W dyskusjach o edukacji coraz częściej mówi się o jakości i coraz ważniejszą rolę odgrywają różne sposoby jej mierzenia. Jeszcze kilkadziesiąt lat temu porównania systemów oświatowych ograniczały się do zestawiania odsetków absolwentów kończących poszczególne etapy edukacji czy wskaźników upowszechnienia edukacji, np. w przedszkolach czy w szkolnictwie wyższym. W nadzorze nad szkołami dominował model tradycyjnej, hierarchicznej kontroli, polegającej na sprawdzaniu, czy przestrzegane są przepisy i inne zewnętrznie zdefiniowane normy. W ostatnich dekadach zwiększyły się oczekiwania stawiane przed edukacją. W większym stopniu zaczęto też postrzegać edukację przez pryzmat poziomu wiedzy i umiejętności absolwentów. W nadzorze nad szkołami zaczęto zwracać uwagę nie tylko na procesy, ale też i efekty, w tym zwłaszcza efekty uczenia się. Międzynarodowe badania osiągnięć edukacyjnych pokazały problem zróżnicowania poziomu umiejętności uczniów, w tym istnienia sporej grupy uczniów, którzy kończą szkoły z zasobem umiejętności nieodpowiadającym wyzwaniom współczesnego społeczeństwa i potrzebom rynku pracy.

Presence of over half a million refugees and displaced persons in Serbia is a palpable and live criticism of our recent national program and its implementation. Their fate demonstrates that the nation is not homogenous, that there are no common national interests, but rather different goals with different price tags. It bears stressing that the price paid by the aforementioned population groups was the highest one. Conduct and fate of refugees and their choices, if any, in a drastic way indicate disastrous failure of the idea of annexation of so-called Western Serb countries to the ethnic Serb state. In those terms they are the most convincing critique of domestic nationalism, for they indicate consequences thereof better than any other population groups. If one is to believe different facts and figures, more than three fourth of refugees and displaced persons until recently wanted to stay in Yugoslavia, and only one fifth expressed their wish to return to their homes. Helsinki Committee for Human Rights in Serbia through its continuing project "I want to go home" helped a sustained return of a large number of refugees, in the face of inertia and political obstacles in several involved countries. Moreover the NGO through this survey tried to look into ways of future return of refugees and displaced persons from Croatia, Bosnia and Kosovo.

Centar za evroatlantske studije predstavlja Vam Vodič kroz informacionu bezbednost u Republici Srbiji, objavljen u projekta Srbija ide napred: Mapiranje normativnog okvira informacione bezbednosti, koji je podržala Misija OEBSa u Srbiji. Cilj Vodiča je da ukaže na obaveze koje proističu iz članstva i učešća Srbije u međunarodnim telima i organizacijama, ali i koje mogućnosti ovo članstvo pruža za razvoj politika i kapaciteta u ovoj oblasti. Vodič obuhvata postojeći normativni okvir, strategije, principe i preporuke tela kao što su Evropska unija, NATO, Organizacija za evropsku bezbednost i saradnju i Ujedinjene nacije.Vodič takođe pruža osnovne smernice za dalje korake u procesu sveobuhvatnog uređenja oblasti informacione bezbednosti u Srbiji, poput razvoja Strategije razvoja informacione bezbednosti, kao i očekivanih podzakonskih akata koji detaljnije uređuju određene oblasti obuhvaćene Zakonom. U tom smislu, Vodič je namenjen donosiocima odluka, odnosno predstavnicima relevantnih državnih institucija, kao podrška naporima usmerenim na uređenje oblasti informacione bezbednosti u Srbiji, ali i predstavnicima privatnog sektora, akademske zajednice i civilnog društva zainteresovanim za ovu oblast.

CEAS vam predstavlja Studiju: "Karika koja nedostaje - Reforma sistema bezbednosti, ’vojna neutralnost’ i EU integracije u Srbiji - Kako da EU najbolje iskoristi svoj uticaj da zagovara održive reforme”, koja analizira trenutnu situaciju u sistemu bezbednosti Srbije; mehanizme koje Evropska unija poseduje kako bi omogućila Srbiji sprovođenje održivih reformi u sistemu bezbednosti, sa posebnim osvrtom na Poglavlje 31 i političke kriterijume; mapu potreba i ključnih oblasti u kojima je potrebno sprovesti reforme, uz konkretne zaključke i preporuke za sve relevantne aktere. Studija je pripremljena na osnovu opsežnog istraživanja, konsultacija i intervjua sa relevantnim akterima sprovedenim u Beogradu i Briselu poput predstavnika Ministarstva odbrane Republike Srbije, Ministarstva spoljnih poslova Republike Srbije, relevantnih skupštinskih odbora, NATO kancelarije za vezu u Beogradu, OEBS Misije u Srbiji, Generalnog direktorata za proširenje Evropske komisije, Evropske službe za spoljne poslove (EEAS) i sedišta NATO.

This report presents the findings and analysis generated by a needs assessment on gender and securi-ty sector reform (SSR) in Bosnia and Herzegovina (BiH). The needs assessment is a joint initiative by the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and two BiH civil society organiza-tions: the Atlantic Initiative and Žene Ženama with the objective to examine and outline national- and local-level good practices on gender and security sector reform (SSR), as well as areas where further improvements are required. This will enable the development of sustainable and locally-driven future initiatives on gender and SSR, and ensure stakeholder support.The report provides data and analysis on the current state of gender integration in the armed forces, police, judiciary, and penal institutions at the central, entity, and cantonal levels and Brčko District. The gender and security concerns discussed are considered within the current sociopolitical situation and institutional organization of BiH. The report examines the implementation of key national legislation and international instruments relevant for addressing gender in the security sector and explores the gender sensitivity of current policies and practices. Furthermore, the role of civil society organizations (CSOs) working on gender and security, and the forms of cooperation they have with state agencies and institutions, are examined.

This paper examines the sources of international power and influence in Bosnia, and how they can be mobilised in support of the international agenda. It studies the most basic forms of international power - the coercive power of the military; financial power; and the power to act as gatekeeper to Europe. It also studies the institutional tools which have been developed to wield international power, in particular the mandate of the High Representative. The international community has the potential to exercise considerable power in Bosnia. A study of the most important successes in the peace process shows that, even at its current level of resources, the international community is capable of achieving lasting results. However, it has been slow at learning the lessons of its successes, and at understanding the sources of its influence. The limited progress in the peace process is attributable in large part to the failure of the international community to understand international power as a resource which must be used strategically in support of the peace mission.

The research is part of the strategic project “Rural Manager” POSDRU / 13 / 5.2 / S / 8 and was conducted based on a survey to which 942 entrepreneurs and potential entrepreneurs from rural areas responded. In addition, 3 focus groups, 3 brainstorming's and 30 in-depth interviews were conducted with 80 entrepreneurs and 159 civil servants. She analyzed entrepreneurial values, building an 11-step entrepreneurial scale, entrepreneurial attitudes and behaviors, qualities and obstacles in managerial career, theoretical management knowledge held by rural employers, the need for training and entrepreneurship in business, business consulting, rural management perspectives.
