Summary/Abstract: The paper deals with the implementation of Annex VII of the General Framework Agreement for Peace in Bosnia and Herzegovina, with a special emphasis on the role of the international community in supporting the return of refugees and displaced persons and the challenges of sustainability of this process. Through an analysis of institutional, political and economic factors, the paper explores the reasons why returns have not taken hold in many areas in a sustainable manner, and examines how this affects the international position of BiH, especially in the context of Euro-Atlantic integration. The starting hypothesis of the paper is that the unsuccessful implementation of Annex VII is primarily the result of a lack of political will and weak institutional capacities within the state, which in the long term makes the reintegration of returnees more difficult and slows down the foreign policy processes of Bosnia and Herzegovina. The research applied a descriptive-analytical method, using secondary sources (official statistics, legal frameworks, reports of international and domestic institutions) and a comparative analysis of relevant documents. A case study approach was also used, focusing on Bosnia and Herzegovina as a specific post-conflict context. The aim of the paper is to point out the need for a comprehensive approach to the implementation of Annex VII that includes security, legal, economic and social aspects, as well as coordinated domestic and international political will.
