Dreams of Civil Society Two Decades Later: Civic Advocacy in the Czech Republic

This study focuses on the key aspects of Czech civil society two decades after the revolution of 1989. More particularly, we explore a particular function of civil society – the political, representative, contentious, or advocacy function – and deliberately leave aside the others. In other words, we stress the “political” sense of the concept of civil society that was proposed and developed by many thinkers (for overview see Keane 1998; Cohen, Arato 1999; Kaldor 2003). This study acknowledges that the concept is inextricably linked to the notion of political order or democracy and that its political dimensionis a key aspect that distinguishes this social sphere from the state, family, or economy. Some of the contemporary normative perspectives on civil society propose an ideal type of civil sphere that prevents the powers of the state and the market from invading the lives of citizens (e.g., Habermas, Skocpol, Ehrenberg).

Český lokální a regionální tisk mezi lety 1989 a 2009

The fall of communism in 1989 brought major social, political and cultural changes in the Czechoslovakia. This book concentrates on changes in one particular segment of the media market, the subsystem of local and regional print media. This segment of the media landscapeis rarely studied although – arguably – it is a significant part of the media system, particularlyas it enables strong identifications at the local/regional level. Czech local and regional press has been the centre of attention in relation to the entry of foreign owners on the market and particularlyin relation to issues of possible media concentration on this segment of the market but concentrated academic study of this subject is seriously lacking. The text aims at mapping structural changes that characterize this segment of the media market between 1989 and 2009. It analyzes political and economic factors that played a role in the transformation and identifies commercialization as a major influence. The book makes use of three research methods: document analysis, semi-structured in-depth interviews, survey and content analysis. The analysis operates at two levels, those of the media system and the media organization and it uses a case study approach for an in-depth analysis of the case of the Vltava-Labe-Press (VLP) publishing house that has become dominant on the Czech local and regional print media market. The main hypothesis that the book addresses is that the influence of commercialization (and its constituting elements on the macro and micro levels) within the transformation process leads to the gradual erosion of the local characteristics (a process we term delocalization) of this particular segment of the media system.

The Challenges of Central European Security: Critical Insights

This book employs various theories of contemporary security studies to explore some of the most important and most common security issues in Central Europe at this time. Individual chapters of the book adhere mainly to European branches of critical and constructivist security studies,through which they look at some of the salient topics of Central European security politics. The distinction between internal and external security issues is employed throughout the book for analytical purposes. Under this framework, alliance building, security guarantees, “special relationships,” the relational politics of identity, and relations with major powers – documented in the book on the case of Latvia’s relations with United States – are examples of external security issues. Various pressing domestic security challenges, illustrated on the case of Hungarian far-right movements and their activities towards the Roma minority, are examples of internal security issues.

The following conclusions may be drawn from the analysis of cases in which NATO, as a security alliance of democratic states, proactively engaged in armed conflict through the use of military force, and in which its policies sparked controversy with regard to perceptions of international law. The Alliance employs military force in situations where an extensive humanitarian disaster is ongoing, impending, or anticipated, and where the international community exhibits strong expectations that NATO should address the escalating crisis. Both of the examined cases involved humanitarian disaster; however, both crises proved less severe than anticipated by the international community at the time of NATO’s military engagement.

Child welfare discourses and practices in the Czech lands: the segregation of Roma and disabled children during the nineteenth and twentieth centuries

In terms of methodological approaches, this book puts together eugenic studies and the segregation of Roma in order to indicate the new approaches to exploring the impact of the past on the current policies and routine practices in post-socialist world. It is possible to differentiate two camps of social scientists who practice historical method for reinforcing their attitudes towards the segregation of the Roma. In terms of retrospective analysis, both camps focuson the socialist period as a source of current issues regarding Roma, their discrimination and the intractability of practices. The main difference between these camps is the way of explaining the issue of segregation. Performed by applied scientists who study the strategies for well-balanced co-existence of the Czech and Roma, the first camp of scholars reproduces various essentialist concepts regarding Roma – putting forward the insuperable difference between the “white” majority and Roma as a call for more tolerant attitude. Utilising trans-historical disclosure of “traditional” values, the other camp leads the sources of segregation to the inappropriate discourses disseminated amongst public as well as professionals. Catching others in the act of producing essentialist notion, these scholars often criticise the first camp but remain unable to construct the sustainable alternative to segregation. While the critical response to the first camp connects it with the previous practices and policies of segregation, the critical deconstruction of post-socialist trans-historis mensures the necessity of deeper contextualization in order to recognise options for sustainable integration.

Kosovo issue represents a comprehensive complex of problems and issues, ensuing from troubles involving the coexistence of provincial Albanian majority and Serbian minority, residing at small common territory situated in the middle of Balkans. The submitted monograph describing the Kosovo issue covers the entire 20th century. Wherever it may be necessary, we strive to disclose deeper roots of some phenomena, or in cases, where an interpretation of certain development trends may remain unclear without elucidating their historical past. It specifies trials of Yugoslavian establishment to resolve “Albanian issue” in interwar royal Yugoslavia and during WW II. Commonalty of the publication then analyses genesis, development, and functioning of Kosovo autonomy in communist Yugoslavia since 1945 to 1990. Reflections of these events were given based on detailed studying of archival resources.

Examining Armed Conflict: Theoretical Reflections on Selected Aspects

The complexity of the issue exacts a plurality of theoretical and methodological approaches in examining the phenomenon of wars. Consolidating obtained findings into a homogenous and coherent framework can, however, be even more demanding. This work represents a contribution to ongoing academic discussion in all major areas currently relevant to armed conflict research while identifying the main issues of academic debate and analyzing their shared features.

The book describes the history of two civilization spheres in the territory of present-day Vietnam: The Viet culture in the north, developing under a direct influence of China, and the Champa culture in the south, formed by small independent indianised communities. By the 15th century, the growth of the Viet statehood reached its peak in the creation of a centralized realm. On the other hand, Champa was driven back by the expanding Viets, a far-reaching defeat resulting in their gradual regress in the following centuries. The authors offer a chronological explanation based on Vietnamese and Chinese chronicles. They present two main trends: The transition from a thousand-year-old Chinese domination to independence, and the power shift from the Buddhist sangha to military rulers and neo-Confucian civil administration.

The book describes the modern history of Vietnam from the 16th century till the present time. It covers the development of Vietnamese statehood before the colonial era and under the dynasties Lê, Mạc, and under the influential families of Trịnh and Nguyễn. After the Tây Sơn unification, the rule was returned back to the hands of Nguyễns with the help of French advisers. Later, the French took over the power in the war with China. Their colonial rule was not satisfactory for Vietnamese and it stimulated local nationalism. The war with the Western countries in the second half of the 20th century led to partial and formal friendship with its allies (China and the Soviet Union). Post-war modernization, own political authority, and renewed Confucian values are the main features of the recent development.

Diplomacie, právo a propaganda v pozdním středověku: Polsko-litevská unie a Řád německých rytířů na kostnickém koncilu (1414–1418)

This book presents a comprehensive analysis of the diplomatic and judicial controversy between the Teutonic Order in Prussia and the Polish-Lithuanian Union at the Council of Constance (1414–1418). This dispute is approached from three basic perspectives which intertwine with one another: diplomacy, law, and propaganda. The study of the envoys and their communication with the centres of decision-making serves to explore the diplomatic sphere of the conflict. The legal framework of the controversy was formed by the negotiations about the extension of the existing truce between the two rivalling powers, by diverse attempts of arbitration, and especially by the pending doctrinal litigation. The propaganda developed by the Polish-Lithuanian delegation revolved essentially around the question, whether the Polish or the Order’s concept of the Christianization of Eastern Europe was more successful. An extensive catalogue of treatises, polemics, complaints, and other texts, which were composed in connection with the Constance dispute, forms a major part of the book.

Although the development of the women's movement in Ottoman society was different from that in Western countries, it is a fact that they were affected by the women's movement and publications that developed in the West. As a result of the liberation of the press, communication and transportation opportunities that started with the Tanzimat era, the Ottoman intellectual was able to follow the developments in Europe closely. This follow-up broadened the horizons of literate Ottoman women by providing close monitoring of western women's organizations and women's media. Ottoman men also supported the women's movement that flourished in the Ottoman Empire, sometimes by opposing the modernist protectionist discourse, and sometimes by including women writers in their publications. In this study, the formation of Ottoman feminism is examined based on Ottoman women's magazines published in the late nineteenth and early twentieth centuries and the writings of Ottoman male intellectuals of the period. The work in which feminist theory of history forms the theoretical framework of the historical process of the emergence of feminism in the world and its debate in Ottoman society, and argues that the roots of the discussions on feminism lie in the late Ottoman women's publications and associations, and extend to the struggle they waged with Ottoman men. It produces a discourse contrary to the expression of women's movements and feminism identified with the Republican period. Archive work was carried out and discussions over the concept of “feminism” were analyzed in Ottoman journals published between 1908-1920.

Naučni odbor je pripremio autorske referate za učesnike Okruglog stola “75. Godišnjica Trećeg zasjedanja ZAVNOBiH-a: uloga Trećeg zasjedanja ZAVNOBiH-a u društvenom i političkom razvoju Bosne i Hercegovine” za štampu. Program Okruglog stola sastojao se od uvodnih obraćanja i 14 referata. Redoslijed radova u ovom zborniku u najvećoj mjeri slijedi redoslijed izlaganja referata pripremljenih za Okrugli sto, koji se trebao održati krajem 2020. godine, međutim zbog nezahvalne epidemiološke situacije izazvane virusom COVID-19, nije bilo mogućnosti njegovo održavanje. Akademik Ivo Cvitković je naglasio da većina pripadnika pokreta nisu bili komunisti, ali su oni bili organizatori antifašističke borbe. Postavio je sljedeća pitanja: za šta se borio NOP, politika NOF-e; uvođenje zvanja vjerskog referenta, primjeri odnosa narodnooslobodilačkog pokreta prema slobodi religije, sloboda vjeronauke i osnivanje “vjerske komisije”? Posebnu pažnju je posvetio religiji i crkvi na Trećem zasjedanju ZAVNOBiH-a i pitanjima: vjerski službenici, diskusije u kojima se kritički osvrtalo na religiju i religijske zajednice, biranje sveštenika u ZAVNOBiH, gdje je pošlo “ukrivo”, zašto je došlo do promjena odnosa prema religiji i crkvi i začeci netrpeljivosti?

Prilozi o historiografiji Bosne i Hercegovine (2001–2017) I

Periodično sagledavanje historiografske produkcije u Bosni i Hercegovini imalo je značajne rezultate za ocjenu njenih dostignuća i planiranje budućih aktivnosti. Agresija na Bosnu i Hercegovinu 1992–1995. imala je krupne posljedice na stanje bosanskohercegovačke historiografije, historiografije jugoistočne Evrope, pa i šire, a kao posljedica toga povećan je interes za prošlost i traženje u njoj odgovora na aktualna zbivanja. U tom razdoblju u Bosni I Hercegovini i njenom susjedstvu historijska nauka je poslužila i kao instrument aktualne politike, pa je ponestalo mjesta za kritičke analize historijskih izvora i njihovo objektivno vrednovanje i interpretiranje. Od tada su prisutne težnje da se stvaraju separirani i zatvoreni sistemi kako bi se imala vlastita nacionalna nauka, institucije, umjetnost i školstvo, a to je dovelo do degradacije nauke i kulture i njene marginalizacije u odnosu na evropske i svjetske tokove. I pored izuzetno nepovoljnih mogućnosti za bavljenje historijskom naukom, zabilježeni su ipak određeni rezultati. U središtu istraživanja raznih profila naučnika nalazili su se uglavnom radovi koji su se bavili nacionalnom problematikom. Tematska zastupljenost bila je usmjerena na teme koje se odnose na vlastitu naciju, granice, političku historiju, regionalnu i lokalnu problematiku, što je dovelo do zatvaranja u uske, nacionalne okvire. Mogućnost saradnje ili rada na zajedničkim projektima u Bosni i Hercegovini u potpunosti je marginalizirana.

Prilozi o historiografiji Bosne i Hercegovine (2001–2017) II

This essay will provide an introductory discussion of the historiography of the Bosnian genocide of 1992–1995 in the works of foreign scholars. The historiography is too large for this discussion to be exhaustive. We have attempted here to provide the principal categories of relevant works while citing the most important examples of them, before discussing the historiographical deficiencies and the tasks awaiting future scholars of the genocide. The reason for the dearth of monographs on the Bosnian genocide is that the subject is highly controversial, and any scholar who seriously studies it and expresses an opinion is likely to create enemies for themselves. There is a tendency of scholars to see the war in postmodernist terms, in terms of Serb, Croat and Bosniak “narratives”; as opposed to objective truth, which discourages taking the subject intellectually seriously. Furthermore, the prevailing ideology and discourse stemming from the international administration is one of reconciliation and putting the past behind us. So there is a disincentive to study the genocide in depth; a preference for studying more liberal feel-good themes related to reconciliation, memory, transitional justice and post-war reconstruction. The Bosnian genocide therefore awaits a new generation of foreign scholars to take it seriously as a subject and explore it in detail.

Sarajevo grad i regija u vremenu i prostoru - studija -

Rukopis pod nazivom Sarajevo grad i regija u vremenu i prostoru sjedinjuje politološki i ekonomski pristup Gradu, koji se suočava s nizom otvorenih statusnih, politoloških, pravnih, ekonomskih, finansijskih i drugih pitanja. Tekst već poznatu tematiku ranijih i novih istraživanja stavlja u kontekst promišljanja Sarajeva grada i regije u vremenu i prostoru dvadeset prvog stoljeća i suočavanja s nizom politoloških, organizacionih, finansijskih i ekonomskih dilema. Rukopis respektira pristup orijentiran problemu i politici, koristi najbolje dostupne podatke i odgovarajuće teorijske instrumente u funkciji rasvjetljavanja problema Sarajeva, fokusira se na grad i regiju ne samo kao posebne entitete nego i na njihovo međudjelovanje, prepoznaje potrebu da se problemi grada i regije promatraju s institucionalne i strukturalne, ali i drugih perspektiva i s odgovarajućim modifikacijama politoloških i ekonomskih principa, teorija i politika, te kombiniranjem relevantnih teorija s institucionalnim analizama, zatim pristup međuzavisnosti, kao i potreban koordinirani pristup. Istraživanje je rezultat kontinuiteta u promišljanju grada i regije od strane autora i Akademije nauka i umjetnosti Bosne i Hercegovine tokom posljednje četiri decenije, odnosno od 50-ih godina prošlog stoljeća do danas. Obim I dubina istraživanja je determinirana raspoloživim resursima. Studija, pored predgovora uvodnog društveno-historijskog i teorijsko metodološkog pristupa, te zaključnih stajališta, kao i drugih relevantnih elemenata, kao što su sadržaj, popis skraćenica, tabela, slika i pregled korištenih izvora, sadrži dva osnovna dijela, i to: prvi s fokusom na politološki aspekt teme i drugi koji se fokusira na ekonomski aspekt teme Sarajevo grad i regija u vremenu i prostoru.

Deutsch in Bosnien-Herzegowina

Vom 22. bis zum 24. März 2018 fand an der Philosophischen Fakultät der Universität Sarajevo in Zusammenarbeit mit dem Forschungszentrum Deutsch in Mittel-, Ost- und Südosteuropa an der Universität Regensburg (FZ DiMOS) die Gründungskonferenz des „Germanistenverbandes in Bosnien-Herzegowina“ statt. An dieser Konferenz haben 26 Vortragende aus Bosnien-Herzegowina, Deutschland und Österreich teilgenommen. Die Themen der Vorträge waren breit gefächert, von der Sprachkontaktforschung über DaF-bezogene Analysen bis hin zum Bereich der Literaturwissenschaft. In diesem Sammelband befinden sich 16 Artikel, die wir im Folgenden kurz vorstellen möchten: Im einführenden Beitrag mit dem Titel Deutsch in der Welt – Deutsch in Bosnien-Herzegowina schreibt Maria Thurmair über das Deutsche an Universitäten, wobei sie auf die Unterschiede zwischen einer Inlands- und Auslandsgermanistik und einem DaF- und DaZ-Studium eingeht, und über die Verwendung des Deutschen in Bosnien-Herzegowina. Darin plädiert sie für die Berücksichtigung der individuellen Motivationen für das Erlernen der deutschen Sprache seitens der Deutschlehrenden. Besonders interessant ist das Unterkapitel zum Thema Deutsch bei RemigrantInnen. Thurmair verweist darauf, dass dieses Thema für Bosnien-Herzegowina eine Forschungslücke darstellt. In den darauffolgenden fünf Beiträgen geht es wie bei dem Thema Deutsch bei RemigrantInnen auf die eine oder andere Art um die Sprachkontaktforschung. So schreibt Hermann Scheuringer in seinem Beitrag Bosniens rudimentärster Kontakt mit dem Deutschen – Die Posavina als Nachhut der großen Schwabensiedlung über einen weithin unbekannten Teil der Geschichte des Deutschen in Bosnien-Herzegowina. In dem Beitrag Zum Code-Switching in der Sprache der herzegowinischen Gastarbeiter im Werk „Legende o rodijaku Ćipi“ von Nikolina Pandža, Senka Marinčić und Ružica Zeljko-Zubac geht es nach einem sehr umfangreichen theoretischen Teil zu den Themen Mehrsprachigkeit, Code-Switching und zum Thema Gastarbeiter um die morphologische, syntaktische und soziolinguistische Analyse des CodeSwitchings in einem literarischen Werk. Nedad Memić liefert einen Beitrag über den Status deutscher Lehnwörter in der bosnischen Gegenwartssprache. In seiner Einführung beschäftigt sich der Autor ausführlich mit dem Thema Sprachkontakt und danach konkret mit dem deutsch-bosnischen Sprachkontakt. Auch hier wird auf weiteren Forschungsbedarf verwiesen, nämlich im Bereich der variationslinguistischen und soziolinguistischen Distribution des Transferguts in der bosnischen Gegenwartssprache. In den folgenden beiden Beiträgen geht es um den negativen Transfer oder die Interferenzen bei den Deutschlernenden in Bosnien-Herzegowina: Aldina Šerifović und Meliha Hrustić begründen ihre Analyse in dem Beitrag mit dem Titel Einfluss des Bosnischen auf den Erwerb des Deutschen am Beispiel von Schreibaufgaben auf dem B1- und B2-Sprachniveau auf den drei Hypothesen zum Zweitspracherwerb: der Kontrastivhypothese, der Identitätshypothese und der Interlanguage-Hypothese. Das Untersuchungskorpus stellen Texte aus Sprachprüfungen auf den Niveaus B1 und B2 dar, wobei die Fehler der PrüfungsteilnehmerInnen Gegenstand der Analyse sind. Der zweite Beitrag beschäftigt sich mit den Fehlern und Interferenzen von Germanistikstudierenden. Die Autorinnen Sanela Mešić und Minka Džanko zeigen in dem Beitrag mit dem Titel Analyse der Fehler in Übersetzungen von isolierten Satzgefügen der Germanistikstudierenden an der Universität Sarajevo, welche Fehler, unter welchen auch viele Interferenzfehler sind, auch bei Studierenden im Master- studiengang immer noch vorkommen. Diese Studie soll eine Lehr- und Lernreflexion bieten und zeigen, in welchen Bereichen der Lehre Verbesserungsbedarf besteht. Zwei der Beiträge im vorliegenden Sammelband beschäftigen sich mit der gesprochenen Sprache. Erminka Zilić schreibt unter dem Titel Einige Überlegungen zum Gebrauch von Füllwörtern in der deutschen und bosnischen Sprache eine Arbeit über den Gebrauch dieser Wörter seitens bosnischherzegowinischer öffentlicher Persönlichkeiten und stellt fest, dass deutsche öffentliche Persönlichkeiten im Vergleich keine oder weniger Füllwörter gebrauchen. Alma Halidović und Zerina Hadžić liefern einen Beitrag zum Thema Gehört Frauensprache einer anderen Sprachwelt an? Zu den Unterschieden im Sprachgebrauch von Männern und Frauen. Diese soziolinguistische Studie ist eine Untersuchung der gesprochenen Sprache im Hinblick darauf, ob Frauen tatsächlich häufiger Fragen stellen und ob sie mehr zum Gebrauch von Unschärfemarkierungen und von Intensivierungsmitteln tendieren als Männer. Darauf folgen zwei Beiträge aus dem Bereich der Grammatik: Einen Beitrag, in dem für alle deutschen Kasus überprüft wird, inwieweit sie in verschiedenen Verwendungskontexten vorkommen können, bietet uns Wilhelm Oppenrieder. Der Beitrag trägt den Titel Die deutschen Kasus und ihre semantisch-syntaktischen Funktionen. Darin plädiert der Autor dafür, bei allen deutschen Kasus einen Unterschied zwischen einem bedeutungshaltigen und einem rein syntaktisch-konstruktionellen Verwendungskreis zu machen. Amela Ćurković beschäftigt sich in ihrer kontrastiv angelegten Studie mit der Struktur der bosnischen und deutschen Schlagzeilen in ausgewählten Zeitungen und Onlineausgaben von Zeitschriften. Ihre Analyse bestätigt, dass Schlagzeilen heutzutage eher dazu tendieren, lang und komplex zu sein. Nach diesen Beiträgen geht es mit der Analyse der Pressesprache aus der Sicht der Diskurslinguistik weiter. In ihrem Beitrag Wertende Referenz im historischen Diskurs über die Annexion Bosnien-Herzegowinas schreibt Alma Čović-Filipović über die Darstellung der Annexion in der zeitgenössischen deutschsprachigen Presse. Dabei untersucht sie die Sprache in den Zeitungen Neue Freie Presse, Sarajevoer Tagblatt und Bosnische Post. Der Sammelband beinhaltet auch drei Beiträge zum DaF-Unterricht. In ihrem Beitrag zum Thema Die Geschichte des Deutschlernens in Bosnien und Herzegowina bis 1941 schreibt Sanja Radanović über den Status der deutschen Sprache im Schulsystem und über die Curricula an den verschiedenen Schulen in drei verschiedenen historischen Phasen – dem osmanischen Zeitraum, dem österreichisch-ungarischen Zeitraum und dem Zeitraum zwischen den beiden Weltkriegen. Lara Hedžić präsentiert in ihrem Beitrag Das Bild der deutschsprachigen Länder in ausgewählten DaF-Lehrwerken in Bosnien-Herzegowina die Ergebnisse der Untersuchung des Einsatzes von landeskundlichen Abbildungen in Lehrwerken an Mittelschulen in der Föderation von Bosnien-Herzegowina. Die Autorin beschäftigt sich unter anderem auch mit der Frage, in welchem Verhältnis die deutschsprachigen Länder in den DaF-Lehrwerken im Sinne eines plurizentischen Ansatzes zueinander stehen. Die Autorin stellt fest, dass der plurizentrische Ansatz in den meisten Lehrwerken noch keine ausreichende Berücksichtigung findet. Ein weiterer Artikel, der sich mit dem DaF-Unterricht beschäftigt, ist Der Einsatz von digitalen Medien im DaF-Unterricht im Kanton Sarajevo: Möglichkeiten und Grenzen von Zlata Maglajlija. In diesem Beitrag wird unter anderem erläutert, wie die DeutschlehrerInnen im Kanton Sarajevo ihre digitalen Kompetenzen im Unterricht nutzen und welche Möglichkeiten sie für die Nutzung der digitalen Medien tatsächlich haben. Der Sammelband beinhaltet zudem zwei Beiträge aus dem Bereich der Literaturwissenschaft. Mersiha Škrgić liefert einen Beitrag zum Thema Die Funktion der Kamera im Roman „Der Kameramörder“ von Thomas Glavinic, in dem sie die Funktion der Kamera als zentrales Motiv im Roman analysiert. Diese tritt nicht nur als Tatwaffe und -motiv auf, sondern ist auch maßgeblich für die Erzählsituation und Perspektive. Dadurch erscheint der Roman nicht nur als klassischer Kriminalroman, sondern thematisiert in geschickter Weise auch den Einfluss der Medien auf unsere Gesellschaft. Und am Ende des Sammelbandes führt uns Ivica Petrović mit seinem Beitrag Sarajevo – Museum der europäischen Geschichte durch die Reiseberichte verschiedener deutschsprachiger Autoren, in denen insbesondere über Sarajevo berichtet wird. Es handelt sich dabei um einen chronologischen Abriss. Analysiert wird also in imagologischer Perspektive das Bild Sarajevos unterschiedlicher AutorInnen vom 19. bis ins 21. Jahrhundert. Alle Beiträge wurden in einem doppelt-blinden Verfahren begutachtet und kategorisiert. Wir bedanken uns ganz herzlich bei allen AutorInnen für die interessanten Vorträge und bei allen GutachterInnen für ihre schnelle und detaillierte Arbeit und die konstruktiven Verbesserungsvorschläge.
