Summary/Abstract: A collection of papers dedicated to the issue of hybrid warfare, which is one of the results of work on the project of the same name by the Department of Defense Studies of the Institute for Strategic Research of the University of Defense in Belgrade. The majority of the presentations presented at the roundtable held on December 21, 2017 at the Institute, entitled "Hybrid Warfare - the Dilemma of the Concept of Contemporary Conflicts", were translated into the papers that are before the reader, and a certain number of papers were motivated by discussions and exchange of experiences and views at the conference itself. In accordance with the standards of scientific research, the views and opinions presented in the papers of this collection are of an authorial nature, that is, they are not necessarily the views of the parent institutions and organizations, nor are they necessarily in mutual agreement with the views of different authors.

- Summary/Abstract:By applying the achievements in logic and the general methodology, and relying on the expert literature in the field of the art of the war, the author has tried to formulate the basic criteria for the valid defining of the “hybrid war” syntagm. With the help of the analysis and comparison methods, those essential features that should make the content of the notion of “hybrid war” have been singled out in the paper. The author has critically perceived several foreign authors’ views of the notion of “hybrid war”, on the basis of which, while also simultaneously applying the categorial apparatus of logic, he has tried to make a clear distinction between the concept of “hybrid war” and the other, sometimes very similar, notions – guerilla warfare, compound war, asymmetrical war, low-intensity conflicts.

- Summary/Abstract:Since the end of the Cold War, polemics in scientific-research circles have continued to be about whether and to what extent the nature of the war has changed. As a kind of novel, concepts such as "new wars", "hybrid wars" appear in textbooks and lexicons dealing with security topics. In this way, these terms by its initiality point direct to an obvious and unequivocal difference between the wars sometimes and now, and those that will take place in the future. It is also noteworthy that in relation to this topic they crystallized even the so - two schools of thought. The first, radical-modernist who thinks that the notion of "war" is outdated, and that the academic, and especially the security apparatus must necessarily incorporate this new circumstance in its documents and adapt it to a contemporary (different) war. The other could be called traditionalism, and it promotes the thesis that the character of the war has changed while its nature has remained the same. Is the phenomenon so called hybrid wars novum, or is not? What is the viewing angle of those who most often use hybridity as a way of labeling in mutuall rhetoric of the great powers of the present day, United States (in the wider context of the West) and the Russian Federation? These are some of the questions that this paper argues trying to answer.

- Summary/Abstract:A contemporary security environment includes the constellation of various forms of threats such as an old, new and / or transformed threats, as well as various forms of wars in which are included state and non-state stakeholders. The term 'hybrid war' has imposed as a notion that took over primacy in the discussions of experts in the field of military science and security studies. This concept should provide a theoretical and practical foundation for understanding the synchronized action of various content directed towards a particular vulnerability by causing a nonlinear trace of events. There is debate in the academic community whether it is a new phenomenon of war, a war that has been transformed in some aspects, or an old phenomenon enriched with a new term. This has created a real need for research of this security phenomenon by analyzing the conceptual determination and positioning of this advent among related phenomena, as well as determining the form and characteristics of a hybrid war. A special accent in this work was put on determining the content of the hybrid war.

- Summary/Abstract:With the era of globalization and accelerated technological advancement, an increasing number of previously non-traditional conflicts have entered the scene. Hence, war chronology clearly indicates that contemporary war conflicts, during and after the Cold War, have changed in relation to those that preceded them, in which the massive use of conventional weapons dominated. The inevitable characteristic of contemporary conflicts is reflected in the projection of minimizing and marginalizing armed in proportion to non-armed means, in which a traditional armed component appears only as an ultimate necessity, unless all other methods do not provide success, apropos they do not achieve satisfactory results and do not ensure the planned interest. The minimized role of armed conflict within new concepts is concerned with the issue of an adequate approach to researching the phenomenon of contemporary war as a prerequisite and foundation and development of all other doctrines and strategies. By analyzing the previous experiences and considering the different theoretical approaches to the concept of "hybrid warfare", the paper concludes that it is not possible to determine whether it is a new "cold" war, or the old one was actually just an introduction to the new one. In any case, it is evident that the new continuation is old and that the 20th century was a century of world wars, and that the 21st century will be the century of hybrid wars.

- Summary/Abstract:The last decades of the twentieth and the beginning of the twentyfirst century have brought about great and revolutionary changes in the international political scene, in scientific and technological progress and in the conduct of wars in general. The establishment, and then the collapse of the bipolar world order, created an atmosphere characterized by a broad political-ideological confrontation. Scientific and technological progress "reduced" the world and offered new means for achieving the set goals of the opposing sides. New strategies and doctrines have been developed, and the development and introduction of new weapons and means of war technology has been accelerated. Wars were waged around the world in different conditions, using different means and with varying success, so victory could sometimes be achieved independently of the actual military power of the conflicted sides. War as a social phenomenon is no longer closely related to armed forms of endangerment. Although the achievement of goals through the use of the armed forces remains the main feature of the war, other ways of influencing the opposite side are gaining increasing importance. In the foreground, a change is made to the behavior model of the enemy, not the physical destruction of its effects. That is why some authors announce a new generation of wars, which will take place in completely different spheres and lead with other means. Others, on the other hand, claim that postmodern wars are just a logical evolution of classic wars, caused by changing the current conditions in which they are being led. What they all agree on is the need to overcome the traditional approach and to understand the role, organization and concept of the use of the armed forces in accordance with the main trends of modern wars.

- Summary/Abstract:The subject matter of this research is the impact of modern hybrid threats on the development of the defense system of the Republic of Serbia. The research topic was discussed by going through its following key elements: concept and characteristics of hybrid threats, the threat to the security of the Republic of Serbia posed by hybrid threats and development of the defense system of the Republic of Serbia to counter hybrid threats. The aim of this study was to define hybrid threats, to determine how they affect the security of the Republic of Serbia, and in which direction to focus the defense capability development in order to counter hybrid threats. Preliminary results of the research have shown that hybrid threats are not a new phenomenon that the security of the Republic of Serbia has already been threatened by hybrid threats, and that hybrid threats will endanger the security of the Republic of Serbia in the future. In order to counter hybrid threats, the development of a wide range of military and non-military defense capabilities are required, as well as the implementation of a comprehensive approach in the protection of the national and defense interests of the Republic of Serbia.

- Summary/Abstract:The global geopolitical situation in the world is characterized by a change in the force relations of and the influence of the great world powers on the flow and intensity of local and regional war conflicts.The strong influence of the Russian Federation on the crisis in Ukraine and the civil war in Syria, as well as the position of China and the RF in relation to the missile-nuclear crisis in the Korean Peninsula, leads to the reaffirmation of a unipolar global order and the revitalization of the global position of power and decision-making in the US and NATO.The natural consequence of the distribution of power is the reaffirmation of the role and position of the UN in the regulation of crises that threaten regional and world security.The crisis in the east of Ukraine, as well as the Crimea annex by the RF, has deteriorated the relationship between the RF - NATO - EU - US to the level of the "Cold War", with the unilateral introduction of economic and other sanctions by US and EU countries against Russian Federation. It is an extremely urgent problem to determine the virtual (cyber) influence of the RF on the course and outcome of the presidential elections in the United States and other countries of NATO and the EU. In the conditions of confrontational relations of great powers, doctrinal novelties and "breaks" about the planning and use of the armed forces in war conflicts and the emergence and management of crises have been noticed. The new doctrine of Russian Armed Forces is especially important. In Western and domestic media it is often called called "Doctrine of Hybrid Warfare" or "Doctrine of Gerasimov".

- Summary/Abstract:The paper summarizes the concept of hybrid warfare. After that, the purpose and capabilities of the Special Forces were presented, with the aim of pointing to their specificity, as well as the way in which they can be used in hybrid conflicts, which is also a central part of the study. The abilities of these forces to significantly influence the course and outcome of the conflicts are presented through several examples of special operations that Special Forces conducted in the last conflicts, which were (or could be, by way of execution) part of hybrid warfare. At the end of the paper, the authors proposed a model of Special Forces that could be used effectively in hybrid warfare.

- Summary/Abstract:A syntagm that is relatively new to the public, but more аs a word, and less by its content, is a hybrid war or hybrid warfare. Appearing at the beginning of the 21st century in certain works and statements in the United States and countries of Western Europe, it increasingly becomes a term that attempts to explain the threat to national security by states or non-state actors. The unique definition of hybrid war has not come to date. What is common with different authors is the content of hybrid warfare, or the forms in which it is manifested, and one of them is economic aggression or economic warfare. This type of threat to security has its roots far in the history of human society, and with the development of economic relations, and especially globalization, it has experienced changes in the diversity of used methods. Today's economic war has become one of the main non-military forms of achieving the goals and interests of certain countries, which are limited to establishing partial or complete control over decisions of other states.

- Summary/Abstract:Conceptual transition from "traditional" to "new generation of warfare", such as transition 1) from a war with conventional forces to specially prepared forces and commercial irregular groupings 2) from direct clash to contactless war, 3) from war in the physical environment to a war in the human consciousness and in cyberspace; 4) from symmetric to asymmetric warfare, indicate the actuality of hybrid warfare and information operations. The massive use of modern information technology and the phenomenon of „information overload“ have led to intensification of conflict using information, which makes information operations more and more important for national security. Information operations are conducted through a whole set of activities (civil and military) of relevance to national security, which is why they are suitable for hybrid warfare. The information space opens wide possibilities for hybrid warfare and reduction of the combat potential of a stronger and richer enemy.

- Summary/Abstract:Information campaigns and the usage of non-military means based on indirect communication, propaganda and subversive activities in order to secure strategic interests are important factors of hybrid warfare. By designating these activities as “psychological operations”, we are risking to disregard the fact that they are focused on specific cultural contexts and specific social groups, as well as that they rely on manipulation and usage of cultural categories that already exist in the attacked society. By applying theoretical and methodological frameworks and concepts developed in the field of socio-cultural anthropology to the analysis of this kind of hybrid threats, we can explore the direct connection between hostile activities and meanings, ideas, values, motivations and cultural identities to which they are directed. Viewed from this perspective, the goal of psychological operations is to impose constructed framework for interpretation of social reality onto the civilian population, or some part of it and in that way, politically mobilize them, either overtly or covertly. By relying on insights from semiotic sub-disciplines of anthropology, we can identify the most vulnerable social groups and meaning systems which can become the focus of hostile activities. At the same time, we can discover the integral channels and forms that enemy relies on in order to communicate their ideas to the population. In this way, the application of anthropological insights can lead to the early identification and prevention of hybrid threats, increasing the possibility of an adequate response and reduction of the risks.

- Summary/Abstract:Public audience is complex, dynamic and by its origin hybrid phenomena which in era of globalization and technology expansion has rising importance. Article introduce principles of logic and working algorithm of hybrid computing system, DYMATICA, which is digitalized model for analyzes, assessment and prediction reaction of decision makers, of public audience, leaders of ‘thoughts’, as well as potentials of usage of those predictions.

- Summary/Abstract:The prefix „cyber” is now often used to describe the activities that take place in the domain of information communication technologies. Terms such as „cyber security”, „cybercrime”, „cyberwar”, „cyberterrorism”, etc. are derived from the term „cyberspace”, so when we talk about the term „cybercrime” then it is meant criminal activities that take place in cyberspace.Today, there are many different definitions pertaining to cyberspace, which in their focus are placed on certain elements in the domain of information communication technologies such as hardware, applications, information and the like. The diversity in defining „cyberspace” leads to difficulties in the conceptual definition of the space itself in which cyber activities take place, and therefore define the fields and domains of activity. In paper, using the method of statistical analysis of data, the data analysis techniques performed extraction of knowledge from the available Internet sources, strategic documents related to the cyberspace and the results of the surveys that were processed in the Statistical Package for the Social Sciences package and a proposal for the definition of the term and classification cyberspace.

- Summary/Abstract:The importance of networks, devices, and services for information and communication technologies (ICT) today is obvious and crucial for regular functioning of almost all of the world countries. Around half of the world population has used the Internet in 2016, and it is estimated that by 2020 around 12 billion devices will be connected online, directly or via other devices. It is clear that there is a causal relation between the growth of information and communication technologies and their illegal or malicious use. This is the reason why almost every country in the world developed strategies for raising the level of their cyber security. However, there are still big differences between countries regarding the awareness, understanding, knowledge, and capacities for implementation of appropriate strategies and programs so that appropriate use of ICT is secured. That is why the International Telecommunication Union (ITU), together with partners from public-private and private sectors, as well as with academia, has built the Global Cybersecurity Index (CGI). The key goal of the Index is capacity-building on national, regional, and international levels through assessment of the level of countries’ engagement regarding the cyber security, as well as the development of the best practices examples list that could be used in countries which need support in this area. The GCI started in 2014, when the first research was conducted among the ITU member-states, and it is based on so-called five pillars making the Global Cybersecurity Agenda (CGA). In our analysis, we will use the data and reports from the International Telecommunication Union, and besides the Global Cybersecurity Index 2014 and Global Cybersecurity Index 2017, we will use individual cybersecurity profiles of the European ITU member-states, with focus on the Republic of Serbia. We will analyze which threats are recognized in the cybersecurity area, and how are the ITU memberstates prepared for dealing with these threats.

- Summary/Abstract:With its global reach, the Internet has facilitated the spread of extreme ideologies of terrorist groups that use cyber space in different ways. Internet, digital technologies and social media play an increasing role in the process of violent radicalization and indoctrination of young people around the world, which is one of the potentially big security challenges of the countries of the world. The process of online radicalization of young people is a global and multiple phenomenon in which social media are used as a strategic tool for attempting to encourage violent behavior and is a worryingly growing trend, especially since the creation of the Islamic State. The Islamic State effectively used the influence of social networks and the Internet as a global medium in order to promote its principles, its struggle and its ideals. Active use of social medias such as this group has managed to reach new sympathizers and fans around the globe and, in particular, to a large number of young people.
