Russia’s New Irredentist Foreign Policy Approach & Energy Card

Soon after Industrial Revolution fossil energy resources became extremely one of the irrevocable essentials of humankind. Nowadays, use of fossil energy resources paved the way of several problems. Throughout last two hundred years of human history disagreements to share energy resources led dramatic conflicts and wars broke out. Notably WWII and Cold War were a kind of proxy clashes over energy resources. In 1991 the long lasting Cold War came to an end yet neither energy disputes nor conflicts related to the sharing of energy resources have not ended. Starting with Industrial Revolution so far oil and coal are were unmatched basic energy sources to run the engines of industry. Especially after 1980’s hitherto natural gas and shale gas gained a new status in the energy need of humanity. Because both are more effective, clean and environment friendly. Beside shale gas, Europe and Turkey do not have natural gas reserves nowadays border neighborhood of Russian Federation has rich reserves. In other words Russian Federation is between rich reserves owing Central Asian countries and importer European countries. This fact led Russia to use energy card as a tool of foreign policy. Especially after the collapse of SU, the successor state Russia has not stopped intervening domestic affairs of post-communist countries. While intervening domestic affairs of former Iron-Curtain countries Russia uses numerous excuses such as to protect the rights of Russian originated people, to save its former citizens’ lives despite the fact nobody asked such a protection. Russia also argues that it has cultural and territorial rights in former Iron-Curtain countries. This kind of foreign policy aspects in international relations are called “irredentism” and European states could not force Russia to stop such conflict escalating policies. European dependency on Russian natural gas and energy problems one way or another affects European foreign policy priorities on prevention of Russian irredentism which stirring the region. That is why European states and Turkey to mitigate Russian dependency, looks for a new alternative bypassing Russia and diversify energy sources. TANAP replacing Nabucco is a good chance for such an initiative yet there are a lot to be done for the realization of the Project.

Although the prevailing crisis is directly connected to subprime lending, indirectly institutional and real economic causes lie in its background. In particular, income concentration is one of its most significant reasons. Although there was also significant economic inequality in the United States prior to the Great Depression of 1929, this economic phenomenon as an explanation for the crisis has emerged only in the very recent years. Nevertheless, there has been no agreement in the literature so far about what the real causes of the prevailing turbulent processes and the growing inequality could be. The aim of this paper is to provide insight into these controversies in order to make more understandable the hints and the conflicts in the literature. These controversies are placed in a framework of the creation and the dismantling of the New Deal.

City Diplomacy

Diplomacy is one of the oldest mechanisms of managing the international environment. It is traditionally associated with operation of the state. However, in contemporary times the parameters of the international environment have changed considerably. States are no longer the only entities participating in international relations. Along with states, sub-state actors (regions and cities) have emerged, as well as supra-state (the EU) and non-state entities. Sub-state actors go through the process of repositioning in the contemporary international order: from being an object of management to building their own subject status in this respect. In order to achieve this goal, they increasingly use mechanisms and instruments which were the sole domain of the state until recently. Despite substantial attention paid to regional diplomacy, academic discussion has focused less on the increasing role of cities in diplomacy. The paper aims to introduce the concept of city diplomacy. It will be argued that cities have become important actors on the world stage, that they have developed diplomatic apparatus, and that city diplomacy is becoming more and more professional diplomatic activity.

This paper is focused on a reliability analysis of the exponential model parameters by a reliability parametric Bayesian estimation in regard to one type of medical items. The analysis is based on using a priori data for analyzing current incoming information. The t case study aims at formalizing prior and accumulated sampling data obtained from operational events occurring during the operation in the form of reliability empirical data with respect to a type of semi-automatic blood pressure monitors. As a result of the case study and the analysis, the point estimates of the operational reliability indices valid for the medical items under study are experimentally obtained.

An educational research was carried out in the High School of Mathematics and Natural Science of Veliko Turnovo. Scope of this research was the study of the theorems of Menelaus and Ceva and some of their applications in second level mathematics classes of ninth grade. This article describes the steps of this pedagogical research. The results of the students before and after teaching in the traditional way and teaching using a web-based dynamic learning environment are investigated and compared. Conclusions about the place and the role of the dynamic mathematical software in the mathematics education are given.

Pillangóhatás a túloldalról (G. Arrighi: Adam Smith in Beijing)

Adam Smith in Beijing is Giovanni Arrighi’s last work in a row, addressed by the author as a synthesis of all his previous researches. Thus, we must also see it as a sort of opus magnum, the source of which consists of two of his major studies: Chaos and Governance in the Modern World System and The Long Twentieth Century. Throughout his life, Arrighi was among those scholars, who sought to answer the question: is there a general tendency of economic and social convergence among the nations of the South and the North in the global capitalism, or what we see should be described rather as a great divergence. Given that the challenge to answer such a question is so great, the reader will never get the proper answer from Arrighi, despite his eff orts to draw a conclusion. Instead, what he does in the reviewed book, is that he provides a detailed insight into the working of the historical phenomenon of hegemony shift in a broader European context, combined with a comparative study of the inter-state system in the medieval Far-East. His argument in this regard is that there are two long-trajectories at the end of the 20th century, namely what Arrighi calls the parallel hegemonic decline of the United States and the emergence of China as the new hegemonic power. However Arrighi’s attempt to introduce China as an alternative source of power, the agent of the new non-capitalist world order, fails to be convincing. He himself discovers the challenge of the apologia that results from the possible misinterpretation of the contemporary shift in the world order, the conclusion of which is that the author needs to rebalance his argument in order to fi nd a more critical approach. In his fi nal comments, Arrighi successfully manages this rebalancing, but as a consequence, he fails to answer his original question. Hence, we recommend Adam Smith in Beijing as a rich book from the fi eld of international comparative social history

ULTRO TRIBUTА LOCARE - CENSORS`CONTRACTS WITH SOCIETATES PUBLICANORUM DURING ROMAN REPUBLIC

During the Roman Republic, Roman magistrates acted as censors, who entered into contractual activity with private entities of the societates publicanorum, which ultimately produced credits for the civitas Romana. The consequence was that the payments which supplied the cash flows of the government were determined through the activity of the censors as Roman magistrates. The strategy of the Roman fiscal policy may be synthesized by the fragment of Liv.39.44.7: "… et vectigaliasummispretiis, ultrotributainfimislocaverunt". Based on this fact, we may conclude that these ultro tributa were the subject matter of a contract, where the locator was the Roman State through its censors and the conductor were the societates publicanorum, which exercised their duties towards the SPQR. The aim of this article is to outline the significance of the societates publicanorum in the period of the Roman Republic as a remedy for the decentralization of public finances. Also, the Roman Republic practices of public building and services accomplished on contractual basis by private subjects with the money of the State are widely accepted nowadays within the modern institute of public-private partnership.

Small Towns as Beneficiaries of EU Funds (the Example of Warmińsko-Mazurskie Voivodship)

The objective of this study was to achieve a multidimensional description of the consumption of EU funds by small towns in Warmińsko-Mazurskie voivodship, and to identify the role of this source of funding in the development policy of these localities. The aim was pursued based on secondary data originating from the Local Data Bank of the Central Statistical Office and from the database of the Ministry of Investment and Economic Development (the EU Grants Map), as well as primary data collected during a survey study conducted among representatives of small towns and urban-rural municipalities which contain a small town in their limits (in total 38 units). The percentage of returned and correctly completed questionnaires was 44,74%. The empirical material gathered during the study proves that the budgets of municipalities in Warmińsko-Mazurskie Voivodship in 2006–2016 received PLN 3 244,24 million in the form of grants from the EU and other foreign support programmes, and the share of this sum absorbed by small towns and urban-rural municipalities was 25,91% (PLN 840,44 million), most of which was allocated to urban-rural municipalities (86,61%). Results of the U Mann-Whitney test showed that the distribution of the funds acquired by small towns and urban-rural municipalities with small towns in their limits, calculated per capita, in Warmińsko-Mazurskie Voivodship differed significantly from the sums of money invested by other administrative units of this type in Poland. The research also indicates that the EU funds played an important role in the development policy of small towns, and an opportunity to apply for EU grants had a strong influence on their investment plans.

Socio-Economic Determinants of the Development of Small Cities in the Berlin-Brandenburg Metropolitan Region

The identification of socio-economic determinants of the development of small urban centers functioning in the conditions of transformation and metropolization of space constitutes a significant research problem in the area of urban geography. In this study, the problem is discussed in the context of East Germany. The aim of the article is to characterize the most important contemporary determinants and factors influencing the development of small cities in the Berlin-Brandenburg Metropolitan Region. This characterization is based on analyses involving over 100 cities and refers to the spatial and population development of individual urban centers in the years 1990–2015. The research also used statistical material and spatial data sets published by official German national and regional institutions. In the course of the analyses, it was established that the conditions determining the development of small urban communes within the research area are very complex. This results from the overlapping of transformation determinants and factors universal for the whole area and the determinants resulting from the metropolization processes, whose nature and impact diversify in space.

EU Cohesion at sub-Regional Level. The Case of the sub-Regions of Warmińsko-Mazurskie Voivodship

Warmińsko-Mazurskie Voivodship is one of the poorest EU regions. The region is internally diverse at the sub-regional level. The aim of the study is to assess the effectiveness of cohesion policy in the sub-regions (NUTS 3 ) of the Warmińsko-Mazurskie Voivodship: Ełcki, Elbląski, and Olsztyński. The basis of assessment that was adopted was the change of position relative to all EU-sub-regions. Changes of economy structure are studied using the changes of the shares of sectors — NACE Rev. 2 in creating the Gross Value Added. The source of data is Eurostat. The results are ambiguous. Although some indicators (employment and GDP per capita) have improved, sigma convergence does not occur and the positions of those sub-regions do not show any significant changes, only Olsztyński sub-region noted small improvement in the ranking. Very small progress in the ranking means that the pace of catching up is too slow. Despite this, effects of membership in the European Union for employment and growth is positively assessed.

The aim of the article is to evaluate revitalization programs of rural communes in Kujawsko-Pomorskie Voivodship and to formulate critical remarks with respect to the revitalization programming rules currently in force. The method of analyzing source documents (i.e., revitalization programs, was used to achieve this objective). The subject of the analyzes were: revitalization models, ways of designating degraded areas and areas of revitalization as well as financial instruments and forms and methods of social participation provided for in the revitalization process. The results of the study indicate that the principles of revitalization programming, which may be effective in cities, do not always correspond to the conditions prevailing in rural areas, which is mainly due to the fact that these areas are usually mostly affected by a crisis caused by widespread occurrence of structural problems.

The Attractiveness for Investments of Urban Municipalities in the Warmińsko-Mazurskie Voivodship

This study has been carried out in order to identify determinants of potential investment attractiveness of urban municipalities. To this end, urban municipalities in the Warmińsko-Mazurskie Voivodship in Poland were submitted to analysis. The data, as of 2015, were obtained from the Bank of Local Data maintained by the Polish Central Statistical Office (GUS ). For each of the five microclimates which are expected to shape the level of potential investment attractiveness, a synthetic index that manifests a degree of the development of a given microclimate was calculated. The calculations relied on Hellwig’s development pattern method. A stepwise regression method was applied to identify the microclimates that most strongly influence potential investment attractiveness. The application of the above methods led to the construction of an equation which expresses the potential investment attractiveness of urban municipalities. The equation implicated that the level of potential investment attractiveness of an urban municipality depended significantly on the market of human resources, technical infrastructure, administration and market microclimates. The subsequent step was to determine the prospective development of the market microclimate. To achieve this purpose, a logistic function was applied. The results suggest that the level of development of market microclimate in most analyzed urban municipalities will be declining over the following six years.

The conception of a garden-city assumes creation of an organized unit in functional and spatial terms ensuring harmonious relations among economic growth, protection of the natural environment and catering to different kinds of social needs. Thus, this former city model is deeply rooted in the contemporary idea of sustainable development. The article aims to describe a research procedure that would allow a determination of the degree of implementation of the garden-city concept in relation to contemporary cities. Moreover, the paper presents a comparative analysis of selected garden-cities in the context of the sustainable development idea. Historical, social, environmental and economic factors were analyzed as well as the functional-spatial structure and strategic documents of the cities. The entities investigated were shown to be the Polish interpretation of the garden-city idea and local rules include requirements concerning the principles of sustainable development.

The most important are geopolitical conditions, determining the character and functions of the national border. Socio-economic and spatial processes occurring in the conditions of both closed and open borders are also of importance. The institutional-legal distance occurring between entities located on both sides of the border may prove to be a serious hindrance in the conducting of coherent spatial policy in cross-border regions.
