Summary/Abstract: Ujedinjene nacije definisale su održivi razvoj kao globalno pitanje od prioritetnog značaja za sve zemlje do 2030. godine. Prema ovom konceptu, razvoju se mora pristupiti kroz uvažavanje međusobne povezanosti privrede, društva i životne sredine. U skladu sa tim, u dokumentu UN „Agenda održivog razvoja do 2030. godine”, koja je usvojena 2015. godine, utvrđeno je sedamnaest osnovnih ciljeva koje je potrebno ostvariti. Aktuelna pandemija potvrdila je opravdanost novog pristupa u pogledu međusobne povezanosti sedamnaest ciljeva održivog razvoja (COR), kao što su: dobro zdravlje, ekonomski rast, kvalitetno obrazovanje i dr. U narednom periodu može se očekivati da će ciljevi kod kojih je usled pandemije izostao napredak ili je čak došlo do na- zadovanja, poput obezbeđivanja pune i produktivne zaposlenosti, rodne ravnopravnosti, smanjenja nejednakosti itd., i sami početi da deluju kao ograničavajući faktori na ostale ciljeve.

- Summary/Abstract:This paper tests the hypothesis of a change in the factor intensity of Serbian exports to the EU, that is, whether there has been an increase in the export of the products which involve higher degrees of processing. From 2000 to 2008, the share of ‘Human (and physical) capital’ intensive products, the group that influences the overall quality of the export structure the most and involves products at a higher finalization level, did not change significantly. However, the quality of domestic exports to the EU dramatically improved in the years following the 2009 economic crisis, and already in 2014, the share of this group’ of products reached two fifths, where it roughly remained until 2018. When we compare the structure of Serbian’ export to the EU with the export structure of advanced countries such as The Czech Republic and the US, we can easily see that the share of “Human and physical capital” intensive products is significantly higher, which implies that Serbian export to the EU is based on primaryresource, i.e. labor-intensive and technologically low-intensive products. As expected, BiH and Turkey have results that are much more similar to those of Serbia. The shift in Serbia points to the effects of the export sector’s restructuring, the increased inflow of FDI through the arrival of multinational companies, and integration of domestic firms into global value chains (GVCs). In the 2005-18 period the share of inward processing trade increased from 1% to 7% of Serbia’s GDP, while the correlation between more FDI and a higher share of this type of trade indicates that Serbian exporters are more actively involved in GVCs. In addition to strong absolute growth in exports to the EU, more and more different products were also exported, as the vast majority of SMEs have reached a wide range of European markets, covering as many as 149 product groups.

- Summary/Abstract:Economic cooperation between China and the United States largely determines the global economic balance and financial flows. Although the mutual cooperation between the two countries has brought multiple benefits, in the last few years the US has begun to accuse China of defrauding the national currency which has caused a growing trade commodity deficit in the US. These charges were also the motive for the US to impose tariffs on Chinese goods in 2018. The aim of this paper is, based on the analysis of mutual trade relations between these two largest world economies, to determine the causes of the US trade deficit and point to the consequences of the trade war on European countries. The results of the research showed that: a) the current account balance of the state determines the relationship between savings and investments; b) the trade deficit is a reflection of the complementarity and comparative strengths of the Chinese and US industries; and c) trade relations are the result of the international division of labor and change of production locations by multinational companies. Data on the value of trade deficits widely vary depending on the source, and one of the reasons may be different accounting approaches. If the calculation is based on the added value, the deficit would be significantly reduced because Chinese foreign trade is characterized by large imports and exports of processed goods. In addition, research has shown that there is a noticeable trend of shifting Chinese investments towards developing and European countries. Yet, compared to global Chinese investment, investment in European countries is still modest.

- Summary/Abstract:This paper analyzes functioning of women’s entrepreneurial companies in Serbia, within the context of the measures aimed at combating the Covid-19” pandemic, as well as the prospects for the continuation of their work in the near future. The global context of growing inequality is analyzed since neither the pandemics nor the measures against it affect women and men equally. Women’s jobs are affected to a higher degree by the economic effects of the pandemic crisis, due to the already long-standing gender inequality, the above-average share of women’s employment in the crisis-hit sectors, rising unpaid care burden, and disproportionate impact of the crisis on women’s entrepreneurship, including women’s micro-enterprises. The main part of the paper is dedicated to the case study of women entrepreneurs’ business and the concrete examples of obtaining support from various domestic and foreign actors. The comparative longitudinal research done in 2018 and 2020, of women entrepreneurs in Čačak, their perspectives and continuation of business is also presented. From the phase of waiting for adverse circumstances to pass (emergency situation, measures, pandemic), due to their venturous spirit, but also support of institutional and private sector, they moved on to the phase of adjusting their functioning to the new conditions. The positions contained in the Declaration of the Women’s “Platform for the Development of Serbia” are presented, which point to the necessity of applying gender-sensitive policies to support women entrepreneurs, as important economic entities in Serbia. Actual measures of governmental financial support to small and medium entreprises in Serbia are presented. The paper is concluded by citing possible initiatives from the McKinsey Global Institute’s “house of ideas” that the response to the crisis should involve globally designed measures to support gender parity and gender diversity in the field of economic relations.

- Summary/Abstract:The aim of the study is to examine the relationship between socio-demographic variables (gender, age, level of education, monthly personal income of respondents and monthly personal income of the respondent household, number of household members and number of household members earning income) and respondents’ opinions concerning the potential for social entrepreneurship. The survey is of a quantitative type, conducted in the city of Zrenjanin by means of a questionnaire in which the first part referred to socio-demographic data of the respondent, while the second part involved operationalization of a group of dependent variables through claims, evaluated through Likert’s scale. With the aforementioned claims, we examined the respondents’ opinion on the potential for social entrepreneurship in the city of Zrenjanin. Descriptive analysis (percentages, arithmetic mean), Hi-square test, T-test, onefactor analysis of variance and Pearson’s correlation coefficient were used in data analysis. The level of statistical significance was set at p <0.05, and all the data obtained were processed in SPSS, version 23.

- Summary/Abstract:Socio-economic and environmental processes are simultaneously both the drivers and consequences of demographic change reflected in the number, structure, and spatial distribution of the population. Due to the need to reconcile different developmental aspects, the United Nations 2030 Agenda for Sustainable Development encompasses three dimensions of sustainable development: economic growth, social inclusion, and environmental protection. The objectives of the 2030 Agenda are formulated to cover a wide range of different developmental issues, within which sustainability principles are expected to be applied at national, as well as international level. Migration, one of the components of demographic change, has been recognized under this Agenda as an important cross-cutting issue for development. In the context of the challenges and opportunities that migration presents for the development of migrants’ areas of origin and destination, the paper analyzes the goals and targets of sustainable development that are relevant to migration. The interdependence between migration and socioeconomic development and ecological change is highlighted, as well as the importance of cooperation between actors relevant for monitoring and managing migration at different levels. Sustainable development challenges were also discussed from the viewpoint of the migration profile of Serbia as well as migration issues in national and local strategic documents.

- Summary/Abstract:The concept of sustainable development holds a central place today in considering the long term perspective of the survival and progress of humanity. Sustainable development involves resource exploitation, investment management, technological development and institutional changes that must be consistent with future needs, not just the current ones. Such development implies meeting current needs without compromising the ability of future generations to meet their own needs. This paper will analyze the economic aspects of sustainable development, as well as the advantages and disadvantages of sustainable development in the Republic of Serbia. The emphasis is on the analysis of the institutional component of sustainable development. The importance of institutions and their key role in connecting and supporting the achievement of other goals of sustainable development will be highlighted. The representation of inclusive institutions in a society that promotes the rule of law enables the security of private property and an impartial legal system, and such institutions create inclusive markets. The presence of effective, reliable, efficient, accountable, transparent institutions is the starting point for the implementation of all other goals of sustainable development.

- Summary/Abstract:Good governance is one of the most significant challenges in public sector reform and in creating the “unique EU administrative space”. The key characteristics of the new public management are: a) goals set to be closely related to results (performance) and b) authorizations and responsibilities delegated at a lower level in order to be closer to the point where services are provided to citizens. In Serbia, we still have a predominant centralization of the decision-making process and focus on administrative responsibility, while results and performances are neglected. Recent research in the field of public procurement confirmed a very high degree of demotivation of hierarchically lower levels within the contracting authority and the dominant-negative motivation of employees. Employees and managers of the contracting authorities highlighted better organization, more clearly defined responsibilities, better motivation of stakeholders, as well as better communication and cooperation between them as key prerequisites for improvement. All of them fall under managerial responsibility and have an internal character.

- Summary/Abstract:The paper considers social mechanisms, reasons, causes and consequences of the first decade of education reform in Serbia, in the 21st century. In that period, the basic principles of the reform were set, after which the process of educational reform has taken place more or less through inertia. The reform envisaged Serbia to develop as an area of the labor market compatible with the EU, in terms of the structural uniformity of labor training (“educational outcomes”). This has enabled EU investors to have a reservoir of cheaper labor in Serbia, a satisfactory level of training, as well as for the institutions and companies from the EU to have the opportunity to extract deficient staff from Serbia, quickly and without special costs. This is, in terms of Wallerstein’s worldsystems theory, a characteristic of dependent, semi-peripheral, i.e. semi-colonial economies.

- Summary/Abstract:This paper presents a comparative analysis of investment levels in the Republic of Serbia and the EU member states. Albeit on the rise, gross fixed investment in Serbia still hasn’t reached the level necessary from the aspect of economic and social development and economy’s potential. According to preliminary official statistics, in 2018 gross fixed investment amounted to RSD 1,016.5 billion or EUR 8.6 billion. At the same time, the investment rate, measured as the ratio of the total investment to GDP, equaled 20.1%, while in 2019 it is estimated at around 21%. In our estimate, in the coming period, the investment rate should be 25% of GDP per year as a minimum. Eurostat’s data indicate that the investment rate in the EU equaled 19.6% in 2013 and in 2018 – 21% of the EU-28 GDP. In the EU-28 the share of public investment is around 3% of GDP per year, the share of corporate invest- ment 12–13% of GDP and the share of household investment 5–6% of GDP. The level of internal and external debt of the corporate and public sector is most certainly a constraining factor on new investment. Based on the National Bank of Serbia’s data, the repayment of external debt interest and principal reached 10–13% of GDP in recent years, i.e. EUR 4.9 billion in 2018 and around EUR 6 billion in 2019, of which interest payments accounted for around EUR 1 billion and EUR 1.1 billion, respectively. Foreign direct investment (FDI) in Serbia has also been on the rise recently. According to the Ministry of Finance, FDI (net value) came at EUR 3.2 billion in 2018 and EUR 3.6 billion in 2019. The privatization of sociallyand stateowned enterprises in the period after 2000 is judged not to have produced the expected results. Privatization receipts in the total amount of no more than around EUR 4 billion up to 2013 were channeled mainly in consumption, rather than in investment, which slowed the development and recovery of the Serbian economy.

- Summary/Abstract:The aim of the analysis is to quantify the technical (in)efficiency of the Serbian manufacturing industry in 2010-2018, considering the impact of the high FDI inflow in recent years. The methodological framework relies on stochastic frontier analysis. The obtained results indicate that Serbia lost half of the potential output of the manufacturing sector due to technical inefficiency. Foreign investment reduces technical inefficiency. In particular, the level of technical inefficiency is reduced by, on average, 2.2% per every 1 percent increase in foreign ownership. The finding is directly supported by the results at the level of the observed branches of manufacturing sector. The greatest increase in technical efficiency is in the branches with a high share of foreign ownership, such as: production of motor vehicles, production of chemicals, and production of wire and cable equipment.

- Summary/Abstract:Sustainable development as an approach to a wider environmental paradigm seeks to reconcile three pillars: economic, social and ecological. The importance and role of digital transformation in achieving the proposed goals has been emphasized both directly (through technological progress as a key factor for economic and environmental challenges, providing solutions for new jobs and energy efficiency) and indirectly (through ensuring energy supply, higher levels of productivity and technological innovation, and decent work for all). Many radical changes in living conditions, as is the case with the information revolution, begin particularly in the sphere of labor, as novelties in the way of production and exchange of goods important for human everyday life (Bolčić, 2003). Since organization, conceived as an open system, is always “embedded” into the context within which it operates, it is assumed that transformations that occur in the environment directly or indirectly influence the organizational structures, systems and processes. The paper analyzes transformations in the environment of Serbian enterprises with a special emphasis on the process of digitalization. The focus is placed on technological development, which is the key component in the 2030 Agenda for achieving the goals of sustainable development.

- Summary/Abstract:The aim of this paper is to provide an overview of the key determinants of consumers’ environmentally responsible intended behavior, primarily the intentions to purchase and use green products and services, and factors that lead to the gap between the intended and actual behavior. The key determinants of and barriers to green consumer behavior were derived from a review of 37 research papers that were published in international academic journals in the period between 2010 and 2020. The review of the literature indicates that the foundation for the majority of earlier empirical studies was the Theory of Planned Behavior as. In addi- tion to positive attitudes towards green behavior, subjective norms and perceived behavioral control, some of the most commonly proven determinants of green behavioral intentions are environmental concern, environmental knowledge, perceived consumer effectiveness, green self-identity, and emotions towards green products. Previous research indicates that the unavailability of green products at the point of sale and high price of green products are the most common barriers that prevent the progression of the intended into actual green consumer behavior. Overview of the key determinants of ecologically responsible consumer behavior may indicate opportunities for further research in green consumer behavior and provide useful information to marketers and policymakers who are oriented towards stimulating sustainable consumption.

- Summary/Abstract:The paper uses normative and comparative law methods in the context of analyzing the international soft legislation, considering the basic theoretical principles of the concept of green labor and just transition, within the context of the general policy of sustainable economic, social and environmental development, and more specifically, the policies of adaptation to and mitigation of climate changes. It has been established that, in spite of the fact that the measures to mitigate the consequences of climate change policy are defined, the Republic of Serbia fails to adequately address the areas of labor and employment. This is the consequence of the incompleteness in the assessment of the possibilities and needs of the labor market in the context of the transition to a green economy and green labor. The role of social partners, particularly labor unions has been neglected and the public programs in the social security area have not been introduced.

- Summary/Abstract:Sustainable development today is one of the most important topics in industrial societies, but also in those less developed countries. Sustainable development is particularly important in ecology and geography in terms of environmental protection and conservation of natural resources, then in biology in the context of the survival of life and human species on Earth. In economics, sustainable development refers to the rational use of natural resources in the process of creating sustainable economic (industrial) development and the potential of creating new jobs: employment and human resource management. Such jobs are called green jobs. In addition, it is considered in economics from the point of view of sustainable development in tourism, as technological development in industries, sustainable development in agricultural economics and application of agro-technical measures, in investment policy and international economy. The common and accepted concept of sustainable development is divided into three basic dimensions: environmental, economic and socially sustainable, comprising the seventeen development goals defined by the United Nations. In this paper, sustainable development will be considered from the point of view of human resource management and job creation in “green economy”. The aim of the paper is to emphasize in which industrial sectors and in what ways green jobs are created in a national economy. Green economy leads to changes within the economic sector. Long-term strategies are needed that bring together goals, energy, environment, education and skills development, policies and responsible ministries. Sustainable development is monitored at national and international levels and at the level of companies and consulting organizations.

- Summary/Abstract:In modern business conditions, socially responsible banking has become a global phenomenon. The concept of sustainable development influences the reformulation of the banking business in terms of providing new banking services and creating new (green) banking operations, which, in addition to profit, also achieve broader social and environmental goals. After the defining green banking and finance, the paper highlights the importance of green banking in the retail and corporate sectors, including investment banking. In the final part of the paper, the author points to the current state and perspectives of green banking development in the national legislation. In the conclusion, the author emphasizes the necessity of further development of green banking and the creation of new, green banking products and services.

- Summary/Abstract:The introductory part of the paper defines the framework of analysis and provides certain methodological notes. The importance and character of the problem of climate change is emphasized, as well as the importance of the issue of financing activities in the field of climate change. The first part of the paper is dedicated to the analysis of global international agreements in the field of climate change. Special attention is paid to the solutions related to the financing of mitigation and adaptation activities. The second part of the paper presents the existing mechanisms of financing activities in the field of climate change at the global level, using the example of the Green Climate Fund. The relevance for the Republic of Serbia is emphasized. The third part of the paper points to some challenges in the existing system of international legal regulations in the field of climate change, including the application of instruments for financing activities in this area, using the example of the Green Climate Fund. The main goal of this paper is to review the state of international legislation concerning financing of activities in the field of climate change.

- Summary/Abstract:Disaster risk reduction is coming into focus due to increasingly frequent extreme weather conditions, which greatly affect sustainable development in all parts of the world, but especially in developing countries. Globally, through the United Nations’ system, standards and regulations are being developed for the systematic and optimal implementation of prevention measures and activities, i.e. disaster risk reduction in all sectors. Stemming from the second half of the last century, the risk reduction policy is nowadays present in an increasing number of international documents and is continuously developed and improved through the systems for monitoring the application of international standards in national policies. Ensuring safety and resistance to disasters through risk reduction is the responsibility of the state with its different levels of government, as well as of each citizen and community as a whole. In May 2014, the Republic of Serbia was affected by the worst floods in 120 years, which caused 1.7 billion dollars in damages. This event prompted the state to change the policy focus from reactive to proactive, i.e. from disaster response model to strategic planning of significant preventive measures and preparedness, in order to reduce the negative effects of similar events. This paper analyzes the risk reduction policy in the Republic of Serbia, and its evolution from a declarative provision in the past decade to the adoption of the fundaments of a functional, operational system, especially at the local level as the community’s backbone.
