Competitiveness Analysis of the Romanian Economy

Competitiveness Analysis of the Romanian Economy

Competitiveness Analysis of the Romanian Economy

Author(s): Adriana Dima,Monica Nedelcu / Language(s): English / Publication Year: 0

Keywords: competitiveness; SWOT analysis; globcompetitiveness index; pillars of competitiveness.

Given the extension of globalization, a major strategic objective of advanced countries is to maintain a high level of competitiveness of the economy. This is achieved through policies of revitalizing national industry based inter alia on a permanent contribution of knowledge, at the technological frontier, provided by their own system of innovation or attracted from abroad. Competitiveness is inextricably linked to the performance in the area of creation, development and dissemination of technological innovations. The quality management of the national innovation system is crucial on medium and long term, as no achievement is obtained immediately, any progress is possible only by ensuring synergies between actors, strategies and policies, competitive advantages or friendly environment. Economy and industry performance analysis cannot be dissociated from internal and external influences that have contributed over time to guiding development strategies and their implementation. The current research presents an analysis of the Romanian economy based on data included in the global competitiveness reports, recent studies and personal contributions. Serious deficiencies are found in the basic requirements group, particularly with regard to institutions and infrastructure, which have a negative effect on “efficiency enhancers’ sub-index, especially on the education system, labour and goods. The mentioned influences affect the performance of sophistication and innovation factors, but also the whole system, namely the national economy.

THE ONTOLOGY OF CYBERSECURITY

THE ONTOLOGY OF CYBERSECURITY

THE ONTOLOGY OF CYBERSECURITY

Author(s): Tasia Gudu / Language(s): English / Publication Year: 0

The focus on the impact of malicious actions or cyber attacks makes of minimal significance evaluating the root causes of incidents affecting electronic communication services or determining indicators. This fact underlies the hypothesis that the ontology of cyber security is still incomplete and more investigation is needed in order to achieve the full picture. The present article aims to bring to attention an alternative system of security concepts, where cyber attacks are replaced by security incidents and where cyber security becomes network security. To do so, I will introduce three studies published by the European Union Agency for Network and Information Security(ENISA), whom outcomes contest the essence of cyber security. In the end, I will draw the conclusions to support the need to deepen the research regarding the ontology of cyber security

Responsible Research and Innovation in Science Teaching – Romanian Teachers’ Reflections Expressed in an On-line Course Organized on  edX Environment

Author(s): Laura Monica Gorghiu,Ana Maria Aurelia Petrescu,Crinela Dumitrescu / Language(s): English / Publication Year: 0

Keywords: interactive-participative teaching strategies; on-line courses; investigation; dilemma lessons; ENGAGE project

Even the Responsible Research and Innovation (hereafter RRI) concept is not yet clarified at the scientific literature level, it is more and more frequency used, being promoted in the European Union policies (Owen et al, 2012) and programs in Science and beyond (Owen et al, 2013). At the educational level, RRI refers mainly to the idea that the future EU citizens have to possess the necessary skills to manage complex issues related to emerging technologies, and more, they are sufficiently informed about how science works. In the context of achieving of those educational goals, European Union funded – since 2014 – a big number of European projects, in order to bring closer research and innovation results to the large public. The FP7 ENGAGE Project (Equipping the Next Generation for Active Engagement in Science Equipping the Next Generation) is one of those approved projects that started in January 2014 and lasts till March 2017.This paper emphasizes our findings concerning the teachers’ reflections about challenges and prospects related to implementation of RRI specific aspects in Science lessons, collected at the end of the 1st edition of the on-line course entitled “Methods of promoting RRI dimensions in Science Education”. This course was organized in an on-line format, through the edX environment, by Valahia University of Targoviste, in November-December 2015.

Language – Economics – Landscape. Possible Directions of Research of the Linguistic Landscape from a Transylvanian Perspective

Nyelv – gazdaság – tájkép. A gazdasági nyelvi tájkép kutatásának néhány lehetséges iránya erdélyi nézőpontból

Author(s): Angella Sorbán / Language(s): Hungarian / Publication Year: 0

Keywords: language;economics; landscape;Transylvania

The paper sketches possible directions of the analysis of the economic linguistic landscape from an interdisciplinary perspective, embedding the question into the historical context of the region’s economics, society, and mentality. The topic of the linguistic landscape has been approached using, on the one hand, the theoretical framework of production of space (Lefebvre 1974) and, on the other hand, the dynamics of language use. On this basis, this analysis focuses on the process how economic actors shape the linguistic environment through their decisions, economic calculations, awareness of rights, and ingenuity. Two practices of language usage are discussed: the culturally sensitive marketing and the ways of reinventing words from the era of socialism. Although the linguistic landscape in Transylvania is heterogeneous, one remarkable characteristic is the mixing of Western and local branding patterns. The adaptation of Western features to the local context and vice versa gives evidence of the creativity of economic actors as well as of the specific expression of different local or regional identities.The relation between language and economics is complex and multifaceted. Although the attention given to the linguistic factors in economic research is much less than they would deserve, language has obviously got various functions. In the economic field, there are linguistic tools for influencing economic processes, economic culture, economic discourse, and customer consumption. At the same time, language could express different identities as well as power or resistance in very subtle ways.

FIELD ARTILLERY FIRE COMMAND AND CONTROL DIGITAL INTEROPERABILITY

FIELD ARTILLERY FIRE COMMAND AND CONTROL DIGITAL INTEROPERABILITY

FIELD ARTILLERY FIRE COMMAND AND CONTROL DIGITAL INTEROPERABILITY

Author(s): Alexandru Herciu / Language(s): English / Publication Year: 0

Keywords: hybrid threats; conflict; operational environment; tactical units;

The contemporary operational environment is filled with hybrid threats manifested in open wars or in the grey zone conflicts. The challenges posed by an open hybrid conflict to the tactical units’ operations physiognomy are yet to be identified and addressed according to the lessons learned from the conflicts labeled as hybrid. While, to a certain extent, it is obvious what should be the tactical units’ reaction against a hybrid threat in a host nation territory, it is still not clear what options the Land Forces have in the case of a homeland intervention to counter such a threat posed by a covert actor not crossing the threshold that would activate a state of emergency. Another important question mark is referring to the real possibilities of the tactical units to be proactive in order to smoothly prepare the ground for a facile armed intervention against a hybrid threat within its national borders.

The Administrator - Representative or Employee of the Limited Liability Company. Aspects of Comparative Law

Author(s): Olga Andreea Urda / Language(s): English / Publication Year: 0

Keywords: administrator; mandate contract; individual employment contract; limited liability company;

It has been frequently analyzed, in the doctrine and practice of commercial law, whether it is opportune to conclude an individual employment contract between the administrator and the limited liability company or a mandate contract. In the context of the free movement of persons in the Member States of the European Union, we consider that it is necessary to have a comparative analysis of company law, especially in the particular matter of the administrator-society relationship. The present study proposes an analysis of compared law between the provisions of Romanian law and those of French law regarding the management of contracts that may intervene between the administrator and the company. Thus, the difficulties related to determining the possibility or not of the administrator to conclude an individual employment contract with the limited liability company can find their solution through a mirror analysis of another legislative model.

Psychological Impact of Cyberterrorism

Psychological Impact of Cyberterrorism

Psychological Impact of Cyberterrorism

Author(s): Anca Savu,Ștefania Neagu / Language(s): English / Publication Year: 0

Keywords: cyberspace; cyber terrorism; cyber terrorist; organized crime; psychological impact;

Any act of terrorism constitutes for the democratic societies a real psychological andemotional aggression, capable of producing fears in the mentality of the population. Froma semantic point of view, terrorism achieves its ultimate goal here, by creating a climate ofinsecurity, fear and terror. The act itself, which may be a conventional terrorist attack or onethat takes place in the online environment, is sufficient to profoundly influence professionalactivities, leisure and travel. Therefore, the profoundly intrusive and violent nature ofcyberterrorism can encourage the occurrence of psychiatric disorders or risky behaviour. Inorder to be able to correctly estimate the impact of cyberterrorism, we must first of all identifythe psychological profile of the cyber terrorist. Secondly, cyber terrorism is most often part ofconventional terrorism, and therefore has a similar impact.

Training and Assessing Media Education Competence in Professional Training Programs for Teachers

Training and Assessing Media Education Competence in Professional Training Programs for Teachers

Author(s): Ileana Rotaru / Language(s): English / Publication Year: 0

Keywords: media competence; national curriculum (Romania); media literacy; key competence;training programs;

This study argues the necessity of implementation of media literacy education programs in schools by interpreting media literacy in relation to 'communication' and knowledge and information society, which are included in the key competencies of the European Union. In the Romanian educational system, media literacy competence is not aimed in any educational curriculum. Few efforts have been realized in the past ten years, efforts that were initiated by the civil society experts and they have been not yet adapted to the national curriculum. Based on the literature review and on the content analyses of the national curriculum, previous studies contrived media literacy strands and standards including performance objectives and basic teaching and learning contents. By theoretical systemizing media literacy, this study is expected to promote the understandings of media literacy in schools and promote its implementations in the classrooms. Two models of media education programs are presented and analyzed in the aspects of: objectives, curriculum and state of implementation.

Participating in the Co-creation of New Narrative regarding European Identity through European Capitals of Culture

Author(s): Codruța-Diana Simionescu / Language(s): English / Publication Year: 0

Keywords: European identity; ECoC; maps of meaning; cultural mediation;cross-border region;

Nowadays, there is an emerging need for a new narrative regarding the European identity, built around the cultural unity and the common values of the European citizens. Since 1985, starting with the City of Culture prize and continuing with the European Capital of Culture programme, culture comes to the fore of European construction. The intrinsic value of culture, less visible, less touchable impacts the local community and society at large. Reflecting on the history and cultural heritage and understanding their importance and meaning in our daily lives is of primary importance. A reflective approach towards our heritage and the development of new maps of meaning are also required. In support of this position, we aim in the present paper to investigate the role of the European Capital of Culture (ECoC) title in developing new maps of meaning inside a cross-border region, with emphasis on Timisoara 2021 and Novi Sad 2021.

Methodology and Appraisal Tools Under Collective Redundancy Workframe

Author(s): Ioana Cristina Neagoe-Diniță / Language(s): English / Publication Year: 0

Keywords: collective redundancy; notification; performance objectives; appraisal; dismissal decision;

The legal rules on collective redundancies abound in matters of interpretation and application; the most thorny of the questions arising from this process is related to the integration of the performance goals appraisal and general professional competence appraisal in a legal context that the legislator wanted to be eminently objective. Beyond the substantive aspects of this complex process, all stages of information, consultation, regulation and implementation of aspects related to the selection of employees in scope of collective redundancy must be clearly and accurately recorded in the documents issued in collective redundancy processes. Their non-compliance entails the risk of the court annulling the dismissal decision, affecting the effectiveness of a long, complex and trau- matic process for the individuals and the organization. We further aim to capture some of the best practices regarding the steps taken for the smooth implementation of a collec- tive redundancy process, with a special focus on issues related to the professional evaluation of employees.

Woman in Croatian Population Migration

Žena u hrvatskoj migraciji stanovništva

Author(s): Rebeka Mesarić Žabčić / Language(s): Croatian / Publication Year: 0

Keywords: women immigrants; foreign migration; gender; population

Migrations (generally) mean any change in the place of residence of a migrant or larger and smaller group of people. In the history of migration research, just few researches have been devoted to the research of women in the migration process, women as migrants, the values and importance of women in migrant families and the problems women migrants face in the international migratory whirlwind. The role of woman in the migration process is most often studied from the aspect of economic change in society or through the role of a girl, a wife, a sister, a mother, and together with the emigration of male family members. Different push and pull factors affect a migrant woman and her decision to move or not to move away from the environment she has recently lived in. Emigration factors can be explored, analyzed and observed on individual, family and social levels. Research on women’s mobility, the dilemma of long-standing „female invisibility“ and their formal position have set goals for the starting point of this work. The paper points to the problems and role of women in the migration process through the socio-historical dimension, provides an overview and analysis of available demographic indicators on migrant women, analytically represents selected migration theories related to migrant women, points to different forms of women migration, detects the social status migrants have in most cases in new homeland, enriches existing knowledge and reflection, opens up new perspectives and points to newer meanings of women in the migration process and opens up many new issues for further research into feminisation of migration.

Heat sources in the Eastern region of Bolivia between 2000 to 2019

Author(s): Guillermina Miranda Torrez / Language(s): English / Publication Year: 0

Keywords: heat waves; maximum temperature; heat sources; forest fires; Oruro

The emissions produced in forest fi res are transported through the air to different areas of the emission source causing an increase in the concentrations of different pollutants in cities. On June 20, 2020 in Verjoyansk (Russia, Eastern Siberia) the temperature reached a maximum of 38ºC (100.4°F) as a result of a heat wave caused by increased forest fires. In the same way, Bolivia had forest fires causing various direct and indirect effects in the last years. Forest fires which occurred between 2000 and 2019 in the eastern region of Bolivia could influence the maximum temperatures recorded in Oruro and as a consequence of this relationship heat waves were formed. The hypothesis tested was: “The higher the number of fire sources in the eastern region of Bolivia, the higher the maximum temperature values in Oruro”. Maximum temperature series (TM) and heat sources (FC) stored in INPE-Brazil were evaluated with descriptive statistics parameters, assumptions of the linear regression models, and Spearman’s correlation. Heat waves were detected with 90th percentile and four consecutive days of TM. In 20 years the TM series goes from 11.8 to 26.6ºC and the FC series goes from 9 to 34.574. Both series do not respond to the assumptions of the linear model, so the Spearman correlation was applied. Based on the proposed research hypothesis it is concluded that there is a correlation between the monthly maximum temperatures and the monthly heat sources in the months of April and May with a level of significance of = 0.05. In this case the daily series of TM show the formation of heat waves.

THE RELIGION CLASS IN THE CONTEMPORARY EDUCATIONAL CONTEXT

Author(s): Carmen-Maria Bolocan,Pavel Lungu / Language(s): English / Publication Year: 0

Keywords: Religion; lesson; modern; educational perspective; communication;

In this study, we intend to emphasize the role of the Religion lesson in the formation of the student’s moral character, in a modern context, which is not exactly appropriate to achieve this goal.
