Summary/Abstract: Papers collected in this book were presented at the scientific conference "Crisis and Transformation of Political Parties" held on June 26th 2006 in Zagreb. The Conference was organized by the Political Science Research Centre Forum, based on values of pluralism and tolerant dialog. The book consists of two parts. The first part examines causes of crisis of political parties, while the second part deals with possibilities of transformation of political parties, in particular accenting Croatian society. This collection reflects the attitudes and understandings of authors who are positioned in different scientific orientations and points of view. In the context of political sciences, sociology, politics and law this book intends to provide a broader understanding of political parties, their position in the world and in Croatia and the changes they are going through under the influence of the second modernization and transition in Croatia.

- Summary/Abstract:The reputation of political parties among the Croatian public has been very low for a long time. This stems from the assessment that all relevant political parties in Croatia today, which have been in power for a certain period of time in the last six years, not a single one has shown sufficient determination and political will to resolve some of the fundamental problems of Croatian society that are causing it to develop much more slowly than it should and could. Political parties are generally perceived by the general public as groups of citizens who, by participating in political life, primarily pursue their own interests. They are also perceived as professionally and politically incompetent and therefore insufficiently effective.

- Summary/Abstract:There are still ongoing debates about whether political parties are the greatest evil in society, because their existence contributes to social conflicts, divisions and sometimes the collapse of some social communities, or whether political parties are one of the most important modern means of preserving democracy. There are also ongoing debates about whether religion is a private matter, or whether religion is a public matter, meaning a phenomenon that completely permeates the entire social sphere, or whether religion is the social factor that tries to influence contemporary society and thereby change it. This applies in particular to politics, but also to other subsystems of society understood in Luhmann's sense. Therefore, today, most of the talk is about different aspects of the relationship between the church, or religious communities, and politics, religion and culture, religion and science, and the politicization of religion and the religiosity of politics. However, it is rare to read a discussion about the relationship of today's political parties to religion. Namely, in today's era of overly cumbersome multi-party systems, individual and comparative discussions about the relationship between party and religion are rare, and they would be based on party documents - the statute and program - in which the relationship between the party and religion would be discussed on the basis of these documents.

- Summary/Abstract:Without political culture, it is not possible to understand the relations between citizens and the state. That is why it is important to know how political parties perceive this relationship and how they incorporate it into the agendas of their political activity. The question arises as to how and to what extent political parties in Croatia perceive the importance of citizens' political culture for the development of democracy. More precisely, how do political parties in Croatia perceive the dynamics of the development of democracy, the relationship between citizens and the state, citizens and democracy, and their role in the democratization process. How aware are they of the causal relationship between key factors in the process of developing democracy. Do they think that with their political and institutional engineering, they can achieve the development of an effective (efficient) democracy. These are questions that should be answered at least in theses. Our basic thesis is this: if political parties in Croatia are not aware of the causality of the relationship between the key factors of modernization and democratization of society, and if they misperceive the importance of certain dimensions and types of political culture in that relationship, then they cannot contribute to the democratization of society, but rather involve confusion and frustration in the process itself.

- Summary/Abstract:In economics, it is good to be a creditor, but difficult to be a debtor. The debtor, regardless of modern and humane laws, is always in a relationship of responsibility and subordination. Such a relationship of dependence creates money, not by the force of legal norms, but by the completely factual needs of political parties. Money helps or is even necessary in winning votes, presenting party programs, and is not a secondary matter but a strong motive for political competitions, organizing supporters and activists. Money is also wanted by those who have status and political power, who can acquire it thanks to their position in politics. “It is undoubtedly true that ‘money is also power’ and the statement that the distribution of money can influence the distribution of political power, but also vice versa, that political power can be used to acquire financial resources.”8 However, we are not dealing here with moralizing, ideologies or the political system as a whole, but with completely practical problems. The financing of political parties, the money that political parties have at their disposal in the electoral struggle, has become a first-class practical political issue for several reasons.

- Summary/Abstract:The controversies discussed here are often at the center of public interest even in countries with a rich tradition of democracy. In these countries, the media, non-governmental organizations and other factors have been repeatedly warning for a long time about the twofold harm of the “shady” financing of parties and other political actors: on the one hand, political actors should not use their (actual or potential) position in power to force companies and individuals with capital to give them donations; on the other hand, it is unacceptable for the rich and corporations to influence the government and control the political system in this way.

- Summary/Abstract:Transparency of the sources, amounts, and methods of spending financial resources of candidates or political parties in an election campaign is an important factor in public oversight of the election process. At the same time, it also reflects the actual degree of democracy of elections. The regulation of election campaign financing is justified in an effort to limit the disproportionate influence of wealthy individuals and special interest groups, the misuse of public funds, and the use of financial influence on the outcome of the election, because in this way it would deviate from the actual mood of the electorate and individual political parties would be put in a more favorable position. The electoral legislation of modern democratic states also precisely regulates the financial aspect of the election campaign, regardless of the level of the election in question, all with the aim of ensuring the transparency of this part of the election.

- Summary/Abstract:The financial aspect of the election campaign in the 2005 presidential elections brought several new elements that had not previously existed in the political finance system in Croatia. This mainly refers to the obligation to publicly disclose the budgets used to finance the election campaign, as well as to the narrowing of possible sources of financing. It is particularly significant that the public disclosure of data shed light for the first time on the money that enters politics from the private sector, which until now had been a source more or less hidden from the public. This also made some progress in reducing suspicions of political corruption, regularly associated with that part of political finance that comes from unknown private sector grants. The key shortcoming of the political finance system, however, was once again the lack of an agency that could confirm the credibility of the financial reports that candidates and political parties send to the State Election Commission. The establishment of such an agency, which would be supported by strong auditing powers, therefore remains the main task in reforming the Croatian political finance system.
