Interaction between City and Village is explored in the article on the example of suburbs of Irkutsk city. The Edward Soja’s concept of “trialectics of spatiality” has been used as a framework according to which perceived, conceived, and lived spaces of suburbs are examined. Statistics, Internet-sites on analysis of realty in Irkutsk and sites of cottage villages in suburbs, interviews with experts as well as the authors’ visual observations have been the basis for analysis. We think such characteristics as security and freedom have special significance in the process of constructing the space of suburbs. Different means and technologies are developed in order of their achievement in perceived space, their values are verbalized in conceived space, but need in them is experienced in lived space.

The article is regarding character of acts forbidden in art. 182 of Penal Code. which is the crime of entering pollutants into earth, water or air in such an amount or for the figure, which can threaten life or health of many persons or cause great damage in plant or animal world. The majority of doctrine perceives this act as non­consecutive, arguing that for committing the crime is not necessary becoming known of the effect in the form of danger for the good protected by the art. 182 (natural environment). It is obvious, that it is not necessary becoming known of danger. The article is devoted to establish whether causing some other effect is predicted with the provision of art. 182. Analysis of the provision is leading to the statement that it is possible to talk about the criminal effect of the act forbidden in art. 182 of Penal Code. The effect is being the pollutants in the water, the air or the earth. This effect should be assigned to the perpetrator in compliance with all principles of objective assigning

The purpose of the article is to develop and substantiate a model for predicting the dynamics of the gross regional product of the Kirovograd region, which assumes an assessment of the state of development of agricultural production and the volume of development of capital investments in agriculture, forestry and fisheries. The peculiarity of forecasting at the regional level is the need to take into account the available innovative potential, exogenous, and endogenous factors of influence. For forecasting, it is advisable to identify an analytical dependence, to construct a regression space-time model. The factors of development of the agrarian sector of the economy that affect the dynamics of the gross regional product are determined. The forecast of the gross regional product has been carried out, taking into account the analysis of the impact of the volume of development of capital investments in agriculture and the variability of agricultural production in the face of climate change. By results of researches on the basis of application of a method of econometric modeling the methodical approach to construction of model of forecasting of a total regional product is developed. The essence of the proposed approach is based on a combination of multifactor forecasting methods and the production function tool.

Rewers tackles two debates concerning key issues in the humanities today: 1) the axis that connects the stance of the researcher ‘close to death’ as well as close to birth, and 2) contemplation as a research activity and action. The concept of culturenature that Revers proposes would allow ecocultural studies to develop the ‘close to birth’ perspective, which requires an engaged stance. The main argument concerns discussion-in-action as a method of reconciling the contradiction in the representation of nature as opposed to what is cultural and human. Rewers offers concrete urban examples to point out the concrete benefits and difficulties related to verifying her proposition.

Neposredna primena člana 9, stava 3 Arhuske konvencije u pravnom poretku Republike Srbije

The text explores a possibility of direct effect (direct application) of Article 9(3) of the Aarhus Convention in legal order of the Republic of Serbia. The Article guarantees access of the public to administrative or judicial procedures to challenge compatibility of acts of private persons or public authorities with national law relating to environment. In Lesoochranárske zoskupenie the European Court of Justice finds that, according the EU standards on direct effect of international treaties, the Article is not capable to produce direct effect, since contracting parties enjoy a broad discretion to formulate criteria for the public’s access to review procedures. However, the European Court of Justice remained that each member state might have its own standards on direct effect of international treaties and that Slovak courts were obliged to take into account Article 9(3) of the Aarhus Convention when interpreting Slovak procedural law to provide the EU environmental law with best effectiveness. The 2006 Constitution of Serbia foresees direct application of international treaties without limitations and conditions. Still, judicial practice is not fully consistent and it would be premature to derive reliable standards on direct application of international treaties in Serbia. In Serbian legal system there are no particular procedural provisions in environmental law that meet requirements of Article 9(3) of the Aarhus Convention and general procedural provisions depart from these requirements in respect of legal standing. Direct application of Article 9(3) would be possible in such situation as a replacement for missing particular domestic provisions or as supplement of general procedural provisions. The first possibility is less probable. More probable is that a court would search for new interpretation of legal standing in co-effect of domestic general procedural provisions and Article 9(3) of the Aarhus Convention.

Endangering environment and its protection have been representing a problem for the mankind throughout decades. Disappearance of harmony between man and nature has created numerous dangers which degrade the accomplishments of the civilization achieved so far, cause enormous damaging effect on people, their lives and health, body integrity and many other values. Therefore, the significance of the environmental protection is highlighted as the most important global challenge of the modern society. Thus, various issues from and related to the field of environment form an important part of the activity of EU, that has lately been undertaking more comprehensive and more intensive political actions in this domain. Environmental crime today is considered to be a serious and widely spread phenomenon which has got to be suppressed on transnational level. For that matter, criminal-legal protection of environment is a final, but also a very efficient and more than a necessary measure. At the same time, the role of the family as a basic cell of the society is being extended, so that regarding the development of environmental awareness, family has a special place, especially in forming healthy and ecologically-responsible persons. The existence of a healthy and devoted family is a prerequisite for the existence of a healthy and progressive society.

Zaštita životne sredine u uporednom krivičnom pravu

Over last decades the economic and business development as well as the accelerated industrialization and technical and technological progress coupled with the application of the new technologies and integration of all countries in European and global business, economic and traffic flows, based primarily on technological and scientific achievements gave rise to a particular level and degree of contamination of the main natural resources of the living world. Moreover, the need was identified that aforementioned changes and processes should have been regulated through legal provisions as a part of the overall social system. This system of legal norms is supposed to determine the prerequisites, avenues, mechanisms and criteria for the utilization of new technologies, which are deemed necessary for economic and social development of each particular country, as well as for the progress of all mankind, as such. The anticipated legal system should further lead to reduction or limitation of modes of contamination or forms of endangering the environment fully or just partially, or in other words it should provide “sustainable development”. Due to the great importance of regulating, improving and protecting the environment, either concerning all its aspects or just some of them (water, air, soil, flora and fauna), the international community through a number of international (under the auspices of UN) or regional (Council of Europe and European Union) legal acts established the legal standards in the given field, that had to be implemented by certain countries, including the Republic of Serbia, into respective national legislations as an attribute of the rule of law states. It is the foundation for determination of the Republic of Serbia as the state that strongly protects the principle of sustainable development. This paper actually deals with methods and forms of the incriminations, which either endanger or violate the environment fully or just some of its aspects in comparative criminal law.

The degree of protection of human beings, the state, humanity, and environment from growing dangers of technology-related disasters, despite the efforts made around the world, has not increased. The threat of planetary and global nature in natural, technological and social spheres in the short term can become dominant. Natural and technology related disasters, in turn, are able to create and foster a threat in the socio-political, economic, demographic and military-strategic spheres. Russia, like other countries, is no exception.In this article the author, using examples of data of the all-Russian polls on changing the human environment innovations which provide scientific and tech-nical progress, investigates the impact assessment of the results of scientific and technical achievements, positive and negative predictions of the effects of an increasingly wide application in everyday life of high-tech products.The attempt has been made to determine a measurement of Russians' attitude towards the achievements and consequences of scientific and technological progress. On the one hand, through the measurement of the degree of influence of science and new technologies on the quality and length of life, on change of health status and environmental pollution. On the other, through the measurement of their degree of anxiety in relation to specific social threats. Two groups of threats and risks were identified: the threat of socio-economic, socio-political nature, and threats of metasocial order (problems of planetary security, natural disasters, ecology, major technological disasters, etc.).The data of the all-Russian polls conducted by various sociological centers in the last 7 years were used in the study, and the results of sociological research conducted in the framework of the project "Forecasting effort and social risks management of anthropogenic human-caused systems development over time human environment transformation processes". The research was conducted by scientists of Belgorod National Research University (Belgorod, Russia) in May 2015 by the all-Russian survey (N=120). It selected 10 regions of the Russian Federation with the maximum and minimum degree of riskogenics, as well as the type of city (with leading environmental subsystem, leading socio-cultural subsystem, and leading technology-related subsystem). This choice is justified by the idea that the living environment consists of three interrelated subsystems – natural subsystem, socio-cultural subsystem and technology-related subsystem.From a sociological point of view, this information allows us to understand how Russians are critical of the achievements of scientific-technical progress, and we can analyze their choices regarding technical innovations, as they have a culture of critical choice.In general, Russians believe that scientific and technological progress brings more good than harm to human society. However, women have the most adequate assessment regarding environmental issues, as they have a more pronounced environmental consciousness. According to Russians, the Internet and computer technology, space exploration, advances in medicine had the greatest influence among the scientific discoveries and inventions to change their lives.During the research it was found that the majority of Russians are critical of the achievements of scientific and technological progress, increasingly able to analyze their choices about technological novelties, they know the culture of critical choice. However, people are afraid of the intervention of new technologies in natural evolutionary and genetic processes. This is, in our opinion, the duality of the perception of the Russians' technological progress.

This paper presents history of the public garden in Kalisz at the turn of 19 – 20 centuries and main narratives of its functioning. The aim of this article is to connect garden architecture and sculpture from around 1900 with the town public sphere and visual culture. Architectural structures and garden patterns shaped crucial spaces of modern recreation and commerce in this industrial city. At the same time, Kalisz public garden may serve as a perfect example of interactions in space between narratives of history, Russian government power or private desire, unfolding class‐, national‐ or gender‐based divisions.

In today’s global world, sustainability is an important concept for providing the continuity of world’s sources and the persistence of evolvement. From economic point of view, natural resources are scarce and these scarce resources should be used economical while satisfying the humans’ needs and wants. At this point sustainability is an important factor so that it is approached by many disciplines. It is known that there is a definite and close relationship between development and sustainability. By a sustainable development, the regional geography (in micro base), and national economy, national environment (in macro base) would be affected positively. One of the concepts about sustainable development from regional point of view is “cittaslow” concept. The roots of cittaslow concept is directly related with sustainability, equal environmental and economic factors and a totalitarian economic development. According to this, regional governments do have effect on the sustainability of the cittaslow concept. According this fact, in this research, it is going to be evaluated the perception of the local governors’ of Artvin –Şavşat region (which gets cittaslow title at the ceremony performed in 21-23 June 2013) to cittaslow concept. According to the answers given by the local governors of Artvin-Şavşat region, a consideration will be handled about the perception of local governors to the cittaslow concept.

The uneven development of mass tourism, which constitutes the most important tourism movements of the 1960s, has led to the emergence of the concept of sustainable tourism, which has been widely used since the early 1990s. In the realization of sustainable tourism, it is important that all sources including tourism, environment and human interaction, natural and cultural values are protected and transferred to future generations. Due to this importance, many alternative tourism types have emerged. The concept of ecotourism is also one of the alternative tourism types. Ecotourism aims to protect nature, culture, environment and to convey to future generations without distortion. The activities evaluated within the scope of eco-tourism show a great diversity. The main ecotourism activities can be listed as follows; Highland tourism, birdwatching (ornithology), photo safari, wildlife observing. Sport fishing angling, cycling tourism, balloon tourism, underwater diving, agriculture and farm tourism, hunting tourism, botanical tourism, camping caravan tourism, Mountain-trekking, mountaineering, canoe-rafting, paragliding, equestrian nature walk. In this study, theoretical information about ecotourism which is one of the sustainable tourism and alternative tourism types will be given first. In the second part of the study, the potential of eco tourism in Marmaris district will be examined.

The aim of this paper is to review the actuality of selected phenomena and processes of population development in the context of specific topics in the work of Vojislav S. Radovanovic, through the presentation of the demographic development of the world, continents, major regional entities and examples of countries. Famous Serbian anthropologist in the mid-twentieth century with lot of knowledge pointed out the necessity of developing new scientific theories, methods and techniques of population studies, as well as the new distinctive effects of social, economic, health, cultural and other lines of development, which will affect the transition directions of the elements of natural regeneration and spatial mobility of the population, the transformation of the population structure and model of deployment and redistribution of population. Population geography was developed from Antropogeography after Second World War. Modern Population geography has a wide range of topics and is theoretically grounded in modern general and specific, modern scientific methodology. The most important topics of the modern world impose on the links between population and resources, refugees and asylum seekers, causes and consequences of international migration, the implications of biological depopulation and low fertility levels at one and expanded reproduction, population expansion and an increase in working-age population, accelerated aging population in certain national and regional levels, large disparities in morbidity and mortality, as well as challenges related dispersion and concentration of the population, along with other issues and problems of demographic development.

ZOEPOLIS. W stronę dizajnu poza paradygmatem antropocentrycznym

The article provides an introductory discussion on design practice that contributes to a possible constitution of an expanded community composed of humans, non-human animals and other species. It starts with an examination of existing approaches to design and art that take into consideration relationships between humans and non-humans. We divide them into three types: one, which is focused on a wildlife protection, second which reflects on an animal perspective and third, which recognizes animals as creators. Departing from a critique of given approaches we propose a new one basing on theories of Will Kymlicka and Sue Donaldson, Donna Haraway, Joanna Bednarek and Bruno Latour. Thus the concept of zoepoliscould be defined as a city and a community of living creatures. It would be based not on a hierarchy but on relations on various levels. This concept leads us to a formulation of possible questions and challenges of this expanded community for design practice where material environment could mediate between species and facilitate the cohabitation.

The indicators, precisely describing the linkages between tourism and the environment, social and cultural base, are not easily available. However, some relevant organizations (WTO, EU, OECD, etc.), institutions and experts, have been hardly working to create the indicators of sustainable tourism. Whereas the economic objectives are easily defined by the use of the traditional indicators used in national and business economics, it is very difficult to identify widely applicable environmental, social and cultural indicators. In order to stimulate and alleviate the process of sustainable tourism development, EU created the list of comparative indicators of sustainable tourism. In preparing this list, special attention is paid to identification of valid indicators of real tourism impacts on the social and cultural environment (the entire set of traditions, customs, history, hospitality and culture that characterize a given area), that is a very complex task. Assuming the fact that the related indicators have been analyzed in many European countries, this paper is focused on applying the related indicators in research of tourism development in villages of the Kosjerić community.

The tendencies in the changes of number of population, changes of number of households and changes of population density in Raska municipality were effected by natural, historic and economic factors, as well as its geographical position. The continious population number decrease lead to population dencity decrease. Population number decrease is not followed by household number decrease, because patriarchal family is disappearing. Population is mainly concentrated in urban areas, so rural areas of Raška municipality are affected by depopulation. According to Cencus data since 1961 to 2002, population of Raška municipality is affected by negative demographic procesis. In this research different methods are used (cartographic, statistics, analytics and synthetics), and results could be used in various science researches, such are population geography, tourismology and spatial planning researches.
