Entrepreneurial Activity in Slovakia: Selected Regional Aspects and the Role of Governmental Environment

Purpose: The main aim of our study was to contribute to this increasing body of the regional entrepreneurship literature by a better understanding of the regional entrepreneurial activity in Slovakia as an example of post-communist economy. Design/methodology/approach: We exploit the existing measures of entrepreneurship from Global Entrepreneurship Monitor and Statistical Office of the Slovak Republic, and we explore the inter-regional differences in the levels of entrepreneurial activity among eight Slovak NUTS 3 regions during years 2011-2015. We also employ the multivariate regression models and empirically investigate the relationship between the business environment and entrepreneurial activity in Slovakia. Findings: The average engagement in entrepreneurship in Slovakia was during the analysed period 16-18% of the economically active population depending on the measure used. The results of multivariate regression models have shown that the overall improvement of the general business environment positively influences the levels of entrepreneurship in Slovakia. Research/practical implications: We believe that such an observation may serve as an encouragement for the further efforts invested in improving business conditions for the established and new Slovak entrepreneurs. We also encourage future researchers to study further other location factors of entrepreneurial activity such as cultural, logistic and socioeconomic variables. Future research might also address the role of entrepreneurial infrastructure and public entrepreneurship and SME policies. Originality/value: The presented study empirically contributes to the body of knowledge on the regional entrepreneurship and the conducted approach towards quantification of the entrepreneurial activity might serve as an inspiration for other scholars.

In this paper, the author analyzes the impossibility of coexistence of educational contents that are contradictory to one another. The author tries to point at the problem of opposites that originates in the phenomenon of contemporary existence of religious education as an optional subject in the school system of Republic of Srpska and an attempt to introduce new educational content entitled “Sexual education” as an optional subject in high schools in Serbia. According to the Article 40 of the Law on Churches and Religious Associations, “the right to deliver religious education in civil and private elementary and high schools is guaranteed by the law”, which results from the Article 1 of the same Law (Official Gazette of Republic of Srpska, No. 36/2006). The author wants to point at the danger of introducing the subject “Sexual education” in schools, which is in collision with the aforementioned Law, which may endanger the principal moral values of the traditional Churches and religious associations, as well as to cause a negative critique by the society. The rush toward the European way of integrations, which, in the words of professor Panov, demands the sacrifice of real and original moral values for the sake of the propagated moral suspension, is actually a wrong path that has “Sexual education” or, as they named it in the pilot project, “Reproductive health education” as one of its many small stops.

This paper studies the efficiency of tertiary education expenditure by a comparison between EU Member States in Central and Eastern Europe with respect to the effects related to the quality of education obtained through the application of the Data Envelopment Analysis (DEA) method. The paper introduces a new approach to measuring the outputs of tertiary education expenditure related to realization on the labour market and welfare. The results of the study show that, among seven CEE countries, EU member states, only in Romania efficiency of tertiary education expenditure is observed, while Bulgaria shows the largest deviation from the efficiency frontier.

This article is part of a study by the author made in the 2016-2019 year of the Balkan Regional Development Agencies. Regional competitiveness is viewed in terms of psychological, cultural and behavioral aspects. These characteristics are specific to each territorial community and have a significant impact on economic processes and hence on the competitiveness of the region. The article presents the individual elements of the community culture of the territory, each element being defined individually in view of its importance as a factor for competitiveness. The author has used in his article the ideas of a number of authors with significant contributions in the field of psychological, social and cultural studies of the regions. At the end of the article the author has formulated conclusions that can be a starting point for taking into account the influence of psychological and cultural aspects of competitiveness and their incorporation into the policies for effective regional economic development.

The paper problematizes on the urban spaces, analyzing the discourses of: (national) majority, minorities, the newcomers (migrants), the others, emphasizing on the forms of visualization. The case of the towns of Tsarevo and Pomorie in Bulgaria and Edirne in Turkey are presented by the two migrant groups that have crossed the Bulgarian-Turkish border and settled in particular urban neighbourhoods. The visual approach in the urban anthropology requires a specific methodology starting from the material environment of the city and its public spaces to the social and cultural relationships of the urban inhabitants and the invisible aspects of their symbolic layer as memory and heritage. The paper analyzes the strategies and valorization and legitimation of the heritage of migration and heirs, who trace their places of everyday life and festivity. The fieldwork research was done among the heirs of the so called “Thracian Bulgarians”, living in Tsarevo and Pomorie and the Turks, born in Bulgaria and resettled in Turkey in Edirne.

Over the years there have been presentations of many research-works on the so-called “migration and development nexus” with several schools of thought contributing significantly towards the concept as far as the theoretical framework is concerned. In particular, the New Economic Labour of Migration (NELM) stresses on the impact of financial remittances (an aspect of migration) and how it serves as an insurance for most family members. Significantly, there have been several statistical data from the World Bank which highlight on the role of remittance and how it could be a poverty alleviation tool. Whilst these assumptions and theoretical underpinnings seem to argue in favour of how migration could be a contributor to development and poverty reduction, evidence from the grounds seem to suggest quite a worrying situation. Indeed, we cannot discuss development robustly without shedding light on inequality. Thus, the inequality gap between the rich and poor as well as the monumental regional development gap keep widening as the beneficiary of remittances are normally those within the middle and upper class and the places where these live. With reference to Ghana as a case study, the prime focus of this paper discusses how migrants’ remittance is contributing towards inequality in Ghana. To address this issue, this paper is structured into two main parts. The first part discusses statistical data on remittances to Ghana with a review on the theoretical framework on the consequences of migration. The second part delve into the issue of inequality and the role of remittances, discussing options for a better future, with higher levels of social justice.

This report aims to show what the main effect is and how significant the benefits for Bulgaria are as a result of the country's participation in the European Union Strategy for the Danube Region. The first part of the report addresses key issues such as: What is the Danube Region? What are the main problems and challenges facing the countries involved? Why is it necessary to have a joint European strategy in this direction?The answers to these and other questions will give us a clear perception on the idea and the mission set in the establishment of such strategies at an EU level. The second part of the report is devoted entirely to Bulgaria's participation in the Strategy. The strategy is reviewed in detail and considered under its realization in Bulgaria in particular. The main emphasis is on the contributions and benefits of our participation in the Strategy for the Danube Region. In conclusion, the author allowed herself to draw some conclusions about the achieved results in Bulgaria.

Rönesans ve sonrasında Batı düşüncesinde etkin bir felsefi söylem olarak kendine yer edinen Hümanizm, Orta Çağ Hristiyanlığının “Tanrı merkezli bir varlık ve toplum tasavvuru” (Evkuran 39) olan teosentrik dünya görüşünün reddedildiği ve odağını Tanrı’dan insana kaydıran “homosentrik paradigmayı”1(Best ve Keller 180) ifade etmektedir. Nicola Abbagnon’un tanımlamasıyla “hümanizm insanın değerini kabul eden; onu her şeyin ölçütü olarak tanımlayan, insanın doğasını, yetilerinin ölçüsünü (sınırlarını) ya da ilgilerini konu edinen bir felsefedir” (763). Aydınlanma ve Modernite ile birlikte düşünsel zirvesine ulaşan hümanizm, insanları Tanrı’nın vesayetinden kurtararak, seküler değerlerin benimsenmesini, teknolojik egemenliği ve bilimsel akılcılığı teşvik eder. “Batı medeniyetinin seküler ve rasyonel doğrularını bariz bir şekilde yansıtan” (Davies 9) hümanizm, insan-dışı yaşam biçimlerinde olmadığını iddia ettiği temel bir insan özünde ısrar eder. Dolayısıyla, hümanizm ve ona eşlik eden kapitalist düzen Ben / Öteki, Erkek / Kadın, Doğal / Yapay, İnsan / İnsan Olmayan vb. ikili karşıtlar yaratır. Egemen aklın öznesine dayanan bu karşıtlıklar posthümanist söylemde eleştirilmektedir. Çeşitli anlam kalıplarına açık, “birden fazla ve birbiri içine geçmiş” (Ağın 1) anlamlara sahip bir kavram olan posthümanizm, hümanist söylemin iddialarını kabullenmeyi reddederek, hümanizmin hegemonyasına meydan okumayı ve onu dönüştürmeyi amaçlayan bir dizi eleştirel söylemler bütünüdür. Gülnur Güvenç’e göre “posthümanizm, hümanizmin neden olduğu bunalımları açıklayan, düzenleyen veya bunlarla başa çıkmaya yönelik fikirler içeren bir şemsiye terim olarak kabul edilir” (49). İkili karşıtlıkları aşma yönünde, insanı fiziksel ve ontolojik olarak değişime uğratan gelişmiş teknoloji kültürüne posthümanizm de özel bir önem atfetmektedir. Posthümanizmin doğayı ve ekolojiyi de kapsayan tekno-bilimsel felsefesi, artık saf olmayan ve teknolojiyle dönüştürülmüş özneler üzerinde durmaktadır. Andy Miah’ın da belirttiği gibi, “teknolojik değişim posthümanizmin çağdaş temsillerinin bir merkezi haline gelmiştir” (271). Bu atfedilen tekno-kültürde organik ve doğal olmayan “insan/makine, hayvan/organizma/insan, fiziksel/fiziksel-olmayan melez” dönüşümler gibi “posthuman’daki ‘post’ ön eki insanın sınırlarını aşan hem ‘sonra’ hem de ‘öte’ anlamını işaret eder” (Buran 126). Bu bağlamda posthümanizm insanın tarihsel bir eleştirisinden yola çıkarak hümanizm sonrası döneme önceliğini verir ve teknolojinin dönüştürücü etkisini de göz önünde bulundurur (Yeşilyurt 9). Anti-hümanist, feminist ve postmodern düşünürlerin fikirleri ekseninde gelişen posthümanizmin özünde yatan niyet, hümanizmin insanlığa dayattığı totaliter büyük anlatıları parçalayarak, onları çeşitlilik ve akışkanlık fikirleriyle değiştirmektir. Bu özellikleriyle posthümanizm klasik hümanist kavramların eleştirisini yapan, yüksek teknoloji kültürünün dönüştürücügücüne vurgu yapan postmodern bir düşünce olarak da kabul edilebilir.

The paper presents an assessment of the opportunities for the Bulgarian economy and the Bulgarian business to move towards sustainable development under the concept of corporate social responsibility. On the part of CSR supporters, the concept in question is not just a channel for a transition to sustainability; they identify it with sustainable development. This paper is not intended to deny the concept of CSR, but to specify the limitations to CSR on the road to sustainability, on the one hand, and the defi cits related to CSR adoption in business management practice in Bulgaria. Based on a theoretical analysis within the system approach, the relationship between the two is interpreted: the concept of CSR and the concept of sustainable development. The main challenges to the process of CSR transformation into a means of transition to sustainability have been identifi ed. Results from a representative empirical study by other authors on CSR issues are also commented on.

Nowadays, shareholders would like to receive more information about companies’ activities. They would like to know how the company treats their local community, how their activities influencethe environment or even if the company’s activities are harmful for society. This information is needed and has to do with costs for society. Tracking these costs, called external costs, more precisely seems to be becoming more important in accounting and is starting to become a new research area.The need for treating external costs like a part of research in accounting is indicated by a trend of the accounting of social responsibility, the theory of legitimacy in accounting, the concept of full cost accounting and the directive on disclosure of non-financial information. The use of the environment isn’t free of charge for companies. According to national laws, companies are obligated to pay environmental fees or taxes when using the environment. Existing fees and taxes for using the environment don’t resolve the problems of measuring and evaluating the external costs in companies. What is important to note is that external costs are connected with using goods such as air, soil, water,silence or the aesthetics of the surroundings. They all are non-marketable goods; they don’t have prices on the market. Therefore, one of the non-market valuation methods could be used to evaluate them. One of the biggest problems for accounting in the future will be measuring the volume of using these goods or measuring the size of reduction in the quality of public goods suffered and assigning the decrease to particular companies.
