Summary/Abstract: Međunarodni odnosi predstavljaju dinamične procese, koji su podložni čestim promjenama, te je shodno tome potrebno kontinuirano pratiti događaje, promišljati o njima i analizirati ih iz različitih uglova kako bi se adekvatno razumijevala aktuelna geopolitička realnost koju živimo. Upravo Zbornik radova Bosna i Hercegovina u međunarodnim odnosima 1878–2025. sa istoimene naučne konferencije održane 24. aprila 2025. godine, nastoji analizirati položaj Bosne i Hercegovine u međunarodnim odnosima u vremenu od Berlinskog kongresa pa do danas. Pred Vama je jedanaest radova koji tematiziraju položaj Bosne i Hercegovine usljed različitih geopolitičkih procesa. Riječ je o radovima iz oblasti geopolitike, političke historije, prava, međunarodnih odnosa i drugih srodnih oblasti. U radu “Naslijeđe geopolitike 19. stoljeća i savremeni međunarodni položaj Balkana i Bosne i Hercegovine”, autorica prof. dr. Dževada Garić nam ukazuje na značaj 19. stoljeća u pogledu položaja Bosne i Hercegovine u međunarodnim odnosima, pojašnjavajući okolnosti koje su dovele do velikih promjena u Bosni i Hercegovini, izazvanih međunarodnim faktorom. Nedim Sedić, MA, u radu pod nazivom “Dodiri Bošnjaka Cazinske Krajine sa dinastijom Habsburg – primjer političkog ponašanja lokalne bošnjačke elite u kontekstu austrougarske okupacije Bosne i Hercegovine” uz konsultiranje značajnih arhivskih izvora nastoji pojasniti dinamiku političkih odnosa elita usljed novonastalih okolnosti, kreiranih nakon okupacije Bosne i Hercegovine od strane Austro-Ugarske. Prof. dr. Ermin Kuka na naučno utemeljen način u temi pod nazivom “Od Dejtonskog mirovnog sporazuma do danas: aspiracije Srbije prema Istočnoj Bosni i koncepti mogućih dogovora” nastoji prezentirati ključne aspekte aspiracije Srbije prema Istočnoj Bosni u postdejtonskoj Bosni i Hercegovini. Dr. sci. Alma Hajrić-Čaušević u veoma važnoj temi “Nacionalni i etnički uzroci genocida nad Bošnjacima” pojašnjava ključne uzročnike u kontekstu realiziranja genocida nad Bošnjacima. U radu “Zapad i Istok u diplomatiji Alije Izetbegovića: diplomatski susreti iz 1991. godine kao preduslov”, prezentirani su činjenični aspekti u vanjskopolitičkom djelovanju Alije Izetbegovića, s fokusom na 1991. godinu u kojoj je Izetbegović imao šest diplomatskih susreta na različitim međunarodnim adresama. U radu “Pravni i politički aspekti osnovnog ugovora između Bosne i Hercegovine i Srpske pravoslavne crkve” autor iz pravne i politološke vizure posmatra ugovoreni odnos vjerske zajednice i države. Posljednji dio ovog Zbornika sačinjavaju radovi “Odnosi Irana i Bosne i Hercegovine: historijski razvoj i savremene tendencije” kojeg potpisuje Belmin Herić, MA, “Bosna i Hercegovina na raspuću u postratnom periodu: alternative u vanjskoj politici” autora Haruna Nuhanovića, MA, “Bosna i Hercegovina između normativne moći evropske unije i geopolitičkih realnosti: demokratizacija ili simulacija reformi?” Samira Sinanovića, MA, te “Strateška koherencija unutrašnje i vanjske politike kao preduslov uspješne diplomatije Bosne i Hercegovine” studentice Amine Hadžić, bave se aktuelnim perspektivama Bosne i Hercegovine u međunarodnim odnosima iz različitih aspekata posmatranja. Ovim multidisciplinarnim pristupom olakšano je razumijevanje određenih historijskih procesa u kojima je Bosna i Hercegovina bila aktivan akter. Ovaj Zbornik radova nastoji prikazati kako su promjene u međunarodnim odnosima od devetnaestog stoljeća utjecale na Bosnu i Hercegovinu, te kakve reperkusije imamo danas. Istraživači su nastojali da iz vlastite vizure, a u skladu sa naučnim postulatima i normama, pojasne procese i događaje koji su direktno utjecali na društvenu, pravnu, političku i međunarodnu poziciju Bosne i Hercegovine. Naučna konferencija “Bosna i Hercegovina u međunarodnim odnosima 1878–2025”, a čiji je epilog jedanaest radova, nije i ne može biti konačni sud o razdoblju od gotovo stotinu i pedeset godina, već predstavlja naučni prilog demistificiranju minulih geopolitičkih događaja, a čije se posljedice mogu osjetiti i danas. Kao urednik ovog Zbornika, izražavam zahvalnost Naučnoistraživačkom institutu “Ibn Sina” na njegovom publiciranju, te svim učesnicima konferencije koji su u konačnici poslali svoje radove, a koji će, nadamo se, biti stimulans za druge istraživače da se detaljnije bave ovom izazovnom temom.

- Summary/Abstract:During 19th century, the Balkans were one of the key geopolitical hubs of Europe, where interests of the great powers – the Ottoman Empire, the Habsburg Monarchy, Russia and the Western European states – clashed. This period was marked by imperial rivalries, national movements and the restructuring of international relations, which had far-reaching consequences for Bosnia and Herzegovina. The paper will analyze the position of Bosnia and Herzegovina within the foreign policy strategies of the great powers at the time, with a special emphasis on the Berlin Congress of 1878, by which Austria-Hungary took over the administration of this area. Although formally remaining under Ottoman sovereignty, Bosnia and Herzegovina de facto entered the sphere of Central European influence, which significantly reshaped its political, social and economic structure. Through the analysis of archival sources and secondary literature, the presentation will explore how the imperial strategies of the great powers guided the development of Bosnia and Herzegovina, and how these historical dynamics left a long-term markon its international position. Understanding these processes is crucial for the analysis of contemporary geopolitical challenges of Bosnia and Herzegovina, especially in the context of its relationship with the European Union and international actors today.

- Summary/Abstract:Based on available sources and literature, and following the broader context, the paper presents how the Bosniak political and religious elite in Cazin, during the Austro-Hungarian occupation of Bosnia and Herzegovina, established direct contacts with the Habsburg dynasty. The paper focuses on specific examples of interaction between the local elite and the Habsburgs, which primarily include homage (an act of expressing loyalty to the ruler) delegations sent to Emperor Franz Joseph I or other members of the dynasty, followed by other forms of expressing loyalty, such as public congratulations and letters of thanks sent to the Habsburg court or the occupation authorities in Bosnia and Herzegovina. Given that this process was mutual, the paper also presents the reciprocal gestures of flattery and rewarding of the local elite, in the form of decorations with orders and symbolic donations for the development of the local community, which came from the Habsburgs or the occupation authorities. These gestures aimed at binding the Cazin elite to the interests of the Monarchy and sending a kind of welcome message to the new order. Furthermore, the paper also pays some attention to the modernization of the Cazin Krajina region, which, among other things, is a consequence of these interactions.

- Summary/Abstract:The neighboring Republic of Serbia, in accordance with the previously elaborated and conceived Greater Serbia project, has had and still holds special territorial, as well as other, pretensions and aspirations towards the region of Eastern Bosnia. This was most indicatively expressed during the Second World War, and especially during the last aggression against the Republic of Bosnia and Herzegovina, when Eastern Bosnia, more specifically the Podrinje region, was declared a special, strategic area for the Serbian people and the future Serbian state. The age-old desire to eliminate the Drina River as a border between the alleged “Serbian lands” led to the commission of numerous individual and mass crimes against the Bosniaks of Eastern Bosnia, including the crime of genocide. However, these aspirations of neighboring Serbia were not expressed and implemented only during the war. They are also present in times of peace, especially after the signing of the General Framework Agreement for Peace in Bosnia and Herzegovina at the end of 1995 (the Dayton Peace Agreement). Neighboring Serbia, in the period after the signing of the Dayton Peace Agreement until today, has been using various new methods, means and mechanisms with the aim of weakening the state of Bosnia and Herzegovina and achieving the goals that it failed to implement during the aggression from 1992-1995. For this purpose, and through the use of the mechanism of “special” ties with the RS entity, Serbia is trying to strengthen its position in Bosnia and Herzegovina and thus further weaken the sovereignty of the state and threaten its territorial integrity, aiming for the final goal of creating a Greater Serbian state. In this regard, continuous proactive opposition to such concepts and actions by the institutions of the state of Bosnia and Herzegovina is necessary, which will force the neighboring state to respect the state institutions, its sovereignty and territorial integrity. Therefore, the goal of this research is to identify some of the most pronounced attacks on the state of Bosnia and Herzegovina, especially the region of Eastern Bosnia, by neighboring Serbia in the period after the Dayton Peace Agreement, to recall such actions, and to offer concepts of possible responses to these pretensions and aspirations.

- Summary/Abstract:Throughout history, others have constantly claimed historical rights over Bosnia and the Bosniak people, forgetting that Bosniaks are an autochthonous people in the areas where they have always existed, with their own identity, ethnogenesis, as well as with their own script, customs, culture, art, and the like. Through programs and projects from “Načertanije” to the “Memorandum” of the Serbian Academy of Sciences and Arts, the history of the Bosniak people is reflected, which was bloody, horrific and terrible. Thus, Bosniaks have been denied everything that was allowed to other nations in Europe, from culture, their own state, and name, to all other rights. This paper will focus on the historical and state-legal continuity, as well as the cultural identity, of Bosniaks as one of the oldest European peoples in Bosnia, and why they, as such, suffer biological destruction from their neighbors. The fact is that the formation of a genocidal project, namely the creation of an ethnically pure Serbian territory, leads to the extermination of an ethnic group, as well as the physical destruction and biological extermination of a civilized people, crimes and genocide. The focus is on several segments such as the feeling of Serbian superiority, the Serbian policy of denying Bosnia and Herzegovina, the plan to destroy the national and ethnic group as such through various state projects, and the holding of a referendum.

- Summary/Abstract:The historical development of Bosnian-Herzegovinian diplomacy began significantly earlier than the declaration of independence of the Republic of Bosnia and Herzegovina and its admission to the United Nations in 1992. By examining historical facts, it is clear that building a diplomatic network is a laborious and demanding task, which was often entrusted to individuals who, through their own connections, sought to build diplomatic networks worldwide. This paper will focus specifically on the diplomatic activities of Alija Izetbegović, the first President of the Presidency of the Republic of Bosnia and Herzegovina. Namely, in the period from 1991 to 1996, Izetbegović had a number of significant diplomatic meetings at the highest level with leaders from the West, but also with leaders from the East, which was extremely important for Bosnia and Herzegovina. The fact that Izetbegović met at the highest level on several occasions with the presidents of the USA, Iran, Arab states, and EU members, indicates a dynamic period of diplomacy at that time. The focus of the paper will be on 1991 and Izetbegović’s approach, and what the epilogue of such foreign policy activities was. In addition to the available literature, archival sources of the Presidency of Bosnia and Herzegovina and institutions dealing with the legacy of Alija Izetbegović will be used. This paper does not aim to discuss in detail all of Izetbegović’s diplomatic talks and meetings from the latter period, which is impossible in the context of this kind of work, but rather aims to analyze certain important visits and examine their final impact in strengthening the international position of the state of Bosnia and Herzegovina in the later period. Accordingly, the main assumption is that the diplomatic meetings from 1991 significantly shaped the foreign policy activities of Alija Izetbegović, as well as Bosnian-Herzegovinian diplomacy in the later period.

- Summary/Abstract:This paper analyzes the legal and political aspects of the Basic Agreement between Bosnia and Herzegovina and the Serbian Orthodox Church (SPC), signed in 2007. Through a normative and analytical perspective, the paper discusses the legal nature of the agreement, its relationship to constitutional and legal norms, as well as the practical consequences of its provisions concerning secularism, equality of religious communities, and the sovereignty of the state. Special attention is paid to the institutional privileges granted to the SPC by this agreement, as well as examples of violations of the agreement provisions and the laws of BiH by the SPC. The dilemma is whether the Agreement, although formally based on the principles of freedom of religion, creates a legal and political imbalance, and opens the possibility for legal review and the need for a systemic revision of relations between the state and religious communities in Bosnia and Herzegovina.

- Summary/Abstract:The paper analyzes bilateral relations between Iran and Bosnia and Herzegovina. During the war (1992–1995), Iran supported Bosnia and Herzegovina with military and humanitarian aid, without imposing its own ideology. In the post-war period, cooperation was reflected in cultural, educational and economic projects, with limitations due to international sanctions and internal political complexity. Political relations balance between Iranian support for the sovereignty of Bosnia and Herzegovina and Bosnia’s European integration. In conclusion, relations remain stable, but their further development will depend on geopolitical circumstances and common interests.

- Summary/Abstract:The key to international relations lies in the interests on which relations between states, as well as international organizations and other interstate alliances and unions, are based. In its foreign policy, BiH has opted for membership in two alliances, the EU and NATO. Since expressing the intention to join the EU, progress has been made and BiH is currently a candidate country. Although BiH is legally committed to NATO membership, representatives of the Serb people from the BiH entity of RS are against membership in this alliance. Due to the standstill on the EU path and the inability to agree on NATO, BiH has found itself at a crossroad. In addition to the above, the paper will also address alternatives in foreign policy such as bilateral relations with Iran, Turkey and Saudi Arabia that can help BiH reach the ranks of great powers in achieving its interests. Although relations with these three states at the moment may seem “problematic”, BiH should look out for its interests, which should be emphasized in international relations. BiH has friendly relations with all three countries, which should grow into an alliance that will developin economic, political and military aspects. This paper will offer precisely the alternatives that BiH has in these countries, which will serve to approach the great powers through the above-mentioned countries.

- Summary/Abstract:Bosnia and Herzegovina occupies a unique place in international relations, balancing between the normative power of the European Union and the complex geopolitical realities that shape its political transformation. As a state with a multi-layered political system and pronounced ethnic divisions, Bosnia and Herzegovina represents a particular challenge for the processes of democratization and European integration. This paper analyzes to what extent the European Union, through instruments of conditionality, political dialogue and integration processes, contributes actively to the democratization of Bosnia and Herzegovina, and to what extent its mechanisms remain merely a simulation, maintaining the existing political structures without substantial changes. Special attention is paid to the role of the European Union in the context of the activities of other international actors, including the United States, Russia, China, Serbia and Turkey, and to the analysis of their influence on political processes within Bosnia and Herzegovina. In addition to the political and institutional aspects, the paper also addresses the dimension of European integration, exploring the perception of the European Union among the citizens of Bosnia and Herzegovina, the attitudes of political elites towards European norms, and the impact of a long-term transition on social structures and political culture. Through a comparison with other countries of the Western Balkans and the Eastern Partnership (such as Ukraine, Georgia and Moldova), the paper analyzes whether the European Union applies consistent standards of democratization or adapts them to geopolitical interests.

- Summary/Abstract:This paper analyzes the strategic coherence of domestic and foreign policies of Bosnia and Herzegovina as a key prerequisite for successful diplomacy. It explores the key obstacles – from institutional fragmentation, through political divisions within the Presidency of Bosnia and Herzegovina, to the instrumentalization of the diplomatic service. The theoretical framework of the paper is Putnam’s theory of the “two-level game”, which explains the limited “win-set” of Bosnia and Herzegovina in international negotiations. The paper also problematizes the role of international actors in shaping the foreign policy of Bosnia and Herzegovina, with an emphasis on the dual effects – stabilizing and polarizing. Through a comparative analysis, examples of successful strategic alignment are cited, including the application for membership in the Council of Europe and the Stabilization and Association Agreement. In the conclusion, concrete measures are proposed: the adoption of a comprehensive foreign policy strategy, the professionalization of diplomatic staff, and the strengthening of the role of civil society. Without internal agreement, Bosnia and Herzegovina remains limited in achieving its international goals, and diplomacy remains a reflex of political crises instead of an instrument for their prevention.

- Summary/Abstract:The paper deals with the implementation of Annex VII of the General Framework Agreement for Peace in Bosnia and Herzegovina, with a special emphasis on the role of the international community in supporting the return of refugees and displaced persons and the challenges of sustainability of this process. Through an analysis of institutional, political and economic factors, the paper explores the reasons why returns have not taken hold in many areas in a sustainable manner, and examines how this affects the international position of BiH, especially in the context of Euro-Atlantic integration. The starting hypothesis of the paper is that the unsuccessful implementation of Annex VII is primarily the result of a lack of political will and weak institutional capacities within the state, which in the long term makes the reintegration of returnees more difficult and slows down the foreign policy processes of Bosnia and Herzegovina. The research applied a descriptive-analytical method, using secondary sources (official statistics, legal frameworks, reports of international and domestic institutions) and a comparative analysis of relevant documents. A case study approach was also used, focusing on Bosnia and Herzegovina as a specific post-conflict context. The aim of the paper is to point out the need for a comprehensive approach to the implementation of Annex VII that includes security, legal, economic and social aspects, as well as coordinated domestic and international political will.
