Strengthening the Environment for Islamic Finance in Hong Kong – A Regulatory Analysis

This contribution deals with fiscal sustainability understood as “avoiding an excessive increase in government liabilities – a burden on future generations – while ensuring that the government can deliver the necessary public services, including the necessary safety net in times of hardship, and to adjust policy in response to new challenges”. The article aims the analysis of the legal framework for fiscal rules at the level of the EU and the national level in France and Poland. The research problem is to answer the question of how and whether the French and Polish regulations meet the international regulations in the field of fiscal sustainability. According to the research hypothesis, both countries only partially meet the EU requirements. The article is based on the detailed desk research method requiring analysis of the literature, statistical data, and EU and national legal regulations. The general conclusion is that both countries do not fully comply with EU commitments regarding fiscal rules.

THE INTERNATIONAL TRADE OF NON-EURO CEE COUNTRIES DURING THE PERIOD 2014-2021. A MULTIPARAMETER ANALYSIS

On their development path the Central and Eastern European (CEE) countries partially overcame the gap to the developed countries by means of the external trade, acquiring the needed goods and services and satisfying the foreign demand for their products which otherwise was lacking on their territory or seizing an opportunity. In the current paper the authors aim at analysing the evolution of the trade flows of the countries they thought to be the most similar in this aspect, which are the ones belonging to the non-euro area of the European Union (EU) during the period 2014-2021. The research used the Eurostat database, the products being classified after the Standard International Trade Classification (SITC) main categories in order to find out the sectors with the largest contribution to the total surplus or deficit. Moreover, there were identified the main partners of every analysed country and calculated the evolution of respective trade balances at the start and the end of the selected period of time. The authors findings reveal an increasing dependency on exports to Germany, imports from China, decreasing imports of mineral fuels from Russia and also important similarities and differences in the group. The novelty of the manuscript resides in comparing the most profitable sectors during the analysed period and identifying the partners’ contribution to the surplus or the deficit. The current research might be extended with a more in-depth level of multinational enterprises and also in the case of services.

Assessing the impact of the ongoing demographic processes on Bulgaria’s economy and social system requires a complex approach, since the in-depth analysis of the situation and the causes that lead to such demographic processes are a reliable basis on which to develop a concept for an active demographic policy. The purpose of this article is to reveal and measure the changes in the age structure of the population, to model the trends in the change of the age dependency ratio, and to evaluate the economic and social effects of population aging, by usingstatistical methods of analysis. Statistical methods are used in the study to analyse dynamic series, to analyse structural changes and differences and to reveal relationships and dependencies. The results of evaluating the intensity of the changes in the age structure provide grounds for the conclusion that the changes in the age structure based on the three age groups – 0–14, 15–64 and 65+ compared to the base structure, are manifested more slowly in comparison with the changes in the structure of the population on the basis of consecutive cohorts formed by five-year age intervals. When compared with the structure of the previous year, the value of the ratios would turn out to be lower and would indicate weaker structural changes, since the age structure in the considered age intervals does not imply sharp changes within a year-long period. The developed trend models would make it possible to develop short-term forecasts of the expected values of the age dependency ratios by years with the corresponding confidence intervals of the forecast, evaluation of potential changes in the case of changes in the factors affecting the main demographic processes. The significant changes in the age structure of the population of Bulgaria and the deepening of the population ageing processes bring to the fore some important issues relatedto economic development, stability of the national economy, stability of the pension system and fiscal stability, due to the increased pension-related expenditures, expenditures on health care, social assistance, etc.

The present study represents an attempt to identify basic effects of COVID-19 pandemic on the long-term trends observed in the labour force reproduction in Bulgaria. The period of time of the study selected (2006-2021) starts with the year before the Bulgaria’s accession into the EU. To receive a more objective assessment of the changes studied, an international comparison of the trends was made with four European countries: Greece, Hungary, the Chech Republic and Sweden. Statistical information published by the National Statistical Institute and Eurostat (vital statistics and annual data of Labour Force Survey) over the period analysed was used in the study. The study includes two aspects of analysis. The first aspect covers the examination of long-term trends of evolution of basic demographic parameters in the selected countries (labour force dimension and speed of the demographic ageing). The second aspect is focussed on the trends of evolution of economic activity levels by three demographic and social attributes (age, sex and level of education). The results obtained provide a basis to consider the negative changes in the long-term trends observed during the period 2020–2021 as an indication for the presence of COVID-19 pandemic’s different sized effects on the labour supply.

The results of a survey conducted in Bulgaria among employees and employers are presented and an analysis of the effect their intrapreneurial skills and attitudes have on the existing practices, targeted towards achieving sustainable development in organisations, was made. The results of the study confirm the thesis defended in the paper, related to the understanding that building capacity within existing organisations to identify innovative ideas and further develop them in intrapreneurial endeavours for the modification of products, services and organisational processes has a significant potential for positive impact on sustainability.

Population ageing is one of the most dangerous economic diseases and its consequences are obvious in production, consumption and intergenerational exchange of goods and services. The paper presents an x-ray of the demographic system in the European Union and an analysis of the impact of an ageing workforce on budgetary expenditure over the period 1991-2021 using econometric analysis. The results show that the elderly population generates different effects on allocations in the government sector given the different impact obtained by OLS linear regressions when considering the elderly population by distinct categories.

This study discusses the problems of technological support of the learning process, the behavior of its participants and stakeholders. The variety of teaching methods allows for the creation of unique learning activities tailored to the needs of students. The choice of a combination of approaches and methods depends on the experience of the teacher, his commitment to the learning process and his attitude to communicate with students. Methods that are easy to apply and do not require special technological functions of online learning platforms are proposed.

Transmission Mechanisms of the European Union Climate Policy to the Polish Energy Policy

Purpose: The aim of the article is to identify and describe the relationship between climate policy of the European Union and energy policy of Poland. Design/methodology/approach: The main research problem is to understand the mechanisms of policy transmission from the European Union level to Poland and to evaluate these transmission mechanisms from the point of view of energy policy coherence. The article rests upon the results of qualitative research based mainly on official documents and the law. Findings: The article is a synthetic presentation of the policy transmission mechanisms. It points out methodological problems in the fundamental policy assumptions. Research limitations/implications: The study is limited by the potential bias of some lobbying sources, as well as the fact that energy policy development is a process. Programs are constantly being developed, which in turn means that some assumptions may be modified due to changing circumstances. Originality/value: The originality and value of the article manifests itself in a context-free diagnosis of the goals, effects and methods of implementing the tasks adopted in the climate and energy policies of the European Union and Poland.

Purpose: This paper analyzes the impact of the Russian invasion of Ukraine in February 2022 on returns of three groups of assets, i.e., commodities, stocks, and cryptocurrencies.Methodology: The study was conducted using the event study method which allows for quantifying the reaction of market participants to releases of various types of information.Findings: The cumulative abnormal returns (CARs) suggest a mostly positive effect of the conflict outbreak on returns of several commodities, especially precious metals. The obtained results suggest that in times of global crises, investors may consider precious metals as a safe haven. The study also indicates that on the event day the examined stock markets reacted negatively to information about the war, but to varying degrees. The Russian aggression against Ukraine did not affect the cryptocurrency markets in a statistically significant manner.Research limitations: The future studies related to the issue of the impact of Russian aggression against Ukraine on different markets may utilize larger research samples. They also may look for some factors affecting the reaction of markets to information related to the Russian military aggression, like the size of markets, trading volume, or geographical proximity, and economic dependence in the case of equity markets.Value: The study may provide some practical implications for both investors and regulators, especially in relation to the expected behavior of the markets and their informational efficiency in times of global crisis.

The study examines how the labour force participation rate of the female population of Košice has evolved and what new opportunities urbanisation and the economic development of the city have brought. In terms of time, it focuses on the period of dualism, especially the years 1881 – 1910. By the end of the 19th century, the developing industry offered jobs with a feminine character (e.g. in textile or food production). Women’s interest in these jobs grew, and with it, therefore, came an increasing number of women working in the industry. In addition to particular branches of industry that did not require higher education, intellectual work, or the liberal professions, which appealed especially to women from burgher’s families, also became the focus of women’s interest. Women with no family commitments, i.e. single women, or those who were forced to do so by their current family and social circumstances (divorced or widowed women), were the main entrants into the workforce. Economic development has influenced society’s attitude to the issue of women’s work and, as a result, it has gradually become more acceptable to society, as has been the case with girls‘ and women’s education.

This study employs k-means clustering and agglomerative hierarchical clustering techniques to visually examine the potential relationship between Environmental Social and Governance (ESG) scores, their year-over-year variations, and annual stock returns for a sample of 34 energy sector companies operating in Europe and the United States. While the agglomerative hierarchical clustering dendrogram suggests two clusters, the elbow method of the k-means algorithm suggests 2-4 clusters. The results indicate that neither ESG scores nor their year-on-year variations had an impact on the annual returns of the stocks. The conclusion is further confirmed by the Pearson correlation coefficient. However, the ESG scores of European energy companies show a tighter dispersion and smaller year-over-year change, making them more predictable ESG score-wise and thus, potentially, more attractive to ESG-driven investors.

Family control, leverage, and quality of earnings: a study on manufacturing companies in Indonesia

Earnings quality can be influenced by family control through entrenchment effect and alignment effect. This study examines family control in improving earnings quality and leverage in moderating family control on earnings quality – the quantitative descriptive research method used as a research method. Manufacturing enterprises registered on the Indonesia Stock Exchange for 2017 and 2018 make up the research population. The data in this study are unbalanced. Secondary data was gathered from annual reports, prospectus reports, the Indonesian Capital Market Directory, and other sources for this study. The research topic is determined by applying the definition of a family business. The variables in this study include abnormal cash flows, abnormal production costs and, abnormal discretionary costs. They were testing the hypothesis using regression analysis (Ordinary Least Square/OLS). The results showed that family control did not affect real earnings management. This shows that strong family control does not affect earnings quality. The leverage variable only moderates the effect of family control on abnormal cash flow from operations (REMCFO).

Purpose. The purpose of this paper is to substantiate the technological solution of equilibrium conditions in the system “methane – water phase – hydrate – R-2M”; to reveal existing ecological problems of methane gas hydrate extraction from the Black Sea bottom; to determine whether gas hydrate deposits of Black Sea methane are an ecological problem or should be considered as an energy source, to explain the necessity of introduction of the effect of forced self-preservation of methane gas hydrates into development of gas hydrates from the sea bottom. Results. This article analyses current research on gas hydrates specifically in the Black Sea. It shows that the necessary conditions exist for the accumulation of gas hydrates in certain areas of the deep Black Sea (one of the most favourable regions among modern sea basins). This article discusses some ideas for the development of experimental studies of the metastable state of methane gas hydrates at negative temperatures: stability and mechanisms of decomposition. Despite the great variety of technological solutions and schemes of gas hydrates application proposed by the leading researchers in the world, they have been tested practically on a small number of laboratory and model installations, mainly for water desalination and concentration of water solutions, separation of two-component gas mixtures. In fact, there is no data to calculate the processes of formation and melting of ice-gas hydrate methane. The effect of self-preservation of methane gas hydrates deserves special attention. Scientific novelty. An attempt was made to substantiate the issue of whether gas hydrate deposits of methane in the Black Sea are an environmental problem or should they be considered as an additional source of energy and even as a “fuel of the future”. The authors for the first time introduced the concept of “forced preservation (activation) effect of methane gas hydrates”, which makes it possible to stabilize methane hydrate decomposition when the system is transferred from the area of hydrate stability to the area of thermodynamic parameters, thus significantly reducing the environmental problems of the Black Sea. Practical value. This article offers a technological solution for stabilization of equilibrium conditions by hydrophobic material “Ramsinks-2M” in the system “methane-water phase-hydrate-R-2M” to regulate the self-preservation effect of methane gas hydrates.

Global financial ecosystem and processes of unshadowing of business activities: the role of the FATF

Purpose. The purpose of the article is to reveal the specifics of the activities of global financial institutions as legal entities under international public law, important components of the global financial architecture and agents of unshadowing of the world economy using the sample of the Financial Action Task Force (FATF). The postulate of the work defines the leading importance of the institutional mechanism of unshadowing of the global economy for the development and implementation by countries of the unshadowing toolkit in a combination of economic and legal components as a factor of sustainable development. Results. It was found that the continued expansion of the shadow segment of the global economy actualizes the expediency of researching patterns and features of the processes that cause and accompany it. The global financial architecture is undergoing transformations adapting to the challenges of the shadowing of the world economy, including 1) the implementation of shadow economic transactions by business entities, 2) the deformation of the competitive environment and capitalist market institutions, 3) the distortion of business activity models, 4) the degradation of people's economic behaviour, as consumers and employees, and 5) aggravation of the global environmental problem. The classification of subjects of the unshadowing of the world financial sphere, which play a key role in its architecture, including their division by types 1) international universal organizations, 2) international financial organizations and 3) international specialized institutions, has been carried out. The structure-forming role of normative documents, which determine both the goal-setting and general quantitative characteristics of the environment of financial institutions, as well as the peculiarities of the development and implementation of activities for the unshadowing of economic relations and systems, has been revealed. All countries are only on the way towards effective economic models and sound global financial ecosystem. Scientific novelty. A new model of the institutional matrix of the global financial ecosystem is proposed, including the green economy and sustainable development components. The peculiarities of FATF in the global financial architecture and processes of unshadowing of business activities are revealed. Practical value. The obtained results can be used in the improvement of the national policy of countering the shadowing of business activities, reducing the environmental problem, as well as increasing the effectiveness of international economic relations in this area.

Realizing the potential of this impressive purchasing power determines the direction of building new concepts in the procurement process. A strategic understanding of procurement hat shifts the focus from “how” we buy to “what” we buy is outlining. Innovative procurement is one aspect of the strategic concept for this peculiar relationship between the public and private sectors. THE INFLUENCE OF COVID-19 AND THE OLYMPIC GAMES ON THE MARKET BUSINESS OF JAPAN

The Summer Olympics are the largest international sporting event in the world. Over 200 sports nations take part in them every 4 years and represent a real organizational challenge for the host country. The organization of the games requires large financial resources that the host country would have to allocate. The Tokyo Olympics in 2020 faced unprecedented challenges due to the COVID-19 pandemic, which increased the price of the games, which is already a record. Economists and organizers predicted that the Games in Tokyo would have an impact of as much as 292 billion dollars on the overall economy of Japan. Economists in Japan have raised expectations that the Tokyo Olympics will sharply strengthen not only the country's tourism industry, but also the construction business, while encouraging consumption, which together would increase Japan's market business. With the appearance of the corona virus, the Olympics were postponed for one year, which eventually led to a ban on watching at the venue of the postponed event. These bans, on the one hand, increased the cost of maintenance three times, and on the other hand, reduced revenues several times, which had a great impact on the Japanese market. This paper investigates the impact of covid-19 and the Olympic Games on Japan's market operations using regression and correlation analysis. Based on the analysis, the negative impact of Covid-19 on the market operations of Japan and the positive impact of the Olympics, especially in the year of maintenance, were proven, regardless of the fact that additional funds were invested.
