Aporias about the legal Framework for Financing Political Parties in Croatia

Summary/Abstract: The financial aspect of the election campaign in the 2005 presidential elections brought several new elements that had not previously existed in the political finance system in Croatia. This mainly refers to the obligation to publicly disclose the budgets used to finance the election campaign, as well as to the narrowing of possible sources of financing. It is particularly significant that the public disclosure of data shed light for the first time on the money that enters politics from the private sector, which until now had been a source more or less hidden from the public. This also made some progress in reducing suspicions of political corruption, regularly associated with that part of political finance that comes from unknown private sector grants. The key shortcoming of the political finance system, however, was once again the lack of an agency that could confirm the credibility of the financial reports that candidates and political parties send to the State Election Commission. The establishment of such an agency, which would be supported by strong auditing powers, therefore remains the main task in reforming the Croatian political finance system.
