Ukraine – EU relations: modernisation context and the present tasks

In outlining the theoretical aspects of this topic, one should above all note the modernization phenomenon, which began to attract the attention of the world research community as early as in the 1950s–1960s, with the emergence and development of the political modernization theory. The basis of this theory was the justification of a general model of global development of human civilization. Modernization was then seen primarily as Westernization, aiming at the transition from a traditional to a modern society through scientific and technological progress, socio-structural changes, as well as transformation in state regulations and value systems. Modernization was therefore understood as the purposeful determination of a state to make qualitative changes in its society.

Scientists often distinguish three groups of countries in the post-socialist area. The hub of the first group is Russia, the country that – as a self-contained entity – has often been a core subject of the traditional so-called ‘East European studies’. In spite of all the difficulties following the demise of the Soviet Union, the political leaders of Russia managed to maintain strong ties with a small circle of states (e.g. with Belarus or Kazakhstan). The second group is comprised of the countries of East Central Europe (that is the Baltic states, Poland, Czech Republic, Hungary, and Slovakia) which, slowly but surely, have stopped being the subject of interest of East European studies. Their membership in the EU and their political aversion to Russia has led to the situation whereby the most important coordinates of their political development are being determined in Brussels and in cooperation with the other members of the EU.

According to the Minister of Foreign Affairs, Heiko Maas, the main challenges forthe international order Germany not only knows but also has become accustomed to,are Donald Trump’s egoistic policy, Russia’s attacks on international law and statesovereignty, and the expansion of China.Germany is a country that wants to maintain the status quo. In the last decades,thanks to US protection, Germany only spent a small portion of its GDP on defenceand could focus on economic development instead. However, the ongoing changesin the global balance of power undermine the possibility of keeping it that way.The Chinese-American competition for primacy in the contemporary world hasserious consequences for Germany as well. Germany’s plan to build economic andpolitical relations while presenting the country as a civilian superpower is becomingincreasingly challenging for the authors of German foreign policy.

China’s spectacular, unprecedented economic growth in the last four decadeshas brought about a spectre of a new global order. An order in which the currenthegemonic power, the US, is not the lone dominant factor and the power centreanymore. Is the world moving towards a new cold war, or is it already in the‚Thucydides trap’, with a real war on the horizon? The author argues, based on ampleprevious research, that nothing is certain yet. However, starting from the events of2018 and with the ‚Donald Trump factor’ at play, the situation has become verydynamic, as the US has finally recognized that it has a real competitor and contender,that is constantly growing and rising China. Power politics is back on the globalstage, focusing especially on emerging China, which overshadowed Russia, India,Europe (the EU), and all the other factors. We have a new era and a new dynamicswith two superpowers instead of one, and probably a new bipolar system, maybestable, but also not unlikely to cause a limited war. That is why, in the near future, weshould, like it or not, focus our attention on the current state of US-China relations.

The current frictions in the Middle East are a “microcosm” of power politics, closeto the vision of Thomas Hobbes and his bellum omnium contra omnes. This visionreflects very well the specifics of the Middle East, but also a security perception ofthe Islamic Republic of Iran, whose decision-makers invariably believe that almostthe entire region, and even a large part of the world, conspire against their state.From the Iranian perspective, Tehran is involved in a war of all against one – theIslamic Republic.The aim of this paper is to show how Iran approaches the contemporary internationalsystem and how it is trying to pursue its interests in a world of growing competition,emerging blocks and ongoing destabilization of the Middle East, where tensionshave been clearly increasing. This paper also tries to determine how consciously Iranenters this geopolitical game and to what degree it is forced to do so.

The System of Own Resources within the EU Cohesion Process

The present research stems from the idea to study link between the system of ownresources and the cohesion process. Both topics enjoy high research interests but the links between the two of them have been rarely analyzed at European Union or national level. Hence, thepaper aims at revealing the contribution of the EU system of own resources to the practical implementation of cohesion process in the Union. To that end: first, the cohesion policy and the ensuing financing of the regulation framework is reviewed; and second, an explanation is providedfor the calculation of the European Union Budget total revenue. The research methodology buildsboth on analysis of the legal framework and research works on the EU budget system of own resources as well as on analysis of Eurostat statistical data for the period 2014 – 2017. The resultsimply conclusions and recommendations concerning the link between the Member States contributions to the EU budget and the EU cohesion policy effects.

European Energy Policy After Brexit: Possibilities and Challenges

The aim of this paper is to explore the different possibilities and challenges that willappear for the European Energy Policy after the United Kingdom leaves the European Union(Brexit). Although this can be done regarding the whole of EU policy-making, the paper will focusspecifically on the energy sector. The reasoning behind this choice is related to the importancegiven to the energy sector by the EU and the prominent role that the United Kingdom has playedin the development of this European policy field. The analysis will focus on establishing what willbe the new challenges and opportunities, as well as the key determinants, for the future of the policy in an EU-27 scenario.The paper explores the current status of the decision-making process in the energy sector byfocusing on the key legislative and policy documents, key energy statistics and key actors. Afterthat, three scenarios are formulated – best-case scenario, no-change scenario and worst-case scenario. The three scenarios allow for the identification of the major determinants and the possiblechallenges and opportunities for the future of the European Energy Policy. It is concluded that themajor determinants of the development of the EEP can be found in the outcome of the "Clean Energy Package for all Europeans"; the positions of the member-states from Eastern Europe in thearea of sustainable development; the development of R&D in sustainable technology and the influence of NGOs in the future policy-making process. Based on these core determinants, the challenges and opportunities for the policy are formulated.
