TÜRK EĞİTİM POLİTİKASINDA BATI ETKİSİ: BİTMEYEN BATILILAŞMA

The process of Modernization-Westernization that began during the years of the decline of the Ottoman Empire, and continues right up to the present, is evaluated in relation to the Turkish educational system in the present study. European high-ranking officials and foreign education specialists came from the West via minority and foreign schools, and these specialists served the Ottoman Empire. They brought westernization and modernization to Turkey. In this study, the conveyance of that westernization is evaluated. Westernization and modernization were discussed separately, and a comparison was made between the Turkish experience and that of Russia and Japan. It was also determined that education area of Turkey could only partially modernize and Turkey could not create its own autonomous educational system. According to the conclusion of the study, the westernization of Turkey has been continuous. France was dominant in the Turkish educational system in the 19th century. After the Second World War, the USA was dominant, and beginning in the 2000s, the European Union has also been involved in the Turkish educational system, and is now predominant.

ÖZBEKSTAN’DA OTORTER REJM SYASET

All the ex-Soviet Central Asian states have super-presidential, authoritarian regimes with poor human rights records. Uzbekistan has also had an authoritarian regime with a superpresidential government almost since independence in 1991. Ever since then, Islam Karimov has been president, re-elected without meaningful opposition on three occasions and likely to rule indefinitely without a constitutional replacement. Competing personalities and parties have been eliminated, exiled, or prevented from exercising any public opposition. This article summarizes democratic and authoritarian tendencies occurred after Uzbekistan emerged as an independent state, Uzbek parliamentary elections and Karimov Period, and US-Uzbek Relations after 9/11 and Andijan Massacre and the prospects of the future.

The world is being ruled by the very discrete people you have perceived. We mention about a network of interest group called as “global capital”, dominating global money and capital, precipitating the nations into wars, for the sake of their individual, family and corporation interests. They earn a great deal of money from the wars thru stock exchange and arms trading. They want to control whole world by founding a world state or a world order serving for them. The world is ruled by those dark families and dirty corporations. Elected leaders of nations either will do what they demand or suffer from the cabals. They aim to have a perpetual dynasty by gaining new colonies. They are not a part any process, they are invisible, and there is no any government able to make influence on them. They are in competition among themselves. Almost in every country, some owners of corporations, employer syndicates, mass media kings, academicians who are in the pursuance of fame, career and monetary interests make effort to be inside of that network. Acknowledgement and pursuit of those people acting in cosmopolitan spirit within the state, political party or university would be one of the critical national security concern in the 21 st century.

In this study, socio-economic aspects of Honaz Township in the first quarter of XVIth century, which was an important township of Kutahya City which was a state of Ottoman Empire in its golden age, will be examined in the framework of Anatolian Accounting Register which dates from 1530 and numbered 438. The register mentioned above has all necessary sources such as wealth sources, population movements, ethnic structure, foundations, administrative and military structure, system of the state. The main aim of this work is to eliminate the deficiencies by evaluating all data in the register written in Suleyman The Magnificent’s time and works about Honaz and its income sources, settlement, population, foundations, socio-cultural structure of that period and also provide materials which can be used safely and easily by the historians who search this topic.

Briefly, Information Technology (IT) is “all of information systems based on computer from main systems to microcomputers” or “obtaining information via computers, processing, storage and distribution of the necessary places” defined as. Businesses make investments in technology in order to be there in a globalized world. Information technology is a large part of these investments. The aim of this study is to reveal IT investments how affects the cost of production in enterprises which seeking to achieve the maximum profit with minimum cost. Fort his purpose, operating in Gaziantep Organized Industrial Zone, Banko Paint Factory were examined in terms of the cost of production before and after is done automation investment. According to results of our research have been identified businesses engaged in investment in information technology reduced cost in labor (0.77) and manufacturing costs (0.67).

SÖMÜRGECİ ETNİSİTE OYUNUNA KARŞI TÜRK MİLLİYETÇİLİĞİ

In order to subjugate Turkish Nation, especially since last 200 years, imperialists imposed a method of self alienation and metamorphosis of our nation. Behind the strategic gambit that called seperatism today are those long term preparations and strategies of self alienation. That started with naming and categorization of everyday speech which in fact consisted mixing of existing tongues spoken by some people who were out of touch with central education as if it’s a separate language. At the last quarter of 18th century P. Maurizio GARZONI, lived 30 km away from today’s Turkish/ Iraqi border for 18 years and made observations on Armenians, Assyrians, Chaldeans and Nastorians for separatist purposes. Italian missionary priest Maurizio GARZONI published his work at 1787. Though if scientific objectivity applied for this issue, the “thing” that named as a separate language by imperialists, which was spoken by people who are out of touch with central education, the dialects of kirmanji and zazaki can be seen for the most part consisted of mixing ancient Göktürk and Uighur dialects with Chuvash speech, which is essentially old Turkic.

XXI YÜZYILDA RUSYA’NIN SANAYİ SEKTÖRÜNÜN YAPISAL ANALİZİ

After starting the process of dissolution of the Soviet Union in the 1990s, Russia has faced severe economic crises. Consumer goods and services due to the central economic policies of Soviet-era were lagging behind all around the world. With the economic crisis that erupted in Asia in 1998, oil and natural gas prices have fallen and the Russian economy was greatly influenced by it. When we look at the economy of Russia, it can be seen that, Russia's economy gives foreign trade surplus, is self-contained and seems to have even more. Active labor force of the country's and natural resources give the impression that, the country's economy has a vibrant, sustainable and an open economy. However, high level of oil prices and favorable trade opportunities appearance as important reasons for the strong growth in Russia.

TÜRKİYE BÖLGEDE LİDER ÜLKE Mİ?

Instead of forejudging whether or not Turkey is a leader as understood from the title and picking those events that would prove our point we started asking questions and searched for answers looking at the events that are taking place. A leader country does not establish its stance based on the world events and does not assume the role of subcontractor in another country’s project. First and foremost, a leader country determines the policies. Within its own boundaries and with its own free will it first plans the foreign policy actions and by using one or more of its economic, cultural, military, diplomatic forces and resources throws its weight behind the conditions in the arenas it wants to be effective. One cannot speak of leadership of a country when it is powerless to get its way and unable to stop events harming it.

BÜYÜK UYGUR DEVLETİ DÖNEMİNDE “ARP ÇALGISI”

Great Uighur State was one of the most prominent civilization of scientific and cultural features. Turkish music culture also demonstrated significant improvements in this state age. Numerous instruments emerged and old instruments developed in this state. The harp, which based on Hun State, also developed in Uighur State. However, there is little or no information about the harp’s Turkish origin in national and international literature.The research based on literature review, is provided Uighur Turk’s harps and it is determined that these harps’ features. Based on Uighur miniatures and documents, it is commented that how and where these instruments plays. In addition it has been argued that, Uighur didn’t adopt the harp from Chinese.

KARABAĞ MESELESİ ve ULUSLARARASI BOYUTU

In this study, the structural factors that make up the Nagorno-Karabakh issue and the nature of the conflict due to this issue will be illuminated from a perspective of international relations. First of all, the emergence of Nagorno- Karabakh issue, its importance, its development and its international dimension will be taken up and illuminated. The international efforts and initiatives which are carried out in order to find a solution to the Karabakh issue will be discussed along with the causes and consequences. Throughout this paper, the interests of the relevant parties and their perceptions of interests were tried to be determined. Additionally, after the problematic of the paper has been outlined, the paper will discuss if any solution is possible and, if any, what kind of solution may bring a lasting peace. The main thesis leading to the current study is that the Karabakh issue has a strong international dimension along with internal dynamics. If so, any attempt to find a solution to the conflict has to take it into consideration.

Energy consumption and the need to continue on a global scale, as in the past and in recent years. Oil and natural gas will continue to be the primary energy source until 2030 despite all the alternatives to meet this need. As a result of this situation, energy resources will continue to be one of the most important determinants of the twenty-first century. In addition, at least a half century, dominance of oil in the field of energy will continue to. Energy experts frequently reported that the “cheap oil” era has ended and price volatility in the oil market will continue to today.The Caucasus and Turkestan (Central Asia) regions including the Turkish Republics maintained its importance throughout history due to various reasons. Today, however, due to the rich energy resources, especially oil and natural gas, they took part in the world’s agenda. In this study, the important actors of the energy wars and reserve status of the energy resources of the Turkish Republics in the Caucasus and Turkestan regions were briefly described. In addition, as well as importance of energy resources for the region and the world’s nations, beginning in the late twentieth century and growing competition over energy resources of the Caspian Sea were discussed today.

TURKEY’S IDEOLOGICAL APPARATUSES AND GLOBALIZATION

The argument that will be presented here is briefly as follows: the effects of globalization and of the wider use of electronic media – by which I mean especially private television networks and the internet – have led to a decrease in the state centre’s control over Turkish society. The state is no longer able to control the information conveyed to society via its ideological apparatuses and no longer enjoys the influence on culture and on forming identities it once possessed. By examining the most important ideological apparatus, that is the state's educational apparatus, and its Department of Religious Affairs, I will try to show how their role in inculcating the state’s founding ideology has been diminished. This process, in which the wider use of electronic media plays a significant role, constitutes one of the main reasons behind the increase in the independence and power of the actors, institutions and communities in Islamic circles that were repressed within the framework of Kemalism, the founding ideology of the center. With this increase in power, Islamic circles also began to exert influence on the center, with a resulting dissipation of the ideological differences between the center and the periphery.

ŞEKİ TÜRBELERİ

The sacred places have the special and undeniable place in the history of Turkic peoples’ beliefs. The religious beliefs and faiths as a part of moral culture have been saved and preserved by people throughout the centuries until our time. One of the ancient cities of Azerbaijan, Shaki, is among those historical cities which are still linked to their religious roots and reflect their material and moral cultures nowadays. During ethnographic research in the city, religious affection drew our attention among its local characteristics, which differed it from many other cities of Azerbaijan. In general, during the Soviet times, not only there was no attention to researches of places for pilgrimages in Azerbaijan, called “hearths” and “pirs” (sacred places) among population, but also actions were taken to erase such values from history and the people’s memories. For this purpose, “Commission against religion” was set in 1924. The magazine named “Allahsiz” (Godless) was published and distributed to all regions and villages of Azerbaijan. Starting from 1920s and 1930s atheist ideology was widely propagated and numerous actions were taken to reduce the influence of Islam. People were, under compulsion, drifted apart from their ancient customs and traditions, hijabs and papakhs (male headdress) were forbidden, Koran and other religious books were burnt, mosques were converted into barns, warehouses and dance floors. Sayyids, mullahs, and other representatives of religion were persecuted, praying people were punished and those maintaining resistance were exiled. However, people were secretly following their faith and are currently free to practice all the values they had once preserved.

Primitive human is an exemplary citizen who completely respects the rules of his/her own community and who is ready to obey them at any time. In the same way, following all the rules and restrictions determined by the tribe are accepted as axiom. Primitive human greatly respects own customs and traditions, automatically submits to orders. Everything is based on the fear of supernatural ideas and punishments, in addition to deep loyalty to “group feeling”. However, has there ever been any person -whether civilized or primitive - who followed the undesired, boring rules and taboos without having difficulties? Nevertheless, this understanding is dominant in the studies about primitive order and primitive rules.
