The paper is focused on the policy of human resources management in the public sector, which aims to increase the professional skills and qualifications of civil servants through trainings in order to develop a modern, effective and citizen-oriented system of public administration. In brief, this policy gives priority to training because it is seen as a targeted investment to good governance.The first part of the paper deals with two separate but closely related issues – administrative system and reform of human resources management in public administration. The reason is that the principles and organizational model of the administrative system provide implications on the policy of human resources management in administration. The second part explains the relationship between the concept of competency and the model of excellence. This model could be used in any organization, which makes it a contemporary approach to public administration management. Finally, the paper outlines that the traditional model of training is outdated and the competency approach in training has become wide-spread in public and private sectors. The expected result for the Bulgarian administration is that using this training approach will significantly enhance civil servants’ professional competence and thus the impact on the quality of governance will be significant.

The main theme of this article centers on the international contests in Informatics. The article details the key events preceding the initiation and organization of the First International Olympiad in Informatics (IOI), held in Bulgaria in 1989, and provides supporting documentation. The path, leading to this Olympiad and the events between the First National Olympiad in Informatics (NOI) and the First IOI are discussed as well. An outline of the international contests in informatics held in Sofia (1987), Bratislava (1987), Varna (1988), and Nova Gorica (1988) is offered. In the beginning of 1989, in Netherlands, UNESCO held a consultative meeting to discuss various issues related to international Olympiads. The invited participants were the leaders of the well-established International Olympiads in Mathematics, Physics, and Chemistry. The author was invited to introduce the Olympiads in Informatics and to present the plan for the organization and inauguration of the First IOI in Bulgaria. Next the paper discusses the progress of our talented students, winners of the Bulgarian NOIs. Subsequently, a few, as university students, participated in the world’s most reputable completion - the ACM International Collegiate Contest (ACM ICPC). There is a brief presentation of the student team from Sofia University “St. Kl. Ohridski”, which participated in this contest in 1996 and placed first in Europe and fourth overall, among the 1001 teams from universities around the world. Due to its factual nature, the article contains an extensive list of references, including text excerpts, citations, photos, and other relevant materials, supporting the historical facts related to the competitions in Informatics.

In conclusion, we can summarize that the described good school practices for changing the educational environment into interesting and useful for children and pupils and for leading to their full realization and socialization are largely used by the schools that educate students from different ethnic groups – in a so-called intercultural classroom.

Tackling lexical difficulties (i.e. confusable words) in learning and teaching Norwegian as a foreign language at university level and the typologization of those difficulties requires an integrated approach which takes into account the intra-system lexical relations and asymmetries, as well as the negative language transfer from genetically closely related languages. One of the major sources of lexical difficulties is paronymy, as manifested in students’ interlanguage. The paper outlines three major groups of paronymic lexical items, including word-formation variants, and illustrates the proposed integrated approach to confusable words by relevant case-in-point examples.

The cognitive approach explains the non-comma at predictive boundary in an identical relation, where there is a comma in other cases. The Union is derived from its status as a comma-tag and syntax link syntax and relation syntax.The cognitive approach explains punctuation as a function of the predicate rather than as a graph of one or another union use. The thesis is confirmed by the multifunctionality of allied uses.Formal signs and functionality as an end in itself are not an objective and true basis for the explanation of punctuation and the exceptions therein. Its syntactic principle obliges the syntactic attitude to be brought to the fore, which is not only represented by the position, nor by the explanation of the relationship when there is one and expressed in union.

One of the literary discourse features is the embodiment of thoughts in the form of images. The image structures artistic literary space. Artistic figurativeness simulates a particular reality, which has co-referent nature and it has visualization of worldview as the basis of intention. Processes of creating and understanding literary text are identical. Stages of the processes include figurative categorization, unpacking and reading of images. Imagery means, included in a text, form a figurative paradigm which is headed by the base image. The coherence of figurative means is the structuring principle of the literary text. On the one hand, the base image variation is limited by the cognitive matrix corresponding to one or another mental code; on the other hand, it is unlimited and unpredictable and depends on the text author’s creative potential. The base image organizes the cognitive activity of the author and the reader. It becomes the basis for artistic communication, ensuring its effectiveness. The base image determines the adequacy of the text understanding. Due to the base image, addressee covers the entire paradigm of figurative means and, to some extent, correctly interprets it. Violation of this pattern leads to destruction of the text imagery integrity, to interference in artistic communication. The base image embodies one of the fundamental principles of hermeneutics: the requirement of a holistic interpretation, subordination of all text elements to a single text-forming foundation.

The destruction of the utopian myth of an achievable new socialist order seems to have begun even before 1944, but this wreckage, which took more than four decades, is visible in Khristo Smirnenski’s poetry in just seven years. The road from “The Red Squadrons” to “The Tale of the Stairs” is lived in but a breath, and for it to be entered into the canons, almost half of it would have to be obliterated, forbidden, forgotten or misinterpreted. In the poems signed under Khristo Izmirliev’s other pseudonym – Wedball, we discover new horizons of his poetical capabilities. Thirteen of his poems, published posthumously, outlined the fi nishing touches of his image in literature. At the end of his lifetime, taken down by tuberculosis, he doesn’t fall into despair. All he does is to portray, in the most perceivable way, the dismantling of an illusion.
