A while after the Americans left, when the building had already become the former American Embassy, it was refurbished as an art gallery. The gallery is curated by West under the banner ‘our embassy’ usually preceded by a hashtag. As an art gallery, the building is open to visiting audiences, who are offered exhibitions, tours, special events and a cafe´. The gallery needs to square its own agenda with the identity of the building, which is reflected, for instance, in the new name of the space. The building is reclaimed as ‘ours’ on behalf of the gallery and its audience, but it is still referred to as an ‘embassy’, even when it no longer is, at least not in an official sense. Meanwhile, visitors can explore anywhere in between the building’s past and present identities. The tension between these identities attracts: we are here, because the Americans have left, but also because they were here before us.

The aim of the article is to recognize the degree of competitiveness and specialization of individual provinces in Poland in the field of grain production. The results are presented on the basis of the method of Esteban Marquillas competitiveness changes, which allows the diagnostics of the region's production potential. This analysis allows for the identification of specialized regions and the nature of structural changes in the scope of the phenomenon under investigation. The research was carried out on the basis of data from the databases of the Central Statistical Office. Research covers the years 1999 – 2017.

Contemporary city incidentally becomes a non-accidental target of acts violating the primary sense of security and safety. The fundamental assumptions about social and interpersonal interactions that guarantee social life are severely disturbed. These events, primarily the ones related to terrorist attacks, leave in social memory traces associated with everyday places scattered in urban landscape. Should the trace of a catastrophe be preserved and exhibited, or should it be interpreted to give a new meaning to endangered places? What significance can one attribute to trauma narratives in everyday landscape? To what extent can spatial and ephemeral narratives related to dramatic events address the social need of coping with trauma and constructing a new approach to a given place? Spontaneous and official commemorative forms are created in response to terrorist attacks in Europe and the U.S.A. Official memorials are created over just a few years and sometimes even one year, which corresponds to a natural closure of mourning process leading to the acceptance of loss and reconstructing life. However, other representations – spontaneous memorials created in the aftermath of attacks, composed of objects left in urban space to honour victims and survivors – become an important element of collective mourning ritual and constitute a transition from informal commemoration to top-down representations. The article discusses how different forms of trauma narratives constructed in urban space can enhance trauma recovery.

Institutionalization of State Support and Development of Sectoral Entrepreneurship of Rural Areas

The article presents the implementation of the results of supporting sectoral entrepreneurship in rural areas as a multifunctional and multi-channel process of formation, attraction, and use of financial resources provided by the rules of the institutional environment of state policy. A methodical approach to the integrated assessment of indicators of the target direction of the involved financial resources of the state and their impact on the development of sectoral entrepreneurship in rural areas is presented. It is proved that the specific criteria that determine the scenarios of consolidation of tax revenues to local rural budgets are minimization of discretion, compensation, and compromise, budget adequacy, complementarities, as well as the sequence of changes in parameters and flexibility of the tax system which allows responding quickly to changes in the institutional environment of state support of sectoral entrepreneurship. Indicators of state support for risk insurance of sectoral entrepreneurship, volumes of accumulated revenues of local budgets in decentralized rural areas of Ukraine are analyzed. A cognitive model is proposed. It determines the hypothetical ability of the multifactorial system of the institutional environment of state policy to influence the level of financial capacity of sectoral enterprises, taking into account the tax burden and targeted use of state financial resources for production, processing, and storage of agricultural products as well as to update the technological process.

As living conditions, place of residence, economic situation, work and working styles change, the need for space also changes. With the industrial revolution, the construction and demographic balance of the settlements has changed with the migration of the rural population to the city. Globalization and technological developments that emerged in the following years have affected all sectors and therefore people's expectations. The economic situation, smart technologies, business lines that turn to digital media cause the emergence of other space formations. While people want safer and more diverse business environments, residences, schools or hotels, designers and entrepreneurs are looking for innovations in different presentations. Changing living conditions especially affect the house and its surroundings. While the houses have entrances on the street and dead-end street in the traditional pattern, today they are built in different zoning conditions, both in search of a status indicator and with different expectations. Especially in the last 20 years, it is seen that urban closed housing/site settlements have been built increasingly in Turkey. This type of settlement covers large areas in the city with its surrounding closed, with the construction of the zoning island, while there used to be access to every street, now only public spaces around the border elements can be used. In this study, the boundary elements of the closed/site houses located in the Yahyakaptan neighborhood of the central district of Kocaeli province, Izmit will be discussed and the transition between the city and the residential area will be determined.

Changes in the housing market in Cracow during COVID-19 Pandemics

Purpose - The objective of the paper is to assess the changes in the Cracow housing market in pandemic times, comparing Q12020 and Q12021. Methodology - To access the changes in the residential real estate market in Cracow, details of 21,115 listings have been collected from the listing website, Otodom. The data has been cleansed in terms of duplicate observations, missing data, and outliers. The data has been summarized in regards to the number of listings, average listing price, and average floor area. Findings - The Cracow residential market has been experienced with the change of the number of offers, average price, and average floor area. The severity of those changes differs in each submarket. The rental market has shrunk, the average listing price and the average floor area of an apartment dropped. The most impacted regions are those near the city centre. The primary sales market has been blocked, many investments have been put on hold, therefore the number of offers dropped. However, the prices on the market keep rising. The average floor area of apartments has noted a slight decline. The secondary sales market has been more active than the previous ones. The number of offers doubled but on the other hand, average prices and average floor area of apartments declined. Research limitations - The conducted study has been performed based on listings, then those data do not reflect real events occurring on the market. Therefore, analysis formed on transaction prices is needed. Additionally, using average as a metric may lead to bias as offered apartment structure differs between subperiods. Research implications - The study confirmed that changes are taking place in the housing market in Cracow in the COVID-19 times. It should be noted that it is not determined if those changes are permanent, therefore further studies are required.

Purpose – The paper aims to present and investigate an impact of environmental issues on strategic planning processes in global cities. Methods – For the study, a complex of complementary methods of scientific identification of economic processes and phenomena- the system-structural, comparative and statistical analysis – are employed for studying the current state and main trends. Data-wise, it is founded on statistical and analytical materials and informational and analytical collections, bulletins and reviews, and results of own research. Findings/implications – The future of the global economy depends on the efficiency of important centers which are named global cities. Further increasing the burden on the environment has irreparable long-term effects on the conditions of competitiveness and investment attractiveness. The key to efficient environmental transformations at the urban level are adaptable models, which can react to external and internal changes. Research limitations – The limitation of this research lies in the assessment of the real state of the problem made on a subjective scales that either inflate or underestimate the value of the evaluated problem. Despite the lack of immediate results in improving the environment, a sound environmental policy can have a significant impact on improving human health and well-being. It is proposed to solve this problem systematically and to take into account the effect of accumulating negative implications of the impact on the ecosystem.

The concept and phenomenon of religiosity, which is considered as the reflection of religion on human life, always varies. Each social group has different types of religiosity according to their educational and economic status and living areas. In this study, normative and popular religiosity preferences of people living in rural areas are discussed and evaluated through various variables. Our research, which is based on a field study, also evaluates these religiosity preferences in terms of social media usage preferences. Because the use of social media has become almost a necessity for today's people. In our study, the quantitative method was used, and in this context, Normative religiosity scale, Popular religiosity scale and Social media usage scale, which were previously developed and evaluated in some academic studies, were used. Reliability tests were conducted for all three scales and they had higher C.Alpha coefficients from these tests in all three scales. The questionnaire form prepared for the study was applied to the participants face to face. According to the results of this study, in which we evaluated religiosity preferences and social media use in rural areas, normative religiosity level in rural areas is higher than popular religiosity in terms of all variables. The religiosity scale scores of women, older people, divorced/deceased people, illiterate people, those with middle class economic status, those who show the religious elders known in the region as the source of their religious knowledge, and those who follow social media groups are higher than the others. Men, younger people, singles, high school graduates, economically lower classes and those who participate in social media groups have higher social media usage scale scores than others. In addition, the data reveal a negative relationship between religiosity scales and social media use.

Urban Regeneration – a Financial and Material Approach. The Scale of Financial Needs in Regeneration Processes

Purpose – The research problem presented in the paper concerns the scale of regeneration needs in the largest cities in Poland. The aim of the conducted research was an attempt to identify the extent of these needs as well as to review and compare the scale of planned urban regeneration projects in financial and material quantitative) terms. Design/methodology/approach – The research area represents the eleven largest cities in Poland in terms of population. The time frame covers current urban regeneration programmes created since 2015, enacted or updated by the end of August 2019. To achieve the objectives of the study, the following methods of data collection were used: a literature review, desk research and, the free-format interview. For data analysis, desk research and comparative analysis methods were used. Findings – The total value of the projects planned in the eleven studied cities exceeded PLN 14 billion. The value of regeneration needs in Polish cities was estimated at PLN 50.7 billion. The intensity of activities planned in the cities surveyed in the years 2015-2020+ is more than three times higher than that planned in the largest cities (more than 200,000 inhabitants) in the 2007-2013 financial framework. However, the scale of the intervention may still be insufficient. At the same time, the scope of planned actions may exceed the real financial capacity of some cities, resulting in the partial implementation of the urban regeneration process and the achievement of only fragmentary changes described as islands of renewal. Research implications – The analyses carried out show a clear relationship between the availability of EU funds and the scale of planned regeneration activities, as well as the dominance of investment activities in most of the studied cities. Furthermore, it can be said that the problem identified in previous programming periods, i.e. covering with programmes too large urban areas, has not been resolved.

Purpose: Defining possible ways to verify and evaluate voivodeship spatial development plans as key spatial policy tools at the voivodeship level. Methods: The content of all voivodeship spatial development plans was analysed, with a detailed classification of public purpose investments contained therein. Findings: Based on the conducted research, it can be indicated that data on public purpose investments included in voivodeship spatial development plans can also be used for other analyses. First of all, they are a key manifestation of voivodeship spatial policy. And in this context, an important measure of verifying the activity of a given voivodeship (taking into account all other circumstances) is information about the percentage share of public purpose investments of regional scope in all investments included in the plan. Research implications: Based on the conducted research, it can be indicated that data on public purpose investments included in voivodeship spatial development plans can also be used for other analyses. First of all, they are a key manifestation of voivodeship spatial policy. And in this context, an important measure of verifying the activity of a given voivodeship (taking into account all other circumstances) will be information on the percentage share of public purpose investments of the regional scope in all investments included in the plan.

Purpose: The paper aims at indicating the main reasons of construction defects found during the acceptance of multifamily residential buildings and determine the diminished value of a defective component by means of the use value analysis. Method: The author showed the application of Aurnhammer’s method to determine the diminished value of a component. Findings: The defects found during the acceptance carried out by inspectors and by apartment buyers are very similar – mainly the absence of right angles between walls, scratched window panes and window sills and uneven and scratched walls. Based on Aurnhammer’s method, it was estimated that the value of window joinery diminished by 7.6% and the value of screed diminished by 15.6%. The evaluation of diminished value can be done using a block diagram. The analysis indicated that the window value diminished by 8% and the internal plasters value diminished by 13.75%. The limitation of the research is the assessment of the real state of the element made visually on a subjective scale and possible errors in the cost calculation that inflate or underestimate the value of the evaluated element. Research implications: The presented methods may be used during the acceptance of flats - they may help the supervision inspector in deciding on the acceptance of the flat, as well as by the contractor's representative who during the acceptance of the flat can quickly estimate the diminished value of an element which may have the defect detected during the acceptance of the flat.

The purpose of the article is to assess changes in the distribution of industrial areas and their role in the spatial structure of Kraków in the market economy conditions. Kraków has been chosen as an example: a city in which industry constituted a key economic function in the period of the centrally controlled socialist economy, which was reflected in the developed local master spatial development plans. This sector of economy has now lost its importance in favour of the functions that have been setting the directions of the city’s socio-economic and spatial development for a long time, sometimes since the Middle Ages, i.e.: culture, science and tourism. The research has shown a decline in the importance and the size of industrial areas in central parts of Kraków, but development in the peripheral districts, while the leading position of the ArcelorMittal steelworks (formerly the Lenin steelworks) was maintained. More detailed research was carried out on the basis of geodetic data, compiled according to four land registry units (former administrative districts of the city, functioning in the years: 1973-1991: Krowodrza, Nowa Huta, Podgórze and Śródmieście). This makes it possible to conduct a comparative analysis for the period of more than forty years.

Adopting or changing a local zoning plan, which results in a change in the purpose of the land, may result in an increase or decrease in its market value. Determining the change in the value of the land becomes necessary in the case of calculating the planning fee, as well as earlier, i.e. at the stage of forecasting the financial consequences of planning studies and even before commencing the planning development. The purpose of the undertaken research was to analyse the land use plan specified in the local spatial development plans and the rates of planning fees in the observed communes. The research was carried out in urban-rural communes of the West Pomeranian Voivodeship. The research results indicated that when adopting local spatial development plans the urban-rural communes are to a large extent guided by considerations that can be related to broadly understood protection of the spatial order.

The article shows how local urban standards adopted in the first months of the validity of so-called special purpose Housing Act specify the conditions related to the implementation of the investment and, consequently, it assesses the activities of local public authorities in this respect. The content of local urban standards (which are commonly binding local laws) was analysed and the extent to which they simplify or limit building possibilities and, consequently, protect values related to spatial order was verified. On this basis, the initial implementation assessment of the role of local urban standards was made.

Adam Leszczyński’s book Ludowa historia Polski. Historia wyzysku i oporu. Mitologia panowania (2020) [A People’s History of Poland: A Story of Exploitation and Resistance —the Mythology of Ruling] contains a historiosophical vision and covers the entire history of Poland in a manner that has not been seen in academic Polish historiography for years. Leszczyński focuses on analyzing the history of the popular classes. He describes this peasant nation and its work, status, and living conditions, along with the poor state of the countryside; he writes of the humiliating treatment of the peasants in the interwar period, and about popular behavior and revolts, first, for example, in the form of flight from the manor, then in the development of socialist, national, or peasant movements, and later as revolts in rural areas in the interwar period and opposition to collectivization in the People’s Republic of Poland. Leszczyński shows that in the past the peasants had no interest in working well. He presents the working conditions in factories in the early period of industrialization and the emerging conflicts. The author of the essay considers that the facts and phenomena in the history of the peasants presented by Leszczyński may be a good starting and reference point for analyses of very different matters in historiography and in contemporary research. He appreciates Leszczyński’s wide- -ranging, anti-elite, and pro-people synthesis.

UBÓSTWO W ŁODZI UJĘCIE PRZESTRZENNE

The article is devoted to the spatial dimension of poverty in Łódź. The analyses are based on the data of the Municipal Social Welfare Centre in Łódź, containing information on the distribution of benefit recipients, spatially aggregated to the level of quarters. The spatial variability of the poverty level was studied using the location index and the local Moran statistics (LISA). The results of the research made it possible to indicate a clear spatial pattern manifested in the form of an increased level of poverty in the centre of Łódź. A number of clusters were also distinguished, i.e. spatially correlated quarters with a high percentage of benefit recipients and the accompanying areas of high contrasts of the analysed phenomenon.

The purpose of the presented study is to attempt to apply and evaluate selected techniques of space syntax in the configurational analysis of pedestrian routes within a multi--family residential estate. The spatial research area encompasses Teofilów B, one of the three parts of Teofilów – a multi-family residential estate in Lodz. The goals have been achieved in three stages: firstly, the construction of a theoretical representation of pedestrian routes within the researched area and the calculation of their selected configurational parameters, secondly the observation of the actual pedestrian movement in the researched area, and thirdly the evaluation of the correspondence between the actual pedestrian movement and the theoretical measures. The results obtained show an significant correlation between the theoretical values and the actual pedestrian movement in the researched area. This proves that the theoretical model of the pedestrian route network and the applied measures developed in the field of space syntax highly correspond with the actual intensity of pedestrian traffic. Therefore, they are a valuable tool that facilitates the planning and organisation of urban layouts, making it possible to not only test spatial solutions in their design phase but also justify the reorganisation of existing layouts.

Social and economic transformations in the 21st century brought many new changes in the lifestyle of the inhabitants, in the system of social values and urban mobility. In recent years, the desire to improve the quality of life of the inhabitants of urban areas was recognised by an increasing emphasis on environmental issues. For this reason, both national and European strategic documents indicating the direction of the development of public transport impose a number of restrictions on the negative impact of transport on the environment. One way of achieving ambitious targets in this area is to develop and popularize electromobility in cities. The article presents technical, economic, social and legal conditions of electromobility in Poland. Moreover, a review of good electromobility practices in public public transport was made and perspectives of further development of Polish cities in the aspect of electromobility were described and a SWOT analysis was made. The aim of the article is to identify factors, potential and limitations resulting from the implementation of electromobility in public public transport in Poland.
