Summary/Abstract: The paper considers social mechanisms, reasons, causes and consequences of the first decade of education reform in Serbia, in the 21st century. In that period, the basic principles of the reform were set, after which the process of educational reform has taken place more or less through inertia. The reform envisaged Serbia to develop as an area of the labor market compatible with the EU, in terms of the structural uniformity of labor training (“educational outcomes”). This has enabled EU investors to have a reservoir of cheaper labor in Serbia, a satisfactory level of training, as well as for the institutions and companies from the EU to have the opportunity to extract deficient staff from Serbia, quickly and without special costs. This is, in terms of Wallerstein’s worldsystems theory, a characteristic of dependent, semi-peripheral, i.e. semi-colonial economies.
