Evropska unija funkcioniše na principu vladavine prava tako da su sve njene radnje utemeljene na ugovorima na čiji sadržaj su dobrovoljno i demokratskim putem pristale sve države članice EU. Pravni instrumenti Evropske unije (EU) su podijeljeni u dvije grupe. Prvu grupu čini takozvano primarno zakonodavstvo EU – osnivački ugovori; Ugovor o Evropskoj uniji (UEU), poznat i kao Ugovor iz Mastrihta iz 1992. godine, Ugovor o funkcioniranju Evropske unije (UFEU) te Povelja EU o temeljnim pravima. Obaveze iz ugovora jesu postavile temelje za EU politike rodne ravnopravnosti i imaju posebnu težinu. One su provodive od strane država članica, EU institucija, kao i – zahvaljujući doktrini o njihovom direktnom efektu – od samih građana EU pred domaćim sudovima. Sekundarne izvore prava čine pravilnici/uredbe, odluke, preporuke, mišljenja te uputstva/direktive, koje su obavezujuće u smislu rezultata. To znači da su države u postizanju definisanih ciljeva slobodne da odluče o najboljem načinu njihove implementacije (čl. 288 UFEU).

Institucionalni mehanizmi i javne politike za rodnu ravnopravnost

Postojanje institucionalnih mehanizama za ravnopravnost spolova se smatra bitnom pretpostavkom za ukidanje diskriminacije na osnovu spola/roda i ostvarivanje ciljeva rodne ravnopravnosti. Potreba za uspostavljanjem institucija koje će se specifično baviti ovim pitanjima je prepoznata i istaknuta tokom Četvrte svjetske konferencije o ženama 1995. godine u Pekingu (vidi rad II.1 Ujedinjene nacije autora Damira Banovića). Zaključci ove konferencije su sadržani u Pekinškoj deklaraciji i Platformi za akciju kada je zaključeno da vlade imaju primarnu odgovornost za sprovedbu Platforme za akciju te da bi mehanizmi i institucije za unapređenje položaja žena trebali sudjelovati u formuliranju javne politike i poticati sprovedbu Platforme ali i djelovati kao katalizator u razvoju novih programa (Platforma za akciju, 1995, Glava V-A). Komitet za eliminaciju diskriminacije žena Ujedinjenih naroda (Opća preporuka br. 28, 2010) preporučuje postojanje ovih institucija kao jednu od osnovnih pretpostavki za sprovođenje člana 2. CEDAW konvencije.

Postizanje rodne ravnopravnosti kao ljudskog prava propisano je ustavima i zakonima o ravnopravnosti polova/rodnoj ravnopravnosti, antidiskriminacionim zakonodavstvom i cijelim nizom međunarodnih instrumenata ljudskih prava koje smo obavezni poštovati i primjenjivati. Odredbe kojima se štiti ravnopravnost i zabranjuje diskriminacija po osnovu pola/roda dio su i sistemskih i drugih propisa u različitim oblastima, od zakona, podzakonskih i drugih akata, pa sve do strateških i planskih dokumenata, odnosno javnih politika. U čemu je onda problem, pitamo se. Zašto ove deklarativne odredbe u zakonima ne znače odmah i njihovu primjenu u stvarnosti? Zbog čega i dalje postoje izražene rodne neravnopravnosti, pa čak i diskriminacija i nasilje kao ekstremni oblik diskriminacije? Zašto određene mjere vlasti imaju različite učinke na različite društvene grupe muškaraca i žena? Zašto naoko neutralne norme imaju nejednake efekte, iako nejednakost ili čak diskriminacija nisu uopšte bili namjera zakonodavca ili donosioca neke mjere? Zbog čega „ne vidimo“, odnosno odbijamo da vidimo da rodne nejednakosti postoje i da je njihovo uporno opstajanje zapravo legitimisana nejednakost u moći, podjeli rada i pristupu resursima?

Celem artykułu jest próba określenia zależności między absorpcją funduszy unijnych a zmianami poziomu rozwoju społeczno-ekonomicznego. Badania przeprowadzono w trzech etapach. W pierwszym określono poziom rozwoju powiatów województwa wielkopolskiego. W drugim etapie przedstawiono zróżnicowanie absorpcji funduszy unijnych w tych powiatach. W trzecim etapie określono zależności między wielkością absorpcji a zmianami poziomu rozwoju w układzie czynników tego rozwoju na podstawie analizy regresji.

Zira bu kişilerin ülkelerini terk edip belli ilişkisel ağlarla örülmüş bir topluluğun mensubu olmaktan uzaklaşarak yeni bir topluluk içinde yaşamaya başlaması, yerleştikleri bu yeni ortamda gerek dini gerek sosyal gerekse kültürel açıdan bazı sorunlarla karşı karşıya kalmalarına neden olmaktadır. Bu sorunların derecesi ve mücadele biçimleri, göç edilen yerin fiziksel, sosyo-ekonomik ve kültürel özellikleriyle, ortaya çıkan sorunlarla baş etmeye ve uyum sağlamaya dönük olarak sahip olduğu mekanizmalarla ilişkili olarak değişmektedir.

Most of empirical literature on participation in and choice of recycling at the household level has been focused on factors determining the direct cost for households engaging in recycling efforts (Czajkowski, Kądziela, & Hanley 2012; Huhtala, 2010, Jenkins, Martinez, Palmer, & Podolsky,2003). Researchers noticed mixed findings in the literature on the significance of waste collection fees for recycling efforts. There is also a question as whether household recycling efforts represent a social cost, which should be taken into account in cost-benefit analyses of alternative waste treatment systems. Some argue that it should not be calculated, since recycling efforts are, to a large extent, voluntary. But on the other hand, households devote time to segregation, which is, in fact, an alternative cost (Bruvoll & Nyborg, 2002). One of the barriers of effective segregation seems to be a low level of awareness on recycling and segregation issues among households. That was also noticed in research conducted by Omran, Mahmood, Abdul Aziz and Robinson (2009). The aim of this case study is to recognise why citizens’ knowledge on waste segregation rules is not sufficient enough. Despite research results confirming rather limited consumer skills related to the subject, efficient methods to make people increase their awareness of what correct selective waste collection is, seem to remain still undiscovered. The students’ task is both to identify why mistakes in waste segregation are made, as well as to propose ways of helping citizens avoid them.

Currently, one of the main factors that shows us a picture of Europe's decline is that of demographic change. This process of decline of the West is marked by more than five decades of several indicators and evolutions that show us that although the time of Western civilization is beginning to run out, a new one appears, namely that of the East. This process of decline in which there is an extreme and unprecedented form of capitalism appears more pronounced in Europe compared to the United States and is characterized by: corruption, alienation of peoples from their roots, religion, history, low birth rates, massive flows of migrants and refugees, the totalitarian tendency of governments. Although the signs of decline are numerous, in this paper we will analyze certain demographic developments observed mainly in Europe and which we consider from several points of view dangerous. In addition to these developments, which we consider quite dangerous, globalization is the most important. The paper is structured in four parts, in the first part being presented the basic trends and variations from the population's perspective. In the second and third part are presented the main causes and effects of these variations of the populations and in the fourth part the conclusions of this study.Most of the interpretive analysis of this unwanted stagnation process is based on demographic erosion, population aging, low middle class rates, the invasion of migrants and refugees that change the cultures of the host nations.

Sharing resources is now a frequently discussed topic in the scientific discourse. The phenomenon of consumerism and globalization in the food market has led to the problem of wasting food. This is one of the greatest challenges we face today, especially in developed countries and their urban areas. Food sharing may be a solution to this problem. Foodsharing points, however, are only social initiatives, not systemic solutions. Based on the qualitative research – case study of the Metropolis of Upper Silesia and Zagłębie – the aim of the article is implemented, concerning the identification of available solutions for sharing food in cities and their assessment. This publication will be an introduction to further considerations in the field of organized food sharing in urban areas, which will contribute to enriching the concept of city management with solutions in the field of foodsharing.

Biophilic urbanism and NBS - conceptual approach and critical case study on the process of implementing NBS specific to the proGIreg project

Based on the proGIreg case study, the potential use of neighbourhood-based nature-based solutions for urban regeneration is presented. The classification of the specific solutions of the project (compared to other classifications) will be presented, together with the critical conclusions on why NBS are relevant for the emerging new concept/approach of Biophilic Urbanism. One of the results of the applied research project is the Replication Toolkit - which aims to facilitate the implementation of Nature-based solutions for other cities. The Replication Toolkit contains a set of recommendations for the strategic component of urban regeneration of post-industrial neighbour-hoods, but also for the operational component of concrete implementation of solutions.
