Administrative Supervision of local Self-Government in the Baltic States: A comparative View

The article analyses models of administrative supervision of local self-government in the Baltic States (Latvia, Lithuania, Estonia) highlighting the advantages and disadvantages of these models. The research done in this article defines the theoretical concept of administrative supervision of local self-government; gives an overview of the legislative framework underpinning the key administrative supervision bodies of local self-government in the Baltic States; discusses the issue of legal regulation and the present state of administrative supervision over local self-government units in the Baltic States; gives some theoretical and practi-cal suggestions to develop this field in the Baltic States. The research methods employed in preparation of this article are theoretical methods of analysis of scientific literature and sources, legal acts and documents as well as comparative and logical analysis, induction and generalization. Three Baltic States similar in their area, number of inhabitants, and gov-ernmental peculiarities have been chosen for the analysis.

UCHWAŁY PROBLEMOWE ORGANÓW STANOWIĄCYCH JEDNOSTEK SAMORZĄDU TERYTORIALNEGO W SPRAWACH ETYKI SEKSUALNEJ

The paper deals with the legislative activity of local government bodies in relation to so-called “problem resolutions” The scope of the article covered over 50 resolutions on sexual ethics issues. Problem resolutions of municipal (county, regional) councils are sequentially discussed in the following sub-sections: gender ideology, public expression of the views of the LGBT movement, legalization of same-sex unions, pornography and prostitution. According to the author, the best form of control of the given resolutions is social control carried out by the residents of local communities within the framework of the electoral mechanism. Sub-jecting such resolutions to substantive review by the administrative courts would result in the judiciary’s entanglement in axiological, philosophical, historical and political disputes. Recognisable shortcomings in the functioning of the title institution should not obscure the importance of problem resolutions as a form of local government expression.

CONCEPTUALIZATION OF PUBLIC POLICY ON EMPLOYMENT STIMULATION IN ROMANIA

This paper presents the public policy on employment boost that must help people looking for a job in order to strengthen individual capacity occupation (by providing outreach programs and personalized career counselling, professional training and fostering individual entrepreneurship initiative) based on a legal framework recast regarding unemployment insurance system and employment promotion. The measures envisaged by the amending Agreement legislation are consistent with the priorities of EU policy on labour market flexibility, reducing youth unemployment and labour market segmentation, facilitating the transition from education system to employment system, and strengthening dialogue with social partners in order to increase employment rate and achieve the target of 70% through the National Reform Program 2015-2017 in the context of the Europe 2020 Strategy. Currently, at European level, in the European Council of March 2015 it was undertaken by 27 EU member states, including Romania, the Euro Plus Pact (EPP) which is a political commitment aimed at financial strengthening and support of economic competitiveness of the Union. The four pillars of the Euro Plus Pact are: promoting competitiveness, promoting employment, strengthening the sustainability of public finances and reinforcing financial stability.

Intrinsic ring of administrative system, the local public administration uses managerial actions and practices in local public affairs governance to respond to the needs of local community members. To accomplish its mission, the local public administration needs a managerial component. To reflect the management role for the organization and the functioning of local government and especially for the achievement of its purpose, this article intends to examine the contents of local public administration and its management. The conducted study reveals the need for management in the local administration process which legitimizes it and gives it substance. This need is justified by the fact that the management in local public administration brings together all the managerial actions, practices and procedures carried out at the level of local government, through which the laws are executed and the local public services are provided, in order to meet the local community needs at the highest possible grade.

Investigating the Impact of e-Government on Public Management

This paper explores the role of public management in effective use of resources and increasing efficiency which leads to satisfaction and economic development. Considering the fact that most of the facilities and tools are in the hands of the state, utilization of new methods of management in doing services are noteworthy. Using E-Government, the role of public institutions is more transparent as people have more information and this leads to the essential changes in interactions between government and citizens. In Iran, as a developing country, service centers of E–Government provide various services for citizens. The methodology of the chi-square test is applied to the survey. The results indicate that these centers not only saves time and resources, but also feedback of appropriate services to the citizen's leads to improve management function.

Civil Servants' Recruitment and Selection Practices in European Union Member States

The purpose of our study is to provide a up-to-date comparative analysis of the practices used in civil servants recruitment and selection in European Union countries and to identify recent reform tendencies in this area. Our study has drawn upon extensive documentation regarding recent evolution of the practices used in civil servants recruitment and selection in the group of countries inclued in our study. Civil service recruitment systems have been analysed in terms of competency delegation, methods used in civil servants selection and openness of the recruitment process towards candidates coming from outside the civil service system. A distinct section of our comparative study deals with senior civil servants recruitment and analyses the recruitment procedures applied to this category of civil servants with regard to recruitment procedures and openness towards occupying senior management positions from outside the system. Our study shows that traditional civil service systems undergo a series of reforms and changes determined by the need to answer current requirements of the population and governments.

Privacy Policy of e-Government Websites: An Itemized Checklist Proposed and Tested

Citizens interacting with electronic government websites are keen on the privacy of their information and the security of their data. Providing personal and critical information to e-government websites without any guarantee from the government side to protect such information and use is a risky action. Citizens need to be aware that their information is protected and never misused by their governments. This paper tried to develop a checklist to measure the degree of government websites’ adherence to the measures of privacy protection. Publishing a privacy policy can be a first step in guaranteeing users’ privacy in addition to other factors needed to reach the required level of protection by international bodies and agencies. The literature and international reports were explored to understand the issues related to privacy policy in e-government and their importance to users. Finally, a test, of a selected set of countries using the specified checklist, was conducted, where results were contrasted to their achievements on the e-government development index.

Agents of Change in the Public Sector in Romania

By this study, we aimed to show how important is the role of a leader in the expression of the idea of change, being able to propose the way to follow and give employees a sense of collective responsibility in carrying out strategic activities and objectives. By applying the sociometric technique, as a research method, we analysed the social relations in two HR Departments within the General Directorate of Social Assistance and Child Protection, Bucharest. The results showed the differences between their work climates, the management style of each leader and the internal competition between employees. We could make some proposals that targeted changes within the two departments, from the leadership perspective, which had the effect of preventing social group “explosions” that could have had adverse consequences on the finality of activities, and therefore, on citizens, through the social services rendered. In our opinion, the findings of this research not limited only to Romania, they could be of interest for other countries in the region, too

Swot Analysis of Public Transport System in Bucharest

European Capital-Bucharest is in a continuous development from all points of view, and the demand for more effective modes of transportation is constantly increasing. The population of the city has increased significantly in recent years, the number of passenger cars registered here exceeds 20% of the total of those registered at the country level, and the transport system has to face all the challenges. The aim of the present research is to conduct an analysis on the public transport network in the capital of Romania, Bucharest. In this study, we will analyse the external and internal factors influence both for the underground transportation system, as well as of for surface transport to highlight the strengths and weaknesses of the network, as well as the opportunities and threats in the economic environment. The result of the research will be represented by a detailed SWOT analysis, which will be used later in the development of a methodology for implementation of a series of actions concerning management measures on the public transport system in order to improve the overall quality of the network.

The construction of law provisions introduces the rationing of commence of the construction works on the construction of railway. These constructions provide free movement of rail, a passenger service and a freight service. Legal measures of rationing of the construction of railway are: the decision on the construction permit and the notification of the construction. The architectural and construction administration controls the planned construction undertaking. The construction law provisions are intended to protect the public interest, including the assurance of safety and effectiveness in the use of the construction of railway. These provisions also ensure the freedom of use of these buildings.
