This integrated report investigates the link between political corruption and organised crime, by examining the modalities, resources and strategies used by criminal groups to govern and/or capture the market of political corruption. On the one hand, the report looks at the infiltration of organised crime in three main policy sectors where public spending and regulations play a pivotal role: public procurement, the privatization of public services, and management of EU funds. Alongside this, the report also analyses the criminal penetration of electoral politics, by evaluating the influence that criminal organisations can achieve in electoral arenas. As a result, the report provides a general assessment of policy regulations, legal countermeasures and practices adopted to prevent and combat organised crime, especially in interaction with political corruption. The report is drawn from data collected in five European countries (Bulgaria, Croatia, Hungary, Italy, Kosovo) across the above themes, and includes two more countries for the assessment of anti-organised crime legislation and initiatives (Albania and Georgia). The methodology involves both extensive and intensive strategies of investigation. A quantitative assessment of the crime and politics nexus is based on the Organised Crime & Corruption (OCC) events database, in which events data about the link between criminal groups and political corruption have been gathered and assembled1. A qualitative assessment involves in-depth understanding of the mechanisms of corrupt exchanges, presented as single case studies conducted in the countries covered by this study, inclusive of primary and secondary sources (interviews, legal proceedings, academic and policy-oriented reports). Data collection and analyses were conducted by five institutions across Europe (EUI, CSD, BCE, IKS, PSD).

The importance of the issue of missile defence was underlined at the end of 2012 and in the first few months of 2013 by several events, including Israel’s Operation Pillar of Defence, NATO’s Patriot deployments to the Turkish–Syrian border and the nuclear and missile crisis in North Korea.The report adds to the ongoing discussion about the relationship between missile defence and nuclear deterrence while keeping in mind the vision of a world free of nuclear weapons promoted by the current U.S. administration. The interconnections between missile defence and nuclear deterrence are complicated. While in some cases MD development can lead to a decrease in nuclear arsenals, in some regions it might have a more negative effect of fuelling nuclear arms races. The added value of the report is its wide range: readers will find perspectives on missile defence presented by authors dealing with these issues in not only the transatlantic and European contexts but also in Russia, the Middle East, South Asia and the Far East. Regardless of the various perspectives, contexts and conclusions of the report’s individual chapters, there is no disagreement that missile defence is already influencing the thinking about nuclear weapons and deterrence. It also reveals that the interconnections between missile defence and nuclear deterrence might be more complicated than any idealistic expectations about the former as a substitute for the latter. The role of missile defence in shaping the security environment will only be growing. We encourage every reader to engage in further exchanges of opinions with our staff and all the authors of this report.

The Centre for Eastern Studies has decided to embark on the project entitled 'Turkey after the start of negotiations with the European Union - foreign relations and the domestic situation' for two major reasons: the start of the accession negotiations between Ankara and the European Union in October 2005, and the significant part which Turkey plays in western Eurasia (the Caucasus, the countries in the basins of the Black and Caspian Seas, the Middle East and the Balkans) which We wish to present our readers our second report discussing Turkey's relations with Central Asia, the Caucasus and Russia, the aspect of Turkish foreign policy regarding the Black Sea, and the role of Turkey as a transit country for oil and gas from the Middle East and the Caspian regions. The evaluation of Turkey's standpoint and potential regarding the aforementioned issues is especially important, considering the tensions existing in Turkey's relations with the EU and the USA, as well as the West's increasing engagement in the Caucasus, Central Asia and Black Sea regions. In this process, Ankara may play the role of a significant ally for the West. However, it may just as readily play the role of its rival, who could co-operate with other countries and may seriously frustrate the implementation of the EU and US' goals. The Report was developed between autumn 2006 and autumn 2007, over which time the project participants searched for publicly available documents in Poland, Turkey, EU countries and the USA, and went on five research trips to Central Asia, Russia, Turkey and Caucasus, where they met local analysts, officials and researchers.The authors of this Report would like to express their gratitude to everyone who has shared their opinions with them, and to the Polish diplomatic service, particularly to Minister Andrzej Ananicz, for their expert support and assistance in the authors' work on the Report.This Report does not present the official stance of the Polish government on the issues discussed therein; instead it reflects the personal views of its authors, who have made their best efforts to ensure that their work is reliable.

The paper provides a historical-sociological investigation of post-communist dual citizenship policies in Central and Eastern Europe, proposing to conceive of citizenship as a means of state building. While dual citizenship policies in Western Europe generally took an inclusionary form, generated by the stringent need to incorporate and assimilate foreign immigrants, and to come to terms with their colonial and world expanding capitalist past, in Central and Eastern Europe they have essentially been differentialist, putting emphasis on ethno-cultural distinctions and privileged historical relationship with a state. In an attempt to synthesize the dominant motives governing the strategies chosen by these states, in the second part of the paper dual citizenship practices are inventoried according to a typology that reveals different state rationalities. Finally, an examination of asymmetries in dual citizenship aims both to further the state building argument, and to point to the tensions inherent in dual citizenship legislation.

The present study redraws the map of ethnic relations in Romania on the basis of sociological surveys carried out by the Reseach Center on Inter-ethnic Relations (Centrul de Cercetare a Relaţiilor Interetnice,CCRIT) and by the Ethnocultural Diversity Resource Center (Centrul de Resurse pentru Diversitate Etnoculturală), together with the Metro Media Transilvania Institute and the Romanian Institute for Research on National Minorities (Institutul pentru Studierea Problemelor Minorităţilor Naţionale, ISPMN). The author participated in all of these surveys as either research coordinator or as a consultant; and although the aforementioned surveys had different objectives and were carried out in different contexts, they had a common denominator, i.e. they examined the interethnic climate in Romania by taking the mirror-images which the main ethnic groups (Romanians, Hungarians and the Roma) had about one another. Going beyond the descriptive level that was typical of the first attempts synthesizing the collected data, the study intends to synthesize the main attitudes and orientations of the population from Romania on the basis of ideal-typical attitudes and discourses corresponding with certain social segments. The study incorporates the longitudinal data which enable a unitary approach based on continuity, and record essential and relevant aspects for positioning the subjects in the field of inter-ethnicity.

Gheorghe Sarău (Romania - Bucharest, born in 1956) has been since 1992 a professor doctor at the department of Romany Language and Literature, at the Faculty of Foreign Languages and Literatures (University of Bucharest). At the same time, he has been a counselor for Romany language and Roma at the Direction for Minorities - Ministry of National Education (1992-present). After graduating from university (University of Bucharest, Faculty of Foreign Languages and Literatures - Russian and Hungarian languages Departments; Bulgarian and Spanish as optional courses) in 1983, Gheorghe Sarău began to study Romany individually, language which he taught at the Normal School of Bucharest from 1990to 1994, to a group of future primary school teachers. On 28 September 1998 he became a Doctor of Philology at the University of Bucharest. The doctorate was obtained under the guidance of prof. Lucia Wald in the Indo-European studies field, on the subject of Tinsmiths Roma Language. Gheorghe Sarău attended several training programmes (1990-2000) in the field of Romany Language, under the guidance of Prof. Marcel Courthiade (professor at INALCO Paris) and of Prof. Rajko Djurić -poet and the President of National Roma Union, in Finland (1991), Italy (1992), France (1993 1994, 1995), Germany (1998). He was also invited by Professors Courthiade and Djurić to teach with them Romany courses in Germany (1999 and 2002), at the International Courses of Romany Language, Literature and History. Gheorghe Sarău published his first article in 1982, as a student, and his first book was published in1992 (the first Romany dictionary in Romania - Mic dicționar rom-romîn, Kriterion Publishing House). Over the years, he has published over 70 titles, most of them individually, but also as collective works. He has also played an important role in the standardization of Romany language in Romania, in the organization and development of the Romany studies at the pre-school, school, high school and university level. In October 1992, he introduced the first Optional Course of Romany Language at the University of Bucharest and in 1997 he created the Department of Romany Studies at the Faculty of Foreign Languages and Literatures in Bucharest. He also founded the Distance Learning Department for Romany Language, which helped training over 600 Romany Language school teachers. He has also managed the developing and implementation of strategic programmes of the Ministry of Education in Romania. In recognition for his outstanding contribution to promoting constantly the Romany Language -through writings, through the introduction and consolidation of the Romany language education and through the initiatives regarding the general education of Roma - he has received several awards(Hidalgo Award - Spain, 1999; The Republic of Italy President's Award - Italy, 1999; Decoration and diploma on the occasion of the celebration of 25 years from the founding of the Hindi Language Department in Romania, awarded by HE the Indian Ambassador, Rajiv Dogra, on 29 March 2000, etc.).

The survey was conducted between March 9-20, 2022 on a sample of 800 people living in 220 urban and regional localities in all counties of Romania, with a statistical error of +/- 3.5%. He measured the attitude of Romanians towards refugees from Ukraine, but also from other geographical regions. Compared to the similar research in October 2021, there was a 25% increase in the favorable attitude towards refugees, and it is the highest increase among young people, those with higher education, employers, those living in very large cities. Romanians are favorable to the entry of refugees from Ukraine and hypothetically from Moldova, but more reluctant to those from Asia, Africa, Latin America or the Caucasus. Romanians’ self-esteem has significantly increased for the exemplary way in which their fellow citizens have been involved in helping refugees in Ukraine, although they are aware that there is a risk of upsetting the Russian Federation.

If something about anti-Americanism has really changed since 2001, popular culture can hardly be blamed. But if the attitudes expressed and the policies enacted by the US population and government synchronize with the methods and messages of popular culture, then a proportion of anti-American feeling can be attributed to its influence. The rich vein of anti-US sentiment relates to four issues, each of which is given considerable attention in most parts of the world: • economics; • militarism; • politics; and • culture. This report is principally concerned with the last category, though as we shall see, it is inseparable from the others. The bulk of the report examines points of continuity since 2001 rather than rupture, since most of the infrastructure and impact of US popular culture on export were in place before that time. There is some consideration of new diplomatic attempts to influence the country’s image abroad. The report discusses the following topics: • key terms; • US cultural dominance; • opposition; • role of the state; and • conclusion and recommendations.
