Standardi INTERPOL-a u borbi protiv ekološkog kriminala

Environmental crime is a serious and growing international problem, and one which takes many different forms. Broadly speaking, wildlife crime is the illegal exploitation of the world’s wild flora and fauna, while pollution crime is the trading and disposal of hazardous wastes or resources in contravention of national and international laws. The international prefix of this variety of criminal activities necessarily caused a reaction of International Criminal Police Organization INTERPOL which has been focusing efforts of its 190 member countries methodologically, typologically and standardized in the way the author is about to show in the article. The author directs his attention to connections between environmental crime and other forms of illegal activities, such as: forging of travel documents, corruption, money laundering and offences against life and limb. Danger of fact that environmental crime, especially its forms like wildlife and pollution crime, is carried out by organized criminal networks drawn by the high profit possibilities and low risk to be detected by law enforcement, is combated by INTERPOL efforts to implement its Environmental Crime Programme, which is one of key issues explored in this paper. Activities of INTERPOL through its working groups and operations, jointly driven by member states of the organization aimed at minimizing the detrimental effects of criminal activities regarding endangering and destruction of nowadays man’s environment, is presented by the author, as well.

Slobodna trgovina i zaštita životne sredine: (ne)rešivi sukob?

Policy of free trade, on which international trade is based, can negatively affect the environment because an uncontrolled economic growth is often followed by pollution of environment and exhaustion of natural resources. This policy is promoted and protected by the World Trade Organization, which has given priority to free trade in a number of cases in which it expressed its opinion about the relationship between free trade and environment protection. Such treatment has provoked, and is still provoking dissatisfaction not only on the part of the movements for environmental protection, which over the last two decades continuously perform activities at national and international level in order to call attention to the dramatic conflict between free trade and environmental protection, but also within the wider international community. Under the influence of their activities and pressures today it has become clear that this conflict must be resolved in a manner that would allow development of both free trade and environmental protection, which are not mutually exclusive, because both are necessary for survival and development of mankind. This question is discussed in this paper mainly through the analysis of the opinions of GATT and World Trade Organization in two disputes that have attracted particular attention of the international community, which are known as “Tuna-dolphin case” and “Shrimp-sea turtles case”, the paper’s conclusion provides a suggestion as to the principles that could be used in finding the solution for a conflict between free trade and environmental protection.

Environmental crime is a serious problem and a growing one, and its supression is a considerable challenge both for developed countries and countries in development. In Serbia, until 2004, environmental law was one among the priority areas of reform. However, the EU accession process has put this legal discipline in the fast track, particularly in the part related to the establishment of a criminal law framework of envirmeont protection. It was hence that the Criminal Code of 2005 includes the first systematisation of numerous criminal offences that primarily protect the environment under a single heading, thus justly instituting environment protection as an independent and primary object of protection. The paper indicates the main characteristics of the group of offences against environment as prescribed by the Criminal Code, investiging both substantive and procedural aspects and certain problems related to discovery, evidence and expertise in such cases identified in court practice. In addition, given the Serbian efforts in EU integration, which includes legislative harmonisation, the authors have indicated the importance of EU activities in environment protection.

The right to healthy environment is the basic human right guaranteed by the Constitution of Montenegro, which is by some formal criteria on high scale of constitution practice of states in the process of transition, and beside this it doesn’t represent the same level of goals and it doesn’t reach functional ensurence of realization of these laws, according to the basic law documents of European union.According to the European union documents, environmental protection is determined by the degree of “high level of protection”, which is not clearly regulated in the Constitution of Montenegro, including the fact that Montenegro is declared as “ecological state”. The level of law guarantee to healthy environment depends on legal nature of law that order this issue, but not only on legislative framework, but also on the consciousness of an individual,states and organizations that enforce these laws. Therefore it is necessary that sanctioning of an individual and of a state, in the case of environmental degradation should be prescribed clearly, respectively its protection has to be ensured, quality improved and promote measures constantly which a state has to apply in the case of its pollution incidents, also the responsibility of state that is considered responsible according European union regulations,no matter how its regulations are. Ecological politics of European Union follows ecological consciousness and as a result the protection and improvement of natural environment increasingly comes first in making European Union legal regulations.Montenegro as an applicant for membership in European union undertakes measures in order to coordinate its regulations to regulations of European Union which say that “high level of environmental protection” is one of the crucial legal principles.

The publication presents theoretical foundations of continuous improvement and environmental innovation in a company. The interdisciplinary issue is being scrutinized from the perspective of management, organizational psychology and conservation psychology. The neccessary research framework is provided by the theory of planned behaviour. The aim of the conducted research was to find out in what ways employees of a particular business take part in the innovation activities and eco-innovations development. Alongside the theoretical model derived from the theory of planned behaviour has been subject to verification. In this way the appropriateness of employee behavioural intention to make amotion to innovation was examined. It can be summarized that the environmental innovation proposals are not perceived by the employees of the company as a common practice in the process of innovation development. The innovation activities have from a point of view of the foremen and the moderators the aim of productivity increase and making work easier. For the labourers it means above all financial gain as a reward for the innovation proposals. The moderators –according to their opinion – incite the labourers to suggest eco-innovations, however the labourers alone do not perceive their improvement proposals to be environmentally sound.

This monography provides a description of traditional natural and cultural values in the protection and preservation of UNESCO heritage. In particular, practical options for using existing tools for the protection of monuments, such as land use plans, management plans or monument protection zones, are mentioned. The publication is the outcome of the project NKP3040D001: UNESCO World Heritage Sites in the Life of Municipalities, Cities and Regions.

The publication aims to cover the key factors which influenced the teacher´s biophile/pro-environmental orientation, and his approach to the education, and subsequently provide his life picture for which the term bioprofile is used. In order to fulfill the goal of the publication a qualitative approach was chosen. The group of respondents consisted of four teachers whose profiles corresponded with the set beforehand criteria. For data collecting and their analysis and interpretation the method of life history in combination with the narrative, phenomenological and hermeneutical approaches was used. The final bioprofile, which is mainly the result of the respondents´spontaneous narration, interlinks three related areas. These were detected within the process of the obtained data analysis and comparison. The submitted monography offers a more complex view of pro-environmentally oriented teacher. Exploring the life history of each respondent, enabled us not only to identify the essential factors which influenced the teacher´s biophile orientation, but also to understand deeper his personality and the way of his pedagogical thinking.

Pohybová aktivita a tělesná zdatnost českých adolescentů v kontextu zastavěného prostředí

The aim of the study is to estimate the strength of associations between physical activity, physical fitness and the built environment among 11-19 year old adolescents living in the Czech Republic. The study includes 1745 participants from 2013-2016. Physical activity was measured with the IPEN Adolescent Questionnaire and a pedometer or accelerometer. Physical fitness was tested using the INDARES system report. Built environment was identified using the IPEN Adolescent questionnaire and possibly also using geographic information systems. Only 43% of adolescents met health recommendations for physical activity, 47% of individuals could be described as physically fit. Adolescents fulfilling the recommendation are more physically fit than individuals not fulfilling the recommendation, yet the relationship between physical activity and selected physical fitness indicators reaches low dependence.
