The aim of the article is to provide a possible interpretation of identity in one of the contested border regions on the Balkans well known for the competing politics and interests by the two bordering countries – Bulgaria and Serbia, for the past century. This region is known as „Western Outlands” in the social and political life. The communal memory of the Bulgarian minority in Bosilegrad, Serbia, leads the narration through different historical periods and their respective politics to uncover an identity which has become a survival strategy at the intricate periods. This will reveal a complex picture of the multiple identity levels where the individual and social identity are tightly related and are further shaped by the existing number of internal and external „others.“

The article examines the policy of cross-border cooperation in the field of culture and cultural and historical heritage of the bordering region of Petrich, Bulgaria, and Strumica, Macedonia. For centuries, until their final political division after 1944, the two regions were not familiar with the existence of dividing state border and established close economic, social and cultural relations. However, in the period after 1944, those relations were rendered difficult and for a certain time even completely impeded which led to their strong violation. The political contradictions between Bulgaria and Macedonia (until 1991 part of Yugoslavia) almost completely broke off the contacts and cooperation between the municipalities of Petrich and Strumica. The attempts at their resumption began only after the year of 2000 when the European mechanisms for cross-border cooperation started working. Focusing the attention on joint projects of the two municipalities, the article tries to answer the question to what extent the example of cross-border cooperation presented here achieve the purposes related to cultural and historical heritage and identity and set in the idea of a "Europe of the regions" and which are the main problems and failures.

Geoecological Analysis of Industrial Cities: on the Example of Aktobe Agglomeration

Landscape-geochemical assessment of the industrial areas is of particular interest to many researchers. This study describes the micro element composition of soils and hydrochemical composition of surface waters of the Aktobe region in Kazakhstan. A landscape-geochemical analysis was conducted in Aktobe agglomeration. Biogeochemical data is used to indicate the state of the degree of pollution. According to a study compiled agglomeration modern landscape map and identified anthropogenic impact on the total pollution index.

Between 2006 and 2012, the stationary automatic air quality monitoring station in Stara Zagora, Bulgaria repeatedly registered peaks of the nitrogen dioxide concentration over-treshold levels (the highest so far in Bulgaria), with unknown origin. The main suspect was traffic оn the street near the measuring station. The behavior and intensity of air pollution with nitrogen oxides emitted by the motor vehicles crossing a city junction, with three times more intense traffic than that near the stationary station, was investigated. The study included vehicle counting and subsequent dispersion modeling. At the time of counting, total urban nitrogen pollution in the junction area was measured by a mobile station. Within seven years - 2010, 2011 and 2017 were conducted three studies of the junction. It was found that for 7 years in the city‘s car fleet only the number of small passenger cars is decreased (49 times). The maximum concentrations of nitrogen oxides, both measured and calculated, are close in magnitude and are several times smaller than the peak values measured by the stationary station. That is, the analysis of the experiment data showed that the traffic is not the source of the peak pollution with nitrogen dioxide over Stara Zagora. Nitrogen oxides pollution often concentrates around the southwestern corner of city junctions due to the prevailing wind direction from the north-northeast.

AFRICA IN QUEST OF STABILITY? REFLECTIONS INSPIRED BY THE CURRENT PROBLEMS OF HUMANITY

This study proposes to analyze the determinants of the volatile situation of Africa and its capacity of adaptation or appropriation of the global stakes, with regard to the current problems of the humanity, described in the work coordinated by the Professor Dumitru Otovescu. Africa is considered here as a field of application since this continent is subject to all attention eye, all anxieties and all hopes. To lead this reflection, three methods of data collection were favoured: First, the ethnographic method which involved neutral direct observation. Observation provides information about social and political actors. Then, the interviews (unstructured, semi-structured and standardized) that gave rise to conversations, formal and informal, conducted on the basis of an interview guide, a questionnaire or a survey, structured around from subject. Finally, the exploitation of newspaper articles, magazines and periodicals, various reports, books, etc. At the end of this work, it is observed that Africa suffers as much as the other continents the volatility of the banking and economic system due to the practice of capitalism. Although sector-specific (developed-country) and global responses have been taken following several global economic and financial crises, Africa has remained isolated and compartmentalized. Today, its galloping demography and the extreme youth of its population as well as the natural wealth at its disposal are the basis of the hope of Africa. In contrast, the segmentation of its economic recovery programs, the tribulations of the New Partnership for Africa's Development (NEPAD), the faculties of its political governance and the recurrence of crises and complex escapes.

The article discusses the main concepts in the studies of North America colonial expansion in the middle of the eighteenth century: the frontier of Frederic Turner and the middle ground of Richard White. A new concept is introduced that measures the diversity and dynamics of the expansion process – terra media, based on and extending the space of the generic construct middle ground. The idea for terra media argues for a presence of a quasi-empire – a community united by a chain of relations and pertaining to the colonial empire, natural as for the local tribes as well as for the European colonies. Such continuum emerges after the fall of the empires in the spaces once belonged to the perished colonial powers within the areas claimed by their expansion policy.

The following study has the purpose to research the cultural and historical heritage of several neighbor villages, to present the unifying factors related to the local identity of their inhabitants and to offer opportunities for the conservation and retransmission of their traditions and culture. The villages included in the survey are: Dolni Okol, Gorni Okol, Shiroki Dol, Relyovo, Belchin and Alino. An unifying factor associated with these villages is their location. All of them are located in the Samokov municipality, in the western part of the Samokov valley, in the valleys of the Plana Mountain and along the Palakariya. The work process includes tracking the history of the villages, as well as their current condition. The main motivation for choosing this topic is related to the tendency of depopulation in the countryside. The lack of continuity regarding to local traditions is a problem that needs to be discussed by cultural institutions and that needs a solution. History, folklore and traditions must be explored and described before they are forgotten. This study outlines the opportunities for cultural development in these villages and gives recommendations for preserving the local cultural and historical heritage. In this publication the reader would find the final results of the study, and last but not least conclusions and recommendations. The main benefits of preserving the local traditions have been discussed in the publication. Moreover, recommendations for future development of the villages are given. Furthermore, the benefits of preserving the local traditions have been analyzed. The recommendations for the development of the local cultural tourism include organization of open concerts in the mountain and building eco-tracks. A main topic that has been analyzed is the opportunity to create an ethnographic collection in the “chitalishte”, in which the history of the local communities will be presented, which is of a great importance.

Неизвестен план на Търново от 1857 г.

The article presents a newly found city plan of Tarnovo, which was composed in 1857 by the Brittany-born geographer and cartographer Guillaume Lejean. The city plan was found at a Paris bouquiniste in 2018. As it is unsigned, the article offers some arguments supporting its attribution to Lejean. When he visited the old Bulgarian capital in the spring of 1857, he collected data, which he published and used as a basis for drawing the plan. This is the best among the city plans (maps) of Tarnovo to be composed until the late 1870s, both as a work of cartography and in terms of its historical information and artistic value.

During the pre-historical period, The Sumerian civilization had developed between the Tigris and the Euphrates, now southern Iraq. The Sumerians were favoured by a natural environment conducive to living, good for agriculture, fishing and animal husbandry. They managed to build cities both on land and in the wet ecosystem, set up an army, have fortified cities. More importantly, they invented writing among other things.Today the inhabitants of those marshes, who are locally called "maadan" (or swamp inhabitants), have kept the sustainable lifestyle inherited from the Sumerians. They build homes adaptable to the tradition of the environment using the art of weaving rushes and reeds living in groups of rural conglomerates or natural islands. Thousands of years later, the wetlands have decreased owing to a variety of reasons, among which could be the climatic changes in addition to the passive actions people did to the environment. This has led some inhabitants to migrate to the neighboring cities. In the present time, this area has received some international concern when, on July 17, 2016, the UNESCO declared it as a protected area recognized over the world.

Handel bronią konwencjonalną na Bliskim Wschodzie i jego wpływ na bezpieczeństwo w regionie

The aim of this paper is to indicate current trends in the conventional arms trade in the Middle East and to determine its implications for regional security. The author attempts to answer the following questions: What are the trends in the legal arm imports and exports in the Middle East? What are the main problems related to arms trafficking in the region? How does the arms trade impact regional security in the Middle East? The participation of the Middle Eastern countries in global arms imports over the period 2015-2019 was analyzed as well as arms trafficking conducted by the states and non-state actors, including criminal organizations. The study was based on the analysis of relevant literature and sources as well as statistical methods, which allowed to determine the share of individual countries in the global and regional arms market. The quantitative analysis was based on the latest SIPRI reports, while the UNROCA register was used as an auxiliary source. The author assumes that the arms trade is multidimensional: it should not be deemed negative, provided that it is conducted transparently and in accordance with international law. On the other hand, the states’ unwillingness to put arms trade under international control, arming the parties of prolonged armed conflicts and arms trafficking by non-state actors, poses a threat to international security. The analyzed issue can be relevant for studies on current conflicts and instability in the Middle East, but also for studying their consequences for other parts of the world, particularly Europe.

Rosyjska aktywność wojskowa w Arktyce w latach 2010–2018

The activities of a few states in the Arctic taken in recent years attract the attention of the international opinion. We can observe arousing emotions, which achieves a particularly high level in relation to the issue of military presence in the High North. Military forces and various installations are currently maintained by five countries: Canada, the United States, Denmark, Norway, and Russia. The largest potential of the last of these countries, which also controls the longest part, almost half of the Arctic Sea coast. The article attempts to characterize the current level of Russian military activity in the Arctic. Attention was given first of all to the creating of the fifth Russian strategic territorial command on the basis of Northern Fleet Command and the restoration of military presence in the Arctic archipelagos, which were abandoned - primarily for financial reasons - after the collapse of the Soviet Union. Apart from the description, the author attempts to build a forecast regarding the further development of military architecture on the “top of the globe”. At the same time, because a coherent picture of the role of the Arctic in theory and the military practice of the Soviet Union during the Cold War era is outlined in other publications, this text presents the actions taken in the Russian Federation to strengthen the position of the state in the north after the period of "Jelcin's Smell" (1991-1999).

Smart and connected cities in Pennsylvania: a multi-case study

The objective of this study is to describe two Pennsylvania cities' unique approaches to smart and connected technology design and implementation around mobility, public safety, and sustainability. Harrisburg and Pittsburgh are emerging leaders implementing their unique smart and connected approach. These two cities are undergoing a physical, technological, and demographic transformation, which impacts social and economic issues. As a result, many distinct aspects and elements of these cities play an increasingly important role in defining the quality of life of the diverse citizenry.Cities depend on newer and emerging technologies, such as smart streetlights, autonomous vehicles, electric vehicles, shared mobility, and the Internet of Things(IoT) connected devices to improve health, safety, general welfare, and quality of life for citizens. Moreover, in smart cities, citizens' activities are not limited to their homes. Thus, smart spaces need to connect the smart city to the smart home seamlessly into a smart home concept [1]. The smart and connected cities concept is defined and visualized differently by each city depending on the context, needs and funding. As a result, each city initiates intelligent technology strategies, tools, and partnerships in its approach to developing and implementing the parameters that frame a just, equitable, and inclusive smart city. This multi-case study describes each city’s smart city and connected goals, successes and challenges to answer the research question: How has Pittsburgh and Harrisburg defined and implemented the concept of Smart City to better manage its emergent needs as a result of changing demographics?

Yogyakarta Spatial Planning:

In making spatial planning rules in the Special Region of Yogyakarta, the Regional Regulation (perdais) on Spatial Planning refers to Law No. 26 of 2007 on national spatial planning and DIY Provincial Regulation No. 2 of 2010 concerning the RTRW of DIY Province 2009-2029. The establishment of special rules regarding Spatial Planning of Sultanate Land and Duchy Lands is regulated in Special Regional Regulation No. 2 of 2017 concerning Spatial Planning of Sultanate Land and Duchy Land. This rule governs privileges in spatial planning, especially spatial planning related to Sultanate land and Duchy lands found throughout the DIY region. In addition, this regulation also regulates the spatial functions of the Sultanate and Duchy lands aimed at the maximum for the development of culture, social interests, and public welfare. The concept of spatial planning developed in the Perdais on Spatial Planning of the Sultanate and Duchy Lands is cultural, spatial planning, which is not the same as the spatial concept in western literature, which has been the reference for spatial planning. In-Law number 13 of 2012, it is explicitly stated that spatial planning in the Perdais is directly related to the land of the Sultanate and Duchy. But in the concept of thinking, the idea's substance covers the spatial planning of the DIY region comprehensively. It is directed to not conflict with the national spatial layout and the essence of DIY privilege.

The Contribution of Oil Signs to the Petroleum Prospect in the Erindi Region, Albania

Many wells have been drilled in Albania to search oil traps in the carbonate reservoirs of the Ionian area. One of them is the Nokova-1 well, drilled in the overflow front of the Berati anticline belt. Geographically it is in Erindi region, southern Albania. Nokova-1 well has passed flysch deposits of Oligocene (Pg3) and carbonate deposits of Eocene - Paleocene (Pg1-Pg2). To conclude in the results presented at this paper, various geological and geochemical studies have been studied.During the drilling and testing processes, signs of oil and hydrocarbon gas have appeared, which contribute to the oil-bearing perspective of the region. Limited quantities of crude oil were obtained during the testing process. Samples taken from this oil were determined density, from which API was calculated. Also hydrocarbon composition was performed. According to samples analysis, are determined parameters of density (0.923 gr/cm3), API (21.8) and hydrocarbon composition as follows: saturate (49.20 %), aromatics (27.9%), saturate + aromatics (77.10 %), NSO-comp (14.86%), asphalt (7.95%), saturate/aromatics (1.763441%) and NSO-comp + asphalt (22.81%).The results of the hydrocarbon composition were correlated with those of the oil traps (carbonate reservoirs) in Albania. From this correlation we have concluded that the crude oil taken from the Nokova-1 well is light oil, it is not biodegradable. Nokova-1 well oil correlates with oil of oil traps in Amonica, Cakrani, Mollaj, which have been interpreted as oil traps of younger geological age.In conclusion, it can be said that the oil samples taken from the Nokova-1 well are results from the contribution of an oil trap that can be located at depth, or the result of new phases of hydrocarbon migration.
