Selected issues” Due to the specific nature of French legal solutions (consultative administration) in the commune government, including the multitude of commissions and committees where the inhabitants of local communities participate, the article compares the considered issues by presenting the French patterns of consultative participation corresponding to Polish legal solutions, if any, in that scope, basing on the criterion of functionality. The comparative perspective is aimed at presenting the consultative administration at the commune level in both legal orders and at putting forward the postulate de lege ferenda in reference to the Polish legal regulations in this respect.

Informality and Affordability: Approaches from the Global South and Opportunities for the Global North

The changing world economy since the 1970s and the decrease in welfare and deregulation in the Global North have led to an inefficient and declining stock of affordable housing. In the Global South, the need to economically catch up with the Global North has led to a lack of sustainable affordable housing policies. Social and affordable housing policies in the Global South have been either non-existent or very inefficient. The aim of this short paper is to start a discussion (and contribute to the existing ones) on how the social dynamics of informal settlements may be a source of new approaches to the provision of affordable housing in the Global North and South. Despite their illegal status and characterisation as urban blight, informal settlements are frequently illustrative examples of collaborative processes in the areas of planning and development that depend on the social connections and relationships among squatter households.

Tha main aim of this paper is to determine the emergence of Comparative Public Administration (CPA), which is regarded as an important sub-discipline in Public Administration research, to examine the phases it has undergone, and to discuss the prominent thinkers in this field as well as their theories. Public Administration has developed as interdisciplinary in character in its two-hundred span of growth. It obviously owes this characteristic to its talents in comparative analysis. The comparative aspect of Public Administration is an inherent characteristic. The comparative method that have been used since the acceptance of Public Administration as a discipline in the modern sense has contributed to its intistutional aspects, and it has also made it easier to analyse by determining the similarities to and differences from its counterparts in the world. The analysis of Public Administration through comparative methods has become possible through CPA. In this regard, CPA is accepted as a sub-discipline, supporting research in Public Administration. CPA research, held methodologically for the first time following World War II, achieved maturation during Cold War era. The Cold War era, when theories of the discipline were mainly developed, is remembered as a period when regulations towards the welfare state were also made. Therefore, studies in CPA mainly followed a path of development in this direction. It can be seen that CPA studies during Cold War era were generally centered upon the administration structures of developed countries. Following the period, global management and liberalism came to the fore in line with New Public Administration Movement (NPAW). With the influence of globalisation, studies in the field expanded and became valid worldwide by attaining a comparative dimension. It is possible to handle research in CPA in its consequential development as “Early Period”, “Classical Period”, “Modern Period”, and “Contemporary”.

The outcome of the British referendum of 23 June 2016 was a beginning of Brexit. The latter was finalized on 31 January 2020. Although, Brexit was a fundamental occurrence, was not the only one that had an impact on the configuration of the European Union. The aim of the article is to analyse the selected national referenda, that were conducted in 1972-2012 and had an important impact on the extension of the European integration. The article also shows to what extent decisions made by the citizens of particular states in ratification referenda contribute to changing the internal situation in these states and how a referendum in a specific country affects international relations.

The purpose of this text is, through literature influence, to explain discrepancy between political power and persuasion strategies and intellectual/individual/literary-artistic strategies through which reality of policy and culture is presented. From the point of view of theories literature is a dominant factor of subversion and interim a constituent of cultural identity. Cultural identity arises from society and policies connected to that society. In social and cultural life, in general, everything is connected to power. Power is in the center of cultural policy. It is integral part of culture. Such social power, manifested through opposed discourses, automatically entails the question how much is the world hybrid? Even expansion of hybrid identities itself, provokes appearance of “alternative” identities arising from “dominant” and “alternative” discourses. Such division always produces another third option, that is appearance of “alterity” or “alternative” identity which evolve from “dominant” and “alternative” discourses. Such alternativeness provides to the world diverse existence and diverse truth, which complies with the interpretation of truth of postmodernists, and that is, there is no single truth in the postmodern world.

The paper reflects analysis of disastrous consequences regarding the coronavirus epidemy, which may affect geopolitical situation in the world and worldwide status-quo of the main superpowers such as the US, Europe or Russia.While Western countries are still facing the disease, the number of causalities in China decreases and the country tries to recover its main institutions, companies and social activities. In fact, Beijing may reinforce its political, military and economic presence in the world, including Middle East and Gulf countries. Besides, Western countries will be focused on domestic problems such as health and social care, reestablishment of the business as well as improvement of potential unemployment and growing poverty or discouragement of consumerism and mass protests. Moreover, the research focuses on two approaches of Sino-Arab relations: trade and economic presence as well as political and military activities.

In this article, the authors present a report of a quantitative empiricalstudy devoted to the relationship between musical tastes and political preferences.The data collection process took place in 2019 on a sample of 831 students agedfrom 18 to 30. The respondents included in the measurements came from almost 50academic centres across Poland. The research found a positive correlation between(1) preferred music genres and the level of acceptance of beliefs characteristic foran authoritarian personality; (2) preferred music genres and the manifested politicalorientation measured on the liberal-social vs. conservative-libertarian beliefscale; (3) the level of acceptance of beliefs characteristic of an authoritarian personalityand political preferences measured on the liberal-social vs. conservative-libertarianbelief scale. Finally, it determined the probability at which the authoritarianpersonality and political preferences can be predicted based on the musical taste.The article also discusses the detailed extent of the determined relationships.

Members of the community can benefit from economic and social benefits it provides measures on digital technologies. These are only part of what modernization measures mean that can be applied to public administration. Also, urban areas are the ones where the impact of these measures on people's lives, respectively of economic growth, is best observed. The way in which the public administration responds to the requests of the community can influence the economic development of that community. An important part is represented by the central public administration. Thus, the article presents an analysis of the number of civil servants in the central public administration, by reference to the total number of the population. The analysis is carried out at the level of the member countries of the European Union.

Jakość rządzenia, stan psychiczny i postawy wobec rynku i demokracji w krajach Grupy Wyszehradzkiej na tle Europy Północno-Zachodniej

The goals of the study are to: 1. examine the impact of the quality of public service management on the mental state and attitudes towards the market and democracy in the Visegrád Group countries compared to Northwest Europe; 2. identify different mechanisms connecting the quality of governance with the mental state and attitudes towards the market and democracy in both groups of countries and their interpretations in terms of the neo-institutional theory. The quality of governance has been assessed based on the respondents’ opinions about the provision of public services. Low evaluation of the quality of public services and the belief in privileges and corruption in their distribution coexist with a poorer mental state, antimarket attitudes, less trust in democratic institutions and dissatisfaction with democracy.Differences: 1. Institutional exclusivity is relatively greater in the Visegrád Group. Contesting attitudes towards the market and democracy are in a relatively higher degree a consequence of the low quality of services and low incomes. 2. In these countries, public services relatively weakly compensate for income inequalities. 3. In Northwest Europe, contesting attitudes towards democratic and market institutions are the consequence of privileges and corruption in the distribution of services. 4. In the Visegrád Group countries, privileges and corruption are greater, but less frustrating. Institutional exclusiveness is slightly more accepted in the Visegrád Group countries than in Northwest Europe. This state of affairs is the consequence of equipping public administration with resources and cultural patterns. If the administrative resources were the same in all the compared countries, the level of exclusivity would be relatively higher in the Visegrád countries for cultural reasons.

Being Green in the East: The success and impact of Green parties in post-socialist countries

This article examines the presence and activities of Green parties in governments of Central and Eastern Europe. In recent years, many ecologist parties and movements gained considerable electoral and general political success, especially in developed democracies of Western Europe. However, their ideological counterparts in new democracies tend to remain out of power and often out of parliament, albeit with a few notable exceptions. In this study, success of the Greens in CEE is operationalised through their impact on public spending and direct investments allocated to environmental protection. The hypothesis regarding the Greens’ impact on spending is tested within the regression models, along with other potential predictors of government expenditure. The research results demonstrate a low significance of Greens in government participation and also their impact on budgetary allocation, contributing to the debate about the Green politics’ position in the context of social and political cleavages in post-socialist societies.

The article presents the specificity of understanding and using the category of narration and explanation in Polish political science after 1989. At the beginning, the author briefly recalls the meaning of the concept of narrative, and then presents two di- mensions of its presence in domestic political science. On the one hand he elaborates on its conceptualization within the methodology of political science, and on the other hand he discusses the two main political science narratives he has distinguished, which, in his opinion, were born in Poland after 1989. Both narratives (liberal and critical) of- fer their own interpretations of the political and social transformation of post-commu- nist Poland. The author of the article also argues that the liberal narrative is supplanted by the critical one, which applying among other things, the concept of integral explanation seems to explain the troubled and crisis-ridden present times more suggestively.

Categories of ‘Political Actor’ and ‘Political Agency’ as Research Objects of Polish Political Theorists

The aim of the article is to present the history of research on the categories of “political actor” and “political agency” conducted by Polish political scientists. The arti- cle shows how they were defined and how the theories of society and politics prevalent at a given time shaped their understanding. Initially, both categories alluded to the col- lective vision of activity, to finally appreciate the role of individuals in initiating activity. The way researchers viewed the significance of political actors was changing over time as well; at the beginning, social classes and subsequently large groups were seen as cru- cial, while individuals were only eventually recognised as the source of agency. The ar- ticle demonstrates that both categories have changed over the years, adapted to new so- cial order, social structure and, in particular, to the ideologies prevalent in society. The article pays special attention to the concepts developed by Mirosław Karwat and An- drzej Czajowski.

O transformacji normatywnego pojęcia władzy. Perspektywa europocentryczna

The article is a proposal for a Eurocentric, normative presentation of the transformation of the concept of power. The author, focusing on normative interpretations, uses the matrix Enlightenment-Counter-Enlightenment-New Quality in the form of Marx and Engels/liberalism-conservatism-leftist thought. The proposed transformation links conservatism/counter-Enlightenment with patriarchy (the authority of the Fathers), and liberalism/enlightenment (the authority of the Legislative Fathers). In turn, the concept of power by Marx and Engels is presented as entangled in the ambivalence of the elimination (Aufhebung) of power and the possibility of taking over it, as well as the dispute over the subject of social change and possible normative visions.

The article analyzes attempts by Ukrainian scholars to conceptualize the notion of “ruscism” as the ideology and political regime of modern Russia. The evolution of the study of Putinism as a prototype of ruscism and the origins of the term “ruscism” are examined. The approaches of Ukrainian researchers to the definition of ruscism, its characteristics and connection with fascism are analyzed. The main tendencies in understanding ruscism are highlighted: as an ideology, Ukrainian scholars define imperialism, chauvinism, Russia’s messianism; as a regime – totalitarianism, militarism, revanchism. Ruscism is closely related to fascism, but has specific features.
