Summary/Abstract: The book “Valuation of Cultural Heritage and Artworks” is focused on the methods and instruments for valuation of cultural heritage goods and works of art. It contains the results of the first valuations of artefacts from museum and private collections of the graduates of the post graduate university course of “Management and Valuation of Cultural Goods and Artworks”. The presented valuations are for educational purposes. They are developed by the students during the course of education in the postgraduate program and presented as a graduate thesis. Alongside the students’ valuations the book presents the experience we gained in the process of designing and implementing an innovative educational service aimed at establishing professional specialization in the valuation and insurance of cultural goods and artworks. This is the two-semester postgraduate course of “Management and Valuation of Cultural Goods and Artworks”, which was held for the first time in 2024-2025 at the Institute for Postgraduate Studies, UNWE. The first part of the book presents the educational, methodological and value-based basis of the postgraduate course. The content of the book is structured in four parts. The first presents the methodological and value-based ground of the first university postgraduate course of “Management and Valuation of Cultural Goods and Artworks”. The second contains students’ valuations of artefacts from national and regional museums. The valuations of artefacts from private collections are in the third part and the forth last part presents the results of valuation of an immovable cultural heritage. The methodological frame of the presented valuations is build mainly of David Thorsby theory of economic and cultural value of culture heritage goods and artworks. The students also applied the Bulgarian, European and International Valuation Standards and followed the principles of research and valuations ethics. The structure of each valuation contains the following three parts: expert description of the artefact elaborated on the Dimitar Ivanov’s methodology of complex expertise of cultural and artwork; assessment of economic and cultural value of the artefact; proposal for insurance value.

- Summary/Abstract:The paper presents the methodological and axiological base of the postgraduate program of “Management and Appraisal of Cultural Goods and Works of Art" at the Institute for Postgraduate Qualification at the University of National and World Economy. This is the first postgraduate professional qualification of expert appraisers of cultural goods and works of art in Bulgaria. The interdisciplinary studding plan consists of theoretical and methodological lecture part and a cultural program. The experience from the piloting of the program in 2024-25 is systematized in the study. The educational service focuses on cultural and financial value, art insurance, and the management of cultural heritage and works of art. This is the cornerstone of a successful and socially responsible art business, as well as a base of state cultural policy and diplomacy.

- Summary/Abstract:The article presents a complex expertise, financial appraisal and insurance assessment of a movable archaeological cultural good from the Archaeology Fund of the Petrich Historical Museum—a Theatrical Mask from Heraclea Sintica. The object was discovered in 1958 and dates to II-III century AD. It is currently in good condition and is on display in the main exhibition of the Petrich Historical Museum. The object is not for sale. The presented expertise and appraisal are for educational purposes. This is the first expert appraisal of the artefact. The proposed financial value is in the range of BGN 90,000–120,000 and is based on David Torsby's concept of economic and cultural value, as well as a comparative approach and analysis of the macro environment. The insurable value is BGN 105,000.

- Summary/Abstract:The article presents a complex expertise, financial value and assessment of insurable value of an archaeological artifact from the collection of the Regional History Museum in Yambol. It is a marble voluntary tablet of the mother goddess Cybele from II-III century AD. The artefact was donated to the museum in 2021 and up to now it has not undergone any restoration or conservation work and is in the process of identification. This publication presents the first expertise, financial valuation and insurable value of the artefact. Following the comparative, market approach we propose a valuation of the artifact between BGN 59,400 and BGN 62,700.

- Summary/Abstract:The article presents Slavaykov’s translation of the Bible from 1871 as a cultural and historical artifact of high value. The original Slaveykov's Bible is kept in the Petko and Pencho Slaveykov House Museum. The artefact is movable cultural heritage of national importance and has high bibliophilic value. The well-preserved copies from the first edition are extremely limited. The proposed financial and insurance valuation of Slaveykov's Bible is approximately BGN 3,000. The paper outlines the need for protection through property insurance, restoration, and digitization of the artefact.

- Summary/Abstract:The subject of the expertise and appraisal is Ivan Mrkvicka's painting "Zadushnitsa" (All Souls' Day), 1899, which is currently on display at the National Art Gallery – "Square 500." The Expertica theory and methodology are applied, as well as approaches and methods for financial valuation. As far as possible, the expert appraisal adheres to the ethical principles of research. In accordance with the selected methods and tools for evaluating the artwork, the market value amounts to €531,900, and the insurance value to €675,513. - Summary/Abstract:The subject of the expert appraisal is a collection of normative acts entitled “Collection of official orders and documents on the Bulgarian region. Printed by order of His Imperial Majesty the Commander-in-Chief of the active army: Issue VI” from 1878. The expert appraisal provides arguments in support of the object's suitability for identification as a cultural asset – these are systematized in the appendix to the article. The financial valuation is done by calculating the inflation index and compound interest; cost and comparative approach, assessment of added cultural value, market analysis, and impact assessment. The methodology complies with national, European, and international valuation standards.

- Summary/Abstract:The aim of the research presented in this article is to propose a financial and insurance value for a Bulgarian women's folk costume from the village of Divotino, Pernik municipality – the "Divotino women's costume" – based on a complex expert assessment. The artifact was produced around 1935. It can be considered as a work of applied art that has been passed down through four generations of the family of its first owner to the present day. The first part of the paper presents a complex expertise of the artifact. The second contains a proposal for a financial and insurance value of the Divotino women's costume, valid as of May 2025. The assessment and expertise have been developed in accordance with the principles of scientific ethics and the professional ethical standards of independent appraisers.

- Summary/Abstract:The subject of this complex expertise, including art-historical and aesthetic, historiographical and philosophical-symbolic analysis, technological analysis, financial assessment, and insurance value, is a contemporary artwork – an easel painting entitled "Old Town," dated 2005. The painting is privately owned, movable property, a long-term tangible asset. Given this status as a work of art, a market approach was applied in the valuation using the following methods: PESTEL analysis to identify the macro framework of the art market in Bulgaria; analysis of networks of influence; analysis of the impact of the work and the price that consumers would pay for it; Net Present Value (NPV) method, which is commonly used in the financial valuation of investment projects.

- Summary/Abstract:The paper presents a complex expertise of immovable cultural heritage with the status of national welth – the Orthodox church "St. Assumption of the Virgin" in the village of Dolen, Petrich municipality. The expert analysis of the church show signs of a unique painting style, but also the need for conservation and restoration activities. A cost approach is applied to value the proposal for specific conservation and restoration activities. The contingent valuation method was used to assess the economic, financial, and cultural value of the site. Network analysis, impact analysis, and macroenvironment analysis were performed using elements of the PESTEL method, resulting in specific guidelines for the strategic management of the church as immovable Christian cultural heritage.
