The ever-growing library on the history of eugenics and fascism focuses largely on nation-states, while Georgescu asks why an ethnic minority, the German-speaking Transylvanian Saxons, turned to eugenics as a means of self-empowerment in inter-war Romania. The Eugenic Fortress examines the eugenic movement that emerged in the early twentieth century, and focuses on its conceptual and methodological evolution during this turbulent period. Further on, the book analyses the gradual process of radicalising and politicization by a second generation of Saxon eugenicists in conjunction with the rise of an equally indigenous fascist movement. The Saxon case-study offers valuable insights into why an ethnic minority would seek to re-entrench itself behind the race-hygienic walls of a “eugenic fortress,” as well as the influence that home nations had upon its design. Georgescu’s work is ground-breaking in the sense that the history of this uprooted community is usually handled with extreme sensitivity and serious (and critical) research into Transylvanian Saxon involvement with Nazism has been scant, until now.

The 2003-2014 UN-mandated, NATO-led ISAF mission, which featured ground combat for the first time in the Alliance’s history, took a tremendous human and financial toll. By ISAF mission end, well over 1 million NATO troops and civilians had served in theatre along with hundreds of thousands of contractors. Reliable studies conservatively estimate the financial cost to be at least $1 trillion US dollars. Almost 3,500 troops under NATO command from 29 nations paid the ultimate price, and tens of thousands more suffered serious injury. Afghanistan has been a security-related point of discussion and a major part of Western military efforts for almost a fifth of NATO’s existence. By virtually any metric it is the longest, most complex, expensive, challenging and fractious operation in NATO’s history. As a result of the massive NATO and international effort – by any socioeconomic or human development index measure – Afghanistan in 2015 is a considerably better place as a result. That is hardly to say outcomes were optimal, or that NATO helped Afghan government forces decisively defeat the insurgency: they were not, and they did not. A commonly held view is that NATO also ‘lost’ the Afghanistan strategic communication campaign. This report is an effort to deduce what is NATO and ISAF’s score on that point, and if it did not ‘win’ outright then how did Strategic Communications (StratCom) perform? Within the political-military leadership and even within the communications community there are factions of passionate supporters for StratCom and just as many opponents. All seem to agree conceptually of the need for better coordination as long as they are the ‘coordinators’ and not the ‘coordinated’. Throughout ISAF’s duration these factions were often at odds and even as they clashed, the operating and information environment transformed. This should have led to a wholesale re-evaluation of optimal structure, process and capabilities: it did not. Still, as to be expected from the accumulated experience of continuous operations over 11-plus years of the NATO-led ISAF mission, some new capabilities were added that improved how NATO communicated with national domestic audiences including the Media Operations Centre and NATO TV. But the nub of the issues and the old debates – influence versus inform, the public affairs reporting relationship to the commander, measuring effect, how to better synchronise effort – are the same discussions as 5, 10 and even 15 years ago. The current impetus for reform has little to do with lessons learned during ISAF. It does however, have much to do with the Russia/Ukraine crisis. Given the contemporary security environment, the extent to which unsatisfactory campaign outcomes should be attributed to the communication effort is not an inconsequential subject. Today’s information environment bears little resemblance to what it was at the start of the ISAF mission in 2001, in large measure a result of widespread access to reliable Internet, the ubiquity of smart phones, and the global scope and penetration of social media. In the past decade we have transitioned from grasping the implications of the ‘strategic corporal’ to dealing with the operational consequences of the ‘strategic tweet’. Adversaries also became very capable at using new communication tools to their advantage. While it may be unlikely that the Alliance will fight another mission quite like ISAF, many observations can be drawn from ISAF about whether NATO communication-related policy, doctrine, structures and capabilities are fit for purpose in future campaigns. This report offers 12 recommendations where effort and resources might be applied to achieve more favourable outcomes. A North Atlantic Council-approved policy in August 2009 defines NATO StratCom as “the coordinated and appropriate use of NATO communications activities and capabilities ... in support of Alliance policies, operations and activities, and in order to advance NATO’s aims.” Still, the actions and practice during ISAF demonstrate that NATO aspires to achieve more for its strategic communications investment, and that it is increasingly about understanding the desired effect or behavioural change required to shape what to do, say, show and signal to inform, persuade or influence audiences in support of specific objectives. NATO HQs had two strategic communications campaigns to fight during the ISAF operation, the first being for the support of domestic audiences of the 51 troop contributing nations and international audiences. Given the policy hand it was dealt, the manner in which the operation was executed for the better part of a decade, the high operational tempo at NATO and zero nominal growth (thus, downsizing) forced on it by nations, the Alliance communication effort did considerably better than it is given credit for, in particular at NATO HQ in Brussels and Allied Command Operations, and for stretches of time at ISAF. This is a finding that may strike many as counter-intuitive. The second campaign was the operational battle for the contested population and against malign actors including the Taliban. If success is measured against information policy aims: “...create desired effects on the will, understanding and capability of adversaries and potential adversaries” (Information Operations); “to influence perceptions, attitudes and behaviour, affecting the achievement of political and military objectives” (Psychological Operations); and “to inform, persuade, or influence audiences in support of NATO aims and objectives” (StratCom), then the outcomes are decidedly more mixed, if not a failure. A detailed assessment of capability and performance in this report supports the argument that ISAF was a case of a fundamentally flawed political/ command structure that was by its structural nature incapable of devising and directing a unified political-military campaign. The international community brought a sense of hubris to that shattered country which had virtually no licit economy or capacity for effective governance. It set unreasonable objectives, looked for short-term metrics of success, and wholly underresourced the mission for almost 10 years. The strategy often changed, or was confused, or was conflicted. It took few Afghan views into account. No answer could be found to effectively deal with the vexing question of Pakistan where insurgent forces found sanctuary. NATO then proceeded to break or subsume most of the principles of war, foremost being ‘selection and maintenance of the aim’, ‘unity of effort’ and ‘unity of command’. But how fair is that considering Afghanistan was a major international endeavour, that the NATO mission has lasted this long and will continue for the foreseeable future albeit in different form, that support in the country for international forces remains high, and that troop contributing nations have not endured major political recriminations from their populations? Taking a long view, the ISAF communications effort cannot have been a failure. The magnitude of collective effort by NATO nations over that period of time is a considerable expression of Alliance will and stamina. From the political-military centre of gravity perspective of “maintaining the solidarity, cohesion and credibility of the Alliance”, this alone points to a strategic success broadly speaking. This report finds that improved StratCom did not, and does not, temper the effects of bad policy and poor operational execution. In the end, strategic communications outcomes weren’t nearly what they could have been but were considerably better than critics suggest. Where policy and operations were well connected and showed results, StratCom amplified that effect. Where policy and operations were weak, negative outcomes could be mitigated but not overcome. Improving strategic communication effects needs to start with better policy, greater understanding of audiences including motivations, conducting operations following established and successful military principles, and skilled practitioners. In that respect, the weakest link in the Alliance communication effort at strategic, operational and tactical levels was the profound lack of trained, expeditionary communication- and information-related military capability in almost all NATO member nations (excepting the U.S., and perhaps Germany). For NATO to be more effective, nations need to professionalise their approach to communications by abandoning the model of employing ‘willing general service officers eager to learn on the job’ to one that is firmly based on ‘qualified, trained and experienced practitioners in all disciplines at each rank level’. ISAF served as a forcing function for incremental albeit important improvements to NATO communication-related policy, capability and capacity aggregated over more than a decade of continuous operations. However, the transformation of the information environment happened much faster than NATO HQs and member nations were able to evolve their communications-related mindset, structures, capabilities and outputs. The real catalyst for the current effort to make substantive reforms has been Russia’s attack on Ukraine. In this regard the Wales Summit Hybrid Warfare initiatives identified a series of actions that if implemented would be a major upgrade to the Alliance’s ability to compete in the new information environment.

The world of contemporary culture puts differences and multiplicity in opposition to the former urge of uniformizing; it eliminates continuity in favour of contingency; it values diversity and otherness over identity and similarity, and it rejects the neatness and safety of theoretical conceptualizations. An attempt at validating the claim that also today a certain aesthetic and literary movement lives on, which for some scholars is nothing more than a historical phenomenon from the past, may seem to be an empty and hopelessly unreal rhetorical strategy. Yet, for the present monograph, the point of departure is an assumption that artistic texts appearing and functioning in a specific cultural environment and tradition should have a feature in common. And to this particular feature, defined as expressionism, the present work has been devoted.The two introductory chapters discuss the origin and evolution of historical expressionism at the beginning of the 20th century, with a special emphasis placed on the Italian varieties of this tendency, i.e. the futurism and the aesthetic views of artists affiliated with the Florentine magazine “La Voce” (1914–1918). Expressionism is usually defined as an artistic movement that originated at the beginning of the 20th century in German-speaking artistic bohemia as an opposition to impressionism. It was only with the passing of time that this novel artistic technique, that also contained a new idea of the world and the man, spread into the field of literature. The basis for the research on the characteristics and constant features of the movement of this period are thus theoretical texts written both by German authors and artists (i.a. Hermann Bahr, Wilhelm Worringer, Gottfried Benn), as well as by Polish (Erazm Kuźma) and Italian scholars (Gianfranco Contini, Paolo Chiarini). The German and Italian artistic and literary avant-garde of the beginnings of the 20th century is, however, merely one of many forms in which the expressionistic tendency has been realized. Literary historians (e.g. Contini, Segre, Isella) frequently emphasise the view that Italian literature from the very beginning has been marked with the attitude of rebellion towards settled canons and aesthetic authorities.This rebellious form of artistic expression has been termed a developmental line of literature. It is undoubtedly an ahistorical tendency, not subordinated to any particular literary movement, but still active and valid as a reflection of a particular intellectual, philosophical, and moral attitude towards reality in which a man lives and creates. The expressionistic tendency understood in this way contains a specific set of features, such as combining contrasts, linguistic experiments, resemantization, discreteness, the episodicity and ellipticity of narration, the chaos of the world depicted, the contingency of events, hyperbolization and distortions of imaging. The expressionistic effect arises as a result of foregrounding one of those features, defined as an expressionistic dominant, and as a consequence of artistic transfiguration (transformation).In the following chapters of the book, the texts written by Italian prose-writers of the end of the 20th century have been subjected to analysis for the presence of understood in this way expressionistic dominant and ways of artistic transfiguration of individual compositional layers of a literary text. The spectrum of the authors under analysis might seem to be too broad or even inconsistent, as it encompasses both the so-called young writers, who made their debut in the 1980s and 1990s (Tondelli, Ammaniti, Nove, Scarpa, and others), as well as more “classical”, well-established authors (Consolo, Bufalino, Volponi, Testori). All the aforementioned authors are brought together by a strong desire to construct a new experimentalism originating from the awareness of a definite crisis which a contemporary category of language has faced.At all the three levels of the works analysed (linguistic, narrative, and thematic), certain permanent features have been distinguished that characterize expressionistic writing. Upon the linguistic layer, it is mainly concerned with going beyond the norms, hybrydyzation of language, incorporating neologisms, archaisms, dialectisms, specialist terms and spoken language into the literary repertory. All these procedures aim at exposing and emphasizing the expressiveness of text. The analysis of narrative patterns and the relations such as author-narrator, text-reader brings out the basic features of expressionistic diegesis, i.e. variability of focalization, metanarrative tendencies, and the simultaneity of episodes. The outcome of these devices is the impression of staticity and subjectivity of time, which are features of the narrative also present in the literature of modernism. The basic components of expressionistic imaginarium are the motifs of a town, moon, and dream, which are also present in the expressionistic literature of the beginning of the 20th century and updated by postmodern narrators by means of combining contrasts, exposing the effect of strangeness, allegory and hyperbolization. An exact specification of what expressionism is today, in times when it is difficult and even awkward to talk about an artistic or literary experiment, seems to be as hard as it was at the beginning of the century, in the age of historical avant-garde, since the historical avant-garde, and therefore expressionism as well, have long become a part of contemporary cannon. The expressionist techniques of artistic means have become common and they have lost their transgressive character; also, their role and way of functioning in an extensive koine of postmodern literature has changed. Those changes, however, do not imply the loss of meaning of artistic productivity.As a style and function of text, and also as a certain philosophy and idea of a man, expressionism is constantly present, acting in the melting pot of multiplicity and multifariousness of contemporary literature that is devoid of limits and theoretical references.The function of expressionism today is mainly communication. It is primarily a very dynamic and changeable artistic code that maintains vitality thanks to its nature, as it makes the literary past and present relate to each other and cooperate. The tradition of expressionism, being a part of the history of literature, generates new and unpredictable effects in postmodern literary texts, in this way becoming an emblematic example of postmodern creative technique. It is a communication code open to all kinds of thematic and stylistic novelities. This unusual combination of classics and experiment gives rise to a new quality, new aesthetic value, perfectly reflecting the polysemy and incongruity of contemporary literature. The expressionist writers of the postmodern epoch faced against the crisis of the functions of language, and the functions of literary language is particular, offer to establish a new relation with reality, which has always been, and still remains, the basic inspiration and matter of literature. This new relation treats reality as a dynamic process, or, rather, as a multiplicity of simultaneous processes that can only be verbalized by expressionist literature. The writer is therefore a recorder of dynamic processes, also of internal, the most intimate, unusual, irrational hallucinations, who tries to grab a fragment or a version of the most conspicuous feature of our times – unpredictable changeability.

System zarządzania środowiskowego zgodny z wymaganiami międzynarodowej normy ISO 14001 staje się powszechny na całym świecie. Oprócz wymagania zawartego w tej normie, dotyczącego zapobiegania zanieczyszczeniom i zgodności z wymaganiami prawnymi, ważną rolę odgrywa ciągłe doskonalenie efektów środowiskowych. Autorka zidentyfikowała czynniki determinujące doskonalenie systemu i zarządzania oraz oceniła ich istotność na podstawie doświadczenia przedsiębiorstw posiadających wdrożony i certyfikowany system zarządzania środowiskowego. Omówiła również wyniki badań dotyczące postrzegania przez przedstawicieli kierownictwa badanych przedsiębiorstw zależności pomiędzy wybranymi czynnikami determinującymi doskonalenie systemu zarządzania środowiskowego a jego skutecznością i efektywnością. Autorka przedstawiła propozycje rozwiązań, które mogą być wykorzystane w praktyce gospodarczej.

Public libraries have always played a key role in the development of reading, as their mission is perceived to establish areas and contexts for different audiences, creating a connection between families and books. In the case of very small children, including infants, toddlers and preschoolers, it is made even more obvious by the special library sections aimed at early literacy and raising awareness of the value of reading in children’s language development. The subject of this thesis is the broadly understood early literacy of children aged 0-5, conducted within public libraries abroad and in Poland, developed both on the basis of literature on the subject, primarily foreign, and on the basis of own research, carried out within Polish branches of public libraries for children. Its aim is to synthesize current knowledge on the subject, disseminating the concepts and assumptions of early literacy among librarians. The research was carried out in 2018 in the group of 97 branches for children. The services and collections of the researched Polish libraries provide evidence for the implementation of the early literacy assumptions. However, this is still a fairly variable issue, especially considering the two age groups (0-2 and 3-5). Nevertheless, the presence of books addressed to a child who does not read yet (picturebooks, cardboard, pleated, folded and with multimedia addings) is apparent in the collections, the least common in this group are books for babies – from materials other than paper (sponge, foam or fabrics). It is worth emphasizing that the vast majority of the children’s branches in the study offer active forms of working with children aged 0-5, all of which contribute to the development of children’s pre-reading skills to a greater or lesser extent. Shaping the process of early literacy through the work of children’s libraries includes parent education activities. The involvement of libraries can also be observed in cooperation with nurseries and kindergartens, consisting mainly of sessions of reading aloud, library lessons and workshops devoted to early reading, as well as participation in reading projects and distribution of relevant materials. It all adds up to an image of the varied forms and means of work in Polish public children’s libraries for the development of early literacy of children aged 0-5, as well as the education of parents and carers working with this age group.

Nisu slijepi ni svi oni kojima se serviraju laži i neistine pored zdravih očiju ni oni koji te laži i neistine šire – novinarski. Mnogi među “kupcima ponuđenih magli” vjerojatno i slute da su istine negdje drugdje, ali teško pronalaze dokaze za ispravnost tih svojih šutljivih slutnji. Podjednako tako nije malo ni novinara koji razumijevaju da su plaćeni da bi širili neistine, ali prodavanje duše nije više ni blizu stvar profesionalne časti kao nekada, već nova realnost u cijelom svijetu. Oni među novinarima koji ne pristaju na tu realnost i znaju što se može znati, to nastoje da artikuliraju na pošten i zanatski jasan način. Takvi, iako su daleko od većine, nisu spremni na prodaju vlastitog ljudskog i profesionalnog digniteta. Oni i dalje više vjeruju vlastitim očima, činjenicama, iskustvu i pameti nego ciljanim nalozima. Nažalost, i u nekada istinski respektabilnim medijima na cijeloj planeti sve ih je manje. The book “Returning migrants” makes an attempt to compensate to some extent for the deficit of information in regard to migrants, returning permanently or temporarily to Bulgaria. Its main goal is to present three key aspects of the range of issues, related to the return: firstly, the theoretical ideas and the methodological principles of the research and conceptualization of remigration; secondly, the methodology and the findings of the quantitative and qualitative empirical studies of returning migrants in Bulgaria, conducted by the authoring team; thirdly, the principles, contents and challenges before international and national policies on return and reintegration. The first chapter of the monograph presents different theoretical paradigms and methodological approaches to conceptualising migration and remigration. The theoretical interpretation of an intensifying international mobility is a serious challenge before researchers. The theoretical paradigms and the methodological approaches to understanding and explaining migratory processes vary within a very broad range. Most of the attempts to theorise return migration make references to the more general theories of international migration. The explication of theoretical and methodological prerequisites of the monographic study is a mandatory condition for the conduct of a controlled self-reflective research process. This is the reason for making in the first chapter of the monograph a summarized review of the theoretical orientations, in the context of which both the phenomena of international migrations as a whole and of the return ones in particular are being interpreted.The second chapter of the monograph presents both the methodology of the quantitative and qualitative empirical studies of remigration to Bulgaria, conducted by the authoring team, as well as their findings. A comprehensive analytical framework and a methodology for examination of the phenomenon of „returning migrants“ is developed, based on the achievements of contemporary sociological and economic thought with a focus on the Bulgarian specifics of the issues. The heterogeneity, complexity and mutual intertwining of migratory processes and in particular of remigration, are conceptualized using the summary terms „segmentation“ and „stratification“ of returning migrants. The following issues are being analysed: various spatial and temporal migratory trajectories; diverse causes and motives for the migratory movements and return; success and sustainability of the return; segmentation and structural characteristics of returning migrants depending on their employment sphere, profession, education, qualifications, income levels, property etc.; vertical social stratification of returning migrants from the perspective of their socio-economic status and mobility; socio-economic effects of the return on the labour market, economic activity, quality of life. In the third chapter of the monograph, the international and national legal frameworks and the policies implemented on migration and return are presented and critically analysed. Problems are identified, which the policies encouraging the remigration of Bulgarian citizens are facing, their effectiveness and the possibility of successful reintegration of those returning temporarily or permanently are discussed. A number of good practices are shared, which stimulate successful return and support the adaptation of the returnees (the case study of Poland is reviewed in a special annex). Ideas are being proposed for optimization of the policies on return and reintegration with the view of accomplishment of their economic, social and demographic goals.

Iako često ostaju nezapažene ili ignorirane, rodne predrasude su istaknut fenomen, kako u bosanskohercegovačkom tako i globalno u pravnom sistemu. Posljedice rodno zasnovanih predrasuda i diskriminacije mogu osjetiti svi ljudi u sistemu, bilo da su muškarci ili žene, koji traže ostvarenje svojih prava ili oni koji rade u pravosuđu. One mogu utjecati na atmosferu u sudnici, predstavljanje slučaja, odluke sudija, pa čak i na to da li će slučaj uopće dospjeti na sud. Smanjivanjem i eventualnom eliminacijom ovih predrasuda donosit će se pravednije presude. Atlantska inicijativa (AI) i Ženevski centar za demokratsku kontrolu oružanih snaga (DCAF) od 2011. godine rade kroz projekat Rod i pravosuđe sa sutkinjama i sudijama, tužiocima i tužiteljicama iz BiH na pitanjima rodnih predrasuda. Tokom projekta oni su istakli koliko je važno da se ono što su oni naučili podijeli sa budućim generacijama pravnika. Da bi odgovorili na ukazanu potrebu, te uključili profesor(ic)e prava u dalje razumijevanje ovih rodnih predrasuda u specifičnim kontekstima, DCAF i AI su facilitirali izradu serije predavanja namijenjenu studenticama i studentima prava u BiH. Od februara do septembra 2016. godine, jedanaest univerzitetskih profesora i profesorica prava redovno se sastajalo na seriji radionica s ciljem razvijanja predavanja koja se bave utjecajem rodnih predrasuda na pravnu praksu u Bosni i Hercegovini. Svaki od sedam sastanaka bio je usmjeren na razmatranje literature, identificiranje rodnih predrasuda u određenoj oblasti prava, pregled dostupnih istraživanja, te osmišljavanje vježbi i diskusija koje studentima i studenticama prava mogu pomoći da shvate na koji način su rodne predrasude prisutne kroz pravo i primjenu zakona, te kako ove predrasude mogu negativno utjecati na provođenje pravde. Rad profesora i profesorica, uz podršku i organizaciju Atlantske inicijative i DCAF-a, rezultirao je modularnim priručnikom koji je pred vama. Iako bi se ove lekcije teoretski mogle predavati kao samostalan predmet o rodnim predrasudama u pravu, prvenstveno su osmišljene kako bi dopunile postojeće predmete u različitim aspektima krivičnog, građanskog i porodičnog prava, i kako bi saznanja o rodnim predrasudama postala sastavni dio predavanja na pravnim fakultetima. Međutim, važno je naglasiti da prva dva predavanja donose osnovni uvod u koncepte roda i rodnih predrasuda, te se stoga preporučuje da se ova dva predavanja predaju svim studentima. Preostala predavanja su osmišljena kao samostalna, u okviru jednog ili dva 45-minutna časa. Možda će neki profesori ili profesorice radije integrirati pojedine vježbe ili komponente u svoja redovna predavanja. Osim toga, predavanja će možda biti korisna za polaznike i polaznice magistarskih ili doktorskih studija kako bi dobili informacije o utjecaju roda na njihovu oblast prava. Predavanja mogu biti korisna i kao referenca na drugu literaturu, ako studenti i studentice žele detaljnije istražiti datu temu. Predavanja se zasnivaju na primjenjivim domaćim, regionalnim i međunarodnim pravnim okvirima, te na pravnoj teoriji, praktičnim primjerima i istraživanjima u oblasti sociologije prava u Bosni i Hercegovini i inostranstvu. Svako predavanje sadrži i relevantnu literaturu koja je u prevodu navedena u dodatku (a koja ranije nije bila dostupna u BiH), koju studenti mogu koristiti da obogate i prošire svoja znanja. Osim toga, predavanja su osmišljena kao podrška modernim i interaktivnim praksama podučavanja i sadrže video linkove, teme za diskusiju, praktične vježbe i studije slučaja. Cilj priručnika je da studenti i studentice prava, koji slušaju i učestvuju u ovim predavanjima, postanu svjesniji postojanja rodne pristranosti u sudskim postupcima i da prošire svoje razumijevanje o tome kako se rodne pristranosti manifestiraju u primjeni prava u bh. društvu. Studenti mogu koristiti priručnik u cjelini ili njegove dijelove, za različite svrhe: pripremu za predavanja, učenje za ispite ili širenje svog znanja o pravu. Nakon ovih predavanja studenti/ce će moći bolje prevazilaziti predubjeđenja i predrasude u vlastitim životima, kao i u svojim budućim profesijama. Kako interes za ovu temu raste u akademskim krugovima, pravni fakulteti će sa upotrebom priručnika moći doprinositi proširivanju znanja stručne pravne zajednice o tome kako se rodne predrasude manifestuju u specifičnom kontekstu bosanskohercegovačkog društva.
