This article presents the results of a study on the possibilities of computer educational games for the development of various cognitive skills for learners. The advantages they offer in the learning process are highlighted. Special emphasis is placed on the relationship between game-based learning and mental development of learners. Examples of game-based learning from leading educational institutions at different stages of the educational process are given. A prototype of an educational game with several interactive puzzles is presented. They are designed to teach students in mathematics and philology (learning a foreign language). The developed prototypes can be used to acquire new knowledge or to assess the acquisition of knowledge and skills in various subject areas.

In the proposed military history study with a focus on the historical review of the preparation of officers from the reserve of the Armed Forces of Bulgaria, an attempt is executed to study the basic form of training of this specific type of servicemen in the defined period. The article gradually examines the gradual restoration of the Reserve Officers' School under the still valid Neuilly Treaty clauses and its functional development until the end of the World War II. The subject of the scientific work is related to the systematization of the relationship between the restoration of the training system for reserve officers, the revival of its traditions and the innovations of its development, the goals of the Ministry of War and the approaching World War II with its inherent requirements in military affairs. The researched problematic, included in the scientific production, is based on the analysis and summary of historical sources in the form of more than twenty archival units, mainly from the school’s fund, extracted from the State Military Historical Archive of our country.

For Excel’s calculation of basic (fixed) assets amortisation values, the investigated economic and mathematical foundation with required values and their relations were used. The investigated and introduced theory is adapted to Excel calculations of fixed assets amortisation based on today’s needs. All values for Excel’s calculations are sorted into input and output values, and input to main and nested calculations. Two methods for calculating fixed assets amortisation were introduced using Excel. The first method is based on a linear decreasing function,G(t) = G0 (1-pt), which presents the simple interest calculation of the reduced equities for equal periodic amortisation values. The second method is based on the exponential degrading function, G(t) = G0qt, which presents a complex interest calculation of the reduced equities for periodic amortisation amounts in a descending sequence. The continuity of the introduced functions results from the continuity of: the life of the fixed asset, periodic amortisation, accumulated amortisation and non-amortized amount (residual value) of the fixed asset. It is particularly important to introduce dates with the exact time, for the beginning and the end of each amortisation period of the fixed asset. The theory for Excel’s calculation of the fixed asset output values for an arbitrary (planned or unplanned) term has also been explored and introduced. Such calculations relate mainly to terms of alienation, permanent damage, permanent loss of the process function of a fixed asset and periodic accounting reporting.

In a consecutive order, this article examines certain topics that connect the “living standard” phenomenon and the opportunities for analysis through a series of parameters (characteristics); the fundamental measurement methods (approaches); other social phenomena and processes in public spaces. Simultaneously, the article introduces aspects of the influence of the living standards on social development. Through a system of indicators, a quantitative and qualitative complex analysis of the human potential development is possible. Some of said indicators bear information of the development’s content as a socioeconomic category, whereas others give an opportunity for evaluation of its components; however, only in a systematic and interconnected manner, can those indicators be used to characterize the development’s complexity and its multiple aspects. The human development index and its components summarize the achieved level of social development in the separate countries as a quantitative measure for human potential.

This paper presents data on effective tools and methods of online learning obtained during a survey of 72 teachers of Russian as a foreign language working in various universities in St. Petersburg. The questionnaire, which included 7 open and closed questions, was created taking into account the features of the online lesson: reliance on cloud platforms for video conferencing, the dominant nature of visual perception of information, the need to constantly maintain the attention of students, and the lack of direct contact between the teacher and students. During the survey, it was found that the effectiveness of online teaching Russian as a foreign language, according to teachers, depends on the technical capabilities of cloud platforms for video conferencing, the use of both traditional textbooks in PDF format, and electronic textbooks as well as teachers' own training materials. Also it depends on the use of slide presentations, additional audio and video materials of both educational and non-educational nature, electronic simulators, sites containing game tasks, innovative methods and techniques of teaching

This paper emphasizes the effects of teaching literature in the younger grades of primary school in the context of the development of socially desirable behavior of students. The aim of this research was to determine how much literature content for children, which is the part of the curriculum for pupils attending classes from the first to the fourth grade of the elementary school, with the application of adequate teaching methods and affirmation of socially desirable values, contribute to the development and nurturing of socially desirable behaviour of students. The research can be marked as ex post facto, with the application of a descriptive method and a survey procedure. The findings of the research show that the texts of children's literature, with adequate methodical procedure during their interpretation, contribute to the development of socially desirable characteristics and values of students.

In this study, it was aimed to identify the factors impacting the effective citizenship values of secondary school students within the scope of social studies education. The research data were collected from 5 different secondary schools located in the province of Kocaeli in Turkey in the fall semester of 2020-2021 academic year. Participants of the study were a total of 905 students, 481 of whom were females and 424 of them were males. In this study carried out in the scanning design as a descriptive study, the effect of students’ grade level, gender, education level of their parents, monthly income of the family, frequency of following the news and being a member of a non-governmental organization on the effective citizenship values were tried to be identified. The study is the first international research to determine the effective citizenship value levels of Secondary School students within the scope of social studies education.

Centralisation and Decentralisation in Higher Education: a Comparative Study of Hungary and Germany

The main focus of this article is on comparing the centralisation and decentralisation in higher education in Hungary and Germany. This study explores trends in implementing quality assurance measures in higher education. It employs the methodology of document analysis to identify differences between the two nations in the level of autonomy they accord to higher education institutions in regulating quality assurance standards. Data collected from these documents demonstrate that the two countries have divergent approaches to higher education governance. In the Hungarian higher education system, management is centralised and monitored by the national government. This state control indicates limited autonomy amongst higher education institutions to organise academic programs. In contrast, the German legal documents examined in this study indicate a belief in the need to guarantee the quality of learning, teaching, research, academic freedom, gender equality, and institutional autonomy. The data collected reveal the close relationship between governance and quality assurance in discourses regarding the accountability, transparency, and freedom of stakeholders.

In the 21st century, reality, characterized by volatility, uncertainty, complexity and ambiguity, together termed VUCA, change constantly occurs throughout social, technological, economic, environmental, educational, and political (STEEEP model) aspects of society. Therefore, education systems need to adopt innovative approaches to adapt to the frequently changing world. In this study, educational and pedagogical innovation is regarded as including whatever constitutes a change in all areas to which education relates. As teachers are one of the most crucial factors in influencing students’ academic success, and as they must rapidly adapt and constantly innovate to adequately prepare their students for ever-changing circumstances, it is essential to identify traits of innovative teachers. The main goal of this study is to characterize the personality traits of innovative teachers according to the Big Five Personality Traits model, referred to as the NEO-AC model, using qualitative and quantitative methods. The findings show that innovative teachers perceive themselves as first and foremost open to experiences. They are curious people with highly developed imaginations and a wide range of interests. Innovative teachers also may be unconventional, capable of putting together plans and projects from several different disciplines
