Summary/Abstract: This paper analyzes the strategic coherence of domestic and foreign policies of Bosnia and Herzegovina as a key prerequisite for successful diplomacy. It explores the key obstacles – from institutional fragmentation, through political divisions within the Presidency of Bosnia and Herzegovina, to the instrumentalization of the diplomatic service. The theoretical framework of the paper is Putnam’s theory of the “two-level game”, which explains the limited “win-set” of Bosnia and Herzegovina in international negotiations. The paper also problematizes the role of international actors in shaping the foreign policy of Bosnia and Herzegovina, with an emphasis on the dual effects – stabilizing and polarizing. Through a comparative analysis, examples of successful strategic alignment are cited, including the application for membership in the Council of Europe and the Stabilization and Association Agreement. In the conclusion, concrete measures are proposed: the adoption of a comprehensive foreign policy strategy, the professionalization of diplomatic staff, and the strengthening of the role of civil society. Without internal agreement, Bosnia and Herzegovina remains limited in achieving its international goals, and diplomacy remains a reflex of political crises instead of an instrument for their prevention.
