Skills profile of technical staff in the south African local government sector: an empirical survey

The purpose of this article is to reflect on the findings of a local government sector-wide technical skills audit. A mixed-method research design was followed in both a positivist and interpretivist scientific paradigm to conduct the survey in local, district and metropolitan municipalities. Quantitative and qualitative data were processed and thematic analyses were done per respondent and participant category to obtain rich descriptions of current technical skills challenges and skills development priorities in local government. From the empirical survey it is evident that significant technical skills shortages exist, especially in rural district and local municipalities. This severely compromises the delivery of the four basic technical services, namely water provisioning, waste management, sanitation and sewerage, and electricity.

Ensuring of labor productivity growth in the context of investment and innovation activity intensification

Labor productivity determines the level and quality of life of society. The technical and technological level of production determines the level of labor productivity in the country. Therefore, the purpose of the article is to substantiate the basic theoretical principles and practical recommendations for intensification of investment and innovation activity. The object of research is the processes of the intensification of the investment and innovation activity in the system of ensuring of productivity growth. The theoretical and methodological basis of the research is the scientific works of domestic and foreign authors on labor productivity and ways of its increasing. As a result of the research, the level and dynamics of labor productivity in the countries of the world have been analyzed. The level of labor productivity in Ukraine in comparison with other countries has been determined. The introduction of innovations has been determined among the key factors in the growth of labor productivity. Therefore, the strategy of the investment and innovation development has been proposed. The basic principles of effective implementation of the investment-innovation strategy and the state investment-innovation policy for ensuring labor productivity growth have been substantiated. In order to achieve the goals of state investment and innovation policy and obtain the results on the growth of labor productivity, the priorities of allocation of public finance, as well as measures to enhance the development of venture capital and to stimulate the production of high-tech production have been proposed. The combination of changes from the implementation of the investment and innovation strategy, the state investment and innovation policy will result in the growth of labor productivity, ensure the competitiveness of the economy and sustainable socio-economic development of Ukraine.

The main objective of the research is to identify user preferences of Generation X and Y related to the use of communication channels and digital devices when searching for information about product via the Internet. In the case of statistical analysis, we focus on differences in the preferences of Generation X and Y. Our analysis is based on the primary data obtained thorugh the questionnaire survey carried out on a sample of 414 respondents. The article also summarizes the theoretical basis of the issue of online marketing as well as mobile marketing. Articles ambition is to provide a better understanding of customer preferences of Generation X and Y in relation to online activities that can be in terms of the future direction of marketing communications considered as significant.

Truth is widely accepted as important aspect of human communication. It is mainly regarded as an attribute of the message. It also represents concrete value for consumers. The aim of a paper is to identify the exact role of the category of truth from three perspectives: legal, ethical and technical. Stress is also on the position of truth in dynamic changes of communication tools, including digital media. First part of a paper shows the potential extent of values that may be included in communication tools. Next some philosophical origins of the truth are commented. Third part identifies an approach to the truth in popular legal and ethical regulations. Finally, an author explains some consequences of evolving new media for providing people the truth.

In 1973 International Accounting Standards Committee IASC gave rise to the International Financial Reporting Standard. At the beginning the standards were only used by large enterprises whose securities have been traded publicly in capital markets. The globalization process, however, caused the need to create separate standards for small and medium-sized enterprises. In 2009 International Accounting Standard Board (IASB) published the International Financial Reporting Standard for Small and Medium-sized Entities as a result of long and complicated research. The study focuses on the strengths, weaknesses, opportunities and threats of IFRS for SMEs. To conclude about these characteristics the author used SWOT analysis.

The desire to act strategically results in research, investigation and a job. This results in organizational usability and sharing by governments to feed both the material and the spiritual. In strategic governments, organizational behavior is the essence of conformity. Harmony is the balance and harmony in the working place, the family, the group of friends and so on. Equilibrium and harmony are the fact that different knowledge and behaviors do not distort the state of the system or the sides of the experience. Regardless of the conditions, the resultant value of the system should be organized by the happiness and desire of the parties.

Oliviero Toscani is a photographer recognized all over the world thanks to his cooperation with United Colours of Benetton (UCoB), where he worked as an art director. The commercials that have been created by the photographer, where found to be very controversial, although they helped UCoB to became a very strong brand. In the article, the concept of the advertisement as a platform of social communication was presented. It was created by Oliviero Toscani with Luciano Benetton’s support and it will be presented in commercial advertising created from 1989 until 1994.

Znaczenie poczucia wpływu na organizację w kształtowaniu zaangażowania pracowników

With competitiveness on the rise and conditions for the functioning of modern organisations changing rapidly, it has become more and more important to recruit and retain employees who, in addition to being highly competent, will also be ready to identify with the goals and mission of the organisation. An important factor in this respect is employees having a sense of influence on the organisation. The aim of the article is to present and discuss the results of research on the relationship between the sense of influence and readiness of employees to engage in work and their commitment to the organisation. Two ranges of the sense of influence at work were distinguished. The first involved the possibility of submitting one’s own innovative proposals to improve the operational processes while the second consisted in entrusting employees with a certain scope of autonomy at the workplace. The results confirmed a correlation between the sense of influence and commitment in its affective and normative aspects. At the same time, it was found that experiencing a sense of influence on one or the other level influences one’s commitment to the organisation to a similar degree.

IZVOZNA KONKURENTNOST BOSNE I HERCEGOVINE

The paper aims to assess export competitiveness of Bosnia and Herzegovina in its merchandise exchange with the world in the period 2006-2013. The research analyzes different aspects of the country’s export competitiveness – the scope and dynamics of the export flows, the geographical, product and technological export structure, export concentration, export specialization, intensity and tendencies in changes of the export structure. Various export competitiveness indices were employed in the analysis - such as Balassa index of revealed comparative advantages, Michaely index, Herfindahl-Hirschmann index of geographical and product concentration, Lorenz curve, etc. The analysis of a larger number of aspects, which employs more indicators than previous works on competitiveness that take Bosnia and Herzegovina as a case study, enables to obtain a more reliable and complete assessment of the country's export performance. In general, the research findings indicate that the export competitiveness of Bosnia and Herzegovina needs to be significantly improved in many of its aspects. While some improvement has been noted with regard to the scope and trends of exports as well as the number of different export products, the export remains highly dependent upon a limited number of markets and products. In addition, it is dominated by the products of low-technology industries. The stagnant comparative advantages pattern was observed, mostly in products of traditional industries which departed from the demand trends in the main export markets over the examined period.

POSSIBLE APPROACH TO MODERNISE STATISTICAL SYSTEM OF BOSNIA AND HERZEGOVINA

National statistical institutes (NSIs) are currently facing many challenges: competition against the many producers of statistics, the emergence of new data ecosystems, and mounting pressure for cost-effectiveness and timeliness. In order to gain a sustainable competitive advantage, NSIs need to modernize their processes and technologies, increase skilled resources, tools, methods and standards, and adopt the best solutions to meet new demands. In process-oriented organizations the focus is on business processes and the improvement of interdepartmental and cross- functional interactions, with the goal of optimizing the execution of the whole procedure through a thorough understanding of end-to-end processes and the production system as a whole. One of the international standards supporting this modernization process is the Generic Statistical Business Process Model (GSBPM). Moving away from the current traditional state toward a more process-oriented organization is a complex, time consuming and costly effort, but the adaptation of international standards for business processes and the establishment of a coherent system would make NSIs more efficient in comparing and integrating international best practices and standards in the methodology, quality and IT fields, as well as in identifying further needs for harmonization and development. Modernization takes time, so even those NSIs which are the most committed to streamlining the processes have not yet fully completed statistical workflow management systems, end-to-end standardization and the automation of statistical processes.

IZ SOCIJALIZMA U NACIONALIZAM: KOMBINAT BOROVO U POLITIČKIM PROMJENAMA 1990.

The article analyzes the situation in the footwear factory Borovo in the times of democratic changes in 1990. At the end of the 1980s the factory found itself in a serious crisis, mostly due to structural problems. Furthermore, strikes and conflicts of different levels of authority for custody over the factory were very frequent. First multiparty elections brought completely new political circumstances in the factory environment. However, in the factory there was still the same management as in the old system. In the article we examine, based on the example of the so-called June-strike of workers in 1990, to what extent the same socialist practice was still actual, that is, how the workers were offered a new framework of collective illusion, instead of making them face real problems. At the same time, the hard position of workers in Borovo was a “fertile ground” for nationalistic ideas. Based on the mentioned examples, we analyze the thesis about coalitio n of socialist elites and the working class by means of buying social peace. Furthermore, we analyze the thesis about nationalism as a new “collective mantle” which substitutes socialism. Finally, we examine to what extent democratic changes were truly a process of democratization rather than efforts of new actors to take over the position in society that was held by the Communist Party in the previous period.

ASSESSMENT OF THE ADMINISTRATIVE BURDENS FOR BUSINESSES IN BULGARIA ACCORDING TO THE NATIONAL LEGISLATION RELATED TO THE EUROPEAN UNION INTERNAL MARKET

The key objective of the paper is to identify and assess the administrative burdens for businesses in Bulgaria according to the selected national laws related to the EU Internal Market. The study relies on objective data and analytical frameworks with a view to identify and assess the information obligations stemming from selected laws and regulations, including national rules implementing or transposing European legislation. This is an important step in strengthening Bulgaria’s national policy on better regulation for businesses. Information obligations are those arising from regulation to provide information and data to the public sector or third parties. Administrative burdens represent the “extra” administrative costs linked to collecting and providing information that businesses would not normally have to do in the absence of a legal obligation. While regulation is important and necessary, these additional costs represent a burden for businesses. It is a burden for business both in terms of money and time, which diverts resources from productive investments and generally discourages entrepreneurship. The methodology used in the paper is based on the Standard Cost Model for Estimating Administrative Costs established for assessing administrative costs imposed by the EU legislation. The paper is developed taking into account the findings of the OECD and the European Commission. The study outlines the results of the administrative costs and administrative burdens for businesses in Bulgaria of totally measured 742 information obligations (IOs) in 16 national laws and regulations to them in 9 selected priority areas during 2013. Even though the study is limited to specific legal acts and to an assessment of costs to business, the results are helpful in understanding the mechanisms by which the administrative costs and administrative burdens accrue.

CAREER DEVELOPMENT AND PERSONAL SUCCESS PROFILE OF STUDENTS - FOLLOWERS AND STUDENTS - POTENTIAL FUTURE LEADERS: THE CASE OF RIT CROATIA

This study examines the differences among students in terms of self-reported leadership characteristics. It was conducted among all three programs and four generations of undergraduates at RIT Croatia. The goal of this study is to determine the differences among students who report being more and less leadership prone (Potential Future Leaders and Followers, respectively) with regard to demographic characteristics, reported self-reliance socialization pattern, college level and program choice, career focus attainment and development, and reported attitudes regarding the importance of specific personality traits in leadership, the importance of specific career development factors and success indicators. Research showed that generation and college program are not related to student reported leadership proneness, suggesting that college education’s impact on leadership traits is not significant. Only one socio-demographic factor considered was significantly different between clusters; namely, the respondents who had moved once were significantly more represented in the Potential Future Leaders cluster, suggesting that study abroad programs might play a role in leadership development. In terms of ranking career development factors, success indicators, the importance of emotional stability and openness to experience as a specific leadership trait, Potential Future Leaders reported higher scores in comparison with Followers cluster, potentially resulting from their forward-looking, goal-oriented attitude.
