A quarter-century of independent Ukraine. Dimensions of transformation

On 24 August 1991, the Supreme Council of the Ukrainian SSR proclaimed independence, and on 1 December the same year, the Ukrainian people ratified that proclamation in a referendum. The new Ukrainian state had some very important assets, such as the peaceful path that led to its independence, the fact that its territory was uncontested and its civilian administration was established. They downside, which determined Ukraine’s fundamental weaknesses, was that like the other former Soviet republics, it had been part of the Soviet state and had no central state bodies of its own, such as a general staff, a bank of issue, or most of the necessary ministries. // After nearly a quarter century of peaceful development, interrupted by the outbreak of the war in 2014, Ukraine is still weak, but at the same time it has consolidated internally and internationally, demonstrated its capacity to withstand armed aggression, and is actively looking for its place in the world. The country’s greatest success has been to raise a new generation of ‘natural-born citizens’ of Ukraine, while its greatest failure has been to succumb to the dramatic population decline with irreversible consequences, and to allow the impoverishment of the lower strata of society, typical for all the post-Soviet states. // The present paper is not a history of independent Ukraine, but an attempt to present the main mechanisms by which the former Soviet republic has transformed itself into an independent state with a market economy. It is therefore mainly focused on internal developments in Ukraine.

Rodne studije, kao interdisciplinarno područje istraživanja, dio su univerzitetskih kurikuluma u svijetu, a feminizam je postao važna paradigma akademskih rasprava. Situacija u Bosni i Hercegovini bitno je drugačija te, iako su stvorene neke pretpostavke za institucionalizaciju rodnih studija, obrazovni i naučnoistraživački procesi i dalje o(p)staju kao mjesto održavanja patrijarhalnog sistema. Naime, za institucionalizaciju rodnih studija važna su dva međusobno povezana segmenta. Prvi segment se odnosi na pokretanje naučnih časopisa i instituta iz oblasti rodnih studija. Drugi se odnosi na prisustvo sadržaja iz ovih oblasti u nastavnim planovima i programima na svim nivoima obrazovanja. S jedne strane, u oba segmenta možemo pratiti kontinuitet institucionalizacije u neformalnom sektoru, gdje nevladine organizacije radi daljeg aktivističkog djelovanja nužno preuzimaju teret obrazovnog i naučnoistraživačkog rada. Ovu tezu, na primjer, potvrđuju programi neformalnog obrazovanja iz rodnih/ženskih/feminističkih studija, kao i istraživanja i bogata izdavačka produkcija nekih nevladinih organizacija. S druge strane, u formalnom sektoru koji je za proces institucionalizacije u suštini ključni, može se pratiti diskontinuitet organizacijskih formi rodnih studija, pasivnost na višim nivoima i njegova ovisnost o individualnim naporima nastavnog kadra. Ovu tezu potvrđuje, na primjer, činjenica da značaj aktivnosti na organiziranju programa rodnih studija na II i III ciklusu pri Centru za interdisciplinarne studije Univerziteta u Sarajevu nije prepoznat. Ipak, na nekim bh. fakultetima nastavni planovi obuhvataju i obavezne ili izborne nastavne predmete iz oblasti rodnih studija.

Excess cultural baggage. Social mobilisation in an authoritarian Russia

Among the key processes which have been taking place in Russia in recent decades, special attention should be paid to social mobilisation, i.e. the developing habits of taking up grassroots activities, the emergence of horizontal social networks, the large number of formal and informal civic initiatives (both political and non-political). This mobilisation should not be analysed separately from the evolution of the model of the state as a whole, which – especially since 2012 – has seen an increase in repression and a decline in economic efficiency. The main question posed by this study concerns the conditions that make social mobilisation and the citizens’ dissatisfaction with the condition of the state only result in short-term and local outbreaks of protest and not into a change in the entire model of governance. In this context, the text considers both the current and personnel-related factors, and the long-term cultural, social and political factors.

Wśród istotnych procesów toczących się w Rosji w ostatniej dekadzie opisu i analizy wymaga aktywizacja społeczna – kształtujące się nawyki podejmowania oddolnych działań, tworzące się poziome sieci społeczne, duża liczba formalnych i nieformalnych inicjatyw obywatelskich, zarówno politycznych, jak i apolitycznych. Aktywizacja ta nie może jednak być rozpatrywana w oderwaniu od ewolucji całego modelu państwa, który – zwłaszcza po roku 2012 – notuje wzrost represyjności oraz spadek efektywności gospodarczej. Główne pytanie, jakie stawia niniejszy tekst, dotyczy uwarunkowań, które sprawiają, że aktywizacja społeczna i wzrost niezadowolenia obywateli z kondycji państwa skutkują jedynie krótkotrwałymi i lokalnymi wybuchami protestu i nie przekładają się na zmianę całego modelu zarządzania. W tym kontekście rozpatrzone zostały zarówno czynniki bieżące i personalne, jak i długofalowe uwarunkowania kulturowe, społeczne i polityczne.

Niniejsze opracowanie stanowi autorską próbę rekonstrukcji ideowych podstaw Republiki Tureckiej, przechodzącej od 2002 roku głęboką transformację pod rządami Partii Sprawiedliwości i Rozwoju (AKP). Transformacja ta na poziomie ideowym weszła w decydujący etap po zamachu stanu z 15 lipca 2016 roku, udaremnionym przez zwolenników rządu. Pucz jest traktowany jako nowoczesny mit polityczny, który służy władzom do budowania całościowej opowieści o rządzonej przez nie Turcji oraz do definiowania fundamentalnych wartości i tożsamości państwa. Rozumienie nowoczesnego mitu politycznego zaczerpnięto z klasycznej pracy Ernsta Cassirera, który wychodząc od definicji mitu jako „uosobionego pragnienia zbiorowego”, stwierdza, że mit to „emocja obrócona w obraz”. Dodatkowo najistotniejszą cechą takich nowoczesnych mitów politycznych jest fakt tworzenia ich przez przywódców, którzy w swoich działaniach mających na celu określenie charakteru i tożsamości państwa łączą elementy myślenia emocjonalnego, irracjonalnego z umiejętnością ich świadomego i zręcznego wykorzystania. Tworzenie całościowej opowieści o państwie nie może być pozostawione przypadkowi.

Dreams of Civil Society Two Decades Later: Civic Advocacy in the Czech Republic

This study focuses on the key aspects of Czech civil society two decades after the revolution of 1989. More particularly, we explore a particular function of civil society – the political, representative, contentious, or advocacy function – and deliberately leave aside the others. In other words, we stress the “political” sense of the concept of civil society that was proposed and developed by many thinkers (for overview see Keane 1998; Cohen, Arato 1999; Kaldor 2003). This study acknowledges that the concept is inextricably linked to the notion of political order or democracy and that its political dimensionis a key aspect that distinguishes this social sphere from the state, family, or economy. Some of the contemporary normative perspectives on civil society propose an ideal type of civil sphere that prevents the powers of the state and the market from invading the lives of citizens (e.g., Habermas, Skocpol, Ehrenberg).

The roles and functions of non-profit organizations have been transforming in the last few decades; massive change is occurring in the non-profit sector and its organizations. Their position have progressively shifted, their traditional philanthropic and associational roles are being supplemented by other functions, missions and goals. Non-profit organizations are increasingly becoming competitors and collaborators with private firms and government agencies; they also represent important economic forces. The role of non-profit institutions in the modern world is certainly considerable and worthy of study. This book is focused on those above mentioned issues: non-profit organizations behaviour and the way particular theories and definitions reflect the non-profit phenomenon. The basic and favoured theories are being examined and confronted with real manners of the non-profit subjects. The attention is being paid especially to the basic concepts of the non-profit economics. The analysis of the particular theories and concepts serves as a base for the recommendations for the public policies towards the non-profit sector.

Fondacija „Fridrih Ebert“ je njemačka politička fondacija koja baštini ideje bliske socijaldemokratiji, djeluje u međunarodnim okvirima, a cilj joj je doprinos međunarodnom razumijevanju, razvoju demokratije, društvene pravde i ekonomskog prosperiteta. Fondacija je devedesetih godina započela s aktivnostima na području jugoistočne Evrope, koje su u posljednjih nekoliko godina uključivale i Crnu Goru. Jedna od naših glavnih projektnih linija realizovana je u saradnji sa Centrom za građansko obrazovanje. Riječ je o Školi demokratije, koju smo podržavali tokom protekle dvije godine. Ponosni smo što za ovaj projekat postoji sve veće interesovanje, tako da su u ovoj godini uspješno realizovana dva kursa Škole. Smatramo da je to odlična inicijativa, koja pomaže mladim ljudima pripremajući ih za aktivnije učešće u razvoju države i društva. Upravo ovaj vid saradnje sa demokratskim institucijama doprinosi jačanju i proširivanju demokratskih sistema, a u cilju veće društvene pravde i ekonomskog prosperiteta. Materijali koji su napravljeni i korišćeni za vrijeme kurseva Škole demokratije odlično su pripremljeni i korisni, zbog čega želimo da omogućimo njihovu publikaciju i širu distribuciju. Ovo je drugi dio priručnika za Školu demokratije; nadamo se da će ga trajno koristiti polaznici ove škole, studenti, eksperti, političari i zapošljeni u državnom sektoru. Na ovaj način, Fondacija „Fridrih Ebert fondacija“ učestvuje u političkom razvoju Crne Gore. Želio bih da izrazim posebnu zahvalnost Centru za građansko obrazovanje i gospođici Daliborki Uljarević, koja je osmislila ovu ideju i preuzela težak zadatak koordinacije izrade i publikovanja priručnika.

Priručnik za školu evropskih integracija

Ova publikacija je dio projekta “Škola evropskih integracija”, koji realizuju Centar za građansko obrazovanje, Centar za razvoj nevladinih organizacija i Evropski pokret u Crnoj Gori, uz podršku Foundation Open Society Institute, Predstavništvo Crna Gora. Škola evropskih integracija je dugoročni program alternativnog obrazovanja odraslih, koji je započet u januaru 2004. Program se sastoji od četvoromjesečnih kurseva na kojima se, kroz kombinaciju tradicionalnih i interaktivnih metoda učenja, obrađuju teme vezane za istorijat evropskih integracija, institucije i organizacije EU, principe i vrijednosti na kojima počiva EU, kao i iskustva pojedinih zemalja u procesu integracija. U sklopu prve i druge generacije, Školu je uspješno završilo 65 polaznika (iz javnog sektora, medija, NVO-a, političkih partija i akademskih institucija), koji su pokazali visok nivo motivacije i želje da stečena znanja primjenjuju u svom svakodnevnom radu. Učesnici programa su slušali predavanja domaćih i inostranih stručnjaka, diplomata i državnih zvaničnika, čije autorske tekstove, odnosno obrađena predavanja, objavljujemo u ovoj knjizi. Uzimajući u obzir veliko interesovanje za evropske integracije, kao i nedovoljan broj publikacija u kojima bi se na jasan i pregledan način obradili najvažniji aspekti ove složene i obimne teme, smatrali smo da će ova knjiga biti korisna ne samo polaznicima Škole, već i široj publici zainteresovanoj za pomenutu oblast. Ovu priliku koristimo i da iskažemo veliku zahvalnost predavačima naše Škole na trudu, vremenu i pozitivnoj energiji koju su ulagali prenoseći svoja znanja i iskustva slušaocima i budućim čitaocima. Takođe, zahvaljujemo se i polaznicima Škole na interesovanju i optimizmu koje su pokazali učestvujući u radu Škole i nadamo se da će stečena znanja upotrijebiti na dobrobit razvoja otvorenog demokratskog društva u Crnoj Gori.

Obrazovanje za demokratsko građanstvo (ODG) je postao zajednički cilj obrazovnih politika u Evropi tokom kasnih 90-tih. ODG je bio snažno podržavan na političkom nivou, ali prilično nedosljedno pokrivan inicijativama vlada. Ova studija je iz tog razloga bila potrebna kako bi dala pregled politika koje su u upotrebi i diskrepanci između politike i prakse. Opšti trendovi su morali biti identifikovani zajedno sa pojedinačnim preporukama i idejama za dalju akciju. Sveevropska studija o politici ODG-a je pokrenuta 2002. godine. Njen glavni cilj je bio da označi nacionalne ODG politike u Evropi. Studija je uključivala saradnju velikog broja ljudi u Evropi. Posebno se treba zahvaliti autorima: gdinu César Bîrzéa (Rumunija), gdin-u David Kerr (Ujedinjeno Kraljevstvo), gdin-u Rolf Mikkelsen (Norveška), gdin-u Isak Froumin (Rusija), gdin-u Bruno Losito (Italija), gdin-u Milan Pol (Republika Češka) i gdin-u Mitja Sardoc (Slovenija), sa početnom podrškom gdin-a Cameron Harrison-a (Ujedinjeno Kraljevstvo) i gdin-a Bernd Baumgartl-a (Austrija).

Many social problems that are present in the South East Europe (SEE), such as unemployment, low political participation and migration, high brain drain, the highest unemployment rates of youth in Europe and the lowest rates of political participation of young people are particularly visible when it comes to youth, as they are a special social category. All these problems require a systematic approach and thorough analysis which can result in needed change and progress. The “Civic Platform for Young Liberal Activists” (CPLA) is a project organized by European Liberal Forum with the support of the Center Party International Foundation (CIS), Haya van Someren Stichting/VVD Internationaal and Boris Divkovic Foundation. The aim of this project is to provoke interest of youth in political activism, within the broad spectrum of civil society including political parties, NGOs and social movements. Liberal political NGOs of South-East Europe gathered young representatives of liberal political parties with one goal - to raise awareness of youth activism. As a part of the project tasks, teams had to write Opinion Pieces on a chosen topic that is relevant for their county, but also for the region. Due to the restrictions caused by the Covid-19 pandemic, teams did not have the opportunity to meet in person, however, their strong will and joint goals resulted in a publication named “The Voice of Youth”.

INTERNATIONAL SCIENTIFIC CONFERENCE “LOCAL ECONOMIC AND INFRASTRUCTURE DEVELOPMENT OF SEE IN THE CONTEXT OF EU ACCESSION”

The Conference is organized by the Academy of Sciences and Arts of Bosnia and Herzegovina (ANUBIH), Croatian Academy of Sciences and Arts (HAZU), University of Bologna, School of Economics and Business Sarajevo University Sarajevo, Institute of Economics Sarajevo, Faculty of Political Sciences University Sarajevo, Centre for development local and regional self-government. This is third conference about local and regional development after 1995, and reflected specific interest and tradition Academy in local, urban and regional development research. Academy, Department of Social Sciences has long tradition, more than six decade, in research problems local, urban, city and regional development. Conference will start on September 20, 2013, and will finish September 21, 2013. Conference will be first day, September 20, 2013. Forum mayors WB will be second day, September 21, 2013. The main conference topic is local economic and infrastructural development SEE in context EU accession. This topic sublimes and reflects economic and political approaches to four specific and important themes for local development (communities and cities): first, management and strategic planning of local economic development; second, financing of local economic and infrastructure development; third, the role of civil society in local economic and infrastructure development and fourth, local communities and territorial organization. In context constitutional and legal aspects of local economic and infrastructural development, authors discuss: constitutional and legal role local governments in economic and infrastructural development municipalities and cities, role of municipal prefects and majors in the local economic and infrastructural development; institutional forms and shapes in the implementation of regional development; local economic development and modernization of local governance; constitutional and legal position of municipal and city governments in strategic planning and promoting local economic development and infrastructure development Next part is local economic and infrastructural development with following themes: framework for sustainable local development strategy; situation and perspectives for economic development of city; integrated methodological framework for formulation and implementation of local development strategy; influence of tertiary activities on local and rural development; linking of the urban and rural tourist dimension for the purpose of increase in economic effect of tourism; opportunities and responsibilities of local self-government in environmental aspects of the EU integration process; competitiveness local government units; European union regional policy; the effect of capital construction of power facilities on the economic development of local communities Local communities and reform of territorial organization and economic and functional efficiency of territorial organization; and convergence of local government units consists third part focusing on connections local economic development and infrastructural development with state territorial organization. Financing of local economic and infrastructural development is very important part on the Conference and consists following themes: importance of the EU pre-accession assistance in financing of local economic and infrastructure development: experiences; the base methodology to safe implementation of public private partnership on the emerging market of the south east Europe; the role and importance of the public-private partnership in financing local economic development; innovation and entrepreneurship – investment in people and skills; the role of R&D and innovation in local economic development; PPP tools as an innovation element for the qualification of the public procurement sector in the EU policy framework from a regional point of view, fiscal federalism and possibility for borrowing. In the end, but not least, last part is non-government organization (NGO) and their position or role in economic and infrastructural local development focusing on civil society: an inevitable partner in the development of local communities in young democracies. Mayors of capital city (Ljubljana, Zagreb, Belgrade, Podgorica, Skopje, Sarajevo, Priština) new state on the Western Balkan, part of the Adriatic macro region invited to present experiences about city development, infrastructures, legal framework, financing, and other important question city (urban) development. We hope, with support Delegation EU in Bosnia and Herzegovina and City of Sarajevo, Forum city mayors should be organize each years and should be place for exchanging experiences and searching answers for the most important questions of local, city and regional development in context EU accession, new development framework, and new approaches. Proceeding contains papers authors from Italy, Slovenia, Croatia, Serbia, Macedonia, Montenegro, and Bosnia and Herzegovina. Number of papers submitted is of great importance for this conference. Papers were subjected to a blind reviewing process of international team reviewers. Proceeding indexed in EBSCO and CEEOL (Central and Eastern European Online Library), and has CIP cataloging, ISBN and COBISS number. Keynote speakers for first day Conference “Local economic and infrastructure development SEE in context EU accession” are: members of Academy of Sciences and Arts of Bosnia and Herzegovina (ANUBIH), Croatian Academy of Sciences and Arts (HAZU), University of Bologna, Unit Forward Studies and Cross-sector policies of Region Emilia-Romagna, Faculty of Economics University of Zagreb, etc. Keynote speakers for second day (Forum mayors) are: mayors of Ljubljana, mayors of Zagreb, mayors of Belgarde, mayors of Podgorica, mayors of Sarajevo, etc. Prof. Komšić, Mayors of Sarajevo City is host of Forum mayors this year. Conference participant are: academicians, professors, member of university, researchers, policymakers on the local, city, regional and state level, city mayors, community mayors, member of associations municipalities and cities in region, prime ministries and ministries, representatives NGO, international communities, development agencies, PhD students, etc. The Conference was supported by Ministry of environmental and tourism, Elektroprivreda BiH, BH Telecom d.d. Sarajevo, Sarajevo City, Canton Sarajevo, Municipality Centar Sarajevo, Municipality Novi Grad Sarajevo, Municipality Ilidža, Delegation EU in Bosnia and Herzegovina.
