Mniejszości narodowe i etniczne w polityce oświatowej państwa polskiego w latach 1944 - 1966

Zasadniczym celem badania była próba opisu i ewolucji modelu polityki oświatowej państwa polskiego wobec mniejszości narodowych i etnicznych w badanym okresie. W odniesieniu do koncepcji polityki oświatowej państwa polskiego wobec mniejszości narodowych podjęta została próba określenia i zastosowania autorskiej periodyzacji. Wyróżniono następujące etapy polityki oświatowej wobec mniejszości: od polityki akceptacji do polityki restrykcji (1944–1948), okres polityki unifikacji (1949–1955), okres polityki aktywizacji (1956–1960), okres polityki marginalizacji (1961–1966). Analiza zebranych danych źródłowych pozwoliła stwierdzić, że mniejszości narodowe stanowiły istotny problem w polityce oświatowej państwa polskiego w latach 1944–1966. W szczególności dotyczyło to mniejszości słowackiej, żydowskiej, niemieckiej, białoruskiej, litewskiej i ukraińskiej, czyli grup, które od przełomu lat 40. i 50. XX w. objęte zostały jednolitym modelem kształcenia, na wzór radziecki, w państwowych szkołach z niepolskim językiem nauczania. Centralnym punktem analizy uczyniono szkolnictwo dla mniejszości narodowych jako główny przedmiot polityki oświatowej wobec mniejszości. W tym zakresie analizowano sytuację decyzyjną, tj. główne uwarunkowania i czynniki polityki oświatowej, treść decyzji i dyrektyw wykonawczych (założenia organizacyjne i wychowawczo-programowe szkolnictwa dla mniejszości), proces implementacji tych decyzji (polityka w zakresie sieci szkolnej) oraz jej efekty – w aspekcie ilościowym (struktura szkolnictwa) i jakościowym (stan szkolnictwa). W badaniach nad podjętą problematyką przyjęto rozumienie polityki oświatowej wobec mniejszości jako działalność władz państwowych regulujących sytuację tych grup w dziedzinie oświaty poprzez akty normatywne i decyzje stanowiące uprawnionych organów. Należy przy tym wskazać na dwa przeciwstawne wymiary polityki oświatowej wobec mniejszości: restrykcyjny – negujący prawo tych grup do oświaty w języku ojczystym oraz kompensacyjny – afirmujący prawo do oświaty w języku ojczystym jako wartość autoteliczną lub tylko je akceptujący jako wartość instrumentalną dla osiągnięcia określonych celów politycznych. W pierwszej połowie lat 50. XX w. PZPR, zawłaszczając podmiotowość polityczną ogółu społeczeństwa, w tym mniejszości narodowych, zdecydowała o kształcie systemu oświaty. Głównym celem polityki oświatowej stała się indoktrynacja społeczeństwa. W tej sytuacji ojczysty język nauczania stanowił tylko środek do osiągnięcia tego celu, nie zaś do podtrzymania tożsamości narodowej członków tych grup.

The Faculty of Arts is one of the four founding faculties at Masaryk Universityin Brno, its creation linked to the act which established the university in 1919.Due to difficulties with furnishing and staffing, teaching did not commence until 1921 and throughout the remainder of the interwar period the school was dogged by serious material difficulties linked with the absence of suitable buildings for teaching, as a result of which the school almost fell victim to the government’s economic interventions into university education on two occasions. Despite numerous problems in the inter-war period the Faculty of Arts was able to gradually build a tradition of quality teaching and science renowned in Central Europe, which was supported on the one hand by the founding generation of professors, drawn partly from Prague’s Charles University and partly from the ranks of teachers from Brno’s Technical College, and on the other hand second-generation teachers already emerging from the ranks of graduates of what was then the only Moravian university. From the beginning, Masaryk University’s position as the “second” Czech university, standing in the shadow of both Prague’s metropolitan university and the politically important sole Slovakian university in Bratislava, fundamentally affected its development in specific ways. In the Faculty ofArts in particular some special characteristics, both negative and positive, sharply manifested themselves. The negative doubtless included the long‑term underestimation of the school’s material needs, so that, especially in the critically overburdened campus of the Arts Faculty, where the rector’s office was also located for a long time, the conditions for teaching were quite miserable and unfit for pedagogical and scientific work.

We introduce Jan Hus through his Latin texts primarily as a polemicist and as a university teacher in this book. From the polemical writings, we chose his address against the Englishman John Stokes and also three treatises against the sale of indulgences. University activities of Master Jan are represented by several graduation speeches; here we chose those not yet translated into Czech. They are interesting not only for depicting the personality of the Czech reformer in a different way than we usually view him but also for their fresh language and style. In addition to the two topics revealed in the title of book, two other texts were selected as well. These are the texts of theological kind which however had a very topical dimension back then: the preaching 'Go ye also into the vineyard' and the discourse 'On three doubts'. All texts included (with just one minor exception) are translated into Czech for the first time.

It also presents the dramatic state of education among the deportees’ children until 1943 against the backdrop of Polish-Soviet relations. Analysing post-Soviet archives, the author discusses the political conditions and context of the publishing work of the Committee that was meant to shape the consciousness of pupils as desired by the Polish communists. The reader discovers a behind-the-scenes reality of the committee’s efforts to provide teaching programmes and coursebooks steeped in factual as well as ideological and political content to Polish-medium schools. The author offers a particularly interesting commentary on the preparation and publishing of original material, such as the alphabet book, reading practice texts, native literature excerpts and a Polish geography, as well as a Polish history teaching programme. He also makes critical observations on the obstacles to the Committee’s editorial activity, many of which resulted from the limitations of the war period, censorship and political determinants.

Nic pro historiky, zdá se na první a asi i další pohled, ve skutečnosti jde o pramen mluvný a sdělný, jen ho náležitě číst a vést s ním rozhovor, v němž je dějepisec naslouchajícím a dozvídajícím se. Zdrojů poznání, jak u nás žili a odcházeli – i ti včerejší, a zvláště ti včerejší – je téměř neomezeně, vzhledem k lidské mnohosti i jedinečnosti, jen je umět vřazovat do heuristiky.

The second part of the book contains a re-edition of an important study by František Novotný, the first head of the seminary, entitled Gymnasion aneb úvahy o řecké kultuře (Gymnasium or Reflections on Greek Culture). This study, last published in 1922, acquaints scholars and laymen with ideas which, although we often do not realize it, form the basis of our civilisation.

The book, which is a biographical dictionary, is devoted to students of Lithuanian origin from the University of Dorpat in the 19th and early 20th centuries. The basic problem is that of separating Poles from Lithuanians in the period from the end of the 19th century to the beginning of the 20th century. An additional problem is the ambiguity of the term "Lithuanian" at that time. For there were two different concepts: Historical Lithuanian and Ethnic Lithuanian. These differ in many respects, mainly social, territorial, historical, ethnic. In the approach used by the author of this book, historical Lithuanians included such famous people as Stanislaw Cat Mackiewicz, his brother Józef Mackiewicz, Melchior Wańkowicz, Czesław Miłosz or Józef Piłsudski, alongside many others. In terms of ethnicity, all these mentioned were not of Polish but of Lithuanian or Ruthenian origin. The individuals considered themselves Lithuanians in a historical sense, but ultimately chose a Polish national consciousness. In this publication, both notions – Pole and Lithuanian – are used in a narrow sense, limited only to a person's national consciousness. Therefore, a Pole or a Lithuanian is a person who consciously and publicly expressed his or her national consciousness, whether Polish or Lithuanian. Such a situation was encountered only from the very end of the 19th century until Yuriev University closed in 1918.

The aim of the paper is to analyze the contents of a textbooks of visual arts educationwith the aim of questioning the representation of cultural heritage that is the valuabe mirror 115of society and the treasury of the creative potential and the structural elements that are based on it. The textbook as a central didactic-methodical medium has the purpose of stimulating and engaging the student's thought-making activity, facilitating understanding of the core of teaching content to pupils, contributing to the development of personal value systems, divergent opinions and critical thinking, stimulating self-actualization, freedom of expression and design of creative personality components. The theoretical starting point of the work is based on the theory of cognitive development of L. S. Vigotsky emphasizes the importance of the cultural environment for the development of social interaction between the individual and the social environment and the constructivist theory of J. S. Bruner that the learning process is interpreted as a constructive and situational process using the teaching strategies provide research, reflection and practical activity of the student. The research method of theoretical analysis was used to collect content data that teaches students about Bosnia and Herzegovina's cultural heritage in textbooks of visual arts education. Data were collected on a sample of textbooks from the fifth to the ninth grade of elementary school. For the purpose of data collection, a protocol was used for qualitative analysis of the contents of the textbook of visual arts education. Descriptive analysis of collected data has shown that textbooks, in relation to the class and publisher, interpret differently the contents aimed at teaching students about Bosnia and Herzegovina's cultural heritage, in a way that individual textbooks offer richer and more contentable texts and tasks through thought and practical the work of students teaches the Bosnian cultural heritage.

The book was written as an output of a project carried out in 2013-2014 at Palacký University in Olomouc in cooperation with a Polish partner, which was Dolnośląska Szkoła Wyższa in Wrocław. The aim of the project was to analyse the transformations of the Czech and Polish education systems providing compulsory education after 1989, focusing on specific regions (Olomouc and Moravian-Silesian regions and the Lower Silesian Voivodeship). The functions of schools were examined, with an emphasis on qualification, socialisation and integration, individualisation, cultural and ecological functions. The mixed research design, conceived comparatively, relied on data collection using different methods: document analysis, questionnaire and multiple case study. A specific feature of the project was the role of the researchers as cultural strangers: Czechs in Poland and Poles in the Czech Republic.
