The protracted global crisis took a “W” shape that culminated in the summer 2011, in such a way the authors closed their chapters in an open ending game in August 2011.

European countries after 1993 applied railway reforms. The reform strategy included vertical separation (infrastructure – services), horizontal separation (freight – passenger) and the entry of competition. The aim of this book is to identify the effect of reforms on railway’s output. Based on regression analysis of data in 27 European countries in the period 1995–2011 it was identified, that horizontal separation is increasing output where as no clear effectcould be identified in case of vertical separation. The effect of competition entry was different for sample of Western and Eastern European countries. In passenger sector the entry of competition was increasing output in Western Europe but decreasing it in Eastern Europe. Also other reform and control variables had significantly different effects for samples of Western and Eastern European countries. The results therefore indicate that European railway reform generates different results for Western and Eatstern European countries.

The publication analyses and discusses legal and financial tools, including international strategies and policies, relevant to the protection of landscape character with a focus on agricultural impact in the Czech Republic. The first section summarises the available Czech literature on the subject and includes an analysis of the changes in scale of Czech farms after 1989. The second section summarises relevant financial instruments and their influence on landscape character. In the third section, a more detailed analysis of selected tools is attempted, including several case studies describing their use and impacts in practice. Section four summarises relevant international agreements, strategies, policies, and national and regional government programmes, and discusses their influence on landscape character in the Czech Republic. In the fifth section, policy changes on a national, international, and regional level favourable to landscape character are suggested. The summary in section six offers some general comments, including a plea for more effective control mechanisms and for more complex policies and strategies integrating small-scale rural renewable energy production with water and landscape character conservation and sustainable agricultural production based on local economic and biological loops.

Dear distinguished reader, It is my utmost honor to present you the first volume of a series of energy security threat assessment studies stemming from the comprehensive, in-depth research of the Energy Security team at the Department of International Relations and European Studies of the Faculty of Social Studies of the Masaryk University conducted with the valuable support of, and in collaboration with, the Prague Security Studies Institute. This study addresses the rapidly evolving energy sector of Central and Eastern Europe, a sensitive, vulnerable region with regard to present and past Russian efforts to exercise varying levels of control over infrastructure, supply and pricing. The authors examine the operations and behavioral characteristics of two key Russian state-owned enterprises in the natural gas and nuclear energy sectors, namely Gazprom JSC and Rosatom State Atomic Energy Corporation, and seek to detect specific patterns and determining factors that shape their decision-making.

The study focuses on the impact of the Energiewende (EW), i.e. German shift towards a decarbonized economy, and more specifically the large-scale deployment of renewable energy sources (RES), on the energy sectors of its eastern neighbors – the Czech Republic and Poland. Firstly, we provide a reflection of the EW by the Czech and Polish grid operators and energy policy decision-makers. Secondly, we introduce the possible pathways of EW’s future development, using the scenario analysis method. Thirdly, we provide a thorough explanation of the impact mechanisms through which the changes on the German electricity market are translated to changes to the ones of the Czech Republic and Poland. Fourthly, we evaluate the impact itself. Lastly, we provide a set of recommendations to both Czech and Polish decision-making bodies.

Dynamika zmian cen kontraktów sCDS a ryzyko suwerenne Polski w okresie kryzysu finansowego

Celem książki było przedstawienie kształtowania się kondycji polskiej gospodarki w okresie 2008-2013 (obejmującym zarówno okres kryzysu, jak i względnego spokoju) i zweryfikowanie, w jakim stopniu dynamika cen kontraktów sCDS wystawianych na polski dług rządowy była zgodna ze zmianami sytuacji gospodarczej i finansowej kraju. Stwierdzenie, że skok cen w początkowym okresie kryzysu nie wynikał z załamania sytuacji wewnętrznej Polski, nie jest zaskoczeniem. Był on wynikiem wzrostu globalnej awersji do ryzyka, niebezpieczeństwa pojawienia się paniki na rynku czy też zarażania kryzysem. Pośrednio taka sytuacja mogłaby wpłynąć również na kondycję polskiej gospodarki, a więc do pewnego stopnia wzrost cen kontraktów mógłby być uzasadniony. W związku z tym można zadać kolejne pytanie: jaki konkretnie rodzaj ryzyka odzwierciedlają ceny polskich kontraktów sCDS? Tezą badania było stwierdzenie, że ceny kontraktów mogą odzwierciedlać nie tyle ryzyko suwerenne, co szerzej rozumiane ogólne ryzyko kraju. Jeśli ceny kontraktów sCDS miałyby odzwierciedlać jedynie ryzyko suwerenne, byłyby bardzo silnie powiązane ze zmianami stóp procentowych, a jedynie w niewielkim stopniu z innymi zmiennymi lokalnymi czy makroekonomicznymi. Rozdział pierwszy poświęcono dyskusji na temat ryzyka suwerennego i ryzyka kraju. W rozdziale drugim przedstawiono kształtowanie się sytuacji gospodarczej w kraju w latach 2008-2013 (wielkości makroekonomiczne, stan finansów publicznych, zadłużenie Skarbu Państwa i sytuacja na rynku międzybankowym [kryzys zaufania]). Rozdział trzeci dotyczy kontraktów sCDS – omówiono ich historię, konstrukcję, regulacje obrotu, wyjaśniono, czym jest premia, zdarzenie kredytowe, opisano mikrostrukturę rynku, przedstawiono pokrótce bazy danych, z których można pobrać notowania kontraktów. Omówiono też kontrowersje związane z kontraktami sCDS. W rozdziale czwartym autorka zajęła się problemem adekwatności wyceny ryzyka kraju przez kontrakty sCDS do faktycznej sytuacji gospodarczej kraju. Przedstawiono badanie długookresowych zależności między cenami kontraktów sCDS oraz podstawowymi wielkościami makroekonomicznymi w Polsce. Rozdział piąty zawiera odniesienie do popularnego w badaniach finansowych problemu: czy ceny instrumentów finansowych reagują na zmiany poziomu wielkości makroekonomicznych, czy na samo pojawienie się ogłoszenia. Zbadano zatem reakcję cen kontraktów sCDS na publikację najważniejszych ogłoszeń makroekonomicznych: o PKB, PKB per capita dla regionów oraz o inflacji. Rozdział szósty koncentruje się na ryzyku zmiany stóp procentowych i jego wpływie na ceny kontraktów sCDS. W siódmym rozszerzono zbiór zmiennych lokalnych o indeksy giełdowe (wskaźnik ryzyka kraju) i kursy walutowe (wskaźniki ryzyka suwerennego). Sytuacja na lokalnych rynkach finansowych i kondycja gospodarcza kraju są bowiem ze sobą silnie powiązane, a zmiany na rynkach finansowych mogą wyprzedzać zmiany koniunktury. Celem tego rozdziału było zbadanie zależności zachodzących między cenami kontraktów sCDS a zmianami kondycji innych sektorów rynku finansowego. Ostatni, ósmy rozdział to przyczynek do dyskusji o kryzysogennej roli kontraktów sCDS. Konstrukcja kontraktu „od zawsze” budziła wątpliwości wśród niektórych analityków finansowych, ze względu na ich konstrukcję przypominającą rodzaj zakładu o bankructwo podmiotu referencyjnego. W związku z tym – oraz w obliczu problemów Grecji – na rynku europejskim wprowadzona została regulacja zakazująca nabywania kontraktów przez podmioty nieposiadające obligacji referencyjnej. Zakaz ten doprowadził do zmniejszenia zmienności na rynku kontraktów, ale też do drastycznego spadku płynności. Autorka pokazała, że w przypadku polskiego rynku finansowego siła zależności między poszczególnymi jego sektorami a sektorem sCDS zmalała po roku 2012, kiedy wprowadzono zakaz handlu tzw. nagimi sCDS-ami. Spełniły się więc pesymistyczne przepowiednie analityków finansowych o tym, że taka regulacja doprowadzi m.in. do tego, że ceny kontraktów sCDS przestaną być wiarygodnym i użytecznym wskaźnikiem ryzyka suwerennego kraju. Wniosek ten wydaje się poprawny w przypadku uczestników rynku finansowego. Sytuacja zmienia się natomiast, jeśli weźmiemy pod uwagę inwestorów długoterminowych. Badanie przeprowadzone na podstawie wskaźników nastrojów inwestorów (ogólnego, w przemyśle i na rynku finansowym i ubezpieczeniowym), które konstruowane są z częstotliwością miesięczną na podstawie danych ankietowych, sugeruje, że zmiany nastrojów gospodarczych nadal są powiązane ze zmianami cen kontraktów sCDS. Może to sugerować, że uczestnicy rynku obserwują zmieniające się ceny kontraktów albo inne wskaźniki, z którymi ceny kontraktów są powiązane. Niezależnie od tego, która z powyższych tez jest prawdziwa, możemy stwierdzić, że ceny kontraktów sCDS w Polsce nadal powiązane są z koniunkturą na rynku krajowym – mimo iż przestały być cenotwórczym czynnikiem na krajowym rynku finansowym.
