers will apply a holistic approach to their financial flows, along with the diagnosis of goals and needs, and the document implementing these expectations will be a personal financial plan prepared by the financial planner. As shown in the article, consultancy in the area of holistic, personal financial planning now is better responding and in the future will respond to customer needs than intermediation in the sale of financial products

On Strategic Spatial Planning

The goal of this paper is to explain the origin and development of strategic spatial planning, to show complex features and highlight the differences and/or advantages over traditional, physical spatial planning. Strategic spatial planning is seen as one of approaches in legally defined planning documents, and throughout the display of properties of sectoral national strategies, as well as issues of strategic planning at the local level in Serbia. The strategic approach is clearly recognized at the national and sub-national level of spatial planning in European countries and in our country. It has been confirmed by the goals outlined in documents of the European Union and Serbia that promote the grounds of territorial cohesion and strategic integrated planning, emphasizing cooperation and the principles of sustainable spatial development.

Out of all atmospheric processes on the planets of the Solar System, special attention will be devoted here to leading circulation of planetary or global scales, known as Rossby waves. These waves occur in all rotating fluids that have relative movement to the rotation system. Rossby waves exert dominant influence on so-called global weather. Based on the knowledge of some properties of Rossby waves are made approximate analysis of weather conditions on the planets of the Solar System. Also, these considerations can serve as an introduction to weather forecasting on the planet.

Is there any chance for Ukrainian researches in nanoscience?

The article is devoted to revealing the peculiarities of Ukrainian researches in nanoscience and nanotechnology. The comparative analysis of publications, patents and R&D resources in Ukraine and developed countries has been performed. It is shown that the tendency in Ukrainian researches in nanoscience and nanotechnology corresponds to the global trend. But the share of researches in nanomedicine in Ukraine is significantly larger than that of the global ones, while the share of nanoelectronics is too small. The built models allow forecasting the number and share of publications in different branches and demonstrating the gap between Ukraine and other countries.

Scenariusz średnich kosztów energii elektrycznej do roku 2050 oraz cen w taryfach za energię elektryczną dla wybranych grup odbiorców do roku 2030

A model of prices and tariffs for the Polish power system was developed, which allows assessment of the effects of public policy in the energy sector from the point of view of energy costs for the economy and for selected group of consumers. Modelling results can be used to assess the market and economic effects of individual scenarios, energy concepts or regulatory impact assessment. The model with the forecast of costs and energy prices allows to analyse the potential impact of the introduction or exclusion from the national energy system of a specific group of technologies or central power plant on electricity costs. The results of the analysis indicate the inevitability of the increase of energy costs. Domestic energy policy leads to an increase in operating costs and, as a result, to an increase in total costs in the power generation sector from PLN 37 billion in 2015 to PLN 68 billion in 2030, which will translate into an increase in tariffs for small and medium enterprises and households.

The Mishkin Test: An Analysis of Model Extensions

This paper reviews empirical research that apply Mishkin test for the examination of the existence of accruals anomaly using alternative approaches. Mishkin test is a test used in macro-econometrics for rational hypothesis, which test for the market efficiency. Starting with Sloan (1996) the model has been applied to accruals anomaly literature. Since Sloan (1996), the model has known various improvements and it has been the subject to many debates in the literature regarding its efficacy. Nevertheless, the current evidence strengthens the pervasiveness of the model. The analyses realized on the extended studies on Mishkin test highlights that adding additional variables enhances the results, providing insightful information about the occurrence of accruals anomaly.

PROGNOZIRANJE POTREBNE ELEKTRIČNE ENERGIJE

Forecasting of the required electricity is the initial and most important step in both planning development and the needs of exploitation of the distribution network. This implies anticipating the development of energy needs in the future. By analyzing consumption in the past, it is seen that the need for electricity depends on a number of influencing factors, such as: • the trend of gross national income changes • the possibility of using other forms of energy, if it is cheaper, more environmentally friendly, • the level of specific consumption achieved • population standard • natality and others. For this reason, the forecast of the required electricity needs to be carried out in several ways, in order to obtain results that facilitate further analysis. The aim of the paper is to show a methodological approach to the forecasting of the required electricity.

Security Provisions for Ensuring Telecommunication Networks’ Protection from Malicious Influences

An analysis of the main network threats and reasons of their occurrence is described. Unauthorized access prevention and protection methods are presented. A network fragment has been modeled for the research which describes network equipment monitoring method using NetFlow Analyzer. DoS-type, as well as Man in the middle-type attacks, have been conducted in order to study their impact. There are listed recommendations referring to a complex approach for protection against attacks represented here and other possible effects.

Approximate Method of Estimation of Exponential Trend Parameters for Forecasting Process Purposes

The paper discusses the issue of estimation of exponential trend parameters in terms of its application in the forecast process. Due to the character of a random element, three models were considered: additive, multiplicative, and mixed. For estimating trend parameters, a log transformation method, least squares method, and approximate methods were applied. As a result of computer simulations, high sensitivity of the log transformation method with regard to the assumed random element model was noticed. This method yields the smallest value of ex post error for the multiplicative model but is burdened with a large error for the additive model, where the estimated parameter B takes large values (B > 0.24). In the paper, a new approximate method of estimation of exponential trend parameters is proposed. The method is compared with approximate formulas presented in the paper by Purczyński (2008).

Poland’s tax system has a large number of tax burdens and a complicated structure of individual taxes. This directly affects the decisions made by business entities, which take different attitudes in response to high taxation of their income. One of the reactions of enterprises to taxation may be the use of tax planning. The aim of the article is to present one of the ways of legal international tax planning, which enables minimizing the taxation of entrepreneurs’ income through the use of appropriate structures of legal regulations and legal forms of conducted business activity. The article also draws attention to the process of adapting the created constructions to the changing tax regulations.

Strategic Outsourcing Plan and the Structure of Outsourcing Process

Companies often treat outsourcing as de facto solution, without careful evaluation and understanding the true strategic rationals for pursuing it. Outsourcing brings in companies‘ business significant structural changes, which require a cohesive master plan, i.e. a strategic outsourcing plan. If a company starts outsourcing initiative, steps for success are: knowledge, planning, sourcing and execution. The success is primarily dependent on explicit planning and identification of all possible opportunities. Strategic outsourcing plan must be done from the perspective that it will help to grow business instead of focusing only on cost cutting, leaving out from consideration long term business implications. Company‘s business strategy should be aligned with outsourcing strategy and outsourcing strategy execution should stay in sync with near and long term business growth goals. The biggest mistake that companies are making when approaching an outsourcing solution is missing linkage to business strategy. Strategic Outsourcing Plan built without the context of business strategy can produce, at best, only tactical result and can take a company entirely to the wrong direction, allowing functions to be outsourced in ways that actually hurt the company. Before entering into an outsourcing engagement and before starting the plan, company should have certain processes to compare actual performance against plans. Concrete measurements, data history help to indicate processes weaknesses and opportunities for improvement, thus giving direct input to strategic outsourcing plan. Different duration business and outsourcing plans are defined as: long term, near term, short term and tactical. Each plan has its own business owners, activities to be performed, methods and tools to be used and documents created. Both strategic plans: business and outsourcing, should be performed in parallel in order to achieve maximum benefit.

DOPASOWANIE MODELI GARCH A JAKOŚĆ UZYSKANYCH PROGNOZ

Analysis of the adaptation of GARCH models presented in the paper consists of three parts. Firstly, the theoretical considerations in this regard was made, referring to the recommendations identified in the literature. Secondly, practical aspects of the proper selection of GARCH model for the time series based on the values of information criteria was presented. Thirdly, the relation between the quality of adaptation and the quality of obtained forecasts was indicated, using the tools of quantitative analysis. The aim of this paper is to verify if the improvement of the goodness of GARCH models results in better volatility forecasts.

In spatial planning and real estate management, there is a lack of conceptual order and which, without the legislator's involvement, cannot be arranged either through interpretation or jurisprudence. Therefore, work on the codification of the construction process should start with issues related to the unification of the nomenclature used in the land register (real estate cadastre) with the nomenclature from other legal acts. Today, we are dealing with an incomprehensible situation, when the law is the source of inability to conduct rational spatial management, because they are based on the principle of construction freedom, which only serves the private interests of investors and landowners, at the expense of the common interest and the cost of protecting property neighbouring public investments.
