Amateurism in Žepče and the surrounding area has had an immeasurable role and importance in the preservation and cultivation of the cultural heritage of the people in this region. In addition to traditional songs, music, dance and handicrafts people from this area have, over time, developed other types of cultural activities expressed mainly through amateur cultural societies. Therefore, amateurism as a social category has taken an increasing importance, both in rural and urban areas of the region. In rural areas amateurism has maintained its original traditional form, while in the urban environment, it has taken on a whole new set of elements due to external cultural influence.

(REGULAMENTUL ORGANIC, 1847, P. 362) FOR ACHIEVING THE PRESENT STUDY FOR ESTABLISHING THE NUMBER OF THE INHABITANTS EXISTING IN TÂRGU JIU TOWN, BORN, MARRIED AND DIED IN THE REGULARING PERIOD WRITTEN INSIDE THE 43 REGISTERS WHICH WERE SEARCHED ONE COULD FIND OUT THE FACT THAT THE NUMBER OF THE NEW BORN CHILDREN FROM THIS PERIOD WAS 599 AND THE NUMBER OF THE DEAD PEOPLE WAS 741, THE DIFFERENCE BEING 142 INHABITANTS, BUT TAKING INTO CONSIDERATION THE FACT THAT IN THIS PERIOD A NUMBER OF 26 MEN AND 75 WOMEN SETTLED IN TÂRGU JIU, THEY WERE 111 IN ALL. Regarding the dynamics of a Romanian village, Dimitrie Gusti formulated the frames and manifestations theory. The frames are operationalized into the potentialities which exist in any society, under different forms. The larger categories of frames are cosmological (spatial), psychological, biological and historical10 and they are to be found under different forms and variations. The actual enactments of these potentialities are the manifestations themselves, divided into cultural, economic, political-administrative and juridical11 manifestations. Regarding the celebration of Dragobete, it is a great example of a cultural manifestation which derives from more than one frame. Mainly, it has its roots in the historical frame, i.e. “the past life of the village, which of course has vanished, but which is still present through traditions”. The best example for the historicity of Dragobete is the fact that scholars interested in this celebration still have not reached a consensus regarding its origins, which are lost in the mist of the time. Some argue that it is a more than 2000 years old celebration; some claim that it is more recent due to the fact that there is no written proof that is 2000 years old.

In this paper we are going to discuss the main tendencies and dynamics of internal migration, what are the main fruits of urbanization and how does it influence on agricultural transformation.

EFFECTS AND CHARACTERISTICS OF THE IMPLEMENTATION OF THE 1921 AGRARIAN REFORM IN IAȘI COUNTY – AN ECONOMETRIC APPROACH

Notwithstanding the multiple perceived deficiencies of the 1918-1921 agrarian reform pointed out by several authors, it can be firmly stated that it had considerable impact both in the County of Iași as well as in most other territorial units of interwar Romania, fact which is recorded in most of the papers written on the topic of the reform. Some of the most important effects of the vast process of redistribution of the land fund - perhaps the most extensive one ever recorded in the world or in Europe at least, according to the opinion of many reputed historians and economists were in the end expropriation of the big agricultural landowners in the county and the appropriation of peasants with individual plots. The discrepancy between the positive perception of the interwar period by a large share of contemporary Romanian society and the critical assessments and analyses in the works of some historians, mainly foreign ones, which are based on historical reports, data and information, can be justified and better understood on making use of statistics and statistical validation of the economic performance of the Kingdom of Romania between 1918 and 1939. Notwithstanding any critique of Statistics as a universal panacea with inevitable potential shortcomings, most authors agree that such assessments are highly relevant.

Reaffirmation of agricultural policy in the work of Dragoljub Jovanović - a look into the past, a review of the present, and a foundation for the future

The problem of agriculture was one of the central issues in the scientific and, later, in the political activities of Dragoljub Jovanović. His understanding of the importance of agriculture, as well as diagnosing the problems that the village, as a territorial unit of agriculture, and the peasant, as a basic economic entity, face in agriculture, is an important basis for analyzing both past and present problems of Serbian agriculture. The answer to the dilemma about Serbian agriculture as its development opportunity, or as a kind of myth that has lasted for more than a century, can be found in Jovanović’s most important conclusions. In this paper, we will present his concept of agricultural policy by analyzing two key categories: the village (and the peasant) and cooperatives. Relying on the established conclusions, we will offer some useful guidelines for the future development of agriculture in Serbia.

What Will You Be Like, Prague of the Year 2000? The Prague – Central Bohemian Agglomeration Plan in the Context of Political Changes at the Turn of the 1960s and the 1970s

A new spatial plan for Prague was adopted in 1964. During the approval process, the government took into account the recommendations of experts in urbanism, and, in the interest of the areas’ economic revival, took the first administrative steps towards a planned interconnection of the city’s economy with that of the neighbouring Central Bohemian Region. A working group consisting of employees of the Office of the Chief Architect of the City of Prague, the Terplan state planning institute and other institutions was commissioned to carry out a preliminary study for the Prague-Central Bohemian agglomeration spatial plan. The group was led by Jiří Hrůza, an urban planner and prominent Czechoslovak town planning theorist.The planners considered the scientific-technical revolution to be an important force in the future dynamics of housing and social life in the agglomeration. Research into the social context of the scientific-technical revolution was carried out by a group of experts led by Marxist philosopher Radovan Richta, whose conclusions were part of the Communist Party of Czechoslovakia’s ideological equipment from the mid-1960s. Contemporary sociological research provided another ideological basis for the project. Sociologists’ findings on the stratification of Czechoslovak society found their way into the concept of the spatial plan through a programme of targeted support for social mobility.

We live in an experimental society, a high-tech environment in which human existence becomes an experiment. The easiest, but at the same time the most complex one of all these experiments is based on the psychological interaction of the individual with space. Focusing the discourse will give a better view of the biunivocal relationship between the individual and the public and private green space from an interdisciplinary perspective. When designing green spaces, we meditate on the individual’s perception as a response to the stimulus generated by the newly created landscape. The desire to protect, improve or recreate a landscape does not only alter the visual image or the relief, but it also acquires new forms, shapes and psychological relationships. From a psychological perspective, landscape designing is a generator of spaces or at the same time, it can be defined as psychological involvement in design. The psycho-landscaping relationship is necessary in terms of creating a unique landscape as an answer to some of the society’s needs.

An evaluation of this system has been carried out with regard to the positive and negative effects of development. MIGRACJE WEWNĘTRZNE NA POBYT STAŁY W MAKROREGIONIE POŁUDNIOWO-ZACHODNIM W LATACH 2002-2017

The main aim of the study is to identify the interpretative and conclusive value of internal migrations including their direction. The analysed data cover the period between 2002 and 2017 and come from the online database Demografia GUS [Demography, Central Statistical Office]. The paper analyses the phenomenon of migration, starting with a general overview, through a classical approach, into finally presenting the volume and directions of movements. While presenting the volume and directions of migrations, total values of migration have been considered for the given period. The approach has been called “the aggregate approach". It allowed identifying the catchment areas as well as areas of migratory attractiveness. These areas are highly similar in terms of their spatial extent. However, they differ significantly in terms of magnitude and reach of the main migration streams. Permanent internal migrations appear to be a good indicator of urbanisation of suburban zones and the shaping of functional urban-rural-urban connections.

WROCLAW PARTICIPATORY BUDGET AS A TOOL TO STRENGTHEN NATURAL CAPITAL AND THE URBAN CLIMATE RESILIENCE IN THE YEARS 2016-2018

Participatory budgets are a popular form of residents’ co-deciding about public space and quality of life in their cities. Projects submitted to participatory budgets respond to needs such as recreation, health, communication and safety. This article evaluates the projects from 2016-2018 of the Wroclaw Participatory Budget in terms of aspects related to the wider issue of the natural capital and climate change. The results obtained indicate that despite increasing financial outlays on projects that can contribute to strengthening environmental and climatic aspects, the share of investments directly targeted at their implementation is relatively small. A total of 201 projects were analyzed, of which 12% directly and 18% indirectly referred to issues related to the natural capital and/or climate change.

MANAGING INNOVATIONS IN METROPOLITAN STOCKHOLM

Metropolitan areas are hubs of productivity and innovation. Although innovation can happen anywhere, it is usually concentrated in heavily urbanised areas. Cities therefore play a key role in the expansion of productivity and are drivers of economic development. Benefits created by cities reach beyond their borders. The impact of such spreading from cities to smaller towns and their surrounding and neighbouring regions is considerable, as is their positive economic influence manifesting in a radius of up to 200-300 km (OECD 2015). It is therefore vital to support innovation in order to internationally promote the competitiveness of metropolitan areas, thus consequently advancing whole regions and countries. Such development necessitates inter-sectoral collaboration, first and foremost, according to the Triple Helix concept, the collaboration of business, science and public authorities. This depends upon forms of collaborative governance at a regional and local level, which can set agreed priorities and operationalise this approach. This paper sets out to identify the forms of cooperation taken in Metropolitan Stockholm to generate innovation. The methodology applied in this research uses critical secondary data analysis, mainly the subject-matter literature and documents issued by public institutions. The paper starts with an introduction illustrating the meaning of innovation in the rise of competitiveness and development in metropolises. The next part of the paper elaborates on the concept of governance as the basis for cross-sectoral collaboration, to subsequently move to the core of the thesis, devoted to the analysis of good practice in innovation networks, particularly in ICT, life science and green economy. The summary indicates the main success factors.

Celem artykułu jest przedstawienie polskich i unijnych regulacji prawnych wprowadzonych w celu zwalczania afrykańskiego pomoru świń (ASF) oraz ocena efektywności zastosowania tych regulacji uwzględniająca także aspekty etyczne i celowościowe. Przedstawiono czynniki prowadzące do utraty kontroli nad rozprzestrzenianiem się choroby, w tym przekrojowo omówiono normy prawne dotyczące uboju trzody chlewnej, zasad bioasekuracji, odstrzałów sanitarnych i polowań (zaprezentowano przykłady nieprzestrzegania norm i skutki takich zachowań). Poruszono też kwestię zaniedbań w nadzorze weterynaryjnym. Wykazano, że decyzje dotyczące prewencyjnego uboju, wydawane w ramach mającego oparcie w obecnie obowiązujących przepisach szerokiego uznania administracyjnego, mają poważne konsekwencje natury etycznej, jak również powodują nieproporcjonalne straty ekonomiczne dla gospodarstw rolnych.

The strategy of socialistic alteration of village in Bosnia and Herzegovina between 1945-1953 relied on the class and ideological concept of solving the agrarian and preasant issues. In order to achieve suche a goal a number of concepts were applied in consecutive succession such as the general concept of cooperative funning movement, state owned agricultural estates, implementation of socialistic methods in rural areas and the cooperative system between the slate owned (socialist) and the private sectors. The agrarian reforms in 1945 and 1953 went on with the same goal in mind.

The organized and systematic study of the history of Bosnia-Herzegovina, the period of socialism started, as late as, by the end of the eighth decade. On the Yugoslav level until now, 21 historiography works and a great number of papers have been written. In most of the papers there are some poor data on B-H. All of the 15 studies are of the general Yugoslav character. Only 3 monographs, 1 synthetic work and 1 book, as a review, deal with a classification of the social and political history of B-H.

Urbāno telpu gan pilsētu iedzīvotāji, gan profesionāļi (arhitekti un pilsētplānotāji), kas konstruē un attīsta šo telpu iedomātai publiskai dzīvei, saprot kā organizētu, hierarhisku sistēmu (ar centra / perifērijas dalījumu). Šo procesu lielākoties vada sekulāras – tehnokrātiskas un patērnieciskas – sabiedrības loģika, kas nepieļauj citus telpas organizācijas principus, alternatīvas pilsētas sistēmas, atšķirīgus dzīves veidus. Tomēr cilvēki, kas pilsētā dzīvo, urbānās telpas organizāciju savā iztēlē pārinterpretē, novietojot alternatīva urbānās telpas lasījuma zīmes tieši tās iekšienē, un tādējādi izaicinat šīs vides tradicionālo uztveri. Tas rada sarežģītu telpisku nozīmju konstruktus “stohastiskajiem semiotiķiem” – iedzīvotājiem, tūristiem un pētniekiem, kas tiecas iegūt orientāciju mainīgajā mūsdienu pilsētas dzīves dinamikā un sabiedrībā. Kontrkultūras ideoloģijas komunikatīvie pamati ir apzīmēšanas (t. i., semiurģiska) aktivitāte, ko izvērš sociālās formācijas, kas pretojas tehnokrātiskajai sabiedrībai. Mūsu pētījuma uzmanības centrā tie nonākuši, pateicoties alternatīvam medijam – grafiti stenciliem Rīgas urbānajā telpā. Grafiti semiotiskā analīze parāda, ka zīmes, kas attēlo nāvi vai norāda uz to, bieži vien tiek izmantotas, lai pieteiktu “Citādo” (visā šī jēdziena konceptuālajā izvērsumā) – uzturētu citādas dzīves iespējamību.
