With the restoration of Bulgarian statehood the various ethnic and religious communities, incl. and Gypsies, become full-fledged Bulgarian subjects. In the announcement, we are addressing only the specific moments outlining the place of the Gypsies in a Bulgarian state in the period from the end of the 19th century to the mid-twentieth century. We fix on the actions of the executive to them as regards of migration processes, nomadism and the territorial settlement of their neighborhoods. We look at the institution of cheribashiata – the proxy who presents the gypsies in front of the municipal administrative authorities as well as the place of the Gypsies in the institutions responsible for external and internal security and public order in Bulgaria.The process of globalization and the mobility of human resources pose new tasks and challenges towards the foreign language education in theoretical and practical aspect nowadays. It focuses on the development of competences outside the classroom that help smooth interactions and co-existence between members in multicultural societies. The aim of the present paper is to: 1) Introduce to the reader some of the methods used in teaching Japanese language as a second language in higher education institutions in Japan; 2) Focus on contemporary methods that meet the requirements of the process of globalization.

Karst aquifers and thermal baths prone to hazards – case studies

The paper explores the link between the architecture and the natural landscape of thermal baths, which were built in Hungary (Budapest) and Romania (Băile Herculane) during the early 20th century. Through a combination of various methods of inquiry, such as field trips and literature documentation, this research was able to develop a deeper understanding of the subject. The actual conditions of built heritage differs in the two countries, but are quite similar in the hazards it is prone to. With the aim of raising the public awareness of the problems facing the natural and urban landscape, this paper presents a brief description of the investigation of the thermal baths changes over time.

At present, when pandemic enters a new phase, the geopolitical confrontation between the adherents of unipolar and multipolar international security systems takes its new impetus. Besides the pandemic restrictions used widely as a tool of political pressure, the LGBT issue recently gained new importance. LGBTQ activists that announced pride in the Georgian capital have not taken to the main avenue of Tbilisi out of fears of violence. Instead,anti-LGBTQ groups' representatives used physical violence against media representatives because of their perceived pro-LGBTQ/Western stance. As it is known LGBTQ issue has become quite divisive not only in Georgia but in EU member countries. The present paper discusses developments in Georgia and the post-Soviet area as an example of a small proxy state of the former Soviet Union as an arena of struggle between the West and East on values shared by the most Western democracies.

SEPARATISM TODAY: THE GEOPOLITICALLY SIGNIFICANT CASE OF CATALONIA

Catalonia’s national identity has its roots in the Middle Ages and Early modern times. In the 19th century, the Catalonian search for independence was encouraged by romantic and revolutionary concepts spread across Europe. After the First World War, we can notice a significant increase of political actions as regards the Catalonian nationalists-separatists, including violent episodes and riots in main cities. As for the contemporary period, the financial crisis in 2007-2008 acted as a new booster for nationalist-separatist ideas leading eventually to referendums in 2009 and also in 2017. The present study is exploring in a historical register the process of Catalonian’s independence. In doing so, I intend to identify and examine theCatalan’s main reasons in claiming complete political independence. The study tackles particularly recent interviews presenting opinions of several Catalonian citizens, some of them with political or administrative responsibilities, concerning regional independence and its potential consequences.

THE IMPACT OF THE UKRAINIAN REFUGEE WAVE ON REGIONAL SECURITY. RISK ASSESSMENT AND EVOLVING SCENARIOS

In today’s society, instability and conflict are growing more prevalent, with citizens fearing for what is next, for what some state actor might do, and its impact on our lives and our children. The ongoing Russian-Ukrainian conflict presents a gloomy scenario in which all our beliefs, as European citizens, seem only to survive as glimpses of hope. The probability of such an impactful conflict and the unlikely military conventionalism related to it makes every citizen of any European country to doubt the safety net in which we thought to be, so far. The most devastating effect, specific and real at this moment, of the near conflict in Europe is an economic one since a new refugee wave threatens to destabilize all societal equilibrium. On the other side of the barricade, Russia's position is mainly due to the internal challenges it faces, as its economy is destabilized by United States sanctions. Low oil prices at the end of the second decade of the 21st century is causing serious economic problems in the Russian Federation. Thus, the state faces a rather weak demographic outlook in the future, which is why it is looking for solutions for expansion and evolution, both globally and as a major regional player.

REFUGEES FROM UKRAINE. IS THERE A CASE FOR STRATEGIC ENGINEERED DISPLACEMENT?

The purpose of this paper is to provide a framework for analyzing the current refugee flow from Ukraine in a manner that goes beyond statistics or humanitarian law towards intentionality and strategic games. The author will use Kelly M. Greenhill’s model of strategic engineered migration to investigate the case of refugees from Ukraine in order to assess the potential intention of Russia to use large masses of displaced people, caused by the illegal and unprovoked war, to achieve some hidden goals apart from the stated ones. The paper is built, first of all, on analyzing the theoretical framework focused on the types of strategic engineered migration, the evolution of the refugee flow, the humanitarian crisis and the implications for transit and destination countries. Also, there will be comparisons with the Russian intervention in the Syrian civil war and the case of the crisis caused by Belarus on its borders with Latvia, Lithuania and Poland as illustrative for the use of refugees and migrants by a state actor in order to achieve specific political goals. In the last section, the author will investigate the opportunity to translate the case of war refugees into the model initially dedicated to the broader issue of migration, and, finally, will use it to the present case of refugees from Ukraine.

Deeplearning is a branch of machine learning and artificial intelligence (AI) that focuses on training deep neural networks to learn and make decisions or make predictions. This technology is inspired by the structure and function of the human brain.Deeplearning models are made up of several layers of interconnected artificial neurons, called artificial neural networks. Each layer takes the output from the previous layer, processes it and sends it to the next layer. Layers close to the input are responsible for extracting lower-level features, while deeper layers learn higher-level representations or abstractions.One of the main advantages of deeplearning is its ability to automatically learn relevant features or representations from raw data, eliminating the need for manual engineering. This allows deeplearning models to excel in tasks such as image and speech recognition, natural language processing, recommender systems, and more.Training deeplearning models typically involves providing a large set of labeled data and using an algorithm called backpropagation to adjust connection weights between neurons, minimizing the difference between predicted and actual outputs. This process is computationally intensive and often requires significant computational resources such as specialized hardware (e.g., GPUs) or distributed computing systems.

Punishment has undergone fundamental transformations over time, probably more so than any other institution of criminal law. Many of the changes in society call into question some characteristics of punishment and even seem to require a rethinking of the entire sanctioning system. The way society reacts to the application of punishments has also gone through important transformations. Even if by law the public reaction does not have an immediate impact on the punishment, the legislator takes this aspect into account, with some limits imposed by the international regulations on human rights, but also by the specifics of criminal law, at least in terms of future legislative changes.

The methodology of English for specific purposes has long been employed and developed, capitalizing on the latest language research and linguistic traits. Using semantic analysis and more specifically semantic frames (in the sense of Fillmore ) to deconstruct the meanings of a lexical unit or word is a complex and rewarding methodological approach; this can facilitate the comprehension of cultural and social concepts behind the lexical units, contrasting concepts and situations and contextualizing them with more semantic precision. Law enforcement concepts favour this approach due to the social and historical complexity of law enforcement systems and their impact on cross-cultural communication. This paper explores two semantic frames of law enforcement concepts – ‘Criminal attempts’ and the ‘Power to stop and search’ - to demonstrate the rationale and applicability of frame semantics to English law enforcement vocabulary teaching.

The report examines the People's Republic of China's (PRC) new espionage legislation. Attention is paid to the Criminal Code of the PRC, but also to the new Counterespionage Law of 2023, which seriously strengthens the legal measures to protect the security of the PRC. Views are provided on the legal approaches used in China, as well as the degree of risk to foreign persons and entities wishing to conduct business services in that country or employ Chinese nationals in light of possible espionage charges. At the legislative level, measures have been introduced to hinder the activities of foreign intelligence services and to protect state secrets of the PRC, but this creates risks for the normal business activities of foreign companies in PRC.

Global business and other activities of Chinese enterprises and stakeholders have been increasing in number, variety and significance – against the backdrop of the crucial importance and attractiveness of the Chinese market for MNCs and new actors from BRI countries, and overall ever more interconnected and complex global environment (further complicated by the pandemic and various other developments in the past years) and also influenced by landmark initiatives such as 17+1 (which constantly evolved) and the Belt and Road – of high importance to China but somewhat of a mystery to non-Chinese stakeholders. Communicating internationally in English in ways that achieve intended objectives is crucial but often affected by the widespread use of cliches and expressions that are not optimized to “speak” to the intended audience. Beyond examples from my practice, Chinese publications in English and foreign publications about Chinese business activity and the Belt and Road Initiative and identifying key differences between them, the negative outcomes they lead to, pointing out some communication and culture gaps and propose some solutions, I also look at straightforward primary examples – the Personal Statements prepared by over 200 ECUPL seniors. From the emergence of the concept of sustainable development to the present day, this model of development has been a global policy with economic, social and environmental implications, of major importance for our common good. Achieving sustainable development goals requires a holistic, long-term approach. The realization of the sustainable development vision and the monitoring of progress are based on indicators of achievement that need to be linked to specific actions over a time horizon. Identifying the right indicators and interpreting them is crucial. This paper provides an overview of the challenge of measuring indicators for monitoring progress on sustainable development and is a starting point for future in-depth analysis of the indicators associated with the 17 SDGs and the criteria for their selection.

The article is devoted to the problem of semantic derivation in the field of euphemistic vocabulary. Euphemization is a dynamic phenomenon caused by linguistic and extra-linguistic factors. The replacement of linguistic taboos with euphemisms is based on the processes of secondary nomination, which involves the use of existing nominative means as new names of entities, processes, phenomena, actions. The creation of euphemistic vocabulary in Ukrainian and Polish is carried out through metonymic, metaphorical and functional transfers and generalization. Universal euphemisms in both languages arise due to the fact that most semantic models are formed by the same type of cultural codes, ones that are reflected in the language. Distinctive euphemistic nominations in Ukrainian and Polish define a specific view of the world, resulting from national and cultural factors and the historical development of the languages.
