The model of leadership styles and their relationship to the level of development of employees is mandatory knowledge in modern school and the school of the future for every manager who aspires to be an effective leader.Advanced school directors are guided by the principle of optimal management, which is democratic, and also “participatory”. They are involving employees in the process of decision-making, encourage them to develop their potential and take more responsibility. Directors are now facing “inward” to work with subordinates and they manage their schools according to the principles of situational leadership.The article focuses on the four levels of development of teachers and four leadership styles (directive, mentoring, supporting and delegating) of the principals. It highlights that there is a correlation that determines the most appropriate style of the director – for each level of development of the teaching staff. A good leader is dialogical and sincerely loves to work with people. He believes in his mission that he should develop the potential of people and school organization.

The text deals with a comparatively little investigated topic for the time present – the economic activity of Bulgarian communities abroad and the attitude of the successful businessmen toward the preservation of the Bulgarian cultural heritage. It presents the essence of the research theme, the different formulations of the term “ethnic entrepreneurship” or “ethnic busi¬ness”, the parameters of the various types of economic engagement in migration – shops, catering establishments, hotels, tourism activities and others. Furthermore, based on carried out field researches, the text focuses on the specific manifestations of the Bulgarian ethnic entrepreneurship abroad and the observed migrant businessmen’s commitment to the Bulgarian cultural heritage.

In the period from 1894 to 1928 Bulgarian governments passed four acts of encouragement of local industry. The researchers usually have negative attitude to these acts as protectionist measures, which are controversial to free market. The aim of this paper is to show the “kitchen” of passing the 1928 act. The author reveals the positions of parliamentary parties towards industrial protection in general. Some MPs and business organizations played the role of a lobby for proposal of some perspective productions, but some of them gave their support to the branches, which were in crisis. Against tax concessions there were protests from the political opposition, but also from MPs of the governing party. Only two years after passing the act was revised.

The article 'Aspects of Administrative-penal liability for Public Procurement Infringement' deals with issues related to the persons subject to administrative penalty arising from their liability for administrative offences committed in the field of public procurement in the Republic of Bulgaria, as well as with the approach to determining the elements of these offences and the amount of the sanctions envisaged for them. Special attention is also given to the question of the legal nature and duration of the respective term within which the relevant competent authorities could exercise their powers to initiate administrative-penal proceedings, to impose administrative penalties, respectively to enforce the already imposed administrative penalties.

At this time in the Slovenian agriculture, smaller farms prevailed which were unable to meet the demands of the market economy. As a consequence, the conviction had developed among Slovenes that only co-operative farming would ensure the survival of and enterprise initiative for smaller farmers. However, these hopes failed because the produce based co-operative farming could not match the results of the credit based co-operative farming.

The author presents the views of the National Liberation Movement leadership and the Revolution on private property and enterprise in Yugoslavia and Slovenia during the process of political and economic changes. Elements of wartime communism, the NEP and the state-run planned economy could be detected in the development process. The paper is based on the archive material belonging to government agencies of the Yugoslav and Slovenian National Liberation Movement.

By the beginning of 1947, the Government, in compliance with its policy of gradual suppression of the private economic sector, first liquidated large private enterprises and then medium and small by the end of the following year. This is followed by a description of the process of the transformation of private companies into statal companies of the socialist type, as well as the negative consequences that the mentioned process inflicted on the economy.

Energokemični kombinat Velenje – primer socialističnega nepodjetništva

The Velenje electro-chemical combine is one of the most striking examples of the socialist type (non)enterprise in Slovenia after World War II. The idea of the project was born immediately after the war and its implementation began in early Sixties. Its purpose would have been the gasification of the Velenje lignite in order to meet the energy demands of Slovenian industry. It should have also provided a basis for the development of the chemical industry which was supposed to become one of the strongest branches of the national economy. In 1967, after the investment had endangered the liquidity of its main creditor the Slovenian Commercial Bank, the project was cancelled, while the settlement of financial obligations took several more years and demanded huge efforts from the state. The political responsibility for the failure of the project has never been publicly declared.

The aim is to study all BTC market assessments. These are related to the privatization and subsequent resale of BTC. An analytical approach was used to evaluate the Cost / EBITDA and Price / Income metrics. A method is used to compare BTC's performance against the privatization of telecom operators in other countries and against previous estimates of BTC's ownership change. The study began with the first estimate of the failed privatization of BTC in 1994. It was carried out by Deutsche Morgan Grenfell by benchmarking the prices of the privatization of SPT Telecom in the Czech Republic and Matav in Hungary. The market valuation follows the failed privatization of a consortium between the Dutch KPN and the Greek OTE. The privatization of 65% of Viva Ventures Holding has been examined in detail, the capital increase and the link between privatization and the dividends are presented, as well as the valuation of the privatization deals of other telecoms. 35% of the shares of BTC on the stock exchange, followed by three sales of different investors, a special place dedicated to the last sale - offers, debt restructuring and the last deal in 2012 by Viva Telecom Bulgaria The results obtained are the different market assessments presented by the Price / Revenue and Price / EBITDA coefficients, and are based on: the demand for similar telecoms in the relevant periods, the market environment and the degree of regulation, the financial situation, market capitalization and prospects, the sources and conditions for securing the funds for the privatization and the subsequent acquisitions.

The role of the educational component in the forming of innovative-integrated structures in Ukraine is researched in the article. It is established that there is a strong relationship between the level of development of higher education institutions and the level of clustering of a certain territory. Some indicators of activity of higher educational institutions of Ukraine are considered. It was emphasized that in Ukraine there is a process of optimizing the network of universities, academies and institutes. A comparative description of the expenditures on the sphere of higher education,the position of the Global Innovation Index and the level of clusterization in the context of the countries of the world and Ukraine is given. The attention is focused on the fact that the level of development of the network of higher education institutions in the regions of Ukraine is related to the level of their innovation activity. The key peculiarities of the transformation of approaches to the educational component in terms of its importance in the forming of innovative-integrated structures are substantiated.

Теоретична рамка при оценяването на акции на публични компании - принципи и методология

The article discusses the main theoretical considerations when assessing the value of the share capital of public companies. The principles of business appraisal and the factors that affect the value of the company are discussed. The main approaches to business valuation are presented: asset approach, income approach and market approach. A specific methodology has been proposed to determine the intrinsic value of the stock based on three complementary models: the Discounted Dividend Model, the Residual Income Model, and the Market Multiplier Price/ Book Value of Equity. The methodology is used to determine the value of alternative, corporate and business strategies, to manage the value of the company in relation to large-scale deals such as mergers, acquisitions and emerging markets, and to assess the possibility of attracting additional capital resources.

The paper is motivated by numerous studies on cost of equity calculation. Empirical test prove that certain CAPM modified models cannot provide correct values of the cost of equity of companies from emerging markets. Thus, the applicability of the RojoRamirez et al. (2011a, 2011b) approach for cost of equity estimation is tested for seven Bulgarian REITs. The results show that the cost of equity values calculated by the RojoRamirez et al. (2011a, 2011b) are more adequate than those obtained by the CAPM.
