INTERREGIONAL DISPARITIES IN THE SLOVAK REPUBLIC AND THE CZECH REPUBLIC

INTERREGIONAL DISPARITIES IN THE SLOVAK REPUBLIC AND THE CZECH REPUBLIC

Author(s): Jana Masárová,Monika Gullerová / Language(s): English Issue: 2/2016

Economic and social standard of any country depends on the performance of its regions. Disparities among regions are a natural phenomenon. They, however, should not exceed a certain level in order not to bring about problems in areas. There are regional disparities in both the Slovak Republic and the Czech Republic. The purpose of the paper is to examine and assess interregional disparities in the Slovak Republic and the Czech Republic in selected indicators in 2000 and 2014. Regional disparities are assessed on NUTS2 level. In order to examine regional disparities, economic performance indicators (gross domestic product per capita), indicators related to the situation in the labour market (employment rate, unemployment rate, long-term unemployment rate), education-related indicators (upper-secondary and post-secondary education, tertiary education), health-related indicators (life expectancy at birth, fertility rate and infant mortality rate) were selected. In the paper, the methods of analysis, comparison, synthesis as well as a standardized variable method were utilized. The research findings indicate that the best performing regions in both the Slovak Republic and the Czech Republic are those around capital cities. Pronounced disparities having been discovered between the Slovak and Czech regions were those related to GDP per capita and tertiary education indicators. The paper was written under the VEGA project No. 1/0233/16 “Dimensions and factors of social and economic development of regions in Visegrad Four countries”.

Urzędnik kontra menadżer – przemiany roli kierownika instytucji kultury

Urzędnik kontra menadżer – przemiany roli kierownika instytucji kultury

Author(s): Patrycja Kruczkowska / Language(s): Polish Issue: 2/2016

The article presents the silhouettes of directors of one cultural institution—its organizer and his successor. Their statements reflect the changes that have affected this type of facilities and resulted from political and economic transformation. These changes were related to the reform of local government and decentralization of cultural policy after 1989. The first part of the article contains a description of the assumptions and methodology of the project from which the interviews at hand derive, as well as a description of empirical material. A comparative summary of both directors’ statements is preceded by their short metrics. The presentation of micro-narratives is divided into four thematic areas: the careers of both narrators, the vision of the institution (the role of cultural centers and their assigned tasks in respondents’ opinions), the principles of operation and potential obstacles to institutional activities, anticipated recipients of the cultural offer. Overall, the analysis of the most interesting topics that appeared in the statements of the two directors, which may be helpful to answer questions related to the nature of the transformation of cultural institutions, closes the whole study. One of the most important points is how the current shape of the centers of this type results from the clash of existing structures with new requirements posed to institutionalized culture, and the functioning of civil society, as well as the development of creative industries, related to the areas at hand.

Tropes of War — Creating a Model Precarious Labourer For US Military Bases

Tropes of War — Creating a Model Precarious Labourer For US Military Bases

Author(s): Joseph W.H. Lough,Damir Arsenijević / Language(s): English Issue: 1/2016

In the paper, authors Lough and Arsenijević tackle the phenomenon of precarious labour and the framework that nurtured it into existence while maintaining focus on the conception of the “model precarious labourer” in Bosnia and Herzegovina for US military bases in zones of conflict. The US military’s reliance on precarious labour has been shaped by global social, economic, and cultural imperatives and the authors trace its development alongside that of neoliberal capitalism or, more precisely, its authoritarian post-Fordist modality. In the late 1960s, the traditional Fordist modes of regulation started to exhibit increasing signs of weakness and decline which, by the early 1970s, generated enough concern for their reconceptualization to be set in motion, resulting in across-the-board social, legal, cultural, and economic regulatory adjustments referred to as post-Fordism. This comprehensive shift is among the most important factors shaping the meeting between precarious labourers from Bosnia and Herzegovina and US military personnel in Afghanistan as, having weathered the widespread privatization and deregulation of industry and public assets, it was but a small step for Americans to embrace the privatization and deregulation of war. The impact of the US neoliberal post-Fordist policy on former Yugoslavia and, in particular, Bosnia and Herzegovina could not have been more destructive, even going as far as causing its eventual destruction and disintegration. When US military contractors recruited precarious labourers in Bosnia and Herzegovina, the wages promised, although entirely unacceptable by US military personnel standards, seemed rather generous to the psychologically traumatized recruits from the most economically depressed nation in the entirety of Europe. Such a labourer—frightened, traumatized, and desperate—stands as the ideal prototypical worker contemplated under the post-Fordist regime of regulation and the authors, drawing on the findings of carried-out interviews, attempt to rationalize his psychological makeup. More strict enforcement of treaties, laws, and universally recognized human rights, the authors conclude, will have little or no impact on the circumstances of precarious labour so long as the regulatory regime governing conduct in zones of conflict is indistinguishable from the authoritarian post-Fordist regime that regulates conduct elsewhere in the world, war or no war.

ORGANIZATIONAL COMMUNICATION, STYLE OF MANAGEMENT AND SOCIAL MEDIA

Author(s): Alena Klapalová,Ema Symonová / Language(s): English Issue: 1/2/2015

Effective as well as efficient communication in workplace environment is a critical factor for sustainable existence and growth of organizations. It is the (top) management task to build the right communication infrastructure within (and outside) the organization to capture, diffuse and apply knowledge essential for creating and delivering value. Since communication can be reckoned as one of the crucial competences of managers, formation of proper functioning communication infrastructure should be based on good knowledge of the individual communication media (tools or channels; in the following text only media are used) characteristics and other relevant and influencing elements. Besides this knowledge there is also concrete management leadership style that has tight connection with the style and form of communication and the preference of more or less open communication media. Social media as the new type of communication media have some specificities, which are not well investigated yet. This paper offers results of the empirical survey analysing the position of social media among other media used in organizational communication and revealing some patterns of relationship between the use of the individual media and styles of management.

INTERNAL COMMUNICATION AND CULTURAL ORIENTATIONS OF UNIVERSITY EMPLOYEES

INTERNAL COMMUNICATION AND CULTURAL ORIENTATIONS OF UNIVERSITY EMPLOYEES

Author(s): Malgorzata Koszembar-Wiklik,Marek Krannich / Language(s): English Issue: 1/2016

Organisational culture has been the object of studies since the 60s of the 19th century, although the peak of its popularity was in the 90s. Organisation and its culture have become the object of research in both social sciences like sociology and psychology and management sciences. From the point of view of management sciences the focus is first of all on the analysis of the structure, selected methods and tools of strategic management, control and leadership. Organisational culture is one of the more important phenomena which drive people’s behaviours in various organisations, including higher education institutions. Higher education institutions differ from one another with their organisational culture which, in turn, is the factor determining their ability to adapt and react to the changes occurring in the market of higher education. The authors made an attempt to identify the organisational culture of some of the university’s employees. They studied the organisational culture in the Silesian University of Technology. The purpose of the research was to establish what type of culture prevails in that institution and indicate the differences between the perceived and preferred types of culture as well as prepare recommendations with respect to the management activities that would increase the university’s ability to operate in the dynamically changing environment while increasing the involvement of the organisation’s members in the process of project management. The authors have also studied the used forms of communication between employees.

Impact of Regional Development on Enterprise Environment

Author(s): Baiba Rivža,Ligita Azena,Linda Sunina / Language(s): English Issue: 1/2016

Scholars from the USA, Western Europe, Russia and other countries (H.W. Richardson, Y. Butenko, Ph. Kotler, K. Asplund, I. Rain, I. Haider and others) have worked out theories of regional development that serve as grounds for planning, researching and forecasting changes in the country region. Theories of regional development reflect methods of spatial economics. „Space as limited resource” should be planned since necessary for people space utilization in the particular way precludes another, alternative mode of space usage. The economical aspect of space utilization – development of the spatial segments, their interrelation and their impact on the development of the common space, for instance, the influence of Latvian county economics on the whole region or country. While choosing the location enterprises have to take into account the optimal structure of space for all economic activities. Where is the best location for the stable development of enterprise? Where are the best conditions for the enterprise existence? The sequence of spatial location can begin from the particular region, from the specific place in this region. The result of the search for the spatial location is the result of the more or less successful decision of the single entrepreneur. Purpose of the present research was to study the impact of regional development on the development of enterprise environment. In order to implement the aim the authors had to investigate theories of regional development and study the indicators of environment development in two cities of national level in Latvia – Valmiera and Jekabpils. The research was implemented with the following methods: analysis of theoretical literature, statistical data analysis, document analysis. The primary conclusions were as following: __when researching territory, economical aspects of the space utilization shall be taken into consideration; __ national orientation criteria should be considered when choosing the enterprise location.

Managers’ Morality. A Contribution to Business Ethics Research in Postsocialist Serbia

Author(s): Jelena Manić / Language(s): English Issue: 04/2015

Corporate ethics in transitional Serbia have often been alleged to be rather poorly developed and have been marked by scandals. However, thus far there have been few comprehensive analyses or interpretations to explain business and corporate ethics in Serbia, nor has empirical research been conducted to explore the business morality of Serbian managers. Here I present results from explorative research about business morality among fifteen managers employed in private companies operating in Serbia. I elaborate a model of managerial ethics that serves as a conceptual framework to explore and interpret the most important research results. The results are also interpreted in the light of other analyses about the transformation of the economic elite in postsocialist Serbia.
