The organisation of mass events requires consideration of the needs and expectations of many groups of stakeholders, which can be directly or indirectly engaged in its course. Each one of them expects to gain as many as possible benefits for themselves, which influence the final value of an event. In this situation it is an important task for the mass event organiser to create value not only for the buyers but also for, identified beforehand, groups of stakeholders. This problem is even bigger, as not all expectations of those interested can be met. This is why it is worth to treat it comprehensively, which will allow to optimise the, seen differently, value. The paper presents a model describing the relationships between a mass event organiser and their stakeholders.

KOBIETY W WYDZIAŁACH LOGISTYKI POLICJI

The objective of the paper is to examine unequal treatment of women in Polish Police. The changes in hiring women in Police are analyzed and the pilot study conducted in a group of 37 police officers, men and women, who worked in logistics department. The Effort-Reward Imbalance Questionnaire was used to evaluate organizational demands and job rewards. The results revealed that there are no significant difference in subjective perception of burdensome job demands and insufficient rewards between women and men in the research group. The exception was the fact that women perceived greater organizational hindrances and insufficient recognition from supervisors. Women in management have equal rights and competencies, but unequal opportunities. Apart from stereotypes, there are no significant differences between women and men at work, which would justify their discrimination. The examples of good practices in this area are also presented.

Enterprises are continuously seeking better and more efficient models of operating on the market. Outsourcing is one of the business management methods that continues to grow in popularity. The paper presents the outsourcing theory as well as outsourcing activities undertaken by companies operating on the air services market. Airlines and airports decide what areas and in what form they can “outsource”, depending on their needs, resources and priorities. When choosing a service provider, the company should have regard to their knowledge, experience and ability to provide operations at the highest level. Companies must be also aware that accurate decisions will be profitable and will result in strengthening company’s position but mistakes may expose companies to increased costs and reduced value of the organization.

The paper presents the results of the research aimed at finding out the managers’ opinions about the functioning of various aspects of managing a large health care entity such as a clinical hospital. The research was conducted in a clinical hospital in Poznan in the 2012 year. 36 employees – middle managers – participated in the study. The following ones were, among others, evaluated: internal audit effectiveness, the remuneration system, the system of communication inside the hospital, the way of updating procedures and the mechanisms serving to maintain the continuity of activity in times of emergency. The work of the hospital’s management was also evaluated. Nearly 50% of the participants of the study highly evaluated such aspects as, among others: the information flow system and the mechanisms allowing for maintaining the hospital’s activity in the case of unpredictable events. The remuneration and promotion system was lower evaluated; in the opinion of 55.5% of the participants it does not have an influence on the effective employee management. Almost 60% of the managers perceived the need for systematic internal evaluation.

INTELIGENTNY SYSTEM TRANSPORTOWY W MIEŚCIE NA PRZYKŁADZIE BIAŁEGOSTOKU

The main objective of the paper is to systematize the knowledge of Intelligent Transport Systems (ITS) and present concrete solutions on the example of Bialystok. Cities that take the implementation of the concept of smart city, transforming from the concept of sustainable development to the concept of intelligent growth, are characterized by managerial innovations and implementation of innovative solutions and due to this can effectively compete with other centers. The benefits from implementation of ITS can be achieve by both residents and businesses established in the city, as well as other stakeholders. The results are, among others: increase in the capacity of streets, reducing travel time, improve customer service, as well as a general improvement in traffic safety and reducing the negative impact on the environment. These systems allow therefore easing the problems of European transport policy. The city of Bialystok in 2015 successfully launched the Intelligent Transport System covering the whole city, which is an important differentiator against the other cities in the country. The implemented solutions are aimed at most of all sustaining the large share of mass transport in the transport system. The main tasks of the system presented in the paper include the acceleration system in public transport, smooth ride and optimization of traffic in the city.

The objective of the paper is presentation of the cross-docking solution, used in the market practice of logistic operators, which is the answer to competition and growing customers’ expectations. Research methodology: query of thematically selected literature and case study of a logistics operator. The paper presents basic models of warehouses used in cross-docking. Mechanisms of operations is characterized on basis of InPost operator. Cross-docking is becoming more and more popular solution in business practice due to the effects possible to achieve, such as cost reductions, e.g. contract completion as well as competitive advantage over operators using traditional delivery methods.

The dynamic growth in the supply of road transport services and fiercer competition between forwarding companies stimulate an increase in interest and implementation of modern telematic systems. In addition to improving the economic efficiency of an enterprise and the security of transported cargo, these systems allow one to control the parameters of drivers' work, vehicle monitoring and support in the management of transport orders. The objective of the paper is a qualitative analysis of the functionality of telematic systems in the process of fleet management on the example of selected modules of the systems implemented in a road transport company. The study is of a research- analytical character and the case study presented may serve as an inspiration for other transport companies to try to optimize their fleet management.

Logistics activities have been also rising with the fast growing of goods and services trade in the world. Forming of logistics centers in Turkey started in 2006 by TCDD. Logistics centers provide access to local, regional and global markets by institutions which permitting to integrated transport with highway, railway, airway and seaway. Logistics centers cause to rouse economic activities where are they formed. Kars is the gate of Turkey which opens to Middle East and Caucasia as the center of TRA2 Region and border cities (provinces). Strategic potential of Kars city arises by the building of Baku- Tbilisi- Kars railway and Kars- Iğdır- Nakhchivan- Iran railway which’s etudes are going on. Crossing of significant forward and backward connections of railways which is considered to build in Serhat Region, and BTC oil and BTE power transmission line in the regions was been effective to set up Kars Logistics Center (KLC). Although this strategic potential,TRA2 Region cities and especially Kars city is at the last rows in Turkey by the economic structure based on agriculture, relatively backward industry, high rate of emigration and relatively low socio- economic development index. In this study, touching on the importance of KLM in the terms of development of TRA2 Region and economy of Kars city and emphasizing the possible economic contribution of KLM to TRA2 Region and Kars city when it will be completed.

For decades ferry services have been a primary transport branch enabling passengers to move in the Baltic Sea Region (BSR) and, at the same time, they have been undergoing a series of transformations in connection with the types of ferries in operation, functions they serve, as well as the structure of the traffic they handle. Loss of competitiveness of passenger ferry services in BSR while increasing cargo transport units volume, contributed to the change of the structure of the ferries fleet in the direction of the growth of freight lane capacity and loss the passenger capacity. The aim of the article is to identify and analyze the changes in the structure of the ferry fleet operating in BSR and assess their impact on development on ferry passenger segment.

The aim of this study is investigate whether there is a relationship between individual’s organizational commitment to organization that they have worked and their demographic characteristics. With this aim, was carried out a survey on 144 person which have worked in Sugar Refinery in Kars, using Questionnaire of Organizational Commitment Scale which developed by Allen and Meyer. Data that obtained from the survey was analyzed and evaluated by Independent Samples T Test, Tamhane’s T2 Test, Tukey ve Anova Tests, with the help of SPSS 20 programme. According to findings obtained from the sample, there was defined that individual’s organizational commitment attitude has no a meaningful difference for age, marital status, education and status, but it shows a meaningful difference for monthly income which is the lowest income group.

Human resources management practices should be redesigned with an emphasis on building human capital and managing knowledge to replace the traditional HR practices focusing primarily on matching particular job skills to selected strategies. Knowledge worker management is one of the most critical challenges for today’s organizations as they face increasing global competition. Within this context, the goal of this article mainly is to emphasize the new developments in HRM practices and to discuss its potential future trends. The second part of the article discusses specifically how HRM practices, policies and processes differentiate for knowledge workers.

The different models and sizes have been developed to explain the relationship between perceived service quality has been in the measurement of service quality and the levels of different expectations. In this study, Servqual Scale that has been found in 1991 by Parasuraman et al. had worked and had developed during continuing years on it was called "Service Quality Dimensions" they refered to as "Physical Features, Reliability, Responsiveness , Trust and Empathy" based on customers' behavioral intentions affect and the only specific accommodation services to aimed to improve service quality dimensions . The model has been developed for this study and related data have been analyzed on the basis of "Structural Equation Modeling ". According to all inclusive system of hotels have supplied to German and Russian tourists staying in those hotels in Antalya have created sample size of this study. The sample size with 95% confidence interval and an accuracy of 5 % was determined as 384. The research model of structural equation modeling will be used to test the sample sizeof 300 is adequate, but the return of 372 questionnaires were provided. In the pilot study, “convenience sampling" in the main study, " simple random sampling " method was used. According to study's findings, service quality factors that were "physical properties ,responsiveness and reliability", important for customer accommodation services again or to prefer this experience share with others and related services not recommend to others in the direction of behavioral intentions is effective on the reveal , because businesses these factors to develop a more rigorous and planned also the need arises to work

The purpose of this research, to examine the level of organizational citizenship behaviour, power distance and perception of organizational justice among police that working Konya police department and determine the impact of power distance and perceptions of organizational justice on organizational citizenship behaviour. This research is done by survey model and has been conducted five hundred fifty eight police that were employed in Konya Police Department. According to the experimental results, there is a weak and negative relationship between organizational citizenship behaviour and power distance, there is a weak and positive relationship between organizational citizenship behaviour and perception of organizational justice among police that were employed in Konya Police Department. As a result of the regression analysis power distance expectations and perception of organizational justice variables explain organizational citizenship behavior rate was found to be approximately percent of twenty two. In addition, the largest contribution to this explanatory variable is observed that the interaction justice .

It is expected that university hospitals carry out important missions such as education and research along with delivery of health care and this causes a complicated structure for university hospitals in which they carry out both academic and clinical activities. It is seen that various models are developed in order to organize collectively the expected delivery of health care from university hospitals, and their education and research activities. The two most accepted models among all are full integration model and functional integration model. The aim of this study is to reveal the advantages and disadvantages of these two models by examining them, and then to discuss the applicability of these models in Turkey by analyzing the organization structure of university hospitals in Turkey and the lacking in this structure.

Environmental accounting has gained importance in the eyes of both managements and their partners in terms of performing many activities such as engaging in activities in environment-friendly way, using technologies as environment oriented, tracking environmental costs in correct way, giving detailed information related to environmental performance and standards and reporting environmental activities in regular basis. In this research the value added that is procured to management and environment by the approaches which are used in calculation of environmental costs by taking environmental costs concept into consideration. In a cement plant the values added procured to the management by applying “Interview”, “Observation” and “Document Review” that are qualitative research methods are presented by a case study The purpose of the study is to explain how particularly the manufacturing enterprises get positive feedback through the measures they have taken in order to minimize the environmental damages caused or to be caused by the enterprises with the annual data of an enterprises in the cement industry, and show how environmental costs of the enterprise occur in this respect and set a model for the other enterprises.

Determining the inefficiency criteria is regarded as an important problem in the efficiency of the institutions. Therefore, defining the deficiencies and mistakes of the organization as efficiency indicators is considered easier than defining the strengths as efficiency indicators. This model handles the organization in negative aspects and the institution that does not possess any inefficiency indicator is regarded as effective. The primary indicators of inefficiency are organizational conflicts, problems, difficulties, mistakes and low performance (Sisman, 2011). The current research aims to reveal the educational problems that have been experienced in educational organizations throughout history in the framework of organizational inefficiency model and to present suggestions to reduce them. Case study from qualitative research methods was conducted. Interview method was carried out in the collection of data. The data were analyzed with content analysis techniques. Criterion sampling from purposeful sampling methods was used in determining the study group of the research. The study group consists of 9 educators (principals (4), deputy principals (3), and teachers (2)) who participated voluntarily. The following results were obtained in the research. The main problems in educational system were expressed as teachers’ professional development and in-service training, problems in appointment, problems in the career stages, problems in teachers’ being employed, redundant number of teacher candidates, teacher incompetence, conflicts between school management and teachers and incompetence of school counselors.

When the public administration of countries identified as a social and economic forms of organization is impossible to think outside the health sector of this form of organization. In this area, many spend the majority of national resources and the operation of the human field prevents the medical field and constrained to work. Since the establishment of the Republic was considered to be an essential task of the state health services were encouraged to take public organizations. After the 1960 reform of the health policy issues were on the agenda. Health services, policy-making / implementation in the context of redefining the evaluation in relation to the consequences of experienced conversion and also the transformation of health policy to be discussed with a critical perspective, currently ongoing is important for appropriate evaluation of the discussion. Turkish health personnel to work in the process of globalization in terms of policy, not an example of transformation of the public administration, is considered important by itself in today's public administration studies. Working labor changes in Turkish public administration system will serve to seeing through intensive service sector. The main problem of the health personnel system in Turkey is achieved with a flexible structure, starting from the 1960's.
