There are two main groups in Russia striving to upgrade the level of Russian-EU relations. These are, first of all, democratic factions within the political elite and the expert community who believe that the European model, adapted according to national differences and specifics but based on general, fundamental principles. The second group, comprising elements within Russia’s ruling establishment, argue that upping the level of relations with the EU symbolises Russia’s importance in the modern world, with a special responsibility for international security and stability. Three scenarios are identified as theoretical options for how to deal with the 10th anniversary of the PCA: 1) continuing with the PCA, 2) modernising and revamping the PCA and 3) creating and ratifying a wholly new agreement. The second scenario, which the author favours, would in particular spell out in more operational terms the four common spaces agreed in May 2005.

The state capture and oligarchic control of political power and electoral processes in the associated countries of the Eastern Partnership – Georgia, Moldova and Ukraine – are acknowledged by EUinstitutions, civil society organisations and in public opinion. That inevitably puts pressure on the resilience of these three countries, in addition to Russia’s aggressive campaigns, carried out with or without the use of conventional weaponry. This policy brief looks at the EU’s actions to invest in and consolidate the rule of law, in the direction of stimulating internal resilience. It provides a range of arguments supporting the idea that the EU is not sufficiently tackling the oligarchic influences inMoldova, Ukraine and Georgia. These are followed by timely recommendations for the EU institutionsto remedy the situation.

What is this project? When the Covid-19 virus struck Europe in 2020 with the full force of a pandemic, eight countries allied in the Nordic-Baltic region immediately faced a challenge to their hard-won partnership. For three decades Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden had been building a common purpose. How would that friendship respond to the greatest health scare in a hundred years? This report aims to answer this question by looking at developments in the Nordic-Baltic Eight (NB8) through a Strategic Communications lens. Why a Strategic Communications lens? To understand fully the pandemic that gripped these eight partner states is to paint a picture that goes beyond the number of human lives lost or the rise in unemployment, fall in national economic growth, and assumption of state debt so punitive to their taxpayers. Any complete picture would also tell the story of how governments chose to speak to their electorates, and how civil society would respond to unprecedented measures imposed in peace time: curbing individual freedoms, it may be assumed, would elicit a consequent questioning of trust between government and governed.

Kakva nam organizacija vlade treba? - Uporedna analiza i prijedlog novog pristupa

Organizacija, funkcionalnost i transparentnost izvršne vlasti dominantno utiču na kvalitet političkih odluka, a samim tim i na kvalitet života svih građana i građanki izražen kroz domaćinski odnos vlasti prema resursima i javnom interesu. Svaka država samostalno uređuje, u skladu sa svojim zakonskim okvirom, sastav i organizaciju izvršne vlasti, a zavisno od uspostavljenh prioriteta i ciljeva koji su definisani politikom te iste vlade, pri čemu bi logično bilo da se rukovodi realnim potrebama i mogućnostima. Prakse su raznovrsne, a posljedično daju i različite rezultate. Kakva to vlada treba Crnoj Gori? Što je uloga užih kabineta, koje su njihove prednosti i mane? Koliko nas koštaju članovi Vlade i savjetnici užeg kabineta? Kako do učinkovite organizacije vlade odgovorne građanima? To su bila neka od polaznih pitanja koja su motivisala tim Centra za građansko obrazovanje (CGO) da se osvrne na postojeći sistem organizacije Vlade u Crnoj Gori, sa fokusom na uži kabinet i broj ministarstava, a uz korišćenje komparativne analize sa pojedinim državama u okruženju, kao i državama članicama EU, ali i onima koje to nijesu a iz drugih razloga mogu biti uzor Crnoj Gori. Primjer Crne Gore uporedili smo sa Srbijom, Hrvatskom, Slovačkom, Njemačkom i Islandom. Izbor ovih država je proizvod jasno definisanog metodološkog okvira istraživanja. Vodilo se računa da tokom procesa uporedne analize budu uključene zemlje kandidati, zemlje članice Evropske unije, i zemlje koje nijesu članice EU. Konkretnije, za potrebe poređenja uzeta je Srbija kao zemlja kandidat za članstvo u EU, Hrvatska kao posljednja država članica koja je pristupila EU, Slovačka kao država članica EU koja trenutno presjedava EU (od 1. jula 2016) i SR Njemačka kao jedna od osnivačica EU, ali i Island kao zemlja koja ne iskazuje težnju da bude članica EU, ali je njena veličina od značaja za poređenje sa Crnom Gorom. Ova analiza je dio redovnih aktivnosti CGO-a u okviru potprograma Odgovornost i transparentnost vlasti.

Uprava za inspekcijske poslove je nov i samostalan organ uprave, čijim formiranjem su centralizovani inspekcijski poslovi u Crnoj Gori. Strategijom reforme javne uprave u Crnoj Gori 2011-2016 (AURUM) ocijenjeno je da organizovanje inspekcija kao unutrašnjih organizacionih jedinica ministarstava i drugih organa uprave ima negativan uticaj na opšti položaj inspekcija u sistemu, a samim tim i na njihovu samostalnost koja je nužna za obavljanje inspekcijskih poslova. Na osnovu toga se došlo do rješenja koje u svojoj osnovi ima centralizaciju i treba da objedini 28 inspekcija, pri čemu će van tog sistema ostati inspekcijski nadzor iz domena državne uprave (Upravna inspekcija), odbrane i bezbjednosti, zaštite i spašavanja, prevoza opasnih i eksplozivnih materija, kao i sigurnosti i bezbjednosti saobraćaja.

A simple glance at a map of Europe is enough to see why a joint European future for all European countries is inevitable and that it would be a logical interest of the European Union do spread its borders across the Western Balkans and further strengthen its position in the region. Still, keeping talks of enlargement alive is getting more and more difficult every year. Even before the pandemic, the opinion that it is necessary to reform the accession criteria before any new enlargement talks should begin has emerged, which has temporarily suspended candidacy talks with Albania and North Macedonia at one point, and almost caused serious backsliding in the latter Western Balkan country. Although the European Union is still mostly engaged in fighting the COVID-19 outbreak, preparing itself for the post-pandemic crises, and trying to make internal reforms in order to tackle existing and possible future problems in member states, talks on enlargement should not halt. And the two priorities – the one on the internal and the one on external strengthening of the European Union – must not be considered mutually exclusive, because they both benefit the geopolitical position of Europe.

This monograph deals with the issue of the organization and regulation of transport systems and, above all, the rail transport segment, which is extremely complex in terms of planning, financing and regulation. The book concludes the monographic edition “Railway Reforms” as its 6th volume; the previous volumes addressed individual aspects of rail transport: modeling demand for transport and its prediction, regulating the competitive environment on the railways, specific stories of sectoral reforms in the UK and Germany, and economic appreciation of the liberalization of railway systems in Europe. This last volume is devoted to a comprehensive analysis and assessment of transport policy in relation to the railways in the countries of the European Union. Transport policy has a significant role to play in the economic policy of the European Union, national states, regions and cities, given the scarcity of natural resources and the growing demand for transport services, with fiscal, strategic, environmental and social goals being increasingly urgent. The entire book is divided into six chapters, which form closed units, are focused on a certain aspect of transport policy on the railway and are always concluded by a partial conclusion. At the same time, however, the chapters logically follow and complement each other, forming a whole, from which it is possible to derive overall conclusions and recommendations.

International sports competitions have perhaps the second most widespread and normalised use of national flags and symbols after the military. Undoubtedly, sport—both in terms of athlete accomplishments and sporting events organisation—are a source of reputation for a country. Nations use sport to tell stories of their role in fostering achievers, winners, overcomers, and even triumphant underdogs. International sporting events are drama-laden displays of national unity and purpose. Sport is increasingly featured in national strategic documents pertaining to public diplomacy. Different in size, form, and vision, the documents nonetheless demonstrate that there is a certain strategic communications approach to sport, which might point to high soft power value. Using both the strategies and the communication surrounding mega sports events, this report aims to analyse and compare the national strategic communications messaging—what stories nations tell, and how they position themselves externally.

Today, for the umpteenth time in history, natural and cultural heritage are facing existential challenges across the planet, such as climate change, rapid and radical urbanization, conversion from analog to digital, political instability, armed conflicts, the strengthening of the right-wing and populist narrative. . In the context of post-truth, subjective narratives often replace objective facts, significantly affecting the understanding and therefore the preservation of heritage. This selective interpretation of heritage is reflected through contemporary ideological or political agendas, which often disregard historical accuracy. All this is especially facilitated in the digital age in which we live, because misinformation spreads quickly and information is easily manipulated. In the book "What are we talking about when we talk about heritage", the author Sanja Iguman Glušac insists that exclusive, conservative, static and apolitical approaches to heritage are not up to such growing challenges because they cannot follow the fluidity, complexity and dynamism of heritage in today's world. Analyzing contemporary (critical) theories of heritage through illustrated examples, she shows that heritage is at its core political and dissonant, and that accepting this fact is the first step towards democratic, open and flexible use and management of heritage.
