The case for increasing returns I: ‘The Hicksian Getaway’ and ‘The Hirshleifer Rescue’

The case for increasing returns is accepted by most heterodox economists. Yet allegiance to decreasing returns in orthodox circles still endures directly and in the form of substitution assumptions. In forty short years from 1928 to 1968, beliefs shifted from Pigou calling rising cost ‘inadmissible’ to Alchian deeming decreasing returns ‘a universally valid law’ until Kaldor revived the case for increasing returns in the 1970s. How did these shifts of view occur? After dapham opened the door and Pigou defined the orthodox stand, the 1930s debates swept through imperfect competition and many other issues into Keynesian disequilibrium theory. In 1939, ‘The Hicksian Getaway’ opened an Age of Denial leading to equilibrium theories based on substitution; then during the 1960s a second challenge to rising cost based on learning and technical change was defeated by ‘The Hirshleifer Bescue’ of decreasing returns and thus substitution in neoclassical theory. Why economists' substitution assumptions still hold sway is the focus of this study. First, the paper reviews ‘The Hicksian Getaway’ in its context and with respect to equilibrium models. Second, the paper analyzes and disproves ‘The Hirshleifer Bescue’ as an invalid argument based on a non-sequitur and thus simply asserted. Third, the case for increasing returns is developed into a theory of planning horizons supporting a generalized complementarity in economics. Some methodological implications are explored at the end.

The welfare costs of rent-seeking: a methodologically individualist and subjectivist revision

Gordon Tullock is acknowledged for being the first to recognize the true costs of rent-seeking as including not only the Harberger triangle but also the Tullock rectangle. This rectangle does not constitute merely a lossless transfer of wealth, but it causes a misallocation of resources as rent-seekers invest resources in lobbying. However, a close reading of Tullock’s writings shows that his arguments are formulated in a holistic fashion, speaking of what is efficient or inefficient for society. Rent-seeking is inefficient because it reduces societal welfare. But according to a methodologically individualist and subjectivist economics, such a claim is invalid. We must distinguish between positive economic fact and normative moral philosophy. We call for a reconstruction of utility and welfare economics based on methodological individualism and subjectivism with implications for the theories of monopoly and competition: practices which Neoclassical perfect-competition theory considers to be evidence of rent-seeking should instead be deemed as indications of genuine competition Political economy should be concerned with ascertaining which institutions will best enable individuals to pursue their individually subjective ends – or else economists should be explicit about their normative preferences and political philosophies.

Economics of paternalism: the hidden costs of self-commanding strategies

The paper proposes an economic assessment of paternalism by comparing different alternative responses to dynamically inconsistent behaviors consecutive to hyperbolic discounting. Two main types of action are possible, self-commanding strategies and paternalism The first category includes personal rules and pre-commitment The second can be subcategorized between coercive and non-coercive forms of paternalism, which are respectively associated (although it is debatable) with legal paternalism and with ‘nudges’. Despite being self-inflicted, self-commanding strategies are actually not cost free and can result in a dramatic cutback of people’s freedom of choice. Likewise, legal paternalism can, on occasion, be less harmful than personal rules or pre-commitment; similarly, nudges can be more invasive and less effective than their proponents want us to believe. The aim of this paper is not to propose any standardized form of response to irrational behavior (whatever that may mean) but to argue, on the contrary, that every case should be individually appraised. Individual situations can be remedied by self-commanding strategies or by paternalistic policies, either in isolation or in combination.

The qualitative "Grounded Theory" of B. Glaser and A. Strauss serves as a basis for its development. Through it, in "In-Depth Interview", key issues are integrated like the methods "observation" and "interview". It is one of the methods to build the foundations of the theory of teaching methodology of software engineering.

The advent of ICT in education is becoming increasingly notable. Using only traditional methods for training students is very frustrating and demotivating for the so called “Generation Z” or “Internet generation”. For the decreasing number of students, graduates and prospective students only the teachers and educational institutions that can implement innovative training methods by using ICT are attractive. The article examines the impact of computational linguistics on the active learning both of students specializing in “Informatics and Computer Science”, and of students in Bulgarian language and other linguistic disciplines. It is described an E-learning environment, developed by the researcher, which is used for Bulgarian language training and language construction experiments. The environment is designed for students, foreigners and bilingual.

In the article authors presented the excerpt of the research on the regional education. Authors concentrated on the substantial cultural issue - on the local dialect Trójwieś Beskid (language used within the limits of Cieszyn Silesia). Authors moved from the survey conducted amongst the younger generation of residents of Koniaków, Jaworzynka and Istebna. They conducted research also amongst teachers working at the local school. Observation concerned the ratio to the local dialect and the need of educating in this respect. Authors put interesting data into the article – mentioned attitudes of contemporary residents Trójwieś in view of the local dialect, and also mentioned nasty negotiations next time.

On April 18, 1968, Frank Kowalski, a Democratic representative from Connecticut, addressed the House of Representatives on the perils of America’s imminent resumption of atmospheric testing of nuclear weapons through “a prayer for the preservation of mankind” written by Thomas Merton. The Congressional peace prayer is established within the corpus of Thomas Merton’s social writings. Yet, surprisingly, the prayer has received little critical commentary. This article seeks to probe deeper into the historical circumstances in which the prayer was written by highlighting coincidental contradictions in United States policy-making that took place on the day the prayer was read in Congress.

The article analyses the relations between man and food in terms of how the production of food in the process of practicing urban agriculture transforms into a process of building social relations – intensification of the interaction and communication between people, creating trust and mutual aid between them and establishing social communities in an urban environment. The data here presented are results of sociological research (in-depth interviews and focus groups) conducted within the project “Urban Agricultural as a Strategy for Improving the Quality of Life of theUrban Communities” funded by the National Science Fund of Bulgaria. The data refers to practices of urban agriculture on the territory of the Sofia Municipality. The emphasis in the article is placed on one of the widespread practices in the Bulgarian capital – communal/shared public gardens.

The present article attempts to elucidate some less known facts related to the process of writing of the book “History of the April Uprising“ by Dimitar Strashimirov. It gives answer to the question why the edition was published without the pictures ordered to famous photographs. In connection with this particular case, the article studies also the development of the photograph collection of the National Library in Plovdiv. The critical conclusion of the author is that sometimes from places of memory the Bulgarian archival and library repositories transform into “a knowledge graveyards“. This conclusion has its logical explanation in the text and, to some extent, it explains the “absence“ of the photographs from the history of the uprising. The appendix to the article contains a list of the available photographs in the Plovdiv Library related to the whole narrative about the writing of the history of theApril uprising.

The system of modern society is based on the assumptions of the ideology of neoliberal economics. In modern society people with disabilities are subjected to the symbolic violence of adaptive and inclusive rehabilitation programs. Their goal is to activate the disabled, adapting them to the lifestyle of the functional majority of this society. The paternalistic social system does not tolerate the dissimilarity of disabled people and deprives them of the right to autonomous and sovereign self-determination. Discrimination against people with disabilities is particularly pronounced in the case of women who are doubly discriminated against: on grounds of sex and illness or disability.

Reality in which women raising adults with profound intellectual disabilities function for years is the world hidden in their family homes, in the “four walls”. It is a reality about which there are many truths in the social opinion, especially in media messages. It is a reality marked by suffering. And here the case seems to be closed, and mother stays alone with her adult son or daughter with profound intellectual disability. Motherhood to an adult person with one of the most severe forms of disability is a motherhood that varies from the generally accepted model of motherhood, which is in a way related to “being together” with her own child. The article will attempt to show the everyday reality characterized by “being together” of a mother and an adult daughter, a son with a profound intellectual disability.

Estimating the level of violence against disabled women is difficult, due to insufficient data. Given that many disabled persons are deeply dependent on their carers (who are usually their partners or parents), they rarely ever report abuse to any institutions providing help to victims of violence. The disability they have frequently serves as a constraining factor, and compels them to stay in an abusive relationship. The article deals with the differences in terminology and definitions concerning the nature of disability, and issues concerning violence, as viewed by various scholars and expert bodies. The aim of this article is to raise the awareness of the complex position of disabled women experiencing violence.
