Demografske promene i porodična politika

Demographic challenges are becoming priority in political agendas in the 21st century. With a birth rate well below the replacement level for several decades, increasing divorce rates and the increasing number of single parent families, along with greater life expectancy and the growing number of dependent elderly people, family structure is continuously changing. As a result of current demographic changes taking place in the industrialized world, family policies have become a central issue in European countries. Changes in family structures are creating new challenges that should be taken into account in defining family policies and their subsequent implementation. In some countries there is a similarity in terms of these policies and their objectives, while others have specific solutions in this area. The diversity of family patterns requires „modernization“ of family-support policies, which means that the family policy should become more effective in reconciling different objectives. They need to adapt to new forms of family life and meet the needs of „non-standard“ families. The aim of this paper is to analyze the impact of demographic changes on the family structure and relationships, as well as to outline the most relevant family policies in Europe and make recommendations for their development, implementation and evaluation.

October 2000 political changeover did not produce the fundamental break with Milosevic's policy. There are numerous examples thereof, notably as regards Republika Srpska, Kosovo and Montenegro. Insistence on that orientation in the face of factual defeat had a negative impact on status of inter-ethnic relations in Serbia proper. National policy aiming at creating an ethnically pure Serb state ended with a catastrophic balance: hundreds of thousands of dead, several million displaced persons and refugees. In the past decade minorities, notably Croats (during the war in Croatia), Bosniaks (during the war in B&H) and Albanians (during the whole decade) bore the brunt of "ethnic-cleansing" policy. By extension, relations between the majority people and some minorities were exacerbated. In the meantime minorities have radicalised their stands and are waiting for resolution of their problems by dint of international community brokerage. Most conspicuous example of the aforementioned was South Serbia, in which the danger of conflict spill-over was great for a while. But thanks to NATO and other international organisations actions and efforts tension has eased and cooperation and revival of economy have been initiated owing to enormous political and financial support of the West.

Proces etničke asimilacije (lat. izjednačavanje, stapanje) karakterišu uzajamni kulturni, verski i jezički odnosi susednih naroda, u kojima jedan ili više naroda ili etničkih grupa počinje da postepeno gubi svoja nacionalna, jezička i kulturna obeležja, usvajajući ista od nekog drugog naroda. Po usvajanju etničkih i drugih osobina, ta lica prestaju da smatraju sebe pripadnicima ranijeg naroda ili etničke grupe. Takvih primera u svetu imamo mnogo. Smatra se da danas na zemlji ima oko 3.000 naroda i etničkih grupa, dok je broj nestalih (izčezlih) naroda tokom ljudske istorije nekoliko puta veći. Proces njihovog nestajanja prvenstveno karakteriše asimilacija, a daleko manje genocid, ili neki drugi oblici fizičkog uništavanja, epidemija, ekonomskih ili prirodnih katastrofa.

Tri habsburško-osmanska rata dovela su do nove političke podjele južne Europe i velike seobe stanovništva u oba smjera. Dok se katoličko stanovništvo selilo prema sjeveru i jugozapadu, dotle su se muslimani i dio pravoslavaca useljavali u BiH. Osmanlije su tada bili prisiljeni napraviti najveće teritorijalne ustupke u svojoj dotadašnjoj povijesti, a BiH je postala najisturenije osmansko krajište (serhad) prema zapadu pa su time određene i njezine današnje granice. Od tada su Osmanlije stalno u defenzivi a svoje daljnje preživljavanje na Balkanu zahvaljuju poglavito neprijateljstvima i međusobnoj borbi za prestiž europskih veledržava.

This article examines different aspects of the crisis in Kosovo. The demographists often stress that a demographic factor of the crisis in Kosovo is underestimated or even neglected. Namely, most of the geographical areas of Serbia are characterized by the twofold tendencies with regards the reproduction of the population whereas because of the dominant influence of natality on the size and structure of the inhabitants joined with the low mortality, one can identify extreme differences in demographic development between the different regions. Low birth rate, considerably high number of intentional abortions, open depopulation and an intensive aging of the population are the most typical demographical features of the Central Serbia and Vojvodina. On the contrary to this, delayed and slow transition of the fertility and its consequences are the main characteristic of the demographic development of Kosovo and Metohija. At the same time, one can identify clearly different reproductive patterns of the members of a different ethnic group in Kosovo and Metohia.

The researched area is a complex territorial system according to its position, economical and demographic areal and functional development. Physical and geographical basis is no longer a limiting factor of the inner structure and functional differentiation of Krajina. The effect the basis has on the development of Krajina is double: direct and indirect. The direct effect that the natural elements (configuration, climate, water, biogeographical and pedological features) have on city and village location can be seen in the possibility of their territorial and functional spreading. The indirect effects are realized through influencing population position and economical resources and their evaluation.

What is wrong with the young in Serbia? Or let us put that question in another way: why the young in Serbia lack courage, will-power, desire to engage in resolution of social issues and why do they succumb to apathy which is increasingly becoming a main feature of the Serb society? That issue shall not be raised only by an embittered member of the older generation who is also likely to say that in his youth things were different, that is, much better. It is only normal that the old level heavy criticism at the young, and that such criticism, pending on the currently political circumstances, is more or less politically charged. Aside from objections that the young are inclined to take various drugs and other inebriating substances, there are also those, age-old ones about the lack of interest of the younger generation in their fate, in the future, in the world. Young are young, old are old, young shall grow older, and we wish the old people to age well and to enjoy their deserved old age. I don’t have enough experience or a sufficiently representative specimen to judge the older generation, but I think that I have some knowledge of the young, being one of them, and that I could impart it without aspirations to drawing lo ft y conclusions and lesions.

A differentiating element of the so-called European migration crisis in 2015 has been a significant increase in the number of children migrating to Europe, many of whom are unaccompanied. Approximately 89,000 unaccompanied minors (UAMs) applied for asylum in the European Union (EU) in 2015, which is the highest recorded number since the beginning of data collection on UAMs in 2006 (UNHCR, 2016: 3). In 2016, Germany received the highest number of asylum claims by UAMs with 35,900 out of 63,300 in the EU. The other two most important destination countries were Italy (6,000 applications) and Austria (3,900 applications) (Eurostat, 2017: 2). Most UAMs in the EU came from Afghanistan (38%), Syria (19%) and Iraq (7%) (Eurostat, 2017: 3).

The year 2015 was characterized by a peak in the number of asylum seekers arriving in the European Union, with over 1.2 million first time asylum seekers applying for protection. Among them were over 96,000 minors who arrived without parents or other adult relatives. Sweden received the highest number of these so-called unaccompanied minor asylum seekers (UMAs), followed by Germany, Hungary, and Austria. The Netherlands, ranked seventh among the destination countries with 3,859 UMAs, representing almost a fourfold increase compared to the year before. An overwhelming majority (85%) of the ‘Dutch’ UMAs came from Syria, Eritrea and Afghanistan (IND, 2015).

Sanayileşme sonrası yaşanan gelişmeler ile birlikte ölüm ve doğum oranlarının düşmesi başta batılı gelişmiş ülkeler olmak üzere dünya çapında yaşlı nüfus oranının artmasına yol açmıştır. Bu nüfus değişimleri yaşlanma olgusunu bir kat daha önemli hale getirmiştir. 2015 yılı verilerine göre her 8 kişiden 1’si 60 yaş ve üzerindedir. 2030 yılında ise her 6 kişiden birinin 60 yaş ve üzerinde olacağı tahmin edilmektedir. 2000 yılında dünyada 80 yaş ve üzeri 71 milyon kişi bulunmakta iken bu sayı 2015 yılında 125 milyona çıkmıştır. 2050 yılında bu oranın 434 milyon olacağı öngörülmektedir (United Nations Report 2015). Türkiye’deki duruma bakıldığında, 1965 yılı yaşlı nüfus oranı %4 iken yaşlı nüfusun toplam nüfus içindeki oranı 2014 yılında %8 ve 2015 yılında %8,2 olmuştur (TUIK, 2016). Yaşlanan nüfus içinde yaş ilerledikçe yaşlanma hızı daha da artmaktadır. Dünya genelinde, 2011 yılından 2100 yılına kadar yaşlı nüfus (60+) 3 kat artarken, 80 yaş üzeri nüfusun 5 kat artması beklenmektedir. Yani dünya genelinde önümüzdeki 90 yılda ileri yaşlı (80+) sayısı, genç yaşlılara (60+) göre daha fazla artış gösterecektir. Bu süre zarfında, ileri yaşlı nüfusun Kanada’da 3 kat, Almanya’da 2 kat, İtalya’da 2 kat, Rusya federasyonunda 3 kat, İngiltere’de 3 kat ve ABD’de 3 kat artması beklenmektedir. Türkiye’de 80 yaş üstü nüfusun artış hızı da oldukça dikkat çekicidir. 2011 yılında binde 9 olan 80 yaş üstü nüfus, 2050 yılında 4 kat ve 2100 yılına gelindiğinde tam olarak 10 kat artış gösterecektir (United Nations Report 2015- Arun, 2014, s. 4).

Európa šedivie. Staroba a starnutie sa tak stále častejšie stávajú predmetom mediálneho, sociálno-politického i výskumníckeho záujmu. Subjektívne prežívanie tejto životnej etapy i starnutia ako procesu je však v stredoeurópskom prostredí v sociálnych vedách skúmané málo. Ľubicu Voľanskú zaujímali motivácie správania sa a činností starých ľudí, ich postoje k vlastnému správaniu a konaniu a k správaniu a konaniu iných, ako sú zobrazené v ich autobiografických textoch. V monografii sleduje ambivalentné vnímanie staroby vo verejnom a odbornom diskurze prepojené s vnímaním starými ľuďmi v súvislosti s hranicami staroby. Bežne kladené otázky: Kto je starý? Ako možno stanoviť časovú alebo inú hranicu, odkedy je človek starý? necháva zodpovedať svojich partnerov a partnerky vo výskume. Ich výpovede dáva do kontextu širokej odbornej literatúry, ktorá sa hranicou staroby a prežívaním staroby zaoberá.
