The COVID-19 pandemic triggered by the coronavirus has unequivocally demonstrated that society as well as every individual and citizen needs strong and competent statesmanship on the part of politicians as well as a genuine and objective media presence for 44 reporting on issues related to civil society and democratic processes. The problems that we as a society and citizens have been confronted with and have been forced to address reveal the real trust or mistrust in the civil society fraught with the deep contradictions of the times in which we live. This crisis has unequivocally pointed to the hesitation in our society to accept and respect the objective truth. The crisis has revealed that as a civil society, we still do not thoroughly assess the challenges we face and that we are far from understanding that the way to surmount and cope with difficulties is universal and common to all humankind. All of us as citizens and as a society need new impulses for truthfulness, civic inspiration, dignity, and creativity regardless of the hardships and new crises, both political and economic, and the new challenges that we and the world, in general, will face. It is because we have to increasingly be stronger as a society and as citizens.

The scientific communication presents some aspects of the research related to digitalization, preservation and presentation of the cultural and historical heritage in the National Museum of Education - Gabrovo to the public. The museum collection „Physical appliances and apparatus” is a set of scientifically systematized cultural values, united by one or several features and representing scientific, cognitive and artistic interest. Through the full digitalization of the collection, we have achieved a complete disclosure of the cultural, scientific and cognitive value of the physical devices and apparatus stored by us. Based on the additional and specific metadata obtained and included in the scientific passports, we created an electronic catalogue „Instruments and apparatus in physics”.

E-wydania jako nieudana recepta na kryzys regionalnej prasy drukowanej w Polsce w drugiej dekadzie XXI wieku

W drugiej dekadzie XXI w. na rynku mediów regionalnych w Polsce można było zaobserwować zasadniczy spadek znaczenia prasy drukowanej. Wyrażał się on m.in. malejącym znaczeniem i bardzo wysokimi spadkami sprzedaży dzienników regionalnych. W latach 2010-2020 średni spadek sprzedaży egzemplarzowej wydań drukowanych dzienników regionalnych w Polsce przekroczył 78 proc. Jednym ze sposobów na ograniczenie skutków malejącego znaczenie prasy drukowanej były inwestycje dotyczące rozwoju e-prasy. Na podstawie danych dotyczących sprzedaży można jednak postawić tezę, że rozwój e-wydań dzienników regionalnych poszerzył ofertę wydawców prasy regionalnej, ale nie wpłynął na ograniczenie znaczenia dzienników regionalnych i nie rekompensował spadków sprzedaży wydań drukowanych.

Library infrastructure is seen as a part of the infrastructure of culture, education and science in the country. The article reviews the organization of libraries in territorial systems and networks, as well as the availability and development of the hierarchical and coordinative relations between them. An attempt to delineate and expand the notion of library infrastructure – in addition to libraries and library networks are included several components, that are not typical for this infrastructure, but are significant for its develoрment. These components are library education and library science (library research); library associations and library literature and publication (media). The aim is to focus on developing a strategy for library infrastructure that is based on the vision of widely available, high quality and efficient library services that meet the needs of users in today's society.

УНИВЕРСАЛЬНОСТЬ И ЭВРИСТИЧЕСКИЙ ПОТЕНЦИАЛ СИНТАКСИЧЕСКОЙ ТЕОРИИ А. А. ШАХМАТОВА

The article analyzes the syntactic theory of A. A. Shakhmatov from the point of view of its heuristic potential and relevance for modern linguistics. It proves that the concept of communication as the psychological basis of a sentence introduced by A. A. Shakhmatov in the early XX century has always been a reliable key to understanding the sentence as the most important linguistic unit and to explain the directions of its historical development. In contrast to the prevailing opinions in European linguistics, according to which in a combination of two notions that form the basis of a sentence any of them can be the main one depending on the will of the speaker, A. A. Shakhmatov argued that the dominant and subordinate notions of communication depend not on the will of the speaker, but on their own nature: the dominant idea is the idea of a substance in the material world, while the subordinate idea is the idea of its changeable sign or characteristic. This variability of the idea of a characteristic, dictated by the nature of what it denotes, is the impetus for syntactic changes in a sentence, because language, which reflects the experience of ethnic existence, is the most important means for expressing ethnic thinking. This is the essence and heuristic potential of the syntactic theory of A. A. Shakhmatov convincingly confirmed by research on the historical syntax of the Russian language.

DIGITAL AND SOCIO-DEMOGRAPHIC ASPECTS OF THE DISSEMINATION OF LIBRARY AND INFORMATION SCIENCE EDUCATION

The processes of digitisation in society have an impact on the technological, socio-economic, and demographic aspects of developing and implementing educational programs in the library and information sector. This results in an increased role for libraries, archives, and management structures as educational centers. The article aims to study the patterns of influence that the digitisation of society has on the technological, socio-economic, and demographic aspects of developing and implementing educational programs in library and information science at foreign educational institutions. Research methods are analysis, synthesis, logical generalisations, synchronous section, and content analysis. The findings reveal that the inclusion of educational components on digitalisation and information literacy in bachelor’s and master’s programs, as well as in postgraduate education programs for continuous professional development of specialists, contributes to improving education quality and adherence to educational standards in library and information science. The competitiveness of educational programs is determined by their alignment with labour market needs. The social desirability and status of the library and information science field are contingent upon shifting away from conventional notions regarding its societal function. The institutional functions of academic libraries are evolving as they engage in scientific research as research partners and provide scientific communication services. Innovative pedagogy in library and information science entails adherence to the values of social equity, diversity and inclusivity, and accessible education and research. Libraries are acquiring a dominant status as information and analytical centers. Digital technologies profoundly change the nature of the professional activities of library and archive workers. These trends drive the transformation of higher education towards international educational standards and modernisation of professional education content. The practical significance of the study is that its results can be used to improve and revise educational programs in library and information activities.

The Bulgarian military monuments, built in the period 1885– 2023, are considered a symbol of national appreciation. Their construction is considered a continuation of the Russian military tradition in this area, but a further developed consequence of the wars for national unification, which left their mark on their architectural vision and ideological focus. The idea is advocated that the Bulgarian military monuments are a symbol of universal national appreciation for the fallen Bulgarian officers and soldiers, but at the same time, each of them embodies, in its own characteristic way, the local memory of the heroes.

Digitization in all sectors of activity in Romania is carried out on the basis of a set of normative acts, which primarily concern the increase of access to information, the reduction of costs, the increase of digital content and the development of ICT infrastructures in the fields of education and culture. A first step in this direction was achieved through the National Strategy regarding the Digital Agenda 2014-2020, in which one of the four directions of action was ICT in education, culture and eInclusion. Currently, the Ministry of Education continues its efforts through the Strategy for the digitalization of education in Romania 2021-2027, SMART Edu. The topic of our case study refers to a bibliographic study regarding a musical topic of wide interest for Romanian musical culture, namely the artistic personality of the composer Ciprian Porumbescu, honored in 2023 through the Dimitrie Cantemir and Ciprian Porumbescu Cultural Year, promulgated by the President of Romania through Law no. 38 of January 12, 2023.

Polski plakat prasowy 1948–1989 – opracowanie na podstawie zbiorów Muzeum Niepodległości w Warszawie

The poster is one of the forms of graphic applied art, the main purpose of which is to promote or popularize, to provide information about various spheres of social life. Every field of human activity has posters relating to it. The situation is no different for the daily press (dailies) as well as other periodical publications such as weeklies, monthlies, etc. Posters or so-called street art were created at the request of press publishing houses or individual editors. The collection of posters in Warsaw’s Museum of Independence, which forms the basis of this study, numbers more than 8,000 items. In this group, works on press include 125 titles. The posters were created over a period of more than 40 years. The oldest dates back to 1948 and the last or latest was created in 1989. Such a significant number and the time span in terms of their creation can be considered representative of the entirety of this issue. Many of those posters were created in the studios of the best Polish graphic designers. Among them there was no shortage of the most eminent ones, counted among the creators and continuators of the so-called “Polish School of Poster”. The prepared study undoubtedly does not exhaust the subject. However, it can serve as a starting point for further research and analysis of this issue. Until now, this thematic group in the field of poster art has most often been placed in the group of socio-political posters. However, the time has probably come for this thematic range to live to see its own monographic studies.

Discussions regarding the role and evolutions of museums are not new. In the last decades, the cultural, political, social and economic changes positioned the museum in a tight place, where the need of change and the ways and means of these changes intersected in a complex web of past, present and future issues. The present paper desires to map the evolution and working frame of museums, especially of the Romanian museums, to adapt and integrate their activity in the new requirements of the society and digital age. On the other hand, the paper puts some emphasis on the structural issues and the limitations created by the social, political and economic contexts.

The inscription of the element of living heritage in the National Registry of Intangible Cultural Heritage, which is managed by the Center for the Intangible Cultural Heritage of Serbia at the Ethnographic Museum in Belgrade, can be observed as just one step in the work on safeguarding social practices and skills, transmitted from generation to generation, that have been maintained to this day and represent an important constituent of identity of the communities and groups of practitioners. Although safeguarding of living heritage depends primarily on the willingness of the bearers to work on further recreation and transmission of knowledge and skills, cooperation between those who inherit this heritage and custodian institutions can contribute to raising awareness of the importance of further practicing of ICH and increase in number of bearers. Starting from the UNESCO concept of living heritage, I will systematically present programmes of the Center for the Intangible Cultural Heritage and the Ethnographic Museum, which are aimed at establishing and strengthening cooperation with bearers, local communities, as well as other interested parties in order to work together on presentation and education about the elements of living heritage. Therewithal, I will analyze these safeguarding programmes in the broader context of changes that have occurred in contemporary museology, which include consideration and redefinition of the role of museums in society, expansion of spectrum of museum activities, and transformation of museum audiences from passive observers to active participants and creators of content.

The adoption of the Convention of Safeguarding of the Intangible Cultural Heritage, as well as the establishment of the concept of the safeguarding of intangible cultural heritage, contributed to the reconsideration of tasks of museums and to the inclusion оф museums in the system of safeguarding of living heritage. The paper analyzes the framework that was established at the international and national levels, implementation of administrative measures and outlines new responsibilities assigned to museums. The aim of the paper is to review the ways and implications of introducing the concept of safeguarding of intangible cultural heritage into museum practice in Serbia, focusing on the challenges that are faced by the work to safeguard cultural heritage in collaboration with communities in the context of identifying, researching, recording, and presenting ICH.

The National Statistical Institute has introduced a new software platform for its digital library, enhancing access to both contemporary and archival statistical data through an advanced information searching library system. Users have the opportunity to search the system by various characteristics of the editions in order to gain access to the digital copies. The new platform features a user-friendly interface, with enhanced search and access capabilities that reduce information clutter for clearer result visualization. The library system was developed by the Department of Mathematical Linguistics at the Institute of Mathematics and Informatics of the Bulgarian Academy of Sciences. The collaboration between the National Statistical Institute and leading information technology experts facilitates the use of digital library resources, marking a significant advancement in modernizing communication channels with the public.
