Referring to minority rights, we refer to an endeavor to establish equality. What minorities want is what all of us want. It is promotion and development of minority rights that indicate to aspirations to bring about social equality so that each individual has same rights as the other. Minority rights are not something one should be afraid of, they are no threat whatsoever to a society's indivisibility, its integrity. Minority rights are, as I've said, an endeavor to establish equality, for there is no indivisibility unless there is equality. We are anxious to safeguard our society, we care for law and order, and that what equality is about. Unfortunately, we have social inequality in terms of human rights. We have weak, divided societies that - politically unstable as they are - might threaten international piece and security. So, by encouraging minority rights we, in a way, encourage peace and security. It is the European Commission's generosity that made this conference possible. Therefore, let me remind you, that funds supporting activities such is this one are provided by citizens of the European Union. These public funds, therefore, reflect their aspirations and the wish to uphold minority rights in this region. This conference also reflects cooperation between the Helsinki Federation and the Helsinki Committee for Human Rights in Serbia. I take pride in working together with the Helsinki Committee in Serbia. I see it as a most reliable organization that overdid itself at extremely hard times of this country's history. I think the Committee in Serbia has always had the right stuff and deserves to be both commended on and recognized for its courage, integrity and dedication to key principles. This prompts me to tackle the issue of civil society. Usually, whenever there is a political overturn civil societies have to cope with a special tension. Such was the tension ensuing Czechoslovakian velvet revolution. As you know, new people came to power, the people that used to advocate human rights. So, once elected, they thought there was no longer need for the Chapter 77 or the Helsinki Charter. However, people from the Helsinki Committee said, "Stop for a moment, there is such need and very much so”. For, who should protect rights of those that were hurt? Who should watch out for the way the government and people in power behave? Who should keep an eye on the respect of human rights and the government's attitude towards international standards? There certainly are problems in Yugoslavia and Serbia. They are many, and can only be settled if there are intellectual and moral resources, through support and assistance of various non-governmental organizations that keep a sharp lookout at steps taken by the state and attitudes of people in power, and watch out for respect of commitments the state took upon itself by signing international documents. No state that lacks a strong civil society can plume itself when it comes to the situation in the domain of human and minority rights.

Centar za evroatlantske studije iz Beograda (CEAS) ima zadovoljstvo da Vam predstavi završnu, integralnu verziju naše obimne studije Širom zatvorenih očiju: Jačanje ruske meke moći u Srbiji - ciljevi, instrumenti i efekti, sa zaključcima i preporukama koji su izvedeni na osnovu naše procene rezultata vanrednih parlamentarnih izbora u Srbiji u aprilu 2016. Odlučili smo se da finalnu verziju Studije objavimo sa zakašnjenjem smatrajući da su rezultati izbora odličan kontrolni mehanizam za proveru naših nalaza.Sasvim ukratko, smatramo da Srbija klizi ka autokratiji i to ispred nosa političkog Zapada koji na to ne reaguje adekvatno. U interesu demokratski orijentisanih građana Srbije je da se gore opisanoj politici, koja se vodi samo interesom aktuelnog Beograda da ostane na vlasti, stane na put. I on, ali i šira javnost u Srbiji kao i politički Zapad moraju se isterati na čistac u proceni da li se Srbija kreće ka demokratiji ili autokratiji i kakva je uloga sve jače nedemokratske ruske meke moći u tome.Imajući u vidu da se Studija bavi pitanjima meke moći, njene zapadne i ruske verzije, kao i da se Studija objavljuje 9. maja, kada se obeležava i Dan pobede nad fašizmom u Drugom svetskom ratu, CEAS je posvećuje legendarnom muzičaru i majoru američke vojske Glenu Mileru. Njegov umetnički opus i životna priča su za nas pravi primer istinske moći privlačenja vrednosti, politika i metoda koje i sami zagovaramo.

Jačanje uloge profesionalnih udruženja u oblasti pravosuđa u Bosni i Hercegovini - JUP BiH

Pred vama se nalazi publikacija koja je rezultat realizacije projekta Jačanje uloge profesionalnih udruženja u oblasti pravosuđa u Bosni i Hercegovini - JUP BiH. Projekat je podržala Vlada Velike Britanije, a realizovala ga je Asocijacija za demokratske inicijative (ADI) Sarajevo, tokom četrnaest mjeseci. Cilj projekta bio je jačanje profesionalnih udruženja u oblasti pravosuđa (udruženja sudija, tužilaca, advokata, notara i udruženje medijatora), kao organizacija civilnog društva, koje trebaju aktivnije učestvovati u procesima reforme pravosuđa i uključiti se u šire društvene trendove. Organizacija ADI Sarajevo, doprinijela je jačanju kapaciteta profesionalnih udruženja u oblastima pravde i pravosuđa tako što je, u sklopu ovog projekta, organizovala edukativne programe za predstavnike profesionalnih udruženja, ali i zajednički rad predstavnika u radnim grupama. Jedanaest bosanskohercegovačkih profesionalnih udruženja, koje djeluju u oblasti pravosuđa, delegirali su svog predstavnika/cu. Delegirani predstavnici/ce udruženja su činili fokalnu radnu grupu. Članovi/ce fokalne radne grupe pohađali/e su ciklus od četiri tematska treninga i imali/e su četiri radna sastanka na kojima su raspravljali o aktuelnim pitanjima u oblasti pravosuđa, i to radeći u tri tematske radne grupe, koje su se bavile pitanjima vezanim za sadržaj i implementaciju zakona o maloljetničkoj delinkvenciji, zakona o advokatima i notarima, te zakona o stečajnom postupku. Pravac pri realizaciji procesa izgradnje kapaciteta išao je od pojedinačnih članova/ca ka njihovim udruženjima i od profesionalizacije udruženja, kao organizacija civilnog društva, ka njihovoj zagovaračkoj ulozi na nivou praktične politike...

Each country, depending on its historical course, state concept and economic development, has developed its own health system. Despite the fact that health systems are so diverse, they also have a lot in common, because they essentially perform the same functions and have the same goals. Thus, under certain conditions the exchange of experience between countries on solving similar problems or how to respond to common challenges are very useful. For the Republic of Moldova – a state in transition from a society based on state ownership and a centralized economy, the experience of other states on this subject is even more important because it can be used in the process of reforming the health system. // The purpose of this study is to contribute to the openness of the health system by providing an integrative view of the transparency of the health system and highlight the results and the way the system is financed and managed. Thus, the study addresses topics related to the functionality of the system as a whole, and less the specific areas of the health system. The study contains 5 basic chapters, the introduction and a chapter of conclusions and general recommendations. Each core chapter contains in turn a subchapter of specific conclusions and recommendations.
