CSD-Report 10 - Smuggling in Southeast Europe. The Yugoslav Wars and the Development of Regional Criminal Networks in the Balkans

Smuggling in Southeast Europe analyzes and reviews the connection between the conflicts in the former Yugoslavia and the growth of the trans-border crime in the region, and also looks at the related issue of corruption. The paper highlights the decisive impact the Yugoslav wars had on the development of the regional criminal networks, which were often set up and maintained not only with the knowledge, but even with active participation of the highest state officials. The research also represents a contribution to the study of conflicts in the Western Balkans. The majority of existing interpretations of causes, course and consequences of the Yugoslav wars try to provide the answers through ethno-political explanations. They unjustly ignore the importance that interweaving of interests of political elites, the organized crime groups, which appeared in this period, and the "mediating class" of corrupt state officials had in this process. The paper is divided in three parts: • An analysis of the causes and course of emergence of Balkan smuggling channels in the context of Yugoslav wars and international sanctions; • A review of the recent developments in trans-border crime in Southeast Europe; • An overview of prevention efforts, undertaken both by the regional governments and the international community’ The first part analyzes the emergence of officially sanctioned "state-building" smuggling in those parts of the former Yugoslavia, which were involved in the war. The intermediary role of Albania, Bulgaria, Macedonia and Romania is also discussed. In these four countries, smuggling networks were not developed under open patronage of the governments, but the role of high-positioned politicians was nevertheless extremely important. The second part traces the evolution of the initial semi-official smuggling channels and their transformation into "classical" criminal networks. The so-called "suitcase trade," cigarette smuggling, smuggling of narcotics, and the trafficking in human beings are discussed in more detail.

The second is the utilization of the institution of the market, which, under the proper conditions, was found to be an extremely effective way to coordinate human economic activity.

The “Silver Tsunami” is here! According to various relevant sources such as the UN Population Division, the WHO, and the ILO, population across the world is getting older. By 2050, there will be more than 20% of the world’s population aged 65 years and over. Statistics for the European Union reveal the same - the age structure of the European population is expected to change significantly over the next decades and by 2060, the share of people aged 65 and above will increase from 18% to 30% compared to now, while the share of people aged above 80 will more than double. Thus, in addition to notions such as “Silver Tsunami”, “Age Wave”, and the like, it is not surprising that the European Union has launched a notion “Silver Economy” related to economic activities of the population aged 50 and over and their impact on various sectors of the national economy. This negative demographic transition, i.e. population aging, has shown four very distinctive features: unprecedented, pervasiveness, endurance and profound implications on human life in general. On a more personal level, what we are witnessing today as a trend, we will experience first-hand in the decades to come. Yet, times are changing. An aging population is becoming a reality that is surrounded by various myths when it comes to older people as workers or as consumers. The fact is that people today live longer and healthier lives, which requires a shift in perception of age when it comes to supply and demand sides of economics. It also holds true from the perspective of other disciplines. This, in turn, opens a new frontier in academic, practical and policy thinking about rethinking aging and redesigning retirement. This multidisciplinary edited book “The Aging Society: Rethinking and Redesigning Retirement” is one attempt not to be swept away by the “Silver Tsunami” tide. The content of the chapters reveals the multifaceted and highly complex issue of aging which brought together researchers from various fields. Aging has been initially dominant in medical research since it is primarily a physiological process, yet it has proven to be a social transformation with numerous repercussions calling for researchers from economics, communication, law and others to join the scientific discussion. The authors in this edition have tried to shed light on the potential of aging research by drawing attention to various topics such as aging as a normal process, concept and measurement of the quality of life of the elderly, financial challenges and retirement literacy of the older population, specific bioethical issues, silver architecture for seniors, protection of the rights and safety of older people in transport, social entrepreneurship and franchising, collaborative economy, an age-specific ICT use gap, media literacy and communication. The book has gathered authors from Josip Juraj Strossmayer University of Osijek – Faculty of Economics in Osijek, Faculty of Law, Faculty of Medicine Osijek / Clinical Hospital Center Osijek and Faculty of Civil Engineering and Architecture Osijek, as well as Faculty of Economics and Business Zagreb (University of Zagreb), Virovitica College, Croatian Education and Teacher Training Agency, University of Information Science and Technology, “St. Paul the Apostle” (Macedonia), Beykoz University, Vocational School at Department of Social Sciences (Turkey), Nisantasi University, Vocational School at Department of Logistics (Turkey), and Warsaw School of Economics (Poland). Such institutional diversity is a signal that the issue of aging is a universally attractive research topic that easily transcends disciplinary and national boundaries. As editors of this book, we feel obliged to applaud our authors for making a research effort and scientific contribution in the advent of the global COVID-19 pandemic crisis. Our gratitude is extended to our reviewers who have been affirmative towards the content and style of this work. The publication of this book will be a permanent reminder of strength, diligence, creativity and resilience of academic scholars as individuals and universities as institutions in times challenging us on both a personal and a professional level.

The aim of the e-book is to present the theoretical, cognitive and practical aspects of the essence and complexity of operational management in a production company. The presented modern production methods together with the challenges and problems of contemporary enterprises should better help to understand the issues of sustainable development, with particular emphasis on waste. The book consists of six chapters devoted to relevant and topic issues relating to the core business of an industrial enterprise. Chapter 1 The nature of the industrial enterprise is an introduction to further considerations and deals with the essence of the basic aspects of the company. Both popular and less known definitions of an enterprise, its features, functions and principles of operation are presented. An important part of the chapter is the presentation and formulation of strategic, tactical and operational goals. Moreover, the division of enterprises is presented with the use of various criteria and the features of the industrial market, which make it distinct. Chapter 2 The operational management evolution and its role in the industrial enterprise discusses the evolution and concept of production and operational management. The management levels were also presented, indicating their most important functions. An integral part of the chapter is the essence of the production system, viewed through the prism of the five elements. Chapter 3 Functions and role in operations management presents the issues concerning the organization of production processes, production capacity and inventory management. This part also presents considerations on cooperation and collaboration between enterprises in the process of creating value. Chapter 4 Traditional methods used in operational activities focuses on methods such as benchmarking, outsourcing, core competences, JIT, MPR I and MRP II, as well as TQM and kaizen. Knowledge of these methods should contribute to understanding the activities of modern enterprises, the way of company functioning, the realization of production activities, as well as aspects related to building a competitive position. Chapter 5 Modern methods used in production-operations management discusses the less common and less frequently used production methods, based on a modern and innovative approach. In particular, it was focused on: Shop Floor Control and cooperative manufacturing, environment-conscious manufacturing (ECM) and life-cycle assessment ( LCA), waste management and recycling, Electronic Data Interchange (EDI), virtual enterprise, World Class Manufacturing (WCM), Quality Function Deployment (QFD) and House of Quality (HOQ), theory of constraints (TOC), Drum Buffer Rope (DBR), group technology (GT) and cellular manufacturing (CM), Demand Chain Management and competitive intelligence (CI). In the last section discusses: the role of sustainable statistical process control and Computer-Aided Process Planning in context formatting of information management. Chapter 6 Problems of sustainable development and challenges related to production and operations management describes the problem and challenges related to production and operations activities. In particular, attention was paid to the threats related to changes in global warming, the growing scale of waste, or the processes of globalization. It was pointed out that the emerging problem may be both a threat and a chance for the development of enterprises. An integral part of the chapter are also considerations on technical progress, innovation and the importance of human capital in operational activities.

“This book is not addressed to the learned, or to those who regard a practical problem merely as something to be talked about,” with this sentence English philosopher Bertrand Russell began The Conquest of Happiness and it has become an inspiration for me and a starting point for my analysis. Staying true to Russell's ideas, I have written a book which—I believe—can be addressed to all (scholars as well) who are interested in happiness and how it can be achieved. I have placed my considerations on happiness in the areas we all know: family, marriage, children and gender. When writing the book I surfed through Internet forums and analysed the results of scientific studies in order to scrutinise Russell's seven causes of unhappiness: competition (when investing in children), boredom (of doing housework), fatigue (of double shift), envy and comparisons of mothers, males’ sense of sin, persecution mania and new fathers’ fears of public opinion. Let's be honest: my findings are not always nice. Not infrequently, the results of scientists' work contradict what we believe. Read it only if you are ready to face new and unexpected.

W marcu 2020 roku Polska zatrzymała się na chwilę. Z pewnym niedowierzaniem przyglądaliśmy się rozwojowi pandemii COVID-19. Gospodarki narodowe stanęły przed wieloma wyzwaniami. Początkowo zawiodła logistyka, brakowało środków ochrony osobistej, środków dezynfekcyjnych, respiratorów. Potem zabrakło pracy, bo zamknięto niektóre punkty usługowe. Ograniczono dostęp do placówek ochrony zdrowia, placówek kulturalnych, zakładów pracy, urzędów. Pandemia wstrząsnęła gospodarkami narodowymi na tyle mocno, że można mówić o wpadnięciu tych gospodarek w kryzys pandemiczny, zwany też kryzysem COVID-19 i kryzysem 2020+. Aktualność problematyki skłoniła autorów do przygotowania opracowań, poprzez które włączają się w nurt dyskusji nad funkcjonowaniem gospodarki w cieniu pandemii. Publikacja jest adresowana do wszystkich osób zajmujących się problematyką funkcjonowania gospodarki w warunkach pandemii COVID-19, zwłaszcza do pracowników naukowych oraz tych odbiorców, którzy interesują się wpływem pandemii na życie społeczno-gospodarcze w Polsce.

Należą do nich: logistykacja w biznesie, rezyliencja ekonomiczna, ryzyko zakłóceń w łańcuchach dostaw, gospodarka współdzielenia, rozwój rynku e-commerce oraz transformacja łańcuchów dostaw. W drugiej części uwagę poświęcono szeroko pojętym transportowi, spedycji i logistyce, w szczególności transportowi publicznemu, logistyce ostatniej mili, edukacji logistycznej i lokalizacji centrów dystrybucji.
