Summary/Abstract: In economics, it is good to be a creditor, but difficult to be a debtor. The debtor, regardless of modern and humane laws, is always in a relationship of responsibility and subordination. Such a relationship of dependence creates money, not by the force of legal norms, but by the completely factual needs of political parties. Money helps or is even necessary in winning votes, presenting party programs, and is not a secondary matter but a strong motive for political competitions, organizing supporters and activists. Money is also wanted by those who have status and political power, who can acquire it thanks to their position in politics. “It is undoubtedly true that ‘money is also power’ and the statement that the distribution of money can influence the distribution of political power, but also vice versa, that political power can be used to acquire financial resources.”8 However, we are not dealing here with moralizing, ideologies or the political system as a whole, but with completely practical problems. The financing of political parties, the money that political parties have at their disposal in the electoral struggle, has become a first-class practical political issue for several reasons.
