In the article the relations among the extent of New Public Management (NPM), coordination, politicization and autonomy in Lithuania are analysed based on COCOPS data (project „Monitoring public sector reforms“, financed by Lithuanian Science Council, 2012-2013, agreement no. PRO-10/2012). The analysis is based on the propositions that relate coordination, politicization and autonomy in NPM and post-NPM eras. The operationalization of these variables and construction of scales are demonstrated. The analysis of averages and correlations among extent of NPM, coordination, politicization and autonomy confirms some of the postulated propositions, e.g., high politicization and high level of NPM practices are incompatible; higher managerial autonomy is congruent not only with NPM, but also with post-NPM elements.

Permanent education of administrative staff and develop their capacity - a worthwhile investment in the functioning of higher education institutions

Each institution of higher education in order to achieve their goals and to address problems that arise as obstacles to its development has a regular need for trained, an accurate and educated administrative staff. On the other hand, an individual through their knowledge, skills and experience running a particular job, faced with new requirements and new things felt need for new expertise and new knowledge and skills. Rational behavior of a particular higher education institution means the alignment of these two types of needs, mutual benefit. Systematically develop staff in the institution is essentially a long-term strategy that maximizes the institution's human capital through investment of time, money and ideas to enrich the knowledge and skills of the employees. When the very institutions of higher education (University units) will create conditions for all or at least most of the administrative staff to be involved in all administrative and technical processes, when you enable permanent education administrative staff, then they feel that that work is part of them, then creates a sense of commitment to the work and responsibility of the same sense of pride and only then success will be guaranteed. Permanent education and lifelong learning in the area of capacity development (personal skills and professional competencies) is a key factor for increasing level knowledge and skills, but also to improve the quality of life of the individual

Organizational culture in public institutions and its impact in the process of implementation of total quality management (case of Kosovo)

Total Quality Management (TQM) is a management philosophy and approach, whose importance is growing evermore after the 90s. Kosovo's public institutions for a short time now organise activities as part of an independent state and as such they are facing ahead management challenges which are becoming more acute and in the framework of the EU integration processes. Total Quality Management in public institutions, is preceded by establishment and implementation phase ISO 9001 systems. In this paper we tried that through an empirical study in three public institutions of Kosovo, evidence the factors that facilitate or impede timely and successful implementation of quality systems and therefore of TQM. Moreover, we will concentrate on organizational culture. Analysis on the norms, beliefs, principles that characterize the organizational culture of Kosovo institutions and furthermore intertwined with the Law on Public Administration and the political context, will serve to shape the changes that need to be designed to proceed to successful implementation of TQM. In function of the analysis of impeding factors, elements of organizational culture as well as modeling the changes there will be used a number of interviews and questionnaires.

Rethinking Decentralization in Education in terms of Administrative Problems

The general purpose of this study is to thoroughly examine decentralization in education according to the literature and previous research, and to discuss the applicability of educational decentralization practices in Turkey. The literature was reviewed for the study and findings reported. It has been observed that decentralization in education practices were realized in many countries after the 1980’s. It is obvious that the educational system in Turkey has difficulty in meeting the needs, and encounters many problems due to its present centralist state. Educational decentralization can provide effective solutions for stakeholder engagement, educational financing and for problems in decision making and operation within the education system. However, the present state of local governments, the legal framework, geographical, cultural and social features indicate that Turkey’s conditions are not ready for decentralization in education. A decentralization model realized in the long run according to Turkey’s conditions, and as a result of a social consensus, can help resolve the problems of the Turkish education system

At the International Congress of Administrative Sciences, held in Paris, June 20, 1926, took part from Romania Alexandrina Cantacuzino, a member of The Communal Council of Bucharest City Hall. On her return, she submitted a report to the mayor Ion Costinescu in which she makes a detailed description of the work of the Congress and the issues discussed. From this exposure, the subjects treated were of great importance for the progress of urban administrative organization. Two issues have the attention of the audience: communal autonomy and tax collecting. Concerning the first issue, the Romanian delegate reffers to the paper of the representative of Germany, professor Norden, relating the autonomy of the German cities, and that of doctor Huart, on the progress accomplished in the communal autonomy of Netherlands. In particular, however, the delegate of Romania insists on the report of the Italian representative, Jean Aldega Valde, which included ideas entirely new about the fact that the Governor of Rome adopted for registration of the roles and the sheets, the machine called Tiparitoarea de adrese (i.e. The Address’ Printing), the system was a real innovation, which was strongly recommended by the Romanian delegate to the mayor of Bucharest. For the novelty of the issues discussed and the possibility of their implementation and administration in our cities, Alexandrina Cantacuzino presented this report, as a summary, at the Congress of the Union of Towns in Romania, that took place in Constanta, in the fall of 1927.

Poseł pobiera wynagrodzenie, dietę poselską oraz pieniądze na funkcjonowanie biura poselskiego. W celu obsługi swojej działalności w terenie oraz na forum parlamentu posłowie tworzą biura poselskie, w których pracują ich współpracownicy. Art. 23 ustawy z dnia 9 maja 1996 r. o wykonywaniu mandatu posła i senatora (DzU 2003, nr 221, poz. 2199 z późn. zm.) głosi w punkcie 4, że poseł lub senator może zatrudniać pracowników w swoich biurach poselskich na czas określony, nie dłuższy niż czas trwania kadencji, na którą został wybrany. Ten sam punkt mówi także, że działalność posła lub senatora może być wspierana przez społecznych współpracowników. Działalność asystenta społecznego wynika w dużej mierze z uzgodnienia zawartego pomiędzy nim a posłem. Każdy element poczynań asystenta podlega uzgodnieniom między stronami, podobnie jak gratyfikacja finansowa, otrzymywana za wykonywanie przez niego zadań. Jednym z podstawowych czynników rządzących tym stosunkiem jest pełna swoboda zarówno co do formy umowy, okresu jej obowiązywania, zakresu obowiązków oraz sposobu rozwiązania. Jest więc zasadnicza różnica pomiędzy pracą pracownika biura poselskiego a asystenta społecznego.

Deliberative democracy represents one of the most discussed concepts in contemporary political science. It is believed that is rooted in the idea of participatory democracy which appeared as a theory in 1970s. In the paper both concepts are analyzed in comparative perspective. Firstly, the idea of public deliberation is introduced, together with its “four (theoretical) generations”. Secondly, I shed some light on the ongoing issue of the relationship of participatory and deliberative democracies through the perspective of various contemporary scholars. Consequently, some of their common traits are clarified.

A Critical Insight into Policy Implementation and Implementation Performance

Policy implementation involves translating the goals and objectives of policy into action. Although seen as an integral part of the policy cycle, substantial research has not yet been carried out in this area. This paper examines the state and status of policy implementation as a discipline and the factors associated with implementation performance, based on a review of the literature and analysis by researchers.The assessment in this study confirms the dearth of theoretical development of this subject as a major concern for this discipline and a barrier for perfect execution. It was also found that multiple factors are linked to poor policy performance, such as a lack of coordination, funding, commitment, capabilities among implementers and top-downsupport. Finally, by critically looking into loopholes associated with performance in policy implementation, five theoretical models were developed for improving performance.These respectively had a rational, organisational, political, bureaucratic and management basis. It is expected that the application of these standards would help to overcome issues, leading to successful policy performance.

One of the strategic goals of tax and customs authorities in the Baltic countries is to increase their efficiency and effectiveness in the use of resources. These countries therefore constantly seek solutions aimed at simplifying administrative procedures,improving and developing service quality and the business environment in general, automating internal work processes and significantly reducing the amount of manual work. The purpose of this publication is to provide critical points of contact that are common for the three Baltic countries and highlight key differences that hinder an objective comparison of the three countries with regard to their tax and customs administration and combating crime. This research aims to offer a model for assessing the effectiveness of tax and customs administrations in the Baltic countries based on factors that influence their efficiency and relative importance.

Serbia has a high level of corruption if we look within European framework. In accordance with the parameters of the level of corruption (Corruption Perceptions Index, Doing Business rank, SEF list of competitiveness, Freedom House Corruption Index), Serbia lags behind countries that are in the EU or are close to entering into this integration. However, indicators of the level of corruption in Serbia indicate that after the year 2000 there is a trend of very slow decline of corrupting activities. However, evaluation of progress would be complete if there were better domestic indicators of efficiency in the fight against corruption. It is expected that the continuation of reforms (especially systemic reforms in the domain of corruption), related to European integration, will enable this trend to intensify.

This paper analyzes the effect of organizational culture on building an environment convenient for the consequent pursuit of ethical standards in professional exercise of public affairs. †he anal–sis is situated in the institutional context of implementing the policy of human resources management as a part of the public administration reform in post–industrial democratic hierarchies, according to basic tenets of a model of the novel public management. †he author emphasizes that ignoring the essential difference between ethical reasoning of employees in a private enterprise acting in the circumstances of profit maximization and that of public officers who are obliged to act in accordance with public interests leads inevitably to the emergence of corruptive patterns of behaviour in public sector. Because it shapes in an imperceptible way, through the socialization process, the ethical choices of public officers in the interpretation and application of prescriptions and accepted public policies in specific cases, only an organizational culture founded on ethical standards carries with it the counter–corruptive potential.

The article is dedicated to constitutional grounds and public policy in Mexico with reference to indigenous peoples. Many of them are subject to severe social problems such as school absenteeism and dropouts, illiteracy, poverty and unemployment. The fundamental institution which specializes in public activity for the benefit of indigenous people in Mexico is the National Commission for the Development of Indigenous Peoples (La Comisión Nacional para el Desarrollo de los Pueblos Indígenas). It was founded under Article 2 of the Constitution and operates at the federal level to devise strategies and implement public sector activities, including entitlement programs in order to foment their development.

The article aims to provide a comprehensive account of the legal regulations and mechanisms for the protection of personal data in Poland. In the last few years, considerable attention has been paid to this subject, which results in the wide-ranging character of the issues examined. The author classifies, based on sectors, the protection of personal data as a public policy and justifies such classification through the use of, among other tools, an institutional and legal method and factor analysis. The conclusions of the article are based on the analysis of the Polish legislation on the protection of personal data as well as on the analysis of the practical implementation of the solutions in companies, government and self-government institutions. Based on the results, it can be concluded that the protection of personal data falls within the scope of the public policy. However, it is necessary to take into account that some of its elements must be assigned to the policy of a party.

TRANSFORMATIONAL LEADERSHIP AND PERFORMANCE IN THE ROMANIAN PUBLIC ADMINISTRATION

The current empirical data regarding leadership practices, organizational culture and organizational performance in the Romanian public sector is almost nonexistent. Most writings are focused either on only one of the concepts or are usually lacking empirical data to support the claims made. The research aims to at least start filling this void by measuring all three concepts together with the aim of answering the following question: are leadership and organizational culture predictors of organizational performance in the public sector. The study is conducted in two phases. A pilot phase in which the instruments for leadership and culture evaluation are tested along with performance measurement and a second phase where the study is conducted at national level on a large organizational population. Results show positive correlations between transformational leadership and perceived performance.

The occupation of the Prison Service officer belongs to the professions of public trust and is associated with the penitentiary social mission. In choosing their career path, officers should identify themselves with the mission of the penitentiary system and follow prosocial motivation. The paper presents research results on the prosocial motivation of officers. 617 respondents were surveyed using the diagnostic survey method, using a questionnaire of our own design. It was established to what extent officers identify with the penitentiary mission, their interests in the scientific problems constituting the essence of the penitentiary system (criminology, social rehabilitation, law), desire to act for society in the fight against pathology, motivation to assist prisoners and their social rehabilitation and improvement.

Ustavni sud Bosne i Hercegovine je svojom odlukom broj: U-9/09 od 26. novembra 2010. godine utvrdio da određeni članovi Izbornog zakona Bosne i Hercegovine nisu u skladu sa Ustavom Bosne i Hercegovine, kao i određene odredbe Statuta Grada Mostara. Ove odredbe (i Izbornog zakona BiH i Statuta Grada Mostara) odnose se na postupak izbora vijećnika u Gradsko vijeće Grada Mostara. Stručnoj i općoj publici je poznato da Parlamentarna skupština Bosne i Hercegovine nije još izvršila navedenu odluku Ustavnog suda Bosne i Hercegovine, pa zbog toga ni izbori za Gradsko vijeće Grada Mostara nisu održani u protekla dva ciklusa lokalnih izbora u Bosni i Hercegovini. Stoga, Grad Mostar više od osam godina “funkcionira” bez Gradskog vijeća.

This paper shows the emergence of strong aspects that require a deep transformation of the organization through the implementation of the Quality and management. We start from knowing the status of the organization, the environment, and through continuous improvement, the implementation of the Quality of management will try to reach stages closer to excellence. In this sense, the applyable practice in Public Administration must start from something elementary and simple, to allow the realization of some improvements, with a modern administration, with a number of considerable tasks. The introduction of a system of Quality management must be the decision of superior management, and the idea that sustains the arguments must be the following: the growth of productivity, the raise of income, the improvement of the image, the growth of competitiveness, the reducing of costs, the improvement of the environment. This way, reductions of consumptions in the Public Administration through improvements in the Quality of management must be determined.
