Summary/Abstract: The Doctoral Readings series is an edition of the Department of Public Administration at the University of National and World Economy (UNWE), which was launched in 2014 in parallel with the annual Autumn Academy. It is a forum for the presentation of the scientific research not only of students studying at the Department of Public Administration, but also at other departments of the UNWE, as well as at different universities in the country. The ‘Doctoral Readings 11’ is divided into two parts. The first one presents the work of PhD students at the departments of Public Administration, Management, Marketing and Strategic Planning, Financial Control and MIE and Business at the UNWE. The papers address issues related to the country's agricultural policy, the development of leadership approaches in local government, and dual training as a bridge between university education and the needs of practice. Included is an interesting study on building student loyalty as a method of stimulating learning in master's and doctoral programs. The health topic is chosen by two of the authors, who track public health spending and the results achieved by the health care system in Bulgaria, as well as the control of anti-corruption policies in the field. Audit issues on the activities of political parties in the country are also the subject of the PhD students' research. The second half of the collection presents selected parts of theses defended during the academic year 2024/2025 in the specialization Public Administration with specialization Health Management. Individual chapters from some of the most impressive papers from the current academic year are presented. These are entirely original studies that have been worked on in the field and stem from the particular specialty in which our students have specialized in their medical field. In the Master's part of Doctoral Readings 11, one can read results of patient satisfaction measurement, current analysis of the state of oncology care in Bulgaria, as well as the shortage of specialized pediatric units and its implications for children's health. The little-studied topic of palliative care is developed in its normative dimension, and interesting authors' suggestions for retaining doctors and nurses in the country are included.

- Summary/Abstract:The deepening political crisis in the last few years, not only in Bulgaria, but also on a global scale, is an indicator of a crisis of leadership. More and more often, attention is focused on the lack of bright personalities, possessing essential personal qualities and behaviour style, which can be a catalyst for change. The unstable political environment is a prerequisite for the focus to shift to mayors and municipalities, who receive the widest public support and embody sustainability, security and responsibility. The purpose of this paper is to present the personal styles of the mayors in Bulgaria as an example of effective leadership. The study covers the management mandate 2019 – 2023 and includes mayors of municipalities on the territory of the Republic of Bulgaria and regional mayors of the cities of Sofia, Plovdiv and Varna.

- Summary/Abstract:The report aims to present student loyalty and the prerequisites for its construction, in the context of the marketing of higher education as part of the marketing perusal of the process of retaining students in the higher educational institution, in a higher educational degree. The topic is relevant due to the huge free capacity of higher education institutions in Bulgaria. The subject of the current development is Student loyalty, and the object is Higher education institutions. The report is developed based on a critical analysis and synthesis of existing scientific literature concerning the marketing of higher education and student loyalty.The article analyzes dual education as a tool for applying the principles of modern public management. The author examinesthe advantages of dual education against the needs of business and educational system. Through the support and coordination of the state, dual education represents an important opportunity to strengthen the partnership between the public and private sectors in Bulgaria. By integrating practical training with theoretical learning, this model improves the quality of education and stimulates economic development by creating qualified and competitive professionals. Current examples of the state's participation in the development and promotion of dual education through projects and procedures are indicated in the article.

The research employs methods such as reviewing regulatory documents, analyzing statistical data, and conducting expert interviews. The main tasks include identifying key obstacles in CAP implementation, evaluating the effectiveness of current management approaches, and offering improvement suggestions. The results reveal that despite bureaucratic hurdles and financial limitations, there are significant opportunities for innovative and efficient management solutions that could enhance the sustainable development of agriculture in Bulgaria.

- Summary/Abstract:The audit of political parties in Bulgaria is a central mechanism that ensures transparency and accountability in the management of public funds. In Bulgaria, this process is strictly regulated by the Law on Political Parties and the Law on the State Budget, with the main supervisory body being the National Audit Office. The National Audit Office is an independent authority that conducts audit of parties receiving state subsidies to ensure legality, transparency, and efficiency in the allocation of funds. This article examines the conditions for receiving subsidies, the stages of the audit process, control mechanisms, and sanctions for identified violations. Additionally, recommendations for improving oversight and promoting greater transparency through publicly accessible reporting platforms will be discussed.

- Summary/Abstract:The effectiveness and efficiency of public spending on health in the Republic of Bulgaria is crucial to ensuring sustainable, accessible and quality healthcare. Achieving a balance between inputs and health outcomes remains a key challenge in resource-constrained settings. This study analyses trends in public spending on health and their distribution in relation to the health needs of the population and specific demographic and economic conditions. Particular attention is paid to the staffing deficit and the uneven distribution of health professionals, which limits access to quality health services, especially in remote and sparsely populated regions. The impact of these factors on the performance of the health system is reflected in difficulties in providing timely and effective medical care, which in turn exacerbates overall morbidity and leads to significant socio-economic costs. This study aims to assess the extent to which public spending on health in Bulgaria correlates with health outcomes over the period 2014-2023.

- Summary/Abstract:The issue of medical staff retention in Bulgaria is extremely topical in the context of the growing challenges facing the country's healthcare system. In recent years, the problem of emigration of medical staff, especially young doctors and nurses, has become increasingly important. This trend not only exacerbates the existing deficits in the health system, but also calls into question its sustainable development and its ability to respond to the needs of the population. The aim of this master thesis is to formulate recommendations and strategies for medical staff retention in Bulgaria, focusing on the main atrisk groups, based on an analysis of medical turnover trends in recent years and a study of successful practices and strategies for medical staff retention in other European countries. The master thesis defends the thesis that the retention of medical staff in Bulgaria requires strategic planning at national and political level, not only local initiatives and managerial decisions. The main priority should be the retention of young doctors and nurses, two categories that have historically been neglected due to the lower return on their labour compared to that of specialty doctors and at the same time two human resource units fundamental to the level and future of healthcare. Unfortunately, in recent years, the trends observed in the departure of medical staff are worrying and mainly affect young doctors and nurses. In the context of the growing staffing crisis in the health sector, it is necessary to build a long-term vision for human resource development in the sector, taking into account both current and future needs. The lack of attractiveness for immigration of Eastern medical professionals, as opposed to Western European countries, highlights the need for domestic reforms and policies to retain and develop existing staff. This will ensure sustainable development of the health system, which is key to addressing the challenges ahead. This text presents chapters two and three of the master thesis.

- Summary/Abstract:The shortage of pediatric intensive care units represents a serious challenge for the health system in Bulgaria. This phenomenon affects the health and lives of the youngest patients and also puts considerable pressure on medical staff and parents. Despite efforts to modernise health services, the uneven distribution of intensive care units, lack of specialised staff and outdated infrastructure continue to be major problems. This MSc thesis focuses on the analysis of these challenges, aiming to highlight cardinal causes of shortages and propose practical solutions based on international experience and best practice. By exploring the theoretical underpinnings and conducting statistical analysis, it will seek to answer the question: how to improve access to quality pediatric intensive care in the country.
