Granting the Right to Asylum – the Implications on the National Security

Author(s): Monica Pocora / Language(s): English / Publication Year: 0

Keywords: international conventions on asylum; EU; international protection

Given all the implications it entails the obligations under relevant international conventions on asylum and the need to harmonize them with national interest, at the level of each state has led to the development of international standards on asylum procedure. Thus, at European level there were developed a series of concepts, the legislative and institutional measures, which aimed at, on the one hand the people in need of international protection, enjoying effective protection and a standard of appropriate support and secondly discouraging any form of abuse to the institution of asylum.2

MIGRATION AND THE (IN)SECURITY OF CONTEMPORARY SOCIETY

Author(s): Magadalena Crisan / Language(s): English / Publication Year: 0

Keywords: migration; security; benefits; risk; securitization;

European and neighboring countries in Europe have been experiencing an intensification of the migration phenomenon in recent years. One of the causes that has led to new migration flows are the crises and conflicts that followed the Arab Spring. Maintaining the security of societies depends on the way states and governments handle the issue of migration. The states response depends on the way migration is perceived either as a burden making states fragile, even destabilizing them, or as a long-term advantage. The states response also comes as a result of securitizing or desecuritizing migration.

LOW COST TERRORISM OF THE 21ST CENTURY

Author(s): Luminita Ludmila ANICA (CÎRNICI) / Language(s): English / Publication Year: 0

Keywords: terrorism; terrorist attack; low-cost terrorism; European terrorism; new terrorism; knife attack;

Always voluntarily, subjectively and extremely brutal, terrorism manifests itself in a multitude of forms, being the most acute form of violence after interstate conflicts and civil wars that accompanies mankind throughout history.Nowadays, there are more and more attacks that involve lower costs, the attackers choosing to cause as many victims as possible by driving into the crowd or choosing to use a knife in their bloody actions.Is the knife attack a new form of terrorism? Of course not. History has recorded a series of such acts of violent nature over the centuries, in order create fear and influence mankind, even if at the time they were not called terrorist acts.Today we are confronted with similar attacks, in which terrorists accept the idea of personal sacrifice, acting for the killing of those considered exponents of their hostile society.

Rentability of thermal insulation of buildings. Traditional materials versus innovative materials

Rentability of thermal insulation of buildings. Traditional materials versus innovative materials

Rentabilitatea izolării termice a clădirilor. materiale tradiţionale versus materiale inovative

Author(s): Adrian-Alexandru Ciobanu,Aurelia Bradu,Constantin Miron,Alina Cobzaru,Monica Cherecheş,,Ionel PUSCASU / Language(s): Romanian / Publication Year: 0

Keywords: insulation; vacuum insulation panels; rentability; thermal resistance

The current context regarding the implementation of the European directives on energy efficiency of buildings in the context of sustainable development calls into question a frequently encountered situation in the current use of heat insulating materials, namely what kind of material is more cost-effective for thermal insulation of building envelopes: Classical materials or materials with high thermal performance? The paper presents a comparative study between two solutions of thermal rehabilitation of the facade of a building block. A first proposed and analyzed solution consisted in the thermal insulation of the facade with 10 cm extruded polystyrene and the second solution involved the use of a high-performance thermal insulation material, known in the literature as Vacuum Insulating Panels (VIP). In order to reduce the energy consumption required for the heating of a building and its associated costs, isolation of buildings is a necessary measure, with an efficient insulation saving even up to 50% of the heating costs. The paper presents, through the study case, that the main advantage of the thermal insulation solution with innovative materials, compared to thermal insulation classic materials, namely a high net thermal resistance, which can be countered by questioning the profitability of the solutions. The adoption of an efficient thermal insulation solution from hygrothermal and also from economic point of view, it should be considered case to case, taking into account the required insulation level, the amount allocated and the amortization value of the investment.

The (Re)Emergence of the Russian Language in the Linguistic Landscape of Hungarian Settlements in Transcarpathia

Az orosz nyelv (újra)megjelenése Kárpátalja magyarok lakta településeinek nyelvi tájképében

Author(s): István Csernicskó / Language(s): Hungarian / Publication Year: 0

Keywords: Transcarpathia (Ukraine); linguistic landscape; economy

The study examines the linguistic landscape of the territories of Transcarpathia (Ukraine) which are mostly inhabited by Hungarians in the context of language and economy. It will be presented how an economically prestigious world language, Russian, is displayed in this region. We show that economic realities suppress the nationalism of a minority. We note that a language policy espousing the language support of a national minority cannot be successful if it is not related to the development of the economy.

Author(s): István Kozmács / Language(s): Hungarian / Publication Year: 0

Keywords: linguistic landscape;multilingual area

An examination of the linguistic landscape usually occurs in settlements inhabited by bilingual or multilingual speakers. In my paper, I present the linguistic landscape of a monolingual Central Hungarian town, showing that the linguistic landscape of the examined monolingual settlement has got some multilingual features, what is caused by the different prestige of languages and by the actual political orientation of the government in power. We have also pointed out how the monolingual viewpoint of majority speakers works in the outlined frame.

THE PROTECTION OF CRITICAL INFRASTRUCTURE MANAGEMENT MODELS OF RISK

Author(s): Ionel Lanciu / Language(s): English / Publication Year: 0

Keywords: critical infrastructures; Critical Infrastructure Protection Program (ECIP);

Critical infrastructures are the most sensitive, most vulnerable domain of any system and process. Their sensitivity derives from their special role in the structure, stability and smooth operation of systems or processes. Vulnerabilities are processes, phenomena, de facto situations that diminish the capacity of critical infrastructure responses to existing or potential risks or favor their emergence and development, with consequences for their proper functioning and utility. Lack of knowledge or management of vulnerabilities can generate risk factors, threats or threats to the objectives, the value and to the national interests of critical infrastructures. Vulnerability is usually proportional to the role played by critical infrastructures. It follows, however well protected, critical infrastructures will always have a high degree of vulnerability, they are the first to target when in the process of destabilization and even destroying a system or process.

Jan Kott’s Kaddish: Pages on Tadeusz Kantor is the last book published during his life.Th ese pages on Tadeusz Kantor remain, to this day, one of the most poignant descriptionsof what might be called “the experience of Kantor”. Hidden within them is a fundamentalphilosophical question: what can save the memory of the theatre – the imageor the Logos/Word? What can save Tadeusz Kantor’s Th eatre of Death? Jan Kott’sanswer, hidden in his Kaddish, is as follows: the theatre of Kantor can be saved in its essence, in its meaning, only by the Word, the Logos. Th is is a biblical answer. I wouldlike to begin with Jan Kott. Th ree Poles are spoken of as having left a signifi cant markon the territory of theatre, in the second half of the 20th century: Tadeusz Kantor, JerzyGrotowski and Jan Kott.

Several Causes and Sustainable Solutions of School Dropout in Romania

Several Causes and Sustainable Solutions of School Dropout in Romania

Author(s): Laura Monica Gorghiu,Roxana Constanța Enache,Ana-Maria Aurelia Petrescu,Gabriel Gorghiu / Language(s): English / Publication Year: 0

Keywords: school dropout; educational policies; social policies; general compulsory education; ROSE Project;

The school dropout phenomenon involves an extremely complex causality and - at the same time - represents a difficult and sensible problem faced by the contemporary society, not only in Romania, but also in the whole European area. Through this paper, we aim to identify the views of a sample of primary and secondary teachers concerning the causes of the school dropout in the Romanian school and the effectiveness of social and/or educational policies implemented so far. We also propose - following the investigative research - to identify and underline several sustainable solutions, in order to be applied in the context of the Romanian society and educational system, regarding the prevention and mitigation of this phenomenon. At macro level, it is important to increase the access to education, mostly in the case of disadvantaged students. At micro level, monitoring the students with big potential of school dropout and adopting of measures which limit this phenomenon seem to be crucial. In this format, just the primary and secondary teachers were questioned, but the research illustrated in this paper was carried out in order to justify and prepare a Grant dedicated to limit the university students drop-out, in the frame of the ROSE programme.

Anti-Aircraft Defence and Hybrid Threats

Anti-Aircraft Defence and Hybrid Threats

Anti-Aircraft Defence and Hybrid Threats

Author(s): Florin Stafi / Language(s): English / Publication Year: 0

Keywords: hybrid warfare; anti-aircraft; technology; armed conflict; proxy war;

The hybrid forms of manifestation of war characteristics are difficult to counteract, to analyse and almost impossible to anticipate. The interactions being macro-systemic, all the architectural components of a state’s security must calibrate their resources to design adapted reactions. Therefore, each component is required to self-evaluate its critical functions, and at the same time, to determine its own vulnerabilities in front of a two-faced enemy. The identification of threat levels in emerging of air technologies is also the attribute of the anti-aircraft fire system, due to an important functionality in the multi-dimensional battlefield. Therefore, in an extremely complex equation of a different type of war, the specialised components of the anti-aircraft response will vectorially redefine their force instruments, concentrating their effort to create synergy in effects. Accepting the hybridisation of war must transcend the Clausewitzian symmetrical classicism, especially since, in many ways, the forms and methods of manifestation are not new. It remains, however, to accept that the appropriate reaction to such a possible war can only be achieved through a complex understanding of the phenomenon, beyond the restrictive barriers of previous tactic or strategy.

LESSON STUDY AS A PROFESSIONAL DEVELOPMENT PROCESS OF PRESERVICE PHYSICS AND CHEMISTRY TEACHERS

Author(s): Teresa Conceição,Mónica Baptista,João Pedro da Ponte / Language(s): English / Publication Year: 0

Keywords: lesson study; professional development; science education; pre-service teachers; science tasks;

The aim of the research is to show the learning of pre-service physics and chemistry teachers in a lesson study about tasks. The research methodology is qualitative and interpretive, with the participation of three pre-service physics and chemistry teachers. The data is collected through interviews and written reflections of the participants. The results show that pre-service teachers learn to identify tasks of different natures, valorizing open and challenging tasks in the development of students’ competences. They also recognized that when students like the task they will become more involved with learning which allows for more meaningful learning in science. Thus, the lesson study in initial training seems to promote the development of professional learning of pre-service physics and chemistry teachers in the Portuguese context.

Management de calitate în instituţiile şcolare

Author(s): Daniela Giugariu / Language(s): Romanian / Publication Year: 0

Keywords: Management; leadership; quality; education;

Being a manager means doing a lot of things in a timely manner. In order to make quality management in schools, the qualities of the manager and of the group he is leading should be taken into account. The manager's decisions must take into account the satisfaction of all the members he coordinates. Therefore, a guide to things well done is useful to any manager, so as not to deviate from the rules of the game. The school manager must demonstrate that he knows how to coordinate the group at any time of his or her work.

Quality in Education - Formal through Nonformal

Calitatea în educaţie – formal prin nonformal

Author(s): Monica Luminiţa Rusan / Language(s): Romanian / Publication Year: 0

Keywords: Management; education; innovation; quality in education; non-formal education;

The dynamics of the last decades highlights the need for quality in education for at least four reasons: moral, contextual, from the desire to survive in a competitive environment, but also out of responsibility (schools are constantly subject to appreciation and evaluation from its educational partners: pupils, parents, community, and society). It is in its name that projects are initiated, resources are researched and used, arguments are brought forward, initiatives that are considered ,,good practices” are launched. In this article, I envisage how the new education (made through reading clubs, role-plays, transdisciplinary projects) brings the educational process closer to the pupils' daily life and to the needs of the community, by exemplifying the non-formal activities that I have carried out in school, together with my colleagues and students. Activities such as these demonstrate that non-formal education successfully accompanies formal education and it remains one of the best ways to support the pleasure of knowing and affirming originality.

The Role of Communication in the Religious Education of Children in Romania

Author(s): Georgeta Stoica-Marcu / Language(s): English / Publication Year: 0

Keywords: communication; religious communication; role of communication; education

In Romania, religious education plays an important role. From ancient times to the present, parents and educators have been concerned with how to transmit and educate children in a healthy spirit and the faith of the nation to be carried forward. At home, it has a decisive role to play in education in school and in society. Another form of education is their formation as the people of hope and honor of a society that has undergone essential changes over time. Most of the time, the parents are the ones who make the decisions and their influence on the children's lives is decisive.

CONSIDERATIONS AND PERSPECTIVES FOR A SPIRITUAL (RE)RENEWAL OF THE CONTEMPORARY FAMILY

Author(s): Gavril Trifa / Language(s): English / Publication Year: 0

Keywords: family; chastity; fidelity; education; freedom and libertinism;

Research related to family issues shows the importance of this educational institution in human life. Viewed by society more and more often as an individual, it becomes increasingly difficult for the church to form and develop the consciousness of man as a person capable of relating not only to those around him (family members or, more broadly, society), but also to himself, and especially to God. The challenges coming from society find less and less resistance to preserving the morality of the family, even among the parents, so, from our point of view, this is where the process of spiritual renewal should begin, by valuing on Orthodox Christian foundations the institution of the family, of the spouses in relation to each other, the parents’ valorisation of their own children's chastity before marriage and fidelity to each other within it.

ISSUES CONCERNING THE PLACE OF THE MORAL DIMENSION OF EDUCATION IN ROMANIAN PRIMARY SCHOOL - TEACHERS’ OPINION

Author(s): Adina Popovici / Language(s): English / Publication Year: 0

Keywords: education; moral development; primary school; values;

The moral education aims at the formation of the individual according to the norms and rules that define the relationships between people, to the values promoted by a society. The moral profile of the personality is shaped by the family, developed by the school, and strengthened throughout the entire life. In this sense, schooling has a major importance, being the period when the automatisms on which the subsequent behavior habits will be built are formed. Moral education remains a great challenge in the current Romanian education. The peculiarity is given by the way in which the communist regime in Romania tried, and to a large extent succeeded, to use this classic dimension of education ideologically and practically, until 1989, when the political regime changed. In this context, our research aims to identify the place that moral education has in Romanian primary school, after more than 30 years since communism has failed. The results show that the moral dimension of education is a permanent concern of the teachers (85,1%), that it should have a specific subject in the curriculum (83,9%), and that teachers for primary school consider themselves responsible for the moral development of the students in the classes they manage (88,8%).
