Violent extremism is one of the major challenges Europe is currently facing. The threat is both external as well as internal as indicated by the rise in home-grown Islamist terrorists, as well as of nationalistic and anti-immigrant movements and far-right aggression. An accurate picture of the spread, nature and trends in the extremist and terrorist activity and actors is paramount to formulating strategic policy approaches and effectively allocating available resources. This publication provides a methodological framework for the establishment of a viable mechanism for monitoring and assessment of the state and developments over time in extremist acts and actors on the national level. The situational assessment is an instrument for systematic collection and analysis of statistical data, open source data and intelligence information pertaining to extremist actors and activities, for the purposes of developing regular situational reports of the spread, nature and trends in extremism and violent radicalisms. Following the application of the situational assessment tool, the publication presents main findings on extremist trends and monitoring capacities in three countries from Central and Southeast Europe: Bulgaria, the Czech Republic and Greece.

CSD-Report 10 - Smuggling in Southeast Europe. The Yugoslav Wars and the Development of Regional Criminal Networks in the Balkans

Smuggling in Southeast Europe analyzes and reviews the connection between the conflicts in the former Yugoslavia and the growth of the trans-border crime in the region, and also looks at the related issue of corruption. The paper highlights the decisive impact the Yugoslav wars had on the development of the regional criminal networks, which were often set up and maintained not only with the knowledge, but even with active participation of the highest state officials. The research also represents a contribution to the study of conflicts in the Western Balkans. The majority of existing interpretations of causes, course and consequences of the Yugoslav wars try to provide the answers through ethno-political explanations. They unjustly ignore the importance that interweaving of interests of political elites, the organized crime groups, which appeared in this period, and the "mediating class" of corrupt state officials had in this process. The paper is divided in three parts: • An analysis of the causes and course of emergence of Balkan smuggling channels in the context of Yugoslav wars and international sanctions; • A review of the recent developments in trans-border crime in Southeast Europe; • An overview of prevention efforts, undertaken both by the regional governments and the international community’ The first part analyzes the emergence of officially sanctioned "state-building" smuggling in those parts of the former Yugoslavia, which were involved in the war. The intermediary role of Albania, Bulgaria, Macedonia and Romania is also discussed. In these four countries, smuggling networks were not developed under open patronage of the governments, but the role of high-positioned politicians was nevertheless extremely important. The second part traces the evolution of the initial semi-official smuggling channels and their transformation into "classical" criminal networks. The so-called "suitcase trade," cigarette smuggling, smuggling of narcotics, and the trafficking in human beings are discussed in more detail.

Kao jedna od prvih studija o raspadu Jugoslavije, knjiga Zašto se zemlje raspadaju – Slučaj Jugoslavija je imala ogroman uticaj na zapadne autore koji su se bavili ovom temom. Human Rights in Serbia in 2012 - Populism: Entropy of Democracy

Though formed a year ago, the Serbian government is still at the beginning – it has not yet adopted a systemic program or strategy. The structures in power are in permanent election campaign having an eye on their ratings on the one hand and demonization of the former government on the other. The biggest party of the ruling coalition, SNS, spares not even its coalition partners from criticism. SNS populist rhetoric is mainly after promoting Vice-Premier Aleksandar Vučić. The predominant populism is best exemplified by the arrest of suspects in “the struggle against corruption” and the “socially-oriented” budget for the year 2013 that subsidizes health insurance of a larger circle of citizens. All this gives rise to speculations about early elections, which are not to be ruled out. Aleksandar Vučić manifests a growing ambition to hold all the reins of power. He already controls all security services. Hence, citizens are under the impression that he is the most powerful man in Serbia. The steps the government has taken so far do not indicate its intention to reform the security sector; on the contrary, they indicate an ambition to strengthen partisan control over it. They neither indicate a plan for setting up permanent anti-corruption institutions and mechanisms. Primarily through the media controlled by parts or entire security services corruption is used for political showdowns and elimination of business competition. The security sector that has not undergone reform, operating under half-finished and legally discordant system of the democratic control and with cadres compromised on corruption will be unable to meet ambitious duties that have been allegedly imposed on it.

The deepening crisis of the European Union: the case for radical change

Fundusze unijne nie tylko stanowią istotne źródło finansowania inwestycji, lecz także często determinują aktywność inwestycyjną władz samorządowych. Zasadność realizacji inwestycji finansowanych ze źródeł europejskich, a także ich implikacje społeczno-gospodarcze oraz fiskalne, zwłaszcza w kontekście zadłużenia publicznego, są jednak różnie oceniane. Monografia ma na celu prezentację wyników badań oraz doświadczeń i ocen w zakresie funkcjonowania funduszy Unii Europejskiej i Europejskiego Obszaru Gospodarczego w regionach w Polsce. Obszary problemowe obejmują wiele zagadnień związanych z pozyskiwaniem, zarządzaniem i wykorzystaniem funduszy europejskich. Podzielono je na dwie tematyczne części. Making Sense of Human Rights Commitments: A Study of Two Emerging European Democracies

What motivates states to commit to international human rights treaties remains a much-debated question in political and legal science. Many tentative explanations for the observed variation in signature and ratification patterns have been proposed. Some are based on the content of the treaties (the substance of the protected rights and the control mechanism), some focus on the characteristics of the states making a commitment, while others are tied to external factors (having originated either from pressure from the international community or within the domestic political system). Empirical evidence supporting the proposed hypotheses remains nevertheless rather scarce, and overall knowledge about the reasons for signing and ratifying treaties is inconclusive. We aim to contribute to this scholarly discussion by providing a new and thorough examination of the commitment practice in two post-communist countries – the Czech Republic and Slovakia – and in their non-democratic and transitioning predecessors. While both countries have experienced very similar international development propelled by the same international incentives and constraints, their internal political experiences differ significantly.

The term “international trade” designates the exchange of goods between (relatively) distant regions but primarily between territories which are controlled by different political entities. In general, this kind of trade always has important political implications. It is a form of contact between members of different political entities who are usually of different ethnicities, sometimes even belonging to different religious groups or cultural regions. From the viewpoint of these different political entities (i.e. states), the exchange of goods (here understood as international trade) has always presented a mix of opportunities and risks, both political and economic.

Izvješće o tijeku konzultacijskog procesa o instrumentima za utvrđivanje činjenica o ratnim zločinima i drugim teškim povredama ljudskih prava u post-jugoslavenskim zemljama - svibanj 2006. - lipanj 2009.

Ni 14 godina nakon oružanih sukoba u Hrvatskoj i Bosni i Hercegovini, i deset godina od kraja sukoba na Kosovu, žrtve još uvijek nisu imenovane niti priznate, a samo manji broj odgovornih izveden je pred lice pravde. Raspravu o mehanizmima za utvrđivanje i kazivanje činjenica o neposrednoj prošlosti započele su tri organizacije za ljudska prava, Fond za humanitarno pravo (Srbija), Documenta (Hrvatska) i Istraživačko-dokumentacioni centar (Bosna i Hercegovina) u rujnu 2005. godine, uz učešće stručnjaka Međunarodnog centra za tranzicijsku pravdu. Sudionici i sudionice skupa, predstavnici 10 vodećih organizacija za ljudska prava iz regije, podržali su suđenja za ratne zločine kao jedini pravni mehanizam za utvrđivanje pojedinačne odgovornosti, posebno ukazujući da je suradnja između državnih odvjetništava, tužiteljstava i sudova u regiji utjecala da se čuje glas žrtava ratnih zločina iz drugih etničkih zajednica. Imajući u vidu da su kazneni postupci fokusirani na optužene, tri organizacije su pokrenule regionalnu raspravu o instrumentima za utvrđivanje i kazivanje činjenica o ratnim zločinima, u čijem su fokusu žrtve, kako bi doprinijeli potpunijoj slici o svemu što se dogodilo u prošlosti. Rasprava (konzultacijski proces o mehanizmima za utvrđivanje i kazivanje činjenica o ratnim zločinima) je osmišljena kao niz regionalnih, nacionalnih i lokalnih rasprava (konzultacija) u manjim grupama (oko 30 sudionika i sudionica) sa predstavnicima različitih grupa civilnog društva. Dio procesa postali su i regionalni forumi za tranzicijsku pravdu, skupovi sa većim brojem sudionika (oko 250), na koje se kao gosti pozivaju i predstavnici država i međunarodnih organizacija. Cilj konzultacijskog procesa je od početka stvaranje javne platforme na kojoj će žrtve i predstavnici civilnog društva iznositi svoje potrebe u odnosu na kršenje ljudskih prava i nepravde počinjene u prošlosti. Drugi, podjednako važan cilj je jačanje podrške za prihvaćanje inicijative o regionalnom pristupu u utvrđivanju činjenica o ratnim zločinima, kako bi bila prihvaćena u svim zemljama regije, i od građana i od vlasti. U svibnju 2008. godine inicijativa je prerasla u prijedlog za formiranje Regionalne komisije za utvrđivanje i kazivanje činjenica o ratnim zločinima i drugim teškim povredama ljudskih prava. Od tada, konzultacijski proces dobiva i treći cilj: izgradnja modela Regionalne komisije (REKOM).

China's Influence in the Nordic-Baltic Information Environment: Latvia and Sweden

Given its rapid economic growth and expanded geopolitical ambitions, China’s influence projection has grown globally. The World Economic Forum projected that China may overtake the U.S. as the world’s largest economy by 2024. The Belt and Road Initiative (BRI), aimed at optimising and expanding China’s economic cooperation with the Eurasian continent, makes Europe a prime destination for Chinese investment. Countries in Europe have largely treated economic cooperation with China as an opportunity, and the Nordic-Baltic region (NB8) has not been an exception to this trend. However, several European countries have grown apprehensive regarding China’s intents, as economic cooperation has become a backdrop to undesirable political influence via bilateral and multilateral fora. At the same time, buoyed by pride from its rapid economic growth, the Chinese Communist Party (CCP) has become more assertive in defending its national interests, including in the South China Sea region and in response to Western critics of China’s expansionist foreign policy, undemocratic practices and human rights violations. In reaction to these developments, a growing number of European countries have started to look at China’s activities as a challenge or threat to national security. This shift has also become increasingly visible among the countries of the Nordic-Baltic region.

A ruined city. Upon liberation of Shusha from occupation, the first noticeable side that was felt was a large number of signs of vandalism, barbarism, and hatred for Shusha. After the devastation caused in Aghdam and Fuzuli, at first it seemed strange to face brutality here again. As during the occupation years, this city had been the residential area where families had continuously been living and hoilding prestigious events. Most importantly, researchers and politicians have been mouthfully talking about “native Shushi” (that’s how s call Shusha - G.A.) and counting it to be very important for s in each their opportunity. However, hypocrisy is felt more clearly as we pass by every building which is turned into a ruin, and as we walk through the streets with full of residential houses which are full of bushy and grass-covered yards, without ceilings and floors, without doors and windows, and with half ruined by the invaders walls.

Hukuki metinler toplumun huzur içerisinde yaşamalarını sağlamayı amaçlayan belgelerdir. Özellikle tarih boyunca ilk yazılı kanunlara rastlanan Mezopotamya’daki kanun metinlerinde iktisadi yaşama ait kanun maddelerine rastlanmıştır. Bu noktadan hareketle tespit edilen kanunnameler incelenmiştir. İncelemeler sonucunda Assur kanunları bu çalışmanın konusu olmuştur. Bu kanunun maddelerinde yer alan ekonomik maddeler ve bu ekonomik maddelerden muhasebe tarihi ile ilgili bulguların ortaya çıkarılması ve bu bulguların muhasebe tarihi çalışmaları kapsamında literatüre kazandırılması ve kanunnameleri muhasebe alanı bakışı ile yaklaşılmasına katkı sağlanmak amaçlanmıştır. Oszustwa związane z VAT w dobie pandemii i cyfryzacji gospodarki

Celem monografii jest próba identyfikacji wpływu pandemii oraz rozwoju gospodarki cyfrowej na skalę i formę oszustw związanych z VAT, szczególnie w transakcjach transgranicznych z wykorzystaniem konstrukcji „znikającego przedsiębiorcy /podatnika”. Charakterystyce i ocenie poddano także podejmowane w Polsce oraz z inicjatywy UE działania zmierzające do uproszczenia i uszczelnienia poboru tego podatku. Rozważania skoncentrowano na aspektach fiskalnych i nowych tendencjach oszustw związanych z VAT (część pierwsza) oraz kwestiach normatywnych tych oszustw i podejmowanych przeciwko nim inicjatywach (część druga). Przyjęty podział nie ma charakteru dychotomicznego, gdyż przedstawione zagadnienia wzajemnie się przenikają i warunkują, pozwolił jednak wyeksponować wpływ pandemii i gospodarki cyfrowej na funkcjonowanie podatników VAT, w tym także tych nieuczciwych, oraz organów podatkowych wymierzających, pobierających i uszczelniających ten podatek.

The Faculty of Finance and Accounting at the UNWE organizes the conference under the patronage of the Rector of UNWE Prof. Dimitar Dimitrov, PhD, and the co-organizers of the conference – VUZF University, Sofia, Bulgaria; University of Bologna – Alma Mater Studiorum Universita di Bologna-Sede di Rimini, Bologna, Italy; University of Split, Faculty of Economics, Business and Tourism, Split, Croatia; Poltava University of Economics and Trade, Poltava, Ukraine; Lutsk National Technical University, Lutsk, Ukraine; University of Rijeka, Faculty of Economics and Business, Rijeka, Croatia; Ss. Cyril and Methodius University of Skopje, Skopje, Republic of North Macedonia. The purpose of this international conference is to give floor of the young scientists – doctoral students, post-doctoral students, researchers, lecturers and students to present their scientific research on the most current and significant problems of the economy at the national and international level. They have the opportunity to discuss their views with Bulgarian and foreign scientists and specialists from economic practice. Participation in the conference was also present online (virtual) in the MS Teams electronic platform. The working languages of the conference are Bulgarian, Russian and English. During the conference there is a separate section announced with the working language “English”. Main accent on the 18th International Scientific Conference of Young Scientists are inflation, fiscal consolidation and sustainable development in Bulgaria and the European Union. The Conference proceedings include 57 papers prepared by doctoral students, post-doctoral students, researchers, lecturers and Bachelor`s and Master`s degree students from Bulgaria and abroad. The conference is financed by a university scientific project for a scientific event under contract No. NID NF-15/2023/B.

Is there any ‘new normal’? Economics of the turmoil

With the outbreak of the COVID-19 pandemic, the world came to a standstill. Scholars and policymakers dealing with the economic consequences of the pandemic quickly realised that returning to the pre-pandemic state was impossible—the global community had been heading toward a “new normal”. Unfortunately, before we could recognise and tame the “new normal” for good, it was disrupted by the Russian invasion of Ukraine and subsequent energy crises. Therefore, in the monograph’s title, we question whether any “new normal” exists. However, disruptions and shocks are unimaginable to get used to; as researchers, we believe knowledge becomes particularly valuable in such circumstances. Defining, studying and describing turmoils allow, if only to some extent, to control the damages they cause. Hence, the research presented in this book aims to identify and explore challenges at the supranational and national levels. Focusing on those challenges, we got to investigate the multidimensional impact of the pandemic shock on business reality. In doing that, we hoped to collect a valuable foundation for formulating a resilience policy, which, to be effective, must respect the peculiarity of national economies, industries, firms, and individual consumers.
